It has as its editor, Gbenga Omotoso. The newspaper was written with simple diction
and in five (5) columns.

OVERVIEW OF THE PAPER

The cover page of the Newspaper carried a story that said: APC, PDP senators set for
battle over Amaechi.

Weeks after he was tipped as a minister by President Muhummadu Buhari, former


Rivers State Governor, Rotimi Amaechi’s nomination is still generating ripples in the
senate.

The story held that some of the Minority Peoples Democratic Party (PDP) Senators are
spoiling for war initiated from outside the senate-vowing to stop Amaechi’s screening,
but their All Progressive Congress (APC) counterparts are set to ensure his clearance.

According to the statement as contained in the paper, ‘We are allowing the minority to
have their say. we will have our way…this noise from PDP cannot stop Amaechi’s
confirmation’.

Africa adopts common stance on refugees: The decision of the African regional group
was articulated at a meeting preceding the opening session, which was clairly chaired
by the leader of the Nigerian delegation and Deputy Speaker of the House of
Representatives, Yusuff Lasun.

The latest figure for refugees and displaced persons in the Northeast was put at over
five billion. It was agreed by the African delegation that a meeting be held with the
United Arab Emirates (UAE) on the same issues to articulate a position with a view to
adopting the Sudanese position as the African position backed by the United Arab
Emirates.

Can fowler crack the non-oil revenue nut?

The story as contained in this page had it that President Muhammadu Buhari appointed
tax czer Babatunde Fowler with a mandate to explore avenues of boosting non-oil
revenue.

With the tumbling prices of oil in the international market and over exposure of the
economy to the unpredictable volatilities of commodity markets, the opinion left to the
Federal Government is to aggressively shop for alternative revenue sources. and faced
with this reality, President Buhari is looking beyond oil.

Perm Sec: national school feeding programme coming

Buhari will reduce hunger, says presidency

In a statement made by the Permanent Sectary, Federal Ministry of Agriculture and


Rural Development, Sonny Echono, he said, to encourage enrolment, the Federal
Government is to introduce a home grown National School Feeding Programme.
Echono also said that the programme will also address poverty, malnutrition and
stunted growth.

Addressing reporters as part of activities commemorating the 35th World Food Day
celebration in Abuja, Echono stressed the need to create business areas and stimulate
the growth of micro, small and medium enterprises.

Ayade: Cross River ready for Buhari…Obong of Calabar excited!

The Cross River State Governor, Ben Ayade had restated the state’s readiness to host
President Muhammadu Byhari for the inauguration of the construction work on its 260
kilometres six-lane super highway.

In the statement contained in the paper, the president confirmed that he is not just
coming, but to him it is a home-coming because he was one of the few generals that
fought for the emancipation of Gakem, Bekwarra Local Government Area during the
civil war and has traversed all that terrain.

In the statement, the Obong of Calabar could not hide his excitement at the visit and the
effort so far put in place by the governor, said: ‘I am equally happy that our state
governor has started showing signs of dynamism and as somebody who has the
interest of the people at heart because we will support this idea to ensure that it comes
to fruition.
Dangote, Osiomole, other for New Telegraph’s economic summit

Three governors Mr. Adam Oshiomole (Edo), Alhaji Abdullahi Ganduje (Kano) and
Chief Dave Umahi (Ebonyi) as well as President, Dangote Group, Aliko Dangote were
among the dignitaries expected at the maiden edition of New Telegraph’s Economic
Summit, holding in Lagos on October 27, 2015.

The summit conceived to expand the conversation on the state of the nation’s
economic, was aimed at generating ideas to bring more dividends of democracy to the
people.

Dangote Foundation to campaign against Childhood Diseases.

The Dangote Foundation had promised to step up its advocacy campaign against
preventable diseases in the country. The Foundation’s Chief Executive Officer, Mrs.
Zuoera Youssoufou gave the promise as a message that sent to the Community Staff
School, venue of the demonstration of the United Nations Global Hand Washing Day
observed in Abuja in conjunction with the Federal Ministry of Water Resources and
other organizations like the United Nations Children’s Fund (UNICEF) and water aids.

Nigeria’s Hajj death toll hits 199

The death toll of Nigerians in the Jemarat stampede in Mina, Saudi Arabia, had risen to
199, the National Hajj Commission of Nigeria said.

The death toll had been risen as soon as more bodies are discovered. The figure is
expected to rise further when those declared missing have been identified from among
the bodies.

The number of the dead from the state contingents is 160 made up of 70 males, 84
females, four male officials and two female officials. The injured are 33 and one official.

In a statement, the tour operators recorded 39 deaths, two were injured and among the
five on admission, while 11were still missing.

UCTH hails Fed Govt’s intervention in Ebola scare


The management of the University Teaching Hospital, Calabar, the Cross River Stste,
has hailed the Federal Government for promptly intervening in the hospital’s Ebola
scare.

In a statement in Calabar, UCTH’s Chief Medical Director, Doctor Thomas Agan, noted
that the attention the hospital got was a demonstration of the importance President
Buhari attached to public health.

Osun Suspends workers’ overtime allowance

In a statement contained in the page, the Osun State Government has suspended the
payment of 25 percent to 35 percent overtime allowance workers of some government
agencies. This is to ensure regular payment of salaries, according to the Head of
Service, Olayinka Owoeye. He said, ‘I AM ALIVE’ verification for pensioners will now
take place bi-monthly to check leakages.

He added that the government would open talks with the leadership of medical unions
to negotiate a new salary regime as ‘the one in use is no more in consonant with
present day financial reality in the state.

In the statement, the Head of Service said, ‘to improve the quality of education, the
government has approved the establishment of the Teachers Establishment Office,
which would be responsible for the appointment, promotion, discipline and
administration of salaries and allowances of elementary and middle school teachers
with district offices across that state.

According to him, ‘to complement the efforts of the recently concluded screening and
verification, the Offices of Auditor-General for the State and Local Government have
been mandated to verify the payrolls of the workers two weeks before salary
computation monthly.

In the Advertorial section of the newspaper, the Nigerian National Petroleum


Corporation (NNPC) published a request for Expression of Interest for the provision of
consultancy services for the assessment of NNPC Plants and Machinery.
According to the page, the Nigerian National Petroleum Corporation (NNPC) is an
Integrated Oil and Gas company engaged in petroleum/gas exploitation, transportation,
storage and marketing. The corporation is seeking to engage Consulting firms that have
the capacity to determine asset value and asset replacement of her plants and
machinery nationwide.

RRS arrests 45 hoodlums

According to the statement, the Rapid Response Squad (RRS) operatives have
arrested more than 45 hoodlums at some black spots in the city.

RRS Commander, Olatunji Disu, an Assistant Commander of Police (ACP), said the
arrest followed raids on criminal’s hideouts on criminals would continue to secure the
environment for prospective investors and protect lives and properties of the
residents..Dasu assured that the increased rate of the increasing rate of armed robbery
and criminal attacks in the state would soon be a thing of the past.

In a statement on the same page, the Transportation Unions in Lagos State had urged
and appeal to the government to provide them with more motor parks and bus stops to
reduce friction between them and the authorizes.

According to Alhaji Musa Muhammed, the Chirman of RTEAN, while they adviced its
members to obey traffic laws, wants the government to help them. ‘There’s need for
provision of more bus stops to help the transport operators.

The Chairman said the leadership of the Union would ensure that the good image of the
union is protected at all times.

LASTMA takes traffic campaign to religious centres. In a story narrated here, the Lagos
State Management Authority (LASTMA), visited religious centres to promote traffic rules
and regulations. The enlightenment campaign operation tagged; “Open Hearts”
according to its General Manager, Bashir Brimah, would promote road safety with focus
on voluntary compliance with motorists and drive home government message on zero
tolerance for traffic indiscipline and lawlessness.
According to Brimah, stress-free ride on Lagos road is a collective responsibility of all to
enhance the economic growth and sustain the mega city status of the state.

Page nine (9) of the newspaper had an advertorial by United Bank for Africa (UBA) on
2015 National Essay Competition on the topic “What matters most to you in life and
why?”

In the essay competition, strategies were set on how to apply, entry requirements and
rules for applicants, noting that the decision of the judges is final.

The competition had prizes to be won in three categories;

WINNER: N1000,000.00 equivalent for tuition fees.

1st Runner-up: N750,000.00 or its local currency equivalent for tuition fees.

2ns Runner-up: N500,000.00 its local currency equivalent for tuition fees.

Consolation prizes were also staked for participants.

Up next, on page 11 were Editorials, with the first story captioned, ‘Blues at the Bourse’

In the story, bears run riot as Nigeria’s Stock Exchange shed N3.25 in one year.

According to Vanguard Newspaper, the Nigerian bourses have shed a whooping N3.25
trillion in the 12 months from 30th September, 2014 to 8 October, 2015. More explicitly,
the market whose capitalization stood at N13.61 trillion on 30 September 2014 fell to
N10.26 trillion on October 8, a net loss of N23.9 percent one year later.

If there is any consolation, there is sufficient evident to point out to the Nigerian bourse
story as merely reflecting the realities faced by the larger economy at this time.

After all, it could seem unimaginable that the equities market will continue to thrive at a
time factors are daily drawing shutters on their operators, and at a time economic
activities are slowing down.
On the same page of the newspaper, we had the editorial board of the Nation’s

by Rasheed Olokode.

In a statement according to the paper, the response of a large section of the compatriot
to the ministerial list under the four-month old administration of President Muhammadu
Buhari is, a general mental disposition of the Nigerian citizenry that leaves much to be
desired. The streams of opinion that seeks to devalue the painstaking process that
preceded the list submission further get worrisome by the unfortunate enlistment of
some supposed statesmen and respected social critics in the army that has been
misfiring the shots.

To actually appreciate the need for Buhari, a leader the vast majority of the citizenry

It is an online mobile banking applications that enables user to have quick access to
their bank accounts easily, in sparing the time and stress of going to the banking hall.
The app allows users to make some online payment, transfer and linkage from one
account to another.

The apps are available on a Google play, Apple store, Blackberry and Windows phones,
which can be downloaded at any given time.

Glo hails Eagles, U-17 on CHAN qualifier, World Cup Victories

The Next Generation Network, Globacom has congratulated the Super Eagles Team B
for defeating Stallions of Burkina Faso in the first leg of 2016 African Nations
Championship (CHAN) final round qualifier.

The Eagles who defeated the Stallions by two goals to nil in Port Harcourt was then
ready t face the Burkinababes in the return leg in Ouagadougou, that the aggregate
winner will qualify for the CHAN tournament in Rwanda in January 2016.

In the series, Globacome also congratulated the Golden Eaglets for defeating USA 2-0
in their Group A opening game at the FIFA U-17 World Cup in Chile.

Basketball: D’Tegress Ogoke Dazzles in Spanish league

The paper reports that despite the slow start to her career at Celta Baloncesta
Fememino of Spain, D’Tigress point guard, Sarah Ogoke made 27 points and nine
rebounds as her team lost to Ensino Lugo 63-71.
Ogoke told National Sport that she is the oldest in the team and most of the players
were mostly under 18’s. She described work in progress and will start winning as soon
as the players begin to understand one another.

According to her, winning the nest game would be good for team spirit and instill
confidence in the young team.

Federal Government undecided over fuel subsidy removal, says Permanent Secretary

The federal Government has not taken any decision on whether to remove or leave fuel
Subsidy as it is, rather, it is on the front burners of debate by officials of the government,
the Permanent Secretary Federal Ministry of Finance, Mrs. Ana Daniel-Nwaobia, has
said.

According to the paper, she said that it is important to know that Nigerians is not the
only country experiencing the effect of the financial crunch, saying, it is a global
phenomenon. Reforming the tax system which she said, the Federal Government has
started, is the right thing to do, stating that the engagement of Mckinsey, (a firm of tax
consultants), working with the Federal Inland Revenue Service (FIRS), would contribute
to storing up tax revenues.

She said, in our engagement with the World Bank also, we sought assistance so that
they will work with us to see how we can improve on what is already on the ground.

DISCOs warned on use of substandard equipment, operations

The head of the Federal Government’s Investigative Panel on the death of Miss Juliana
Oluchi Anakwe, a 300-Level student of the University of Lagos, who was electrocuted
by a snapped live wire, Mr. Peter Ewesor, gave the warning to DISCOs in Lagos.
Ewesor, who was also the Managing Director and Chief Executive, Nigerian Electricity
Management Services Agency (NEMSA) as well as the Chief Electrical Inspector of the
Federation (CEIF) told reporters that the findings of the panel showed the Onikwe 11kv
line feeder through which its wire, Oluch was electrocuted, was poorly maintained, and
was worsened by the use of substandard, adulterated and unstranded and undersized
all aluminium conductors (ACC) with numerous kinds/joints.

According to the NEMSA Chief, the unstranded conductor with continuous arcing at the
open kinds/joints, which eventually melted and snapped, fell directly on the late Oluchi
and electrocuted her, the paper said.

Nigeria’s unemployment rate is time bomb, says NECA

As contained in the paper, the Director-General, Nigeria Employers Consultative


Association (NECA), Segun Oshionowo, as warned that the high rate of unemployment
in the country is not checked, it is a time bomb that would explode any time. He
lamented that the rising unemployment trend in the country portends grave dangers,
adding that was a akin to pointing a gun at the head of the country, which the trigger
may be pulled at any time.

He said, ‘if we are talking about good governance, it is not figures that will showcase
such, but quality of life of the people.

The NBS recently published new rates of unemployment for Nigeria’s economy from
2010-2014 based on a new methodology, which suggested that the economy is almost
at full-employment, as the rate for last quarter of last year stood at 6.4 per cent.

He asked rhetorically: ‘Government might say that they have posted 6.5 or 7.0 per cent
but you really look at the facts on the street, how many jobs have we created? To what
extent has the quality of life of Nigerians been significantly improved in the last six
months? How many businesses have come on stream?’

He added, ‘currently, we have started a survey on the health of our member companies,
especially those in the North, and from the discussions we’ve had with them, we’ve
been told that sales had gone down by 25 per cent. And if the trend should continue by
the year, quite a number of all them will have to downsize.

Appoint deputy governor as CBN governor, says Sanusi


Former Central Bank of Nigeria (CBN) Governor Chief Joseph Sanusi had urged the
Federal Government to appoint one of the deputy governors of the banks as governor at
the expiration of the tenure of the substantive governor.

He spoke during the Financial Institutions Training Centre (FITC’s) second celebration
of the leadership excellence dinner at Orietal Hotel, Lagos.

Sanusi said, only an experiences deputy who knows much about the tradition of the
apex bank could carry its tradition to the next level.

country. She said the high cost of internet is due to monopoly in the ownership of optic
fibber cable as well as lack of power supply.

She called the government to give license to private bodies to run fibber cables and
break the monopoly, saying there are about just four companies that run fibber cables in
the country.

Mrs. Samuel also tasked government at all levels to engage in public sensitization on
the dangers of hacking by internet fraudsters, saying that the government should
continue to enlighten the public on how to prevent hacking among other internet crimes
being perpetuated into by internet rogues in effort to help the public stay free from the
cyber space.

Debt cripples gas supply to power

The huge debt incurred by operators in the gas value chain, is hindering electricity
generation and distribution in the country, the Group Managing Director, Aiteo Power,
Dr. Ransome Owan has said. He said stakeholders were only looking at issues of
perennial gas scarcity from the angle of pipeline vandalisation, without considering the
financial bottlenecks affecting the transportation and utilization of gas in the power
sector.

TSA: Sack fever grips bank workers

In a statement as contained in the paper, for workers in the financial services sector,
especially banks, these are challenging times. With the implementation of Federal
Governments’ Treasury Single Account (TSA) policy that mandates all Ministries,
Department and Agencies to remit revenue into a single account, many bank workers
have become restless.

The effect of such huge remittance, it was learnt, was that commercial banks’ balances
with the CBN usually earmarked for foreign exchange or bond purchases plunged from
N73billion to 4.86billion.

Already, banks are facing liquidity squeeze as the interbank, few weeks back.

Lending rate, bond yields fall on N1tr liquidity inflow

The overnight lending rates and bond yields fell further with injection of over N1trillion
into the system by the Central Bank of Nigeria (CBN).

Analyst said, the CBN might consider loosening monetary policy over rising liquidity
problem in the system. The secured Open Buy Back (OBB), the rate at which lenders
can borrow from the interbank market using treasury bills as collateral. The CBN has
been injecting cash into the system to stimulate lending and stave off recession, after
the economy suffered a shock as oil prices plunged to record slow growth in the second
quarter.

Fidelity to launch online marketplace for SMEs

The paper also had it that Fidelity Bank Plc will launch the GreenMall, an online market
place with e-commerce capabilities, for Small and Medium Enterprises (SMEs).
According to a statement, the Executive Director South, Fidelity Bank Plc, Aku
Odinkemelu, made this known at the bank’s Southeast Regional SME Conference.

Ecobank Nigeria has secured from a Dutch financial institution, FMO Entrepreneurial
Development Bank, $75 million Syndicated Subordinated Term Facility for trade
financing.

The paper also had on its Weekly pages, advertorials and Vacancies in the following
fields: Tax Accounting Officer, Offtake Manager, Investment Analyst at Kappafrik Group,
Lagos Nigeria and Supervisor in a fashion house located in Lagos requiring the service
of a supervisor who has knowledge about fashion designing or who is fashion
enthusiast.

The paper also had ‘The weekly Job Show’, Foreign Vacancy for Senior Project
Development Officer, Acted Dushanbe, Tajikitan.

The page went further to list the available vacancies for Executive Director, at LAO
Friends Hospital for Children.

Federal Government cautions Insurance Broker on Corruption, money laundering.

This story is contained in page 27 of the newspaper, stating that the Federal
Government of Nigeria has urged the new leadership of the Nigerian Council of
Registered Insurance Broker to ensure that their insurance broking function is not
exploited as a vehicle for corruption and money laundering.
Insurers enjoy strong performance as challenges looms

The paper reported that insurers are continuing to benefit from a strong domestic
economy and the industry’s results were supported by a return to a more benign
catastrophe recently experienced.

Companies are subsequently altering product offerings and are cautiously adjusting
their asset portfolios to obtain better yields.

Page 28 and 29 had an interview on “Why electricity tariff must be hiked as series of
questions and answers were provided by Emefiele.

He stated that the issues of hiking electricity in the country has elicited mixed reactions.
While power firms said it is necessary for them to recover cost, consumers says the
industry must attain a level of stability before tariff hike.

Road safety education in Secondary Schools

The paper reported that some years ago, road safety education was incorporated into
the curriculum of secondary schools through the efforts of the Federal Road Safety
Commission and some stakeholders. This is a good step in the right direction as it
obtains in several countries. Be that as it may, why has it taken so long to implement
this curriculum fully in schools?

In the sport section, the paper had it that 2015 ITTF World Cup: Assar can't match
Quardri's feat.

Page 35 had a general procurement notice for public consumption, seeting up avenues,
modalities and lot/category for each of invitation.

PAPER CRITICS

In page 17 of the newspaper, under the heading DISCOs Warned on use of


substandard equipment, operations, there is a typographical error with the use of the
word, Unstranded in column three when the writer was describing the how Oluchi was
electrocuted due to substandard equipment. In my opinion, the writer meant to use
untraded or unstrained, although both words do not share any meaning in the context to
which he was describing how poorly and careless the equipment seemed to be.

The paper also began its stories on the cover page, thereby making the headlines not
easily recognized.

There is a question tag which said, ‘Will the Chibok Girl Ever Return?, but did not
specify where the main write-up is located at, for easy access.

The paper attempts to make use of five and six columns in presenting its stories.

All the stories in page III under CityBeats should be moved to advertorials section for
orderliness. By so doing, it will direct attention of the readers to each sections of
interest.
