    AN EXECUTIVE ORDER ORGANIZING THE BARANGAY ______________


    IGBARAS, ILOILO THE SELECTION, MONITORING, GRIEVANCE AND
    APPEALS COMMITEE FOR THE PROVISION OF ASSISTANCE TO
    INDIVIDUALS AND FAMILIES IN CRISIS SITUATION DUE TO THE
    DECLARATION OF LOCALIZED ENHANCED COMMUNITY QUARANTINE

    WHEREAS, Republic Act 11469 otherwise known as the “Bayanihan to Heal as


    One Act” declares a national emergency due to Corona Virus Disease and there is a
    urgent need to undertake a program for recovery and rehabilitation, including Social
    Amelioration Program and provision of safety nets for all affected sectors;

    WHEREAS, the Inter Agency Task Force (AITF) for the Management of
    Infectious Diseases released Resolution No. 127-E dated July 15, 2021 placing Iloilo
    City and Iloilo Province under Enhanced Community Quarantine;

    WHEREAS, on July 23, 2021, the President through the Office of the Executive
    Secretary approved the request of the Department of Social Welfare and Development
    (DSWD) to provide Aid to Individuals in Crisis Situation (AICS) through fund transfer to
    the Local Government Units under ECQ;

    WHEREAS,  Department of Social Welfare and Development (DSWD), along


    with the Department of the Interior and Local Government (DILG), and the Department
    of National Defense (DND), signed on July 25, 2021 the implementing guidelines for the
    distribution of financial assistance to local government units under Enhanced
    Community Quarantine (ECQ);

    NOW THEREFORE, I, ___________________________, Punong Barangay, by


    virtue of the powers vested in me by law, do hereby order the creation of the Barangay
    Selection, Monitoring, Grievance and Appeals Committee for the provision of assistance
    to individuals and families in crisis situation due to the declaration of localized enhanced
    community quarantine.

    SECTION 1. COMPOSITION. The committee shall composed of the following:

    : __________________________
    Barangay Service Point Officer (BSPO)

    SECTION 2. ROLES AND FUNCTIONS. The committee shall be:

    1. Responsible in determining the qualified recipient of the assistance.


    2. Review from its available database in the barangay including, but not limited
    to, SAP database or community-based monitoring system and ensure that the
    only those physically residing, permanently or temporarily, or are still in the
    locality at the time of the declaration of the ECQ.
    3. Responsible on cleansing and duplicate checking of the list of beneficiaries.
    4. Responsible in accepting and processing grievances relative to the inclusion
    and/or exclusion of beneficiaries, non-receipt of subsidy, and other matters
    related to the distribution of the subsidy.

    SECTION 3. SEPARABILITY CLAUSE. If for any reason, any part or provision of this
    order is declared invalid or unconstitutional, any part of or provision, not affected
    thereby shall remain full force and effect.

    SECTION 4. EFFECTIVITY. This order shall take effect immediately and shall
    supersede, amend, or revoke previous order which are inconsistent herewith and shall
    remain in full force and effect until revoked.
