1.0 PURPOSE
The purpose of this Method Statement is to describe the methodology of carrying out the
construction, quality control and safety aspects related to the installation ACS of Package 1A, 1B
& 1C - Fit out of Cluster (A, B & C), with respect to project specifications and specific scope of
works undertaken under the contractual obligations of the contract.
1.1 This Method Statement is developed based on the detailed design drawings “Issued for
Construction”.
2.0 SCOPE
The scope of this Method Statement is to define the procedures of the Contractor to adopt the
Installation, of “Lenel Access Control System (ACS)” as required by the project Package 1A, 1B
& 1C - Fit out of Cluster (A, B & C).. The installation procedure shall follow the execution of actual
work at site in accordance with IFC drawings, QCS 2014, project specifications and
manufacturer’s recommended Installation.

6.0 RESPONSIBILITIES
6.1 Project Manager
6.1.1 To ensure fulfillment of time and efficient use of company resources, cost target for
project to achieve the completion date within reasonable time.
6.1.2 Responsible under command responsibility for safety and proper planning of
resources at the project site for the welfare of the personnel under his management
involved at the jobsite.
6.1.3 Performs project management functions.
6.1.4 Attend Coordination meeting with Main Contractor as required for the completion of
the project.
6.1.5 Implementation of company procedures and policies at project site.
6.1.6 To ensure fulfillment of allotted time and cost effective target for project.
6.1.7 Shall perform other jobs as maybe required by Top Management.

6.2 QA/QC Engineer QA/QC is part of the quality management, focused on providing the
quality requirements per standards fulfilled with quality of workmanship.
6.2.1 Responsible for the inspections, testing and /or review of test data and quality audit
based on project documentation requirements.
6.2.2 Shall carry out periodic inspection of completed work, review of testing and
commissioning in coordination with the submitted data by site engineer, shall
comply with the project documentation requirements.
6.2.3 Shall perform coordination with the Engineer, Project Manager, Site Engineers, and
Safety Officers for the implementation and compliance with the Safety, Quality
Management System and work standard requirements.
6.3 Safety Officer
6.3.1 All safety measures implemented at the job site for handling, transporting,
installations, dismantling, etc. Hazards and risk assessment shall be prepared and
disseminated to all concern, to minimize the occurrence of untoward incident at
jobsite.
6.3.2 Coordination with project managers, QA/QC engineers, site engineers, foremen,
supervisors, workers, client’s representatives, etc. at job site on health and safety
issues.
6.3.3 Shall conduct the tool box meetings and on the spot inspection on daily activities at
jobsite of all personnel to prevent or minimize hazardous condition, unsafe
practices, etc.
6.3.4 Shall be responsible to implement safety rules and regulations and conduct
disciplinary action to those who has repeatedly made defiance to safety matters.
6.3.5 Shall be responsible for first aid treatment and shall coordinate with nearest
hospital, police and fire department in case of accident or emergency.

6.4.1 Review this method statement and monitor its implementation.


6.4.2 Assist site Supervisor/ Foreman on executing the construction activities.
6.4.3 Responsible on overlooking the activities on the project and preparing work
progress.
6.4.4 Responsible of implementing all activities that are required as per approved shop
drawings.
6.4.5 Responsible on all work safety during execution.
6.4.6 Conducting daily meeting with Construction team to organize work for the day/next
day.
6.4.7 Coordinate the activities to other trade contractor before implementing at the site.

6.5 Site Supervisor/Foreman


6.5.1 Shall be responsible for the tool box meetings with workers prior to start of work at
job site on day to day activities, the proper storage, handling, installations, cost
effective utilization of construction materials at job sites.
6.5.2 Responsible under command responsibility for the safety and welfare of his site
workers at project job site at every stage of work at job site.
6.5.3 Performs installation/construction of all works in accordance with approved shop
drawings, specifications, standards, Method Statements and quality workmanship.
6.5.4 Coordination with site workers for proper use of material resources and daily work
at the project job site.
6.5.5 Shall maintain good housekeeping at job site upon completion of work. All scrap
materials, rags, debris, etc., shall be properly disposed.

6.6 Skilled Workers/Helpers


6.6.1 Responsible for the safe and efficient performance/works at project job site and
proper utilization of materials. Minimize waste of materials at job site and use the
right tools for the job.
6.6.2 Performs installation/construction of all works in accordance with approved shop
drawings, specifications, standards, Method Statements with quality workmanship.
6.6.3 Coordination with helpers for joint efforts and use of all available resources and
daily activities for the project.
6.6.4 Shall follow all company rules, guidelines, procedures and policies at project site.
6.6.5 Site coordination works of related equipment with other trades at project job site to
ensure efficient use of resources.
6.6.6 Shall maintain good housekeeping at job site upon completion of work. All scrap
materials, rags, debris, etc., shall be properly disposed.

7.0 PERMITS AND LICENSES


7.1 Necessary approvals/permits will be obtained from ALB/GHD before commencing any
work on site, (where applicable).

8.0 SEQUENCE OF ACTIVITIES


8.1 Site Planning / Preparation
8.1.1 Obtain the material approval prior to delivery of materials, and Accessories
materials and before shifting the same to site.
8.1.2 Drawings for installation shall be approved & coordinated with other services.
8.1.3 The site engineer shall ensure that if any clashing observed during coordination with
other services, the same shall be identified and brought in to consultant with
alternate proposal for further review and approval.
8.1.4 Permits/clearances & proper access shall be provided as per approved program.
8.1.5 Location/area shall be ready for site installation.
8.1.6 Prepare all the materials, equipment and tools that are necessary during the
execution time.
8.1.7 Check all the materials before bringing to site the same must be free from any
damages through material handling and storage.

8.2 Material Handling and Storage


8.2.1 On receipt of the ACS Devices at site, necessary precautions shall be taken for
unloading, shifting and storage to avoid scratches or damages.
8.2.2 The materials will be handled, transported & unloaded at site strictly as per
manufacturer’s written instruction.
8.2.3 Store material in original package, raised off the floor and maintained in a flat
position and in clean dry space. Protect from weather and construction traffic to
avoid being damaged in the lay down area. Storage as per manufacturer’s written
instructions.
8.2.4 After delivery, ACS materials will be inspected for any damage and in compliance
with the project specification & materials submittal.
8.2.5 ACS materials are factory packed for transport and should remain until installation.
8.2.6 All documents will be available with the supplied ACS materials i.e.
transport/shipping documents, packing list, delivery notes, and factory test
certificate.
8.2.7 A material delivery to site will be inspected for delivered materials for approval from
consultant engineer.
8.2.8 Any discrepancies, damage etc., found will be notified and reported for further
action.
8.2.9 Material found not suitable for site use will be removed from site immediately.

8.3 Prior to Installation


8.3.1 All workers will attend safety induction training on the safe installation method by
the Safety Department.
8.3.2 Engineer in charge shall ensure that approved and standard tools and tackles are
available to carry out the work.
8.3.3 Prior to commencement of the work, areas and access will be inspected to confirm
that the installation site area is ready to commence the work and all materials
received at site shall be inspected to ensure that the materials are as per approved
material submittal.
8.3.4 Engineer In-charge shall verify and record that the materials are correct with
respect to its location at site.
8.3.5 Engineer In-charge will conduct workshop to explain the installation team and
tradesman for the correct method of installation as per the approved method
statement and each material will be installed out as per the approved shop
drawings and routings.
8.3.6 Approved Shop drawings, Coordinated Room Layout and Coordinated reflected
ceiling plan shall be posted at the work place for site reference use and installation
works.

8.4 ACS, Installation Procedure

8.4.1 Cables and Wiring

 Ensure that necessary containment works are completed before pulling the cables.
 For the cable installation, all cables and cable type shall be followed as per approved
cable schedule of individual field device and panels.
 Pull the cables in appropriate containment/ ELV tray for field devices and panels as per
approved layout drawing and grease for smooth pulling.
 All bare shields should be taped or protected against accidental shorting against electronic
components.
 All the cables shall be inspected after installation with approved layout drawing and cable
schedule.
 Before installations all wires shall be tested for continuity and insulation resistance by
using multimeter / megger.
 Continuity testing shall be done by shorting single core of cable with another core/ shield
at one end and checking the continuity at other open end for same core/shield.
 All field devices to be installed in correct location and position as instructed in the shop
drawing & installation details of each instrument as well as instructions from supplier.

8.4.2 Installation of Access Control Cables


 Prior to pulling of Access Control Cables, ensure that all containment works has been
inspected and approved by the consultant.
 Ensure the routes of Access Control cables are to be mark based on approved shop
drawings and coordinated with other services.
 Cable pulling through conduit manually by using spring wire.
 Access Control cable system wiring shall be done as per the approved cable specification.
 Ensure sufficient length of cable is maintained to connect to the device/panel as per the
approved shop drawings before cutting the cables on the both the sides of conduit.
 All cables/wires, pull boxes covers shall be provided with approved cable identification
tags at both ends and labels, respectively.
 The protection of cable glands shall be done by providing shrouds wherever required.
 All earth wires where cable sheath is removed, yellow/green sleeve to be provided.
 Use only appropriate cable crimp terminal lugs for all ACS cables terminated to panels,
devices, etc.
 All enclosures and panels related to ACS shall be provided with identification labels.
 Any change shall be Red Line in Approved shop drawings and change shall be reflected in
As-Built Drawings.
 As per the project requirements after every stage of completion of work (Installation,
termination etc.) should be offered to consultant for inspection /Approval.

8.4.3 Installation of Access Control Panel, Power Supply unit, Enclosure & Input Control
Module:
 The Access Control Panel/ Power Supply Unit shall be installed on the secure side of the
door or as specified in the approved shop drawings.
 Appropriate method and approved material shall be used for holing and connect the
conduits to the panel.
 All the labelling of devices and cables shall be in accordance with the approved Access
control layout drawing.
 Fix the panel manually in the designated location, check the level and height before
marking.
 Drill the marked location, with hummer fix the fisher inside the hole.
 Fix the panel using a 10 mm screw with appropriate washer.
 Where cables pass through a building structure such as a wall or column, the cables shall
be drawn through PVC sleeves inserted into the building structure.
 Cut the cable as per required length with extra allowance for cables at junction boxes and
make the minimum bend that will do termination and arranging inside panel, device
enclosure.

 Identification labels shall also be fixed on cables at each entry and exit points.

8.4.4 Installation of Card Reader


 Exact location of the card reader shall be as per approved Access Control System Device
Layout plan.
 The height of the card reader shall be as per typical mounting height 1.25 m bottom line of
card reader from finish floor level.
 Remove mounting plate from the Card reader and fix into concealed back box using screw
proper hardware.
 Pull out the field wiring from back box through card reader mounting plate hole

 For termination, stripe the cable with wire stripper then twist the cable and screw it into the
card reader terminal strip as per typical wiring detail diagram.
 Push back all the excess cables into the concealed back box and fix the card reader in the
mounting plate.

8.4.5 Installation of Presence Detector

 The Request to exit wave detector shall be installed on the secure side of the door.
 The height of the RTE shall be as per typical mounting height 1.25 m bottom line of PD
from finish floor level.
 Pull out the cable from the 3X3 back box installed embedded on the wall. Terminate the
appropriate cable on the RTE and mount the RTE into concealed back box using screw
proper hardware

8.4.7 Installation of Server & Workstation


 Install the server will be in the Rack located in control room or as per approved shop
drawings, the Access control software will be installed to the server to configure & manage
all the devices related to Access control system.
 The workstation will have the access to monitor all the devices related to the Access
control system, will be located in the control room or as per approved shop drawings

8.5 Final Works


8.5.1 Clean the inside and outside of the enclosure with brush and vacuum, all debris and
dusts shall be removed.
8.5.2 Touch up scratches and impact marks on surface painting if required. Refer to
attachment no. 6 for the painting procedure. However full compliance to item no.
8.2 above to avoid scratches and impact mark.

8.5.3 QA/QC Inspector and the installer to conduct rechecking of the installation works to
ensure that the quality works are done following previous sections of this method
statement, project specification and approved shop drawings.
8.5.4 Cover the Enclosure using the same original box or plastic to protect the panels
from pedestrians and other trades working near the vicinity of the ACS.
8.5.5 Raise Inspection Request (IR) for the installation of ACS for consultant’s approval
prior to final testing and commissioning.

9.0 QUALITY
9.1 Inspection And Testing
9.1.1 The Inspection and Test Plan (ITP) for the installation of ACS materials layout
works summarizes various characteristics to be checked. The concerned Site
Engineer will be responsible to ensure stage wise compliance for these operations
and the QA/QC Engineer will carry out quality control checks and report the
inspection results.
9.1.2 ITP will be submitted along with this method statement.

9.2 Documentation
9.2.1 The Site Inspection Request (IR) of various activities of ACS materials layout works
will be submitted to RLR in advance with adequate notice. Consultant Inspection
Requests Form shall be followed for all materials layout works activities.
9.2.2 Variance work activities will be checked and the QA/QC Engineer will be
responsible for completing Inspection Requests for these activities. Recorded in
related checklists.

10.0 HSE ISSUES, RISK ASSESSMENT AND HAZARD ANALYSIS


10.1 All works shall be carried out as per the approved Construction Health and Safety Plan
(CHSP)
10.2 No specific hazards identified outside the scope of the CHSP.
10.3 Prior to commencement of any activities, the workforce will receive a safety induction and
tool box talks on the project site safety requirements.
10.4 Site Engineer will ensure that all involved personnel are briefed on the nature of work and
associated hazards, and to verify the compliance with the required Personal Protective
Equipment for the tasked works at all times during construction activities.
10.5 Regular compliance inspections by the Site Engineer and HSE department will take place
throughout the works.

10.6 Safety signs shall be provided to guide the movement of workers, & safety awareness to
all.
10.7 During night works, a suitably trained supervisor will be on site throughout the work
duration and adequate lighting shall be provided.
10.8 All site activities involving worker, operators at exposed areas during hot weather season
shall adhere to the control measures as per the project heat stress programmed and local
regulation in state of Qatar.
10.9 Emergency response plan procedures shall be strictly followed in the applicable events; a
competent emergency responses coordinator will be nominated for the site; while first
aiders and fire wardens will be deployed, assembly and muster points shall be clearly
identified and fire drills will be conducted regularly.
10.10 Adequate rest shelters, cooled drinking water and toilet facilities shall be provided.
10.11 Work area to be completely barricaded and permits related to the work being done, and
to ensure that no works are performed unless the relevant permits are in place.
10.12 No specific environmental hazards identified outside the scope of the Construction
Environmental Management Plan.
