COMPLIANCE TO DEPED ORDER NO. 40, S.2012

AND DEPED ORDER NO. 55, S.2015
DATED: JULY 11, 2015
Pursuant to DepEd order No. 40, s.2012 and DepEd order No. 55, s.2013, all school shall
adopt a child protection policy and mandated to adopt anti-bullying policies. Under these DepEd
Orders, all school are tasked to establish a Child Protection Committee (CPC) which will able
handle bullying cases.
Belen Elementary School fully recognizes the responsibilities for child protection,
through collaboration of Parents, Teachers, Barangay Officials and other stakeholders of the
community. Working cooperative towards safe, secure, positive and child friendly environment
in which all members of the school community can work and learn.
CHILD PROTECTION POLICY

1. All pupils should obey the rules and regulations of the school.
2. Respect the personal belonging of others and take good care of school properties and
facilities.
3. Behave properly inside and outside the classroom.
4. Be respectful and courteous to everyone at all times
5. Be clean in person, behavior, action and in words.
6. Cooperate by keeping the classroom clean and orderly.
7. Maintain an environment where pupils feels secure, are encouraged to talks and are
listened to.
8. Ensure that pupils know whom they can approach if they have problems and worries.
9. Integration in their lesson the child protection policy ,anti-bullying, the rights of the
child, Gender and Development ( GAD )
10. Principal, Teachers, and Staff are responsibilities for protecting all pupils.
11. The child protection committee ensures that are obliged to give their time to fulfil their
duties and responsibilities.
12. The Child Protection Committee ensures that the child protection procedures are strictly
followed, to make appropriate and timely referrals to the Barangay Child Protection
Committee to solve problems as at the lower levels.
13. Smoking, alcoholic drinks and used prohibited drugs are strictly prohibited inside the
school campus.
14. Saying of vulgar no bad word are also discourage.
15. Avoid loitering to others classrooms or anywhere else during class hours
16. Pupils especially in their higher grade shall not discriminate, harass, and bully other
pupils through words and actions.
17. Discrimination of pupils by a teacher is highly prohibited regardless of tribe and religion.
18. Vandalism, child labor and cutting classes is not allowed.
19. Incidents of bullying must be reported immediately to the members of the Child
Protection Committee for immediate action.
20. Vendors who are not authorized by the school to sale their products are not allowed to
enter the school campus.
21. Parents are not allowed to directly enter the classroom without the consents of the
teacher adviser.
DUTIES AND RESPONSIBILITIES OF SCHOOL HEAD, TEACHERS, PARENTS,
PUPILS AND CHILD PTOTECTION COMMITTEE
I. SCHOOL HEADS RESPONSIBILITIES:

 To carry out investigation with all parties ensuring that ach has equal hearing.
 If appropriate to inform parents/ guardians of all parties of incidents.
 If necessary, to bring the parties together in order to form resolution/ action plan to end
bullying, the school head will ensure that all parties have support of a parent/ guardian.
 To ensure that no child will be placed in a situation in front of external parties without
equal parent/ guardian support.
II. TEACHERS RESPOSIBILITIES:

 To listens to children’s concerns and always take them seriously.
 To investigate any incidents, allowing the parties concerned to give their account of what
happened.
 To be fair in dealing with all children and judge each case on its merits.
 To take action to address the problem, using the range of strategies and sanctions
outlined in the rules and regulations of the school.
 To make a note of incidents considered to be a serious nature and bring these to the
attention of the School Head.
 At classroom level, make class rules against bullying.
III. PARENTS AND RESPONSIBILITIES

 Stress to the children the importance of social behavior.
 Support the school policy by encouraging children to deal with bullying by reporting it,
and not by becoming aggressive in return.
 Report any concerns you have regarding behavior to classroom to classroom teacher as
soon as possible.
 Try to retain the spirit of partnership in any dealing between home and school even if
you don’t agree with action taken.
 Always act as a mediator for the benefit of our school children.
 Always remember that the school will deal with anything happen and do not ask
anybody or children in your own satisfaction. This can make the situation more worst
and can cause more problem.
IV. PUPILS RESPONSIBILITIES

 Report any incidents of bullying to your class adviser or any school staff as soon as
possible.
 Be considerate and supportive to the needs of others, reports any suspected incidents on
behalf of children.
 Never try to solve a problem by yourself or others through aggressive means. Don’t try to
out-bull the bully! Always seek adult help.

MEMORANDUM OF UNDERSTANDING
between
Belen Elementary School
and
CHILD PROTECTION COMMITTEE (CPC)
This memorandum of understanding (MOU) sets for the terms and understanding between Belen
Elementary School and Child Protection Committee (CPC) as to their roles and responsibilities.
To form a more united action in implementing the urgent needs of the school in terms of child
protection, established a better understanding on the children, promote the general welfare and
interest of our students, we do hereby promise to ordain and adopts this memorandum of
understanding .
The roles and responsibilities of each member of the CPC:
1. Initiate information dissemination programs and organize activities for the protection of
children.
2. Establish a system for identifying students who may suffering from significant harm based on
any physical emotional or behavioral signs.
3. Monitor the implementation of positive measures and effective procedures in providing the
necessary support for the child and for those who care for the child:
4. Ensure that the children’s rights to be heard are respected and upheld in all matters and
procedures affecting their welfare.
Duration:
This MOU is at-will and may be modified by mutual consent of authorized officials from Belen
Elementary School and the Child Protection Committee (CPC) members. This MOU shall
become effective upon signature by the authorized officials and will remain in effect modified or
terminated by anyone of the partners by mutual consent.
