II - RATIONALE

In support of the implementation of the K to 12 Basic Education Program. The

Department of Education is continuously fulfilling its mandate to produce
productive and responsible citizens equipped with essential competencies and skills
for lifelong learning. To make every learner a proficient reader. Schools across the

country are tasked to help learners develop their reading skills. The ECARP is a
national program that addresses the thrust of DepED to make every Filipino child a
reader at his/her own level. It is designed to equip elementary pupils with strategic
reading and writing skills to make them independent young readers and writers.  It
also provides a year-long training for teachers to make them multi-literate and
independent problem solvers.

In accordance to this mandate, Tandag Central Elementary School implemented

and created its own reading program suited to each of our learners’ reading
capabilities. Hence, PROJECT TCES will continue to its second term of its
implementation and hoping to be a solution to the existing different reading
difficulties among our learners. This project will give every learner a very interesting
experience in different reading activities. Consequently, it will help them love,
embrace and have fun in reading and continue their journey in learning in different
areas of knowledge with confidence and be successful someday in their chosen
career.

This capacity building also includes the priorities that surfaced from the
result during the conduct of FLAT pre-test.Wherein we consolidated the
results of the struggling learners

While our school teachers are still adjusting and tuning in to the full time
face to face classes and new mode of managing and supervising their respective
classes, it is equally important to provide our teachers a professional development
activity that would help and lead them improve their reading teaching styles with
the use of ICT to redesign their instructional reading materials that fit to the
needs of 24th century learners.
