MINUTES OF THE 18TH REGULAR SESSION OF THE BARANGAY COUNCIL OF GALAS

HELD AT GALAS SESSION HALL ON SEPTEMBER 20, 2021 AT 1:30 P.M.

The 18th Regular Session of the Barangay Council of Galas was called to order by the
Presiding Officer, Hon. Artemio B. Timonan.

The opening prayer was led by Hon. Eutiquio L. Carpitanos, followed by the singing
of the Philippine National Anthem.

Roll call followed the opening prayer.

Since one member is absent during the session, the Chairman declared the session in
quorum. The Secretary read the Order of Business after the roll call as follows:

Hearing no insertions to the Order of Business, Hon. Carpitanos moved for its
adoption and duly seconded by Hon. Ma. Merlita A. Duaso and SK Chairperson Ma. Kate
Ivory M. Cuenca. Hearing no objections to the contrary, the Chairman declared the motion
approve.

Since there were visitors during the session from the Dipolog City Veterinarian Office
in the person of Normelinda Merlyn O. Madera and Victor A. Regencia, SK Chairperson
Cuenca moved for the suspension of the rules to accommodate their concerns and was duly
seconded by Hon. Osorio and Hon. Duaso. Hearing no objections to the contrary, the
Chairman declared the motion approve.

In behalf of the Dipolog City Veterinarian Office, Mrs. Normelinda Merlyn O. Madera
was catered by the body, who addressed their concern about the prevention of the African
swine fever in coming to our city. With this prevention, there is a safety measures so that
the farmers will not be much affected in case the African swine fever happens to arrive. The
farmers are advice to insure their farm animals through in the PCIC. In their evaluation in
the Barangay Galas thru the technician, Mr. Joseph Salvacion. There are already 204
farmers who were registered in the Registry System for Basic Section in Agriculture
(RSBSA). In which is the basic requirement in applying for the insurance in the PCIC. They
addressed their need of assistance from the Barangay in disseminating the information
regarding the registration of this insurance from the PCIC. After being registered in the
Registry System for Basic Section in Agriculture (RSBSA) the following requirements are
barangay certification stating the numbers of their animals but now they are solely focus
on pigs due to the risks of the African swine fever. There is no payment in getting insured
in the PCIC for the farmers. For the fattening pigs 45 days to four months and breeder pigs
from six months to four years can avail for the insurance. It was mentioned that the
effectivity of the insurance will be dated 3 weeks after the filing of insurance. Mrs. Madera
added that the Dipolog City Veterinarian Office submits blood samples of pigs twice a week
to the Region to check if there is already a presence of the African swine fever.

Hearing no other concerns to discussed, Hon. Duaso moved for the resumption of the
rules and duly seconded by SK Chairperson. Hearing no objections to the contrary, the
Chairman declared the motion approve.

In item number 4, Privilege Hour, Hon. Duaso and SK Chairperson manifested to

reserve their concerns in the Unassigned Business.

 In item number 5, Hon. Carpitanos moved for the adoption and approval of the
minutes of the 17th Regular Session on September 6, 2021 and duly seconded by Hon.
Duaso and SK Chairperson. Hearing no corrections and comments to the previous minutes,
the Chairman declared it approved and adopted.

In item number 6. Reading of communications, petitions, messages, etc., DILG

Memorandum dated September 9, 2021 under item 6.1 was first treated by the body
wherein the subject is about 2021 Elderly Filipino Week. After the chairman read the
memorandum circular, discussion regarding the said subject was involved by the body.

DILG Memorandum dated September 13, 2021 under item number 6.2 was the next
item treated by the body. It was about the “Pagdiriwang ng World Car-free Day sa ikaw-22
hanggang ika-30 na araw ng setyembre 2021”. Discussion regarding the said subject matter
was involve by the body.

Since there were no items number: 7. Report of Standing/Special Committee, 8.

Unfinished Business and 9. New Business, the Chairman proceeded to item number 10.
Unassigned business.

Hon. Ma. Merlita A. Duaso was the first person catered by the body. Hon. Duaso
addressed the garbage collectors of the barangay’s concern about their need of raincoats,
gloves and boots since it is rainy season this time of the year.

Hon. Ma. Merlita A. Duaso moved and passed a resolution allocating the amount of
five thousand pesos (Php 5,000.00) for the purchase of raincoats, gloves and boots
for the barangay personnel and duly seconded by SK Chairperson. Hearing no objections
to the contrary, the Chairman declared the resolution approve.

SK Chairwoman Ma. Kate Ivory M. Cuenca was the last person catered by the body. SK
Chairwoman addressed her concern about the Annual Budget for the year 2022 in which
the month of its submission should be in the month of September wherein the Sangguniang
Panlungsod is urging the Barangay for the early submission. SK Chairperson mentioned
that if it comes that the submission of the annual budget for the year 2022 would be on
October 2021, their approval could take time. Further discussion regarding the said
concern of the SK Chairperson was involve by the body.

Finally, the 18th Regular Session was declare adjourned by the Chairman at 3:00 P.M.
through the motion of Hon. Duaso and duly seconded by Hon. Eutiquio L. Carpitanos. The
closing prayer was led by Hon. Eutiquio L. Carpitanos.
