PERSONALITY PROFILE

From humble origins


Dr. Pule Isak Makgoe

Dr Pule Herbert Isak Makgoe, recognized as Tate Makgoe, is a South African politician. He was born on 12 May 1963 in Tumahole, Parys, Free State
province, South Africa. Makgoe is a member of the African National Congress (ANC). Since May 2009, he has been the MEC for Education in the Free State.
In May of 1994, Makgoe was sworn in as a member of the Free State Provincial Legislature.

Tate has come a long way from humble beginnings. He went to primary school at Ntshwephepa Primary School in Tumahole, Parys. He then attended high
school in Residensia Secondary School at Sebokeng. He first joined the Tumahole student Congress while he was still a student in his hometown. Makgoe
received his first undergraduate diploma in Chemical engineering from the Vaal Triangle Technikon in Vanderbijlpark 36 years ago. He also holds a degree in
Bachelor of Commerce from University of South Africa (UNISA). Also, he has additional qualifications from other institutions, including an Honors degree in
commerce from the University of Free State (UFS), and a Master’s degree in Business Leadership from UNISA. His most recent honor is an Honorary
Doctorate in Human Sciences (honoris causa) from the Vaal University of Technology (VUT), Faculty of Management Sciences, which he received on
September 10, 2018.

As a university student, 'Tate' was always conscious of the fragile and unpredictable political landscape in the country
as a result of the country's brutal Apartheid policies. Tate Makgoe fled South Africa in 1984 on the orders of the
now-defunct United Democratic Front (UDF) to join the African National Congress (ANC) military branch,
Umkhonto Wesizwe (MK), in exile.

Throughout his political career, Makgoe has devoted his life to the excluded and poor in order to completely
accomplish the objectives of true political reform and total poverty elimination in the new South Africa. Following
the ANC's unbanning, he was imprisoned at Sun City Prison from 1986 to 1991 for political activities.

Makgoe was elected as an African National Congress representative to the Free State Provincial Legislature in
1994. He has held various Executive Council positions, including MEC for Finance twice (1994–1996 and
2005–2009), MEC for Tourism and Environmental Affairs (1997–1999), MEC for Agriculture (1999–2001), and
MEC for Public Safety, Security, and Liaison (2004–2005). Between 2001 to 2004, Makgoe served as the chair of the

In May 2009, Makgoe was appointed as Education MEC by then-Premier Ace Magashule. In May 2014, Magashule kept him in his position. In March 2018,
Sisi Ntombela was elected Premier, and she has retained him in his position too. Following the election in 2019, Makgoe was re-elected to the same
Education MEC position.

The National Senior Certificate (NSC) pass rate in the Free State Department of Education was very outstanding under his leadership: 81.1 % in 2012, 87.4
% in 2013, 82.8 % in 2014, 81.6 % in 2015, 88.2 % in 2016, 86.1 % in 2017, 87.5% in 2018, 88.4% in 2019, and 85.1 % in 2020.

With all these awards under his belt, Makgoe believes that everyone deserves a better life and education is one of the key ingredients to take people out of
abject poverty. He argues that the country DBE must focus their efforts on learners as the primary core business of the department is learning and teaching.
He is motivated by a desire to see the country completely free of poverty and underdevelopment. Palesa, Maki, and Junior are his three children from his
marriage to Ivy.

In inaugural speech as the newly appointed MEC for Education in the Free State, Mr Tate Makgoe said, "We have to make education comparable and
comparative. The department is going to make difficult decisions to improve the existing situation. And in dealing with the existing problems, some of the
solutions may not be in everyone's favour. We have to raise the moral of our officials for them to be able to give the teachers all the support they need, to
produce quality education. We need to work together as a team to overcome all the shortcomings.”

Following his FS Department success during the 2012 - 2017 academic years, Makgoe revealed during an interview with the Sowetan that the province had
prioritized education after President Jacob Zuma announced during the State of the Nation Address on June 17, 2014 that education is the country’s top
priority. Despite the difficulties, he expressed his excitement at what the students and teachers had accomplished.“The Free State is not well-resourced due
to the apartheid legacy, yet we have prioritized education in the province,” said Makgoe. He added: “We are going to try to maintain the top spot going
into the future and ensure that education remains our key priority, despite [our] challenges.”

In one of his latest interviews in 2021 with the Teacher, Makgoe vowed that the province would continue to provide differentiated support to promoted and
progressed learners in the form of autumn, winter, spring and special camps. The province will continue to promote the culture of academic excellence by
conducting a special Distinction Camp for mathematics, physical science, accounting, life sciences and business studies. “We will continue to instil a
learning culture among learners by ensuring their participation in the morning, afternoon and weekend classes, and continue to incorporate our curriculum
with entrepreneurial learning and financial literacy ” he concluded.

Mr. Ramathe Stanley Malope
Mr. Ramathe Stanley Malope, was born on 14 January 1964 in Tumahole, Parys. He started his schooling at
Tumahole Primary School (now called Lembethe Primary) and completed his secondary schooling at
Phehellang Senior Secondary School in 1983. Malope graduated from Mphohadi College of Education with a
Secondary Teachers’ Diploma in 1986. In 1996, he graduated from RAU College with a Further Education
Diploma in Education Guidance. Thereafter, Malope graduated from the Rand Afrikaanse Universiteit (RAU)
with a Bed (Honours) in 1999. In 2002, he graduated from Business Management Training with a Human Stanley Malope
Resource Management Diploma (HRM – DIPL).

Malope has completed certificate qualifications courses with various institutions to improve his skills in a variety of areas, including computers,
facilitation, project management, financial management for managers, and supervisory human resource management. Malope was a teacher
at Phehellang Senior Secondary School from 1987 to 1996. He was also the Head of Department for Social Sciences at the same school. He was
the Acting Principal of Tumahole Adult Centre from 1990 until 1996. From 1996 to 2001, Malope worked for the Fezile Dabi Education District
in a variety of capacities, including as a Teacher Development and Appraisal (TDA) Officer from 1996 to 1999. He was appointed as a School
Management Developer (SMD) in the same organization in 2000. From 2001 to 2006, Malope served as a Whole School Evaluation Supervisor
at Head Office in Bloemfontein.

From January 2007 to September 2008, he was the Deputy Director for Human Resources: Supervision and Management at the Fezile Dabi
Education District. In October 2008, he was appointed by the Department of Sport, Arts and Culture as Corporate Human Resource Manager at
PACOFS – a position which he held until 31 May 2009. Malope has also served in various capacities in other education structures, namely, as a
founding member and secretary of the Tumahole Education Forum (TEF) in 1990, a convenor of the NEECC (National Education Coordinator
Committee) Parys Branch in 1993, an EXCO Member of Phehellang Senior Secondary PTSA in 1995, and a member of the Fezile Dabi Education
District Principals’ Council in 2007. From 1996 to 2000 and 2007 to 2008, he was appointed a Member of the Business-Education Partnership,
and a council member of the Flavius Mareka FET College from 2007 to 2009.

Malope has served the ANC as a branch secretary in Parys from 1993 to 1995, a member of the ANC Northern Free State Region Education Desk
from 1996 to 1998, and as a founding member and secretary of the Helen Joseph ANC Branch from 2000 to 2002. Malope was a founding
member of the then Vaal Progressive Teachers’ Organisation (VAPTO), in which he served as a branch secretary. From 1991 until 1996, he was
the Chairperson of the Parys Branch of the South African Democratic Teachers' Union (SADTU). From 1987 until 1994, he served as Secretary
and Church Warden/Chairperson of the Board. He was the Deputy Chairperson of the Sasolburg Cluster Committee and a member of the St
Peters Anglican Church in Zamdela's Council in 2007.

Malope was appointed as the Head of Department (HOD) of the Free State Department of Education during 2009 elections,
in which he remained in that position for next seven years. He was later appointed the HOD of the Free State Department
of Sport, Arts, Culture and Recreation in 2016. Mr Malope is married to Goitsemang. They are blessed with two children,
a son, Tshepo, and a daughter, Regomoditswe.
