Basketball Ground Rules 2024
Any team found guilty of deliberate forfeiture giving away a game, or having points in a
game, shall be penalized under Section 3 of this rules.
The Tournament Technical Committee (TTC) shall imposed the following penalties if found
guilty of violating the provision of Section 2, as follows:
a) A fine of P500.00 for each player. In addition said player shall be expelled from further
participation of this tournament.
c) Forfeiture of the first two (2) won games of the guilty team and the same to their
respective opponents with the score of 20-0.
d) Any player who shall involved in a fist-fight or brawl during the game shall be ordered to
depart from the vicinity of the basketball court. The player who throw the first punch shall be
suspended in the next two(2) consecutive games of his team and one (1) game for the
player who retaliated regardless of the severity of the punch. Additional penalties may be
imposed by the tournament technical committee if it deems necessary, not to mention the
criminal liabilities that may incur thereto.
c.) If a player caught saying any malicious words that are not good to someone will be
grounded for two (2) consecutive games.
d.) Using of "the finger", or the middle finger is prohibited. If a player caught three (3)
times he will be suspended to play for three (3) consecutive games.
A registration fee of P1,500.00 and P500.00 cash bond will be collected from each team
right after the Sport Clinic on April 7, 2024 at 1:00PM, Brgy Hingatungan Session Hall,
Silago, So. Leyte to augment the financial requirement of the tournament. None payment
of registration fee, no play. No extension .
Section V. Tie Breakers
a) Tie in team standings after the round-robin elimination shall automatically get one place
higher than the other team.

Protest against any player/team, official/referee, and table officials shall be filed in the
following manner:
a) The team captain of the protesting team by signing his name on the space allocated for
the purpose in the game score sheet anytime during the game or immediately after the
game which shall not exceed twenty (20) minutes after the end of the regular game period.
b) The team coach or a manager anytime in the course of the tournament provided that
such protest/complaint shall be in formal writing and shall be addressed and sent to the
tournament technical committee enclosing proof of the basis of such protest/complaint its
merit to be determined by the tournament technical committee.
In case of weather condition and or other factors which hamper/disrupt the schedule of the
game, such shall be reset to another date and time to be agreed upon by the team
coaches/managers involved, the chief referee, and the tournament technical committee
representative.
Unfinished game(s) shall likewise be reset to another date and time in the same manner
stated above and the remaining time shall be laid played upon resumption of the game.
The team shall be composed of not more than fifteen (15) players composed of 12
anchor/main players and three(3) reserved players. As such, reserved players can only play
upon force majeure or disability of any of the 12 players resulting from a game. When
scheduled to play, be at the vicinity of the court sixty (60) minutes before the start of the
game. Failure of the same to appear in the court and ready to play fifteen (15)
minutes after the scheduled time shall be penalized by the forfeiture, unless
justifiable, to be determined by the Committee, and shall be penalized with a 20-0
score in favor of the team present. In addition, an import is not a must but if the team
would like to go through an import the players should be a residence in the municipality.
The team likewise shall have its line-up of players submitted to the TTC during the
scheduled Sports Clinic. The team shall have its own ball for practice and warm up
purposes and all its players shall wear their uniforms at all time during the game of the
team.
The player should be 15-30 years old during the registration date April 07, 2024. Only
individuals aged between 15 and 30 are eligible to participate. Once a player exceeds the
age of 30 at the time of registration, they are no longer permitted to compete in the league.
As per agreed during the sports clinic day last April 07, 2024.
The team is required to wear their official jersey/uniform imprinted with their registered
Last name and the player number. In case if the team does not have a jersey/ uniform they
are required to wear a tshirt,jersey, uniform that thas their registered last name and
registered player number. As per agreed during the sports clinic. The player will not be able
to play if their jersey or uniform is written only the last name and number using a pen.
The player will not allowed to play the game if he does not have what it says above.
The coach shall be responsible for the conduct of his team and its players in or outside the
premises of the basketball court relative to player and or team relationship, and at all times
observe and display the highest degree of sportsmanship and strictly observe the existing
provisions of the official Basketball Rules.
a) Participation and Legitimacy of Players. Every players in a team, must present a valid
Philippine Statistic Authority (PSA) documents (i.e National I.D.) /or the latest Voter’s I.D.,
signed by authorized officer in the office. Thus, players who found out illegitimate in their
participation will be ban and forfeited upon the final verdict from the Tournament Technical
Committee (TTC). However, decision of the TTC upon the recommendation of the majority
among the members, is irrevocable. For purposes of this tournament, during the sports
clinic, the representative of the participating team must submit the line-up of his team
including the valid I.Ds mentioned above for the TTC to conduct verification of its
authenticity. If no valid ID or PSA, Barangay Certification is accepted. No IDs
submitted, no play. No Extension .
c) The Sports Clinic will be done on April 7, 2024 at 3 :00PM, at the Brgy. Hingatungan
Session Hall. Atleast 1-3 members will attend a clinic. Failure to attend the clinic, No play
d) Each team must attend the parade on April 13, 2024 at 7:00AM with a team muse.
No parade, no play. As per agreed during the sports clinic day.
e) Start of game will be on April 13, 2024, right after the parade conducted for this purpose.
h) The start of the Game will be on April 13, 2024 Morning 7am right after the parade.
The player must have a rooted family in their residency. He must also be a resident of
their barangay to be able to play the basketball league. Bring proof parents residency
such as; PSA, any valid ID or Barangay Certification stating that you are a resident of that
barangay.
The two (2) selection players must be a resident of their Municipality. Outside of their
municipality players are prohibited to play. Selection players is required to bring Valid
ID or any documents that prove your residency in the municipality.
