VISAKHAPATNAM
Indian Institute of Petroleum & Energy (IIPE), an Institute of National Importance at par with IITs and IIMs
and enacted by Parliament vide the Indian Institute of Petroleum & Energy Act, 2017 (No: 3 of 2018),
requires non-teaching staff.
The Institute invites applications from the Indian Nationals for the following non-teaching positions, and
all the positions carry scales of pay at appropriate levels of VII Central Pay Commission of the
Government of India, as applicable to all the IITs.
The qualification, experience and age limit for the above post(s) are as under:

Post No. 01: Deputy Librarian – 01 Post [Category: SC-01]
Essential Qualification & Experience:
(a) Master’s Degree in Library Science/Information Science/ Documentation Science with at least 55%
marks or an equivalent CGPA in a grade point scale in qualifying degree and a consistently good
academic record (b) at least 5 years of professional experience as an Assistant Librarian in pay level 10
or equivalent scale in a Library under CFTI/State/ Autonomous or statutory organization/PSU/University
or recognized research or educational institution.
Desirable: (a) A M.Phil. /Ph.D. Degree in library science/Information science / Documentation/Archives
and manuscript-keeping/computerization of library with digital library experiences (b) First class or
equivalent grade in all university level degrees in respective discipline with a consistently good
academic record.
Desirable Certification: CCIE (Cisco), CCNA (cisco), CCNP (Cisco), Network+ (CompTIA), Certified
Wireless Network Professional (CWNP), WCNA (Wireshark).

Officer IT (System Engineer) [Category: UR-01]
Relevant Experience: Hands on working experience in System administration of Linux and windows
based systems and experience in installation, maintenance and upgradation of large computing
environments; Understanding of server system hardware and software; Sound working knowledge on
open source software like Open LDAP, Apache Server, Tomcat, Mail Server etc.; Experience in working
with one or more of centralized/networked storage systems, centralized/networked backup services,
antivirus and other security software; Proven competence in Planning, Design, Implementation,
Operation, Management and Maintenance of ERP system with good knowledge of industry-standard ERP
development processes; Working experience with strong back ground in Spring Frame work, MVC
framework, J2EE technologies especially JSP, JDBC, HTML5, JSON, Java script front end framework like
jQuery. Web services tools and XML. Database design and development for efficient on-line transaction
processing environment using RDBMSs like Postgres SQL, etc. System and database administration.
Communication protocols like TCP/IP and HTTP. Understanding of Git, Github, or other version control
system.
Applicants with extensive hands-on experience on at least some of servers, storage and other system
appliances/software, and development and working experience at client places for handling
implementation of ERP system especially at academic Institutions of National Importance will get higher
preference. Should have good communication skills, have ability to work in a group.
Relevant Experience: Hands on working experience with strong background in the following: MVC
framework, Web development framework (like Spring), Hibernate, Maven, PHP, Java technologies, J2EE
technologies especially JSP, JDBC, HTML5, JSON, Java script front end framework like jQuery. Web
services tools and XML. Database design and development for efficient on-line transaction processing
environment using RDBMSs like Postgres SQL, etc. System and database administration. Communication
protocols like TCP/IP and HTTP. Software development processes including various lie-cycle models.

UML, system and class design, development, testing and maintenance of software systems. Experience
on implementation of transferring data from ERP to other Websites (Very Large Scale) though secured
Web Services
Applicants with development and working experience at client places for handling implementation of
ERP system especially at academic Institutions of National Importance will get higher preference. Should
have good communication skills, have ability to work in a group.
Wiremen License / Permit issued by Chief Electrical Inspector / Competent Authority of respective State
is essential for candidates with electrical specialization.
Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Proficiency in the use of variety of computer office applications, M.S
Word, Excel, Power-point or equivalent; Experience in electronic instruments, repairing & maintenance
and handling of sophisticated instruments in workshops/ Laboratory/ Industry; Proven competence in
developing and establishing new testing facilities in lab; Basic understanding of valve fittings, tools,
making connections etc; Experience of handling high pressure gas cylinder, high flammable substances,
compressor and pump; Knowledge of lab safety protocols. Good communication skills.
(a) Bachelor’s Degree in any discipline from recognized university with at least 55% marks or an
equivalent CGPA in a grade point scale in qualifying degree (b) at least two (02) years relevant
experience in one or more of the following areas:
Relevant Experience: (i) Experience in activities related to students’ admission, semester registration,
examination; or experience in handling establishment matters, recruitment, NPS, insurance, scholarship,
LTC, CPDA, dispatch; or experience in procurement activities in any Central Govt. Organisation/
reputed Educational Institute along with working experience on GeM/ CPPP/ e-Wizard and knowledge
of GFR/ Public Procurement;

(ii) Proficiency in the use of variety of computer office applications, M.S Word, Excel, Power-point or
equivalent in computerised administration. Proven competence in office procedure including, noting,
drafting, organizing, etc. and maintenance of records;
(a) Bachelor’s Degree in Engineering in Mechanical or equivalent in appropriate field with at least
55% marks or an equivalent CGPA in a grade point scale in qualifying degree from a recognized
University/ Institute, with at least two years relevant experience in laboratories of
teaching/research Institutes/Industries or Organizations. OR
(b) Three years Diploma in Mechanical Engineering (after 10+2) with at least 55% marks or an
equivalent CGPA in a grade point scale in qualifying degree from a recognized
University/Institute, with at least three years relevant experience in laboratories of
teaching/research Institutes/ Industries or Organizations.
Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Experience in Lathe & milling machines, both manual and CNC;
CAD/CAM and tool room operations; Knowledge of component modelling using any of the software such
as AutoCAD, CATIA, PRO-E, Solid Works etc.; Pneumatic and sensors; Mechanical testing &
characterization; Fabrication of test rigs; Turning, Grinding, Shaping, welding machines; repairing &
maintenance and handling of sophisticated instruments; Proficiency in the use of variety of computer
office applications, M.S Word, Excel, Power-point or equivalent; Good communication skills.
Maximum age limit: 35 years.

Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Education or professional experience in Chemical Engineering or
Chemical Industry; Experience in conducting operations of departmental laboratory facilities; Basic
understanding of lab infrastructure of reaction engineering, mass transfer, fluid flow, heat transfer,
mechanical operations, and process control and instrumentation ; Experience in setup, operation,
management and maintenance and handling of sophisticated instruments in Chemical Engineering lab
infrastructure; Proficiency in the use of variety of computer office applications, M.S Word, Excel, Power-
point or equivalent; Good communication skills.
Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Education or professional experience in Petroleum Engineering or
Petroleum Industry; Experience in conducting operations of departmental laboratory facilities;
Knowledge of handling high pressure gas cylinder, high flammable hydrocarbon oil & gas, compressor
and pump; Basic understanding of lab infrastructure of reservoir engineering, drilling engineering,
production engineering and high pressure equipment safety; Experience in setup, operation,
management and maintenance, and handling of sophisticated instruments in Petroleum Engineering lab
infrastructure; Proficiency in the use of variety of computer office applications, M.S Word, Excel, Power-
point or equivalent; Good communication skills.
(a) Bachelor‘s Degree in Science/Engineering or equivalent in appropriate field with at least 55%
marks or an equivalent CGPA in a grade point scale in qualifying degree from a recognized
University/ Institute, with at least two years relevant experience in laboratories of
teaching/research Institutes/Industries or Organizations. OR
(b) Three years Diploma in Engineering or equivalent in appropriate field (after 10+2) with at least
55% marks or an equivalent CGPA in a grade point scale in qualifying degree from a recognized
University/Institute, with at least three years relevant experience in laboratories of
teaching/research Institutes/Industries or Organizations.

Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Education or professional experience in Rock Mechanics and Rock
Engineering; Experience in rock/soil sample preparation and testing; Basic understanding of lab
infrastructure of rock engineering, drilling and rock fracturing, geotechnical, structural geology,
engineering geology and hydrogeology. Experience in setup, operation, management and maintenance
and handling of sophisticated instruments in Earth Sciences/Geology/Geophysics lab infrastructure;
Proficiency in the use of variety of computer office applications, M.S Word, Excel, Power-point or
equivalent; Good communication skills.
Desirable: First class or equivalent grade in all university level degrees in respective discipline with a
consistently good academic record; Experience in using the programming languages C, C++/Java,
Python, MATLAB; Hands on experience in using Linux, Unix, Windows environments; Good command
over Data structures and Databases; Strong analytical, testing and debugging skills; Experience in using
latest IDEs and debuggers. Experience in conducting undergraduate level computer lab experiments is
preferred.
Maximum age limit: 35 years.
Desirable: Proficiency in the use of variety of computer office applications, M.S Word, Excel, Power-
point or equivalent; Knowledge in Short Hand writing; Exposure to Noting, Drafting, Office procedure
like maintenance of Files etc.; Good oral and written communication skills as well as proficiency in

English; Preference will be given to the candidates having experience in IITs/University/Higher
Central/State Educational Institutions.
GENERAL INSTRUCTIONS
1. Candidates have to send their application in the prescribed format only along with self-attested

applications not in prescribed format or applications without self-attested copies of
certificates/testimonials or received after the last date are liable to be rejected.

correspondence will be made by the Institute through e-mail only. Test/Interview schedule will be e-
mailed in due course to the shortlisted candidates in their registered e-mail. No separate letter (Hard
copy) will be sent for this purpose. Further, for any updates, please visit the Institute website
regularly, for subsequent amendments if any in the advertisement and results.
3. In case of any corrigendum/addendum pertaining to this advertisement, the same shall be published
in the Institute’s website only. Accordingly, all applicants in their own interests are advised to
regularly visit the Institute’s website www.iipe.ac.in. They should also regularly check their email
account for updates.
4. Candidates will be short-listed for Test/Interview on the basis of the information provided by them in
their applications. They must ensure that provided information are correct. If at any subsequent stage
or at the time of Test/Interview any information given or any claim made by them in their applications
is found to be false/incorrect, their candidature/appointment will be liable to be rejected/terminated
including necessary legal action, if any.
5. Mere eligibility will not vest any right on any candidate for being called for written test /skill test/
interview. The Institute has the right to decide suitable criteria, mode of screening and testing the
applicants for shortlisting and selection. The decision of the Institute in all matters related to
recruitment against this advertisement shall be final. No correspondence will be entertained from the
candidates in connection with the process of selection / interview. Canvassing in any manner would
entail disqualification of the candidature.
6. The Institute reserves the right to restrict the number of candidates for written / skill test / interview
to a reasonable limit on the basis of qualifications, level and relevance of experience higher than the
minimum prescribed in the advertisement and other academic achievements.
7. The Institute reserves the right to evolve any screening/selection process e.g. shortlisting
criterion/Screening Test/Written Test/Seminar Presentation/Group Discussion/Personal Interview
etc. if the number of applicant is large for a particular post. All appointments shall be done after
obtaining the approval of the Competent Authority based on the recommendations made by the
Selection Committee.
8. No correspondence whatsoever will be entertained from candidates regarding conduct and result of
test/or interview and reasons for not being called for test/or interview.
9. Candidates should satisfy themselves, before applying, that they possess at least the minimum
essential qualifications, knowledge, and experience laid down in the advertisement.

10. In case of any inadvertent mistake in the process of selection which may be detected at any stage
even after the issue of offer of appointment, the Institute reserves the right to
withdraw/cancel/modify any communication made to the candidates.
11. The Institute has a right to offer appointment on contract/deputation basis initially for a period of
three (03) years. Based on the assessment of performance they may be regularised in the post as per
Institute’s norms.
12. Probation period for all regular positions against this advertisement is 02 (two) years.
13. The Institute reserves the right to offer appointment in lower position/pay level if suitable candidates
are not found in a particular post as advertised.
14. The Institute reserves the right to: (a) to fill the posts fully or partially depending on the availability of
suitable candidates (b) not to fill any or all the advertised positions (c) fill up consequential vacancies
including additional post arising at the time of selection for available candidate by direct recruitment
(d) reject any or all the applications without assigning any reasons thereof (e) any addition / deletion
and changes in matter of terms and conditions given in this notification of recruitment (f) increase /
decrease the number of posts without giving any reason. The number of positions is thus open to
change.
15. Any dispute with regard to the selection / recruitment process will be subject to the Courts /
Tribunals having jurisdiction at Visakhapatnam only.
16. Persons employed in Government / Semi Government Organizations / Autonomous Bodies should
submit their application through proper channel. They may, however, send an advance copy of the
application. Those who are unable to process their application through proper channel may submit
‘No Objection Certificate (NOC)’ from present employer during the time of interview. However, they
should submit an undertaking with their application that the NOC would be submitted at the time of
test/ interview. Direct application from such candidates will not be entertained.
17. Candidate should submit a certificate from the employer/competent authority that no vigilance/
disciplinary case is either pending or contemplated against him/her.
18. Institute strives to have a workforce which reflects gender balance. Women candidates are
encouraged to apply. The applicable relaxation in age will be considered as per GoI norms with
regard to last date.
19. Degree as referred above should have been awarded by a recognized University / Institute.
21. ‘Years of Experience’ wherever prescribed is the minimum years of experience required and
candidates with longer years of experience may also apply.
22. ‘Relevant experience’ means experience related to the area of the post advertised. Screening
Committee will determine relevancy of experience and its decision will be final.

25. Candidates applying for more than one post have to apply separately for each post.
26. Reservation for ST / SC / OBC / EWS/PWD / Ex-Serviceman as per Government of India Rules.
27. Candidates should submit their valid SC/ST/OBCs/EWS/Ex-Serviceman/ Disability Certificate issued
by the Competent Authority.
28. Eligibility of candidate with regard to age, qualification and experience shall be
calculated/considered with reference to the last date of application. Due relaxation in respect of
percentage of marks and experience will be given to SC/ST/OBC/PWD/Ex-servicemen candidates as
per Government of India/ UGC norms.
29. When called for written examination / skill test / interview or selection process, as per the required
method of selection process depending on the Level of posts as applicable, the candidate/s will have
to bring printed copy of their entire application with self-attested certificates / credentials.
30. Candidates are not entitled for any Travelling allowance / Dearness allowance when they are called
for interview/skill test etc.
31. Fulfilment of qualifications and experience is an essential requirement. The candidate will be called
for Written Test/ Trade Test/ Computer Test / Test of Communications skills/ Interview, while
progressing ahead in the stage(s) of recruitment/ selection, following the standards in general. As
stated, the institute is free to set the bench mark and call only the eligible candidates for the Written
Test/ Trade Test/ Computer Test/ Interview.
32. Since IIPE is a developing institute, it is looking for enthusiastic candidates having work experience
in IIT/NIT/CFTI system. The relaxation, if any, for suitable/ deserving candidate for relevant posts
may be decided by the Director, IIPE. Also, in case of any dispute/ ambiguity/ confusion that may
occur in the process of selection, the decision of the Director, IIPE shall be final.
33. The Institute reserves the right to relax age limit, educational qualification and/or experience in
outstanding and exceptional cases or in the case of persons holding analogous positions in an
Institute of National Importance.
34. Last date of application through email is 30 June 2021. A signed hardcopy print out of application with
all the essential documents should reach by 7 July 2021.
35. The candidates who had applied for various positions vide previous advertisement No.
IIPE/NTS/01/2020-21, they have to apply again along with all the required documents, if their
candidature is to be considered.

iv. Self-Attested copies of Community Certificates (SC/ST/OBC), certificates for Persons with Disabilities
(PWD) & Ex-Servicemen etc. as per Govt. of India norms. In case of OBC category candidates, latest
non-creamy layer certificate is essential.
