AMENDING SANGGUNIANG P PANLUNGSOD
ANLUNGSOD ORDINANCE
NO. 96-21 AND FOR OTHER PURPOSES
(PROHIBITING THE BURNING OF RICE STALKS)

WHEREAS, Ordinance No. N0. 96-21 "An


“An Ordinance Prohibiting the Burning of Rice
Stalks and Providing Penalties for Violation Thereof'

Panlungsod in its June 6, 1996 regular session under "Third

WHEREAS, Irrigators Associations in the City of Santiago like the LIGA LIGAYAYA IA, Inc. of
Barangay Salvador, Santiago City, is advocating that farmers shall adhere to the non-burning of
cee stalks law of the city and use the rice stalks instead as component of biodegradable materials
lieu of chemical fertilizers to restore the productiveness to the farmland and to help protect the
nvironment as well;

WHEREAS, Ordinance No. 96-21 has been blatantly violated, thus, the need for
intensive information campaign in coordination with the Irrigators Associations is necessary and
consequently, the need to amend the said ordinance to impose stiffer penalties to violators.

NOW THEREFORE, be it ordained by the Sangguniang Panlungsod in its regular


session duly assembled that:

SECTION I.
1. Title-

SECTION 3. Barangay officials and farmer-members of irrigators association in the City
of Santiago are hereby requested to disseminate within their respective areas the provisions of
this ordinance.

SECTION 4. Any resolutions and ordinances inconsistent with the provisions of this
ordinance are hereby amended and or repealed accordingly.

SECTION 5. This ordinance shall take effect fifteen (15) days after its approval and
publication in a news paper of general circulation.
