INTRODUCTION

JAIL IMMERSION PROGRAM

“Live life as though nobody is watching, and express yourself as though

everyone is listening.”- Nelson Mandela

In a realm full of wrongs, one has to be brave to face every challenge

encountered in everyday life. According to some professionals, “nobody is

perfect”. We are just humans who can make mistakes can commit sin and

crime. Beyond that, you need to repent for every sin you commit. As time

passes by, crime is not unique to the people; it becomes rampant. Making

laws that punish wrong and immoral actions exists. To solve the issue, the

person which commits a crime needs to be rehabilitated. Incarceration is a

criminal sanction that involves the sentencing of an offender in a form of

confinement in prison or jail. The courts impose this sanction when the

offense of an individual leads to believe that society must be protected from

possible further victimization by the criminal.

Today, confinement is the primary punishment in Philippine society. It

is almost the only sanction used to punish serious offenders. The

incarceration of a convicted individual, the taking of one’s liberty, is what

people know the correction is all about. The confinement of a criminal behind

bars is believed to have the most significant effect on crime. The changes or

evolution of Philippine jails and prisons have followed the changes in social

forces at work in the country. Those who have studied the reform of these

institutions believe that an individual’s social deviance is a problem that can

be addressed and corrected. They have argued Correction Pillar, as part of

the criminal Justice System, has the major role of assuring that a convict is

properly reformed and enables himself to be reintegrated into the community

after serving his sentence. The Bureau of Jail Management and Penology

(BJMP) created under the Republic Act 6975 has its mission of enhancing

public order and public safety by providing humane safekeeping and the

development of inmates while they serve their sentence inside the

correctional institutions and has the objectives of helping to improve the living

condition of inmate and enhancement of safekeeping and the development of

inmate in preparation for their reintegration to the society.

Moreover, the BJMP mission includes the following primary projects:

(1) PDLs custody, security, and control program, (2) inmates welfare and

development programs, (3) decongestion program, and (4) excellent

governance. As such, it should oversee the installation of secure, clean, and

appropriately equipped sanitary facilities, as well as the provision of quality

services for the detention, safeguarding, rehabilitation, and development of

district, city, and municipal offenders, as well as any fugitive from justice.

The content of this report is the gathered observation in the addition of

knowledge, skills, proper attitude, and discipline required in the performance

of duties and responsibilities as a public safety officer during the fourteen (14)

days jail immersion program of twelve (12) JO1 trainees assigned at Bataan

District Jail – Male Dormitory, Brgy. Doña, Orani, Bataan duly supervised by

JSUPT MANOLET L DATAN, MPA, Provincial Jail Administrator – Bataan/

District Jail Warden, and JSINSP REX S DAJAY, Assistant Warden.

JAIL FACILITY SITUATION UPDATE

Bataan District Jail (BDJ) is located adjacent to 1 Bataan

Command Center, Barangay Dona, Orani just about 20 kilometers away

from Balanga City with a total land area of 30,000 sq. meters. BDJ

comprises the municipality of Limay, Mariveles, Dinalupihan and

Balanga. The Provincial Government of Bataan together with the Bureau

of Jail Management and Penology Regional Office 3 (BJMPRO-3)

inaugurated BDJ on September 11, 2021. The jail facility is a four-storey

building that can cater to a total of 5,000 Person Deprived of Liberty

(PDL). However, the Local Government Unit of Bataan has used half of

its building as a training facility for National Jail Management and

Penology Training Institute (NJMPTI) Luzon Off-Campus. The unit is

currently using only 35 out of 120 cells.

The facility is enclosed with about 15 feet high concrete structure

perimeter fence with combat wire atop to secure the whole facility. The

jail is equipped with forty-six (46) Closed Circuit Televisions (CCTV)

Cameras installed in all strategic areas around the jail facility and three

(3) 55” inch LCD televisions for viewing and monitoring. As of March 10,

2023, Bataan District Jail Male Dormitory (BDJ-MD) has a total

population of 396 PDL.

JAIL OBSERVATION AND LEARNINGS

1. Administrative Work and Records Work

The Administrative Section is responsible for the management of the

personnel of the Bureau; Manpower Procurement and Control; Maintains

Personnel Records, Statistics, and Reports; Discipline, Law and Order;

Morale, Personnel Services, and Personnel Placement.

The administration of the newly committed PDL here at BDJ-MD is strictly

observed in the jail unit including the records, pertinent documents, and other

related matters in relation to the case. The Admin Office is the in-charge of

the administration of the PDL prior to its commitment including the facilitation

of the concerns.

The personnel records officer is in charge of classifying, maintaining, and

safekeeping of all personnel records and other office documents and monitors

all the incoming and outgoing communications received daily while the PDL

Records section stores all the PDL Documents in the assigned PDL carpeta

and verifies mittimus and other documents or papers necessary for the

transfer of PDL to the correctional Institution. They also submit reports to the

Paralegal Officer of the names, cases, and dates of detention of PDL who

have not been arraigned yet; record all documents received from courts,

prosecuting attorneys, and the counsel/s of PDL and provide a duplicated

copy of the current profiles and photographs of all PDL in their respective

carpeta which shall be prepared on the day, prior to the date of the scheduled

hearing and be given to the Chief, Escort unit prior to the PD transport.

1.1 Orientation/Jail Set-up and Operations

There are 5 posts in Bataan District Jail- Male Dormitory:

Post 1 is the Main Gate (Mike) where personnel checks if the visitors

are authorized to enter the jail premises;

Post 2 is the second gate (Golf) where visitors of PDL wait and all

“paabot” are thoroughly searched in the searching area before it will

be given to the owners. Jail rules are being followed as to the food,

items, and amount of money, all items deemed as excess or

unnecessary are not allowed for the security of PDLs and personnel;

Post 3 is located on the 3rd floor (Delta), main custodial facility of the

building and the post of Security in Charge. It is composed of PDL

dormitories, a livelihood area, a kitchen, a bakery, and the commissary

(located at extension building);

Post 4 is located on the 4th floor (Foxtrot) where you can find the

extension of cells and quarantine facility;

Post 5 is in a secured room (Eagle) where personnel check the CCTV

cameras for the monitoring of the PDL and personnel therein.

The Operations Unit is the overall controller of the activities in jails.

They are the ones who coordinate and consolidate all activities to be

done by every service unit in the jail facility. After each activity, they are

tasked to submit after-activity reports. Upon observation and

immersion, the following are the main functions of the operation service

unit.

 Formulate policies, and Standard Operating Procedures (SOP), and

overall, be in charge of the implementation of such to maintain and

strengthen the security inside and within the perimeters of the Jail

Facility.

 Map out OPLANS (Operational Plans) for possible future

disturbances inside the Jail facility.

 Tasked to submit all reports such as After Activity Report (AAR),

Incident report, Spot Report, and Progress Report.

 Develop recommendations for decision-making purposes in jail all

operations and management.

1.2 Basic Knowledge of Office Works in Jails

The trainees were able to observe and assist in all the

administrative duties in the facility. The following are the functions of

the administrative service unit upon observation done by trainees.

 Responsible for managing, keeping, filing, and updating the records

and documents of all the jail personnel such as 201 files and other

references

 Responsible for the dissemination of different information regarding

the memorandum, and compliances needed to be complied with by

all personnel.

 Tasked to organize meetings and presentations while doing the

minutes of every meeting

 The Administrative division is responsible for the scheduling of the

duty details of every personnel, formulation of the memorandum,

administrative issuances, correspondence, and handling complaints

and queries in the jail facility.

1.3 Admission and Releasing Procedures and their Legal Basis

 The Documents and their authenticity have been properly

scrutinized by the Admin Office upon the admission of the PDL. It

includes the pertinent documents and records of PDL, the

Commitment Order, Carpeta, Medical Certificate, Information,

Inmates Manifestation, and Court Orders.

 PDL Records or Carpeta are properly organized; to locate PDL

records in sequential or alphabetical arrangement for easy access

of personnel. Manual record keeping was practiced in case of

numerous commits, for backup files.

 Verification of PDL information was properly documented and

observed during the committing procedure, to properly identify and

monitor the newly committed PDL.

 All documents required in releasing PDL were verified and proper

Identification of PDL to be released was done including his body

markings with proper documentation.

 To quickly verify the status of the PDL and also to easily trace if the

PDL was in our custody to be used for inquiry of visitors and

verification of records, the unit is exercising the used National

Inmates Monitoring System (NIMS).

2. PDL Welfare and Development Program (PDLWDP)

PDL Welfare and Development Program (PDLWDP) is considered one of

the main focuses of the BJMP. The main goal of Welfare and Development

is to equip the PDL with knowledge and skills for their development that they

can use for their reintegration into society. PDLWDP does not only focus on

a certain aspect of the life of the PDL but on developing them and giving

their needs while inside the jail unit. Holistic development is the sole priority

of PDLWDP for PDL. The following are programs implemented under this

section:

2.1 Livelihood Programs

Opportunities were also given to PDL who had the TESDA

training that equipped them with knowledge and technical skills.

The Jail management provides the materials that they will use in

order to showcase their talents and skills and earn while inside the

jail unit. Livelihood programs in BDJ-MD include sewing, wallet

making, cooking, baking, haircutting, painting and carpentry works.

All working areas are well supervised by the WD officers on duty

and all equipment used on handicrafts is surrendered to the desk

officer and kept in a room after being accounted.

2.2 Development Programs (Religious, Sports, Visitations, etc.)

Development Programs are composed of Religious Activities,

Visitations, and Alternative Learning Systems.

 Daily, the Chaplaincy Service Section headed by JSUPT REV FR

DURANA conducted a rosary prayer, followed by the celebration of

the Holy Mass. PDL who are members of the Roman Catholic were

invited to join such activities. This is to help individuals with their

internal coping with prison life and with external benefits from

participation in religious activities.

 There are scheduled times for prayers such as the Angelus at 6 AM,

12 PM, and 6:00 PM, and the 3’ O’clock Prayer to the Divine Mercy,

and with respect to the Muslim PDL they are also practicing their

scheduled time of prayer separately in their respective dormitory.

 Sports activities and other programs happen only on designated

months related to such activities.

 Visitation hours are scheduled from 1 PM to 5 PM on Tuesdays,

Wednesdays, and Thursdays while on weekends the hours are from

8 AM to noon and from 1 PM to 5 PM

 The BDJMD has other modes of visitation, such as the E-Dalaw

program, which are still available to PDL and their loved ones.

 The educational program aims to provide opportunities for PDL to

achieve mandatory education. For this reason, BDJ-MD adopted

the Alternative Learning System (ALS) of the Department of

Education for the PDL to earn their elementary and high school

diplomas. Teachers in the jail-based ALS are volunteers who are

professional teachers and trained in the Instructional Method for

ALS. All PDL enrolled in the ALS earn their respective Time

Allowance for Teaching, Studying, and Mentoring (TASTM)

pursuant to RA 10592.

 BDJ-MD jail is also implementing Access to Open Air Activity which

is done every 6:30 AM to 7:00 AM. This activity is under the

Mandela Rules which involve the development of the mental and

social thinking of the PDL but this is highly monitored by our jail

officers because of the risk that may cause to the safety.

2.3 Paralegal Services

A paralegal officer is the main person who checks the

authenticity of documents for commitment and prepares the

documents for the release of PDL. The paralegal officer monitors the

cases of PDL and assists them during “E-Hearing” or video

conferencing. He also coordinates with the PDL’s lawyer, courts, board

of parole, and probation with regard to the concerns of PDL and legal

matters including the modes of early release the PDL can avail. In

cases like violations of rules and regulations by the PDL inside the jail

facility, a disciplinary board is assigned to decide the sanctions

imposed on the PDL. Decisions are given after discussions with the jail

warden, paralegal officer, dorm coordinator, and peers together with

the respondent. Privileges are removed according to the level of

violation committed by the PDL.

2.4 Therapeutic Community Modality Program

TCMP serves as the foundation of the development of a

person deprived of liberty in terms of spiritual, emotional, and

behavioral aspects. The program simultaneously starts at 0730H per

Dorm every Monday to Friday after the access to open air with the

supervision of the personnel on duty. Most of the PDL are cooperative

and show willingness in performing their given task during the

morning meeting.

3. Custodial

3.1 Custody

3.1.1 Guarding System/Buddy System

The Bataan District Jail-Male Dormitory has 64 personnel who

practice and give instruction to keep everyone informed about

changes, orders, and jail situations. Guard mounting is done at

least 30 minutes before duty time. During the Guard Mounting,

post tasks and responsibilities are transferred. Officer of the Day

do the briefing and debriefing and most importantly check the

physical and mental status of personnel if he is ready for duty.

BDJ-MD has a systematic duty detailing that provides efficient and

effective security for the jail premises.

3.1.2 PDL Accounting

Accounting of PDL is done at least 5 times a day. The PDL

being accounted for are being checked physically to ensure their

presence. PDL simultaneously drink water after accounting.

Dormitory cleanliness is also checked during accounting.

3.1.3 Greyhound Operations (Identifying Contrabands)

Bataan District Jail- Male Dormitory conducts greyhound

operations properly and randomly to subdue contrabands.

Confidentiality is practiced among the personnel involved. It is

conducted usually in the turnover of the incoming duty.

3.2 Security

3.2.1 Internal/External Security Key Control

All the keys of dormitories are properly labeled and only

the personnel on duty have access to it. A desk officer in case of

emergency is keeping a master key. Keys are surrendered to the

desk officer after duty and are given to the incoming duties.

Padlocks that are defective are being replaced immediately.

3.2.2 Facility Inspection

Banging of grills, perimeter inspection, and inventory of

equipment is being done regularly to identify report and then

replace, or repair the possible flaws inside and outside the jail

premises so that the safety and security of the jail unit will not be

compromised.

3.2.3 Perimeter Inspection

Regular perimeter inspections are carried out to ensure

that there are no vulnerabilities within or outside the jail that may

facilitate an escape, the passage of contraband or other unlawful

activities.

3.3 Control

3.3.1 Gate Searching/ Frisking of Visitors/ Belongings

Procedure

This unit in BDJ is composed of Gate Security and Searcher.

This is the most vulnerable unit since it is where contrabands

could possibly be sneaked in if proper procedure is not being

exercised. They are in-charge in the frisking of personnel and

checking vehicles that are entering and leaving the jail facility

when changing Guards.

We observed the proper procedure and protocol when the

main gate is open and the second gate should be closed. They

also exercise fairness that even the jail warden and his vehicle are

being searched. It has been observed that gate security is very

vigilant during the day and at night they are properly armed with

long firearms.

This unit is composed of Gate Security Team and Searchers.

This is the most critical unit since it serves as the filter point of

possible incoming and outgoing contrabands. The SOP of the unit

is to frisk and search the personnel, visitors, vehicles, and service

providers coming to and from the jail facility. Especially due to the

pandemic, adjustments to stricter protocols were observed.

A strict protocol is observed that when the main gate is open, the

secondary gate should be closed and vice versa.

It can be observed that the gate security is very vigilant 24/7. They

also exercise diligence and fairness in the conduct of the SOP such

that even the jail warden and his vehicle are being searched.

3.3.2 Proper Control of Keys/Tools

BDJ-MD provides a secure environment for inmates, and

personnel, the public safety is a top priority. Only the personnel

should handle the keys.

3.3.3 Analyze movements of PDL within the Jail Premises

A bell ring system indicates different commands based on

the number of rings. One long bell ring means PDL should line up

for headcount.

OPLANS/ Camp Defense- BDJ-MD administers and implements

plans and drills which compose the 4G strategy which is the guard

the gate, badge, purse, and life in preparation for cases like fire,

natural disasters-earthquake, typhoons, etc., and or attacks from

outside the jail premises. These OPLANS are being updated to

avoid role confusion, especially for new personnel. Bataan District

Jail- Male Dormitory also communicates with the LGU-Bataan and

nearby forces on the OPLANS for a well-fortified Jail Institution.

4. Escorting

4.1 . Escorting Functions

Escort service is in charge of the safe and humane transfer of

PDL by well-trained personnel who must adhere to the necessary level

of security, supervision, and control to ensure public safety. One of the

most dangerous aspects of being a jail officer is escorting. A jail officer

faces danger when accompanying or transporting PDL to courts,

hospitals, or other jails. They give their lives to ensure the PDL safety.

Safety is already intricate, particularly if the PDL being

escorted/transferred is a high-profile or high-risk PDL.

4.2 . Handcuffing Procedures/Techniques

Personnel demonstrated to us how to handcuff PDL

properly and strictly emphasized the importance of handcuffing without

violating their rights. Properly handcuffing on inmates is assigned

before the PDL leave the jail facility and before returning to the place

for which purpose they are escorted.

4.3 Frisking/Inspection

It is important to frisk and conduct body search the PDL who

attend court hearings, hospital check-ups, and transport from other

4.4 Movement from Jail to Court and Vice-Versa

Transporting of PDL to courts and vice versa was usually

assigned to the members of the escort group of BDJ-MD who were

mostly part of the Special Tactics and Response Team. They transfer

the PDL to attend court hearings and go back to the jail safely and

securely. Upon the observation we learned the following:

DURING SCHEDULED HEARING:

1. Check and validate the Court Designation (MTC/ RTC)

2. Prior to transport, the warden, through the escort service unit,

coordinates with the friendly forces.

3. Ensure the correct identification of all the PDL being transported by

comparing the face, name, and other important data with the

photograph and information on each PDL profile before leaving the

jail facility.

4. Conduct a visual inspection on the vehicle to be used to ensure that

it is clean, fueled, mechanically serviceable, and free from

contraband or any other item that may impede the safety and

security of the transport.

5. Ensure that all the PDL are properly restrained before leaving the

facility.

6. Upon arrival in the court, inspect the holding area of the PDL

7. Inspect all the points of entry and exit in the court facility and always

account for the PDL.

8. Always VERIFY and VALIDATE the court calendar.

9. Transport and secure the PDL being escorted.

4.5 Court Procedures

Escorting PDL to court for face-to-face hearings is slowly being

resumed, but tele-hearing or virtual hearing is still being done for a

continuous process of their cases. The paralegal officer takes charge

of what to do to the schedules of hearings of the PDL.

4.6. Hospital Confinement Procedures

Jail officers secure the inmates while in transit to hospitals in

cases of emergencies; to maintain the security of inmates being

transported and admitted to non-prison hospitals for medical care.

These guidelines ensure that transportation, security, and supervision

after admission will occur in such a manner as to protect the public, the

employees, and the inmates who are in the custody of BDJ-MD

DURING HOSPITAL ESCORTING:

1. Check for Court Order

2. Check for Medical Referral from the BJMP Doctor, not from

any private doctor.

3. Inform the designated hospital of the scheduled PDL check-

up and request for priority.

4. Inspect the entry and exit points of the hospital facility.

4.7 To View the Remains of the PDL’s Relatives.

Wake visit allows an inmate to attend the funeral. However, it

depends on their security level, and their history of violent or escape

behavior. The inmate is allowed to view the remains of a deceased

relative only if the remains are within a 30-kilometer radius by road

from the confinement facility and the actual stay of the inmate to view

the remains should not exceed three (3) hours.

CONCLUSION

This Jail Immersion Program as part of the Jail Basic Recruit

Course is indeed a great help to trainees in emerging themselves to the field

in preparation for the real jail setting. This slender time spent in the

observation of the jail setting, its administration, and operation were a

springboard for trainees to have a glance at the real nature of the chosen field

of work. Bataan District Jail-Male Dormitory embodies quality programs and

activities inside such as Inmates’ Welfare and Development programs that

would be the best way to rehabilitate PDL. With the aid and help of those

livelihood programs and skills development training, PDL are trained and

prepared for their reintegration into society. This jail facility implements jail

rules and regulations based on policies and standard operating procedures

set by the Jail Bureau.

Through this program, the trainees were able to experience what it is

really like to be in the field of jail service. Generally, we can say that the

Bataan District Jail is one of the best Jail in the Philippines, not only because

of following the UN standards and minimum rules for the treatment of

prisoners but also its capacity to give the best jail service to the Persons

Deprived of Liberty. Overall, the Bataan District Jail MD represents a facility

that caters to the standardization of every jail for the improvement and

development of PDL.

As to the Jail personnel, all the trainees were able to have a smooth

and easy jail immersion because of their guidance and teachings. They were

able to learn and experience all the things they needed to become an

effective Jail officer. All the personnel monitored the trainees’ daily activities

seeing to it that they have their fair share of experience in each unit and

office, making sure they have something they can carry back after their Jail

Immersion Program ends.

In retrospect, this immersion has taught the trainees a lot. They were

able to apply all the knowledge and skills acquired during the training at the

NJMPTI while learning new things at the same time in the process. They were

able to assess the effectiveness of all theories learned from training and to

choose with utmost discernment, the best applicable theory in the jail set-up

of BDJ-MD. They were able to acquire all the possible information from the

supervision of all officers, non-officer ranks, and upperclassmen. And lastly,

they were able to equip themselves with all the knowledge and skills required

to become effective future Jail Officers.

RECOMMENDATION

Based on our observations and brainstorming, we suggest the

following recommendations:

With the size of the jail facility and countless risks put into

consideration, BJMP personnel strength should also be sufficient to run the

operation. As of this time, there are only 64 personnel operating the jail

facility. We highly recommend that the augmentation of jail personnel will

greatly help in the workforce especially during escorting procedures.

Additional CCTV cameras should also be installed outside the main building

such as near the main gate to monitor the activities therein and prevent any

untoward incident to happen such as a breach of security and/or attack.

Additional livelihood programs such basket making, weaving program, and

other handicraft products.

Also, we advise including the consistent implementation of Zumba

and sports in their physical activities because they may help with skill

development and instill virtues like respect, unity, and teamwork.
