SDRRMC DUTIES AND RESPONSIBILITIES


SDRRMG CHAIR
➢ Convenes the SDRRMG
➢ Identifies, designates and activates a school Emergency Operations Center (EOC).
➢ Coordinates with the CDRRMC and BDRRMC
(City/Barangay Disaster Risk Reduction Management Council)

➢ Prepares with teachers and pupils the school disaster management and contingency plan.
➢ Maintains active relationship with chairpersons of the CDRRMC and BDRRMC
➢ With Technical assistance from various various local agencies, initiates & conducts training in
disaster management training in school.
➢ Coordinates arrangements for and directs all drills and exercises.
➢ Exercises command of responsibility for the implementation of school disaster management and
contingency plans.
➢ Arranges for and supervises the procurement and distribution of required supplies and equipment.

➢ Performs the functions of the SDRRMG chair in his or her absence.
➢ Assists the chair in organizing the SDRRMG and defining the roles and responsibilities of each

necessary in the interest of public safety.

TRANSPORTATION COMMITTEE
➢ Conducts an inventory of evacuation vehicles and contacts private vehicle owners to solicit their
support in case of emergency transport is needed.
➢ Prepositions evacuation vehicles at the designated pickup points during the preparedness stage.
➢ Identifies all available modes of transport in the barangay, municipality and province, and makes
use of these options when appropriate.
➢ Supports the transport needs of the school during emergency operations.

SECURITY COMMITTEE
➢ Organizes the barangay tanod (watch guards) and activates their security functions to augment the
manpower requirement of the dispatched personnel of the Philippine National Police (PNP)
➢ Secures evacuees and property in the area of operation.
➢ Implements and enforces personnel identification and control by checking unauthorized vehicles
and persons in cordoned off areas.
➢ Responds to alarm signals or other suspicious activities, and reports any unusual occurrences to
the higher authorities concerned through the SDRRMG chair.
➢ Performs escort duties in the transport of persons, supplies and equipment.

SUPPLIES COMMITTEE
➢ Assists the SDRRMG chair in procuring and distributing supplies and equipment.
➢ Identifies where supplies may be found and arranges for pickup and dispersal.
➢ Acts as the designated receiver of all supplies and materials.

COMMUNICATION COMMITTEE
➢ Prepares the school communication plan and protocols.
➢ Through predetermined warning signals, informs the school population of warnings and advisories
during the preparation and evacuation stages.
➢ Maintains coordination with the provincial, Municipal and Barangay DRRMC communication
teams for regular updates on impending threats and advisories.
➢ Maintains coordination with the City/Barangay DRRMC and other concerned agencies for regular
updates on impending threats and advisories.
➢ Keeps a record of all communication and warning messages.
➢ Acts appropriately on all communications pertaining to disasters.

EARLY WARNING COMMITTEE


➢ Prepares the official school warning plan and system.
➢ Performs observation of potential hazards and monitors these conditions.
➢ Reports observations to the SDRRMG chair for analysis and the issuance of appropriate advisories.
➢ Confers with the SDRRMG chair regarding real-time observations of hazards that may require a
preparatory advisory or an evacuation movement.

FIRST AID COMMITTEE


➢ Prepares a medical kit for the school evacuation center.
➢ Coordinates with the Department of Health (DOH), PRC, and other health agencies for first aid and
medical self-help training.
➢ Directs first-aid operations and health services, and control access to medical supplies.
➢ Ensures the safe storage and handling of food and drinking water at the evacuation center.
➢ Maintains adequate sanitation and hygiene standards within the evacuation center

SEARCH & RESCUE COMMITTEE


➢ Organizes and trains rescue service teams.
➢ Seeks training support in coordination with the public school district supervisor (PSDS) and school
division superintendent (SDS), Philippine Red Cross (PRC), Bureau of Fire Protection (BFP), or
Office of the Civil Defense (OCD).
➢ Requests budget appropriation to support training requirements.
➢ Where there are mass casualties, conducts search, rescue and recovery operations in school.
➢ Coordinates for emergency vehicle assistance (e.g. ambulances).
➢ Ensures that members of the rescue service teams are skilled in first aid and lifesaving techniques.

FIRE MANAGEMENT COMMITTEE


➢ Organizes the fire brigade team.
➢ Coordinates with higher DEPED authorities and the BFP for technical assistance in the conduct of
training for the organized fire brigades.
➢ Provides firefighting instruction through available sources, such as local fire departments.
➢ Ensures that firefighters know their stations, alarm signals and the locations of firefighting
equipment in their area of responsibility.
➢ Deploys firefighting personnel to area where there are outbreaks of fire to extinguish or contain fire
while awaiting the arrival of regular firefighting forces.
➢ Provides firefighting personnel with a ready supply of water.
➢ Works closely with the teaching and non-teaching staff, pupils and parents on matters of fire
control and prevention.

EVACUATION COMMITTEE
➢ Develops and continuously reviews the school evacuation plan.
➢ Makes sure designated safe holding areas are always kept ready to accommodate pupils in case of
an emergency.
➢ In coordination with higher DEPED authorities, prepares evacuation centers to handle internally
displaced persons.

➢ In coordination with the transportation committee, determines safe evacuation routes.
➢ Leads teachers band pupils to safe holding areas during emergencies.

RELIEF COMMITTEE
➢ Coordinates with the City Social Welfare and Development Office (CSWDO) for relief assistance.
➢ Assists in organizing and facilitating the preparation and distribution of relief goods.
➢ Receives relief donations such as canned foods, clothing, medicines, household utensils. equipment
needed for emergency operations and materials for temporary shelters.
➢ Assists the BDRRMC chair in preparing relief status reports for submission to the CDRRMC.

DAMAGE CONTROL COMMITTEE


➢ Develops damage control plans specific to each anticipated hazard.
➢ Deploys appropriate personnel after any disaster to restore damaged utilities or report conditions
that require outside assistance.
➢ Conducts school clearing after the calamity.
➢ Supervises the clearing of clogged waterways or canals.
➢ Maintains the physical facilities of evacuation centers and conducts damage assessments in the
affected areas.

B.E.R.T. COORDINATOR
➢ Responsible in establishing BERT in the school.
➢ Coordinates with the SDRRMG for the role of BERT members in DRR Activities.

Critical Incident Stress Debriefing (CISD)

A Critical Incident is an event caused by natural or man-made hazards that has the potential for causing powerful reactions in the
majority who are exposed to it. Strong reactions if not discussed and understood can interfere with work and home life during and
after the event. When there are critical incidents, there are always victims. They may be categorized into:
• Direct victims - those killed or injured
• Indirect victims - family, friends, co-workers and those identifying with the direct victims
• Hidden victims - crisis workers, volunteers, disaster managers and staff, police, firemen, hospital workers

Critical Incident Stress Debriefing


(CISD) is a preventive stress management strategy designed to assist affected people in handling normal stress. Debriefing was
originally developed to assist crisis response teams in recognizing and managing their own normal reactions to traumatic exposure.
Later, it was used to assist victims, survivors and disaster workers as well. Through debriefing, individuals realize that experiencing
severe stress during a critical incident is a normal reaction.

CISD is a tool that can:


• Assist victims to deal positively with the emotional effects of a severe event;
• Provide education about current and anticipated stress response;
• Provide information and support for coping and stress management. CISD is conducted through sharing-reflection sessions that are
confidential.

The objectives of CISD is for participants to:


• Share experiences, feelings, reactions during and after a critical incident;
• Learn and identify current and anticipated stress responses;
• Identify and discuss coping skills for reducing stress;
• Formulate and discuss contingency plans. There are different kinds of reactions to critical incidents as can be gleaned from Table 6.

CISD Process: Sharing of Facts and Feelings


1. Clarifying Facts of the Critical Incident
Before sharing individual experiences on the critical incident, it is important to clarify exactly what happened. A resource person or
the facilitator can inform the groups about overall facts and details surrounding the incident.
2. Confidentiality Agreement
Confidentiality should be observed to make the session helpful. The participants will also feel more comfortable in sharing their
experiences. Confidentiality means that what has been said in the session will not be relayed to other people by either the facilitators
or others present. Consult the group if they agree with this rule.
3. Guide Before, During and After Sharing

Before Sharing
Begin individual sharing by focusing on what happened and how people felt during and after the incident. Encourage discussions by
taking on the mindset that there are no right or wrong answers or ideas. Let participants feel free to experience their feelings,
thoughts and reactions. If others may not be willing to share, let them just listen and feel comfortable.
Do a short relaxation exercise following these steps:
• Close your eyes, slowly breathe in and then out.
• Continue this for three to four breaths;
• Then, slowly recall to mind scenes from the critical incident either from recent experience or the remote past.
In the sharing, each person will describe:
• What happened to him/her during the critical incident
• How did she/he feel then?
• How does she/he feel now?
• While sharing, that person may also recall another severe incident or life experience. If she/ he wants, she/he may also
share this.
After the Sharing
Thank the people for their openness and willingness to share. Take note of similar and unique responses. Relate these
strong reactions to other people’s reactions exposed to the same incidents. Encourage participants to confront their stress
by noting that people normally react in the same way and cope in several ways.
Closing Group Sharing
Sharing a critical incident often brings back or seems to recreate the critical incident in one’s mind and body. As a result,
tension may be re-experienced. Relieve this tension by another round of breathing exercises.

SIMPLE REMINDERS:

A teacher/s inside the classroom will guide the students going to evacuation area.

A BERT President per section must check the number of their classmates inside the evacuation area; if some of
their classmate/s is/are missing, inform the teacher/s to make necessary action.

All teachers/advisers must have a copy of list of students with contact number of parents/guardian for parent and
student reunification.
