TOURNAMENT PROPOSAL: A PLAN

FOR BARANGAY CARIDAD HAMTIC


ANTIQUE SPORT COMPETITION

A. OVERVIEW

Basketball is a sport where two opposing teams of five players compete on a


rectangular, sometimes wooden court with an elevated hoop at either end; points are
scored by tossing a ball through the opponent's end basket. (Collins Dictionary, 2005). It
is one of the marvelous kinds of sport. Unsurprisingly, it has become genuinely
outstanding over the years and present time. Owing to its fun and competitive nature, it
continues to attract billions of fans globally. Canadian physical education educator James
Naismith invented Basketball in Springfield, Massachusetts, in 1891 as a less injury-prone
sport than football. He was a 31 years old doctoral student who devised the indoor sport
to keep athletes indoors during winters. The game took fast and expanded in popularity
as the twentieth century progressed, first in America and worldwide. Within a few decades
across the United States, it became a popular indoor sport and became a professional
sport once it got established in American Colleges. Later on, Basketball became ingrained
in American culture, which passed to other countries. As time goes by, playing Basketball
becomes admired or well-liked by Filipinos—fortunately, our fellow citizens who played
and competed for this one abroad successfully amassed trophies and returned home with
genuine happiness. As we granted this kind of sport in our village, we dignify the status
of our country, particularly a good reputation concerning playing Basketball and
aggrandizing every Filipino's skill and power who dreams of being a basketball player.
Implementing this sport will make them understand, and devotion to fair play, ethical
behavior, integrity, and general goodwill toward an opponent exemplify sportsmanship. It
proves that a player is disciplined enough to keep his or her cool, retain poise, and do
what is best for their teammates.
B. PLAYING VENUE

Along the Caridad, Hamtic Antique has a basketball court, including this
one, the San Roque Basketball Court. The court was built by its community with
the supervision of former barangay captain, Ms. Vitaly Zabala. The court is
encompassed by the classroom, particularly the Grade 1. Hence, the court is
surrounded by a school called Honorable Francisco Zabala Memorial Elementary
School. The trees and plants were also circumjacent to the whole court, which
aesthetically pleased the sense of place.
C. TOURNAMENT RULES

The following are rules and regulations concerning to Basketball sport tournament:

• Team Rosters

1) Each player is only allowed to play for one team. Teams will not be allowed
to compete until all payments have been paid in full.
2) During games, all teams must wear basketball uniforms. Each jersey must
be the same color and have numbers on them. Basketball shoes are
required. All jewelry should be taken off. During the game, necklaces,
earrings, and watches are prohibited.
3) It is solely the responsibility of the team coaches to ensure that their players
are fully aware of the event rules and regulations.
4) At all times, each participating team must have an adult coach on the bench.
5) Teams may have a maximum of twelve (12) players, and all players are
permitted to compete in any game.
6) The age of each member shall start with 18 years old to 22 years old.

• Team Discipline and Conduct of Players

1) A team must arrive fifteen (15) minutes prior to the scheduled match time.
If a team does not arrive after the grace time of 15 minutes, the team will
forfeit the game.
2) Any team that commits two (2) consecutive game defaults will be
automatically pulled from the competition.
3) Any player, coach, or manager who engages in any of the above acts of
violence or unsportsmanlike behavior will receive a technical penalty and/or
a game suspension, depending on the severity of the violation/situation.
4) Players under the influence of alcohol or any other illegal substance are not
permitted to participate.
5) Only the team captain on the floor has permission to contact with game
authorities, including table officials, about technicalities, but not about
chevalier decisions. It should, however, be done in a courteous and calm
manner.
6) The game will be forfeited if a team "walks out" during the game.
7) If a player is disqualified or removed from the game for the following
reasons:
a. In the game, he receives two (2) technical fouls.
b. In the game, he commits two (2) unsportsmanlike fouls.
c. He commits both types of fouls or a combination of the two.
d. The Technical Committee has the authority to disqualify any player who
may harm the league's values.
8) Every player involved in a brawl will be instantly banned from the league. A
fight is defined as someone punching or kicking an opponent or engaging
in other physical contact not related to basketball. The final decision is yet
up to the officials and technical committees.
9) At the end of the round, all postponed games will be rescheduled.
10) The team captain will serve as the playing coach in the absence of the
coach.

• COVID 19 Infections control guidelines

1) People should refrain from participating in community sports if they:


a. experience any cold or flu-like symptoms, even if they are minor
b. has traveled internationally or had intimate contact with someone who
has COVID-19 in the previous 14 days
2) If infected with coronavirus, they are at a higher risk of developing more
serious illnesses, such as:
a. persons over the age of 70
b. persons over the age of 65 who have a chronic medical condition
c. People with weakened immune systems
3) The danger of COVID-19 transmission in sporting environments can be
reduced by:
a. Teammates and trainers should wash their hands before and after
training sessions, as well as during the activity wherever possible. When
your hands are obviously unclean, wash them with soap and water or
use an alcohol-based hand sanitizer.
b. Use detergent and disinfectant to clean high-touch surfaces and items.
Follow the manufacturer's instructions on the product's label.
c. Clean sports gear with a detergent and disinfectant, as directed by the
manufacturer, or even a detergent and disinfection product that includes
wipes.
D. PROPOSED BUDGET ALLOCATION

The Budget proposal describes a forthcoming project's expected expenses in


order to gain funding from project stakeholders. The following are the list of
probable expenses in sporting event:

E. PROPOSED NUMBER OF TEAMS AND TYPE OF TOURNAMENT

The diagram below are two types of the tournament will be use in the tournament
proposal: the single elimination and double elimination. In addition, the proposed
number of teams are composing of ten (10).

Single elimination refers to a tournament format wherein groups or participants


are excluded after a single loss.

Double Elimination tournament is a sort of elimination event in which a player loses two
games or matches and is no longer eligible to win the tournament's championship. It
differs from a single-elimination tournament, in which a team is eliminated after only one

G. RECOMMENDATION

To Barangay Officials,

I am writing the following recommendations for the conduct of barangay sports


tournaments. I anticipate effectively disseminating these suggestions and hopefully
utilizing it all as a new ordinance for better improvement of our community.

• Disseminate accurate information in our community to be aware of these sports


tournaments. Most importantly, to encourage youth to engage in the said program,
particularly the boys.
• Concerning the playing venue, add at least fifteen bleachers with three stages. As
I scrutinized it, I discerned a lack of bench or chairs in the surrounding. It is vital to
place bleachers for people, particularly players and viewers.
• In the exterior facility, we can put a tent for our vendors. It is a win-win situation
wherein vendors gain profit while people don't have to escape the court.
• We can place two alcohol dispensers at the court gate for everyone's safety.
• Regarding the organization of our community sporting activity, we shall
acknowledge and implement the following: (1) undertake a thorough risk
assessment. (2) plan ways to reduce in-person contact for participants and staff.
(3) plan for more staff and volunteer absences. (4) find a space where you can
isolate the team or participants who become sick. (5) tell staff and participants what
you are doing to stop the spread of COVID-19.
