Pakistan Civil Aviation Authority requires services of qualified individuals to fill the following vacant posts where
selection will be made purely on suitability and merit: -

Sr. Additional Director Contract (EG-08)

01 Position on Merit
S. No. 01 Contract: 03 years (extendable on satisfactory performance)
Lump Sum Monthly Salary: Rs.460,000/- (Gross) Per Month with 5% annual
increment
 Minimum Bachelor’s degree in Civil Engineering from HEC recognized University
QUALIFICATION
 Must be registered with Pakistan Engineering Council,
 Minimum 25 years in Construction industry with at least 07 years in Airport
projects.
EXPERIENCE &
 Should have command on FIDIC Contracts for Civil (Fourth Edition) and E&M
SKILLS
(Third Edition) as prescribed by PEC with drafting skills
 Familiarity with Contract Act 1872
 Review bidding documents and contract documents
 Monitor the project activities according to PCAA rules and regulations, planning
JOB commission guidelines, PPRA rules, and Government Audit requirements
SPECIFICATIONS  Guide the relevant project management units relating to the contractual matters and
proactively highlight anomalies for rectification
 If required, act as Project(s) Manager/Project(s) Director
AGE  Maximum 57 years of age (including all age relaxations)
Additional Director (Civil) (EG-07)
01 Position on Merit

Lump Sum Monthly Salary: Rs.415,000/- (Gross) Per Month with 5% annual

 Minimum Bachelor’s degree in Civil Engineering from HEC recognized University
QUALIFICATION  Preference shall be given to candidates having Masters Degree in Civil Engineering
 Must be registered with Pakistan Engineering Council
 Minimum 20 years of Experience with at least 05 years’ experience related to
EXPERIENCE& design and construction of Airport related projects
SKILLS  Well versed with PCAA, ICAO/FAA guidelines, Planning Commission Guidelines
and procedures
 Overall, in charge of Project Monitoring cell.
 Review the project documents, including technical reports and PC-1
 Design Review of Airport Infrastructure & Pavement Structures
JOB  Specification Review of building structures, pavements & building systems.
SPECIFICATIONS  Development of Monitoring and Evaluation (M&E) SOPs
 Coordination with Project Directors, Consultants and Contractors
 Time to time Site Visits for monitoring Projects and submission of reports for
PCAA Headquarters

 Monitor/Assess the Physical and Financial Progress of the projects
JOB  Review the BOQ and cost estimates

 Review the Variation Orders
 Review the contractor bills

Joint Director (QA/QC) – (EG-05)

SPECIFICATIONS  Recommend technical measures to address quality issues
 Assess the standard and working of construction plant and machinery and
suggest improvements

 Investigating faults in the networks of existing Airports
 Procuring network equipment and managing
 Subcontractors involved with network installation
JOB
 Reporting network issues to key stakeholders/ related departments
SPECIFICATIONS
 Can plan future expansions of IT infrastructures at Airports
 Act as a focal person for P&D to coordinate IT/ networking issues with other
stakeholders

Quality Assurance / Civil Supervisor - (SG-07)
Two (02) Position on Merit

QUALIFICATION  DAE (Civil)
 Minimum 15 years experience in construction projects related to pavements,
buildings and infrastructure
EXPERIENCE &  Professional Skills with practical knowledge of soil, concrete, asphalt &
SKILLS construction materials testing procedures as per ASTM Standards
 Experience of Airport / Infrastructure Projects especially Airside Pavements
shall be preferred
 Strong working knowledge of material testing for approval of construction
materials
 Gauge the construction quality with the defined FAA standards
 To perform testing to undertake quality Audit of the construction site
laboratories
 Perform technical measures to address quality issues
JOB
 Knowledge of soil, concrete & asphalt testing with mix design of concrete &
SPECIFICATIONS
asphalt
 Assess the standard and working of construction plant and machinery and ensure
compliance to specifications
 Checking the soil, concrete & asphalt testing and keeping the documentation and
implementation of all quality control procedures, to check its compliance to
specifications

Terms of Reference

i) Candidates not fulfilling the above requirements or submitting incomplete application shall not be
considered.

ii) Interviews will be conducted at Karachi, Lahore, Islamabad, Peshawar and Quetta for which separate
notices will be issued (depending on the number of candidates).

iii) The candidates to be called for the interview have to produce original documents for necessary
verification while appearing for the interview.

iv) No TA / DA is admissible for interviews.

v) Appointment will be subject to CAA’s medical fitness standards.

vi) Selected candidates will be required to serve anywhere in Pakistan as per requirement of CAA

vii) Government servants / employees of autonomous bodies / corporations will be required to submit
NOC from current employer before interview.

viii) Misinformation and any attempt to influence the selection process will be considered as a definite
disqualification for current as well as future recruitment in CAA, even if the candidate is otherwise
qualified.

ix) In case, any educational documents or any other document provided by the applicants is found
incorrect / fake / bogus at any stage, the services of selected candidate will be terminated immediately
and he / she will be blacklisted in future.

x) CAA reserves the right to cancel the partial or while recruitment process at any stage
