Activity # 1: Identify at least five terms used in Special Education and give each brief

discussion.

The first terms used in special education is Individuals with Disabilities

Education Act (IDEA) referring to the federal law that defines and regulates special

education, this was established to make sure children with disabilities have access to a

free appropriate public education with the assistance of services that meet their

individual needs. The second is Individualized Education Program (IEP) sometimes

known as an Individual Learning Plan (ILP) - is a tool to help plan, teach, monitor and

evaluate a particular student's progress. IEP’s are important because special education

students are important. IEP’s are education plans developed specifically for a special

needs child by a team of professionals and family members. The third one is

Independent Educational Evaluation (IEE) – a kind of private evaluation. The term

comes from the Individuals with Disabilities Education Act. An IEE comes into play

when the school is evaluating your child for services and for some reason an outside

evaluation is needed. The fourth one is Inclusive Education (IE) is a learning

environment where children with and without disabilities are taught together, as

equals. All children are able to be a part of their community and develop a sense of

belonging and become better prepared for life in the community as children and adults.

It provides all children with opportunities to develop friendship with one another. The

fifth one is Adapted Physical Education (APE) specially designed physical education

program using accommodations designed to fit the needs of students who require

developmental or corrective instruction in personal education.


Research

Activity # 2: Make a research paper about legal bases both in the Philippines and under

IDEA that you think that it is very important and discuss about it.

Special education in the Philippines is anchored on the following fundamental

legal documents. According to Articles 356 and 259 of Commonwealth Act.No.3203 “The

right of the child to live in an atmosphere conductive to this physical, moral, and

intellectual development” and the concomitant duty of the government to promote the

full growth of the faculties of every child.

Republic Act No. 3562 an act to promote the Education of the Blind in the

Philippines, this was approved in June 21, 1963. With the approval of this R.A. No.3562,

the training of DEC teacher scholars for blind children started at the Philippines Normal

University.

In R.A. No. 5250 “An Act Establishing a Ten-Year Teacher Training Program for

Teachers of Special and Exceptional Children”. Growing social concern for the welfare

and integration of PWD voiced by parents and advocates including legislations led to the

enactment of the law in 1968. However, without appropriate school parental support,

these children had difficulty coping with the regular classes and soon drooped out of

school.
According to 1973 Constitution Article XV Section 8. All educational institutions

shall be under the supervision of, and subject to regulation by, the State. The state shall

establish and maintain a complete, adequate, and integrated system of education

relevant to the goals of national development. The constitutional provision for

universality of educational opportunities and education of every citizen as a primary

concern of the government clearly implies the inclusion of exceptional children and

youth.

Presidential Decree No. 603 (PD 603) the Child and Youth Welfare Code, Article

3, Rights of the Child. Equally important is Article 74 which provides for the creation of

special classes. The Article reads: “Where needs warrant, there shall be at least one

special class in every province, and if possible, special schools for the physically

handicapped, the mentally retarded, the emotionally-disturbed and the specially gifted.

The private sector shall be given all the necessary endorsement and encouragement.

Legal bases under IDEA, in 2001, the Elementary and Secondary Education Act,

commonly known as the No Child Left behind Act, called for schools to be accountable

for academic performance of all students, whether or not they had disabilities. The act

requires schools in every state to develop routine assessments of students’ academic

skills. While it does not stipulate that these assessments meet a national standard, the

law does oblige each state to come up with its own criteria for evaluation. No Child Left

Behind provides incentives for schools to demonstrate progress in students with special

needs. It also allows for students to seek alternative options if schools are not meeting

their academic, social or emotional needs. The major focus of No Child Left Behind is to

close student achievement gaps by providing all children with affair, equal, and

significant opportunity to obtain a high-quality education.


Individualized Education Program, the IDEA maintains that parents and teachers

of children who qualify for special education must develop an Individualized Education

Program, or IEP, that helps establish specific education for a child’s explicit needs. The

purpose of IEP is access and should consider the reasonable adjustments that need to be

made to provide students with access to teaching, learning and the schooling experience

generally.

Home Activity # 3: Make a reflection paper about module 1. Write your Reflection

My reflection about Module 1 Introduction to Special Education in this

topic I learned to

be more understanding especially to those people who have disabilities. I respect

people with or

without disabilities and I am proud when I see people with disabilities who still work

for themselves to survive in life. It is a reminder for me that a person with a disability is

a person first, and like everyone else they are individual and can contribute something

to our society. After reading this module I learned about the legal bases of special

education in the Philippines, there are a lot of Republic Acts that ensure the rights and

needs of our beloved person with disability. And it’s really important to know the laws

of Individual with Disabilities Education Act. We need to learned and understand the

law in order for us to be aware about it. As a citizen we need to respect people

especially with disabilities because we don’t know what they are going through in their

lives. I learned to be more thankful because I am normal and I never experience being

bullied but how about those people who have disabilities? Did you respect them? Yes I

did. In fact I read stories about some people with disabilities and it is a great way to gain

understanding about their life. This module teaches the definition of special education,

the terms used in special education. The legal bases of special education in the

Philippines and under IDEA. The importance of each law is discussed in this module and

also the 10 steps in special education process and the importance of it. Moreover this
module help me to be more open-minded, never judge people according to what you see

on the outside but what matters is what you see in the inside. We are humans, and as

humans we need to respect people because we are all God’s recreation.

Application

ANSWER THE FOLLOWING QUESTIONS:

1. Give your insight about the Special Education processed.

Special Education process is organized. The process begins when someone

makes a referral for an initial evaluation. It has 10 steps for a child to be qualified

of this program.

2. Who are qualified for Special Education? Discuss your answer.

According to IDEA, a child qualifies for special education if: the child is a child

with a disability and demonstrates an educational need. There are procedures

for determining eligibility and educational need. Eligibility is based on a

comprehensive initial evaluation. A comprehensive initial evaluation includes all

of the existing data gathered about the student through the referral process and

any additional assessments needed to determine whether a student is eligible for

special education.
3. Why we need to follow the Special Education Process under IDEA?

People need to follow the process of special education under IDEA because it has

sets of a regulatory basis for a formal set of policies and procedures to be implemented

by schools and districts for children in special education. These laws have been

designed to preserve the rights of the students and their families while helping to

integrate them into the society without having them segregated.
