EXCERPTS FROM THE MINUTES OF THE MEETING OF THE SANGGUNIANG BARANGAY OF BARANGAY
DEAN LEOPOLDO YABES (PUG – OS), SINAIT, ILOCOS SUR HELD AT BARANGAY HALL ON FEBRUARY 4,
2024 AT 10:00 IN THE MORNING.

MINUTES OF THE SESSION:

A. Call to Order:

The Regular Session was called to order by the Hon. IRWIN M. ANCHETA Punong
Barangay/Presiding Officer at 10: 00 o’clock in the morning who continued to preside over the
session.
Kagawad Macedonio A. Baclig Jr. led the prayer seeking the presence and guidance of
the Almighty afterwhich the singing of the National Anthem led by Barangay Treasurer Janine M.
Asuncion.

B. Roll Call:

The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, since
everybody were present a quorum was declared.

C. Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the minutes of the previous session.
On motion of Hon. Kag. Vernaflor Ibatuan duly seconded by Hon. Kag. Geraldine Malupeng
the minutes of the previous session was approved as read.

D. First Reading and Referral to Committees of Proposed Ordinances and Resolutions:

The Barangay Secretary then presented to the Council a proposed ordinance sponsored
by the Hon. Kagawad Rolly P. Ines entitled “An ordinance prohibiting store owners to sell
intoxicating drinks and cigarettes to minors” and “An Ordinance Imposing Penalties on Acts
Causing Disturbance to Peace and Order in the Barangay” respectively.

The Presiding Officer referred the proposed ordinances to the Committee chairman on
Peace and Order
 At this juncture, the Hon. Kag. Christopher Y. Del Rosario requested to be recognized.

Upon recognition, he proposed that a Resolution be adopted by the Sangguniang

Barangay to request the Hon. JEREMIAS SINGSON Governor Province of Ilocos Sur to
provide One (1) Patrol E – Bike to be used by the Barangay Tanods in responding to any
irregularities within the Barangay and another Resolution requesting the Construction of
Powered Solar Street Lights within the barangay. The Presiding Officer he suggested that it be
taken-up under the “Unassigned Business”
E. Committee Reports:

There being no other Committee to report, the Council proceeded to its next business.

F. Calendar of Business:

F.1 - Unfinished Business;

- Still in the preparation in the celebration of Saint Peter the designated Patron of the
barangay on February 23, 2024.

F.2 - Business for the day;

- NONE -
F.3 - Unassigned Business:
The proposal of the Hon. Kagawad Christopher Y. Del Rosario to adopt a Sangguniang
Barangay Resolution Barangay to request the Hon. JEREMIAS SINGSON Governor Province of
Ilocos Sur to provide One (1) Patrol E – Bike to be used by the Barangay Tanods in responding to
any irregularities within the Barangay and another Resolution requesting the Construction of
Powered Solar Street Lights within the barangay.
The Presiding Officer suggested that proponent and make the final draft of the proposed
resolutions for immediate approval.

G. Proposed Ordinances and Resolutions for Second Reading:

Presented for approval for second reading of the Two (2) Proposed Barangay Ordinances
“entitled “An ordinance prohibiting store owners to sell intoxicating drinks and cigarettes to minors”
and “An Ordinance Imposing Penalties on Acts Causing Disturbance to Peace and Order in the
Barangay” respectively.

The measure was read in its entirety by the Secretary. Then, on motion of the Hon. Kag.
Florante Pagud and there is an urgent need to discuss and make a calendar for the Public Hearing.

There being no objection, the Council approved the motion.

H. Other Matters;

- Cash on Hand Seven Thousand Pesos (P7,000.00)

- Conduct of Flag Raising Ceremony every first Monday of the month
- Make an acknowledgement and gratitude to Mr. Anjo Ibatuan as he donatd six (6) units of
handheld radio.
- And Also Mr. Charito “Boy” Albano a he donated one (1) un it 5 cubic ft Panasonic
Refrigerator

The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, since there
was only one who is not present a quorum was declared.

C. Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the minutes of the previous session.
On motion of Barangay Kagawad Geraldine Malupeng duly seconded by Barangay Kagawad
Macedonio A. Baclig Jr. the minutes of the previous session was approved as read.

D. Privilege Hour

Punong Barangay /Presiding Officer Irwin M. Ancheta greeted everyone a pleasant

morning then informed the body that RESOLUTION NO. 114 -2024 Sponsored by SBM Dariel
G. Savellano (LnB President) Approving the Annual Budget for CY 2024 of Barangay Dean
Leopoldo Yabes (Pug – os), Sinait, Ilocos Sur appropriating the amount of Three Million Three
Hundred One Thousand Seven Hundred Six (P3,301,706.00).
 The Punong Barangay/Presiding Officer also presented the newly created Internal Rules
and Procedure and explains all its contents to the body wherein they agreed to be adopted.

E. Committee Reports/Suggestion Hour.

Barangay Kagawad Christopher Y. Del Rosario Committee Chairman on Appropriation

requested to be recognized and upon recognition, he suggested to the body that the allocated
fund intended for street lights for the barangay in the amount of One Hundred Forty Thousand
(P140.000.00)as indicated and approved in the CY 2024 Barangay Annual Budget must spent
in purchasing materials of said project the soonest possible time.
Barangay Kagawad Geraldine R, Malupeng Committee Chairman on Health was also
recognized she proposed the implementation of the 20% Development Fund for the
construction/establishment of Medicine Cabinet Kit inside the Barangay Health Station (Botika
ng Barangay) in the amount of Fifty Three Thousand Pesos (P53,000.00) as allocated in the
approved CY 2024 Annual Budget.

A motion also of Barangay Kagawad Rolly P. Ines Chairman Committee on Peace and
Order recommended the installation of additional CCTV Cameras with an allocated fund
amounting to Forty Nine Thousand Pesos (P49,000.00) from the 5% of Barangay Disaster
Risk Reduction Fund.

That all the suggestions and motion was noted by the Presiding Officers and instructed the
BAC Chairman and its members to do the canvass.

F. Calendar of Business:

- The Presiding Officer informed the body that the Barangay Water System a project of the
DPWH was already completed and it will soon be turn over to the barangay officials but still
waiting for the schedule.

- Still in the preparation in the celebration of Saint Peter the designated Patron of the
barangay on February 23, 2024.

G. Proposed Ordinances and Resolutions for Second Reading:

The two (2) propose ordinances “An ordinance prohibiting store owners to sell intoxicating
drinks and cigarettes to minors” and “An Ordinance Imposing Penalties on Acts Causing
Disturbance to Peace and Order in the Barangay” respectively authored by Barangay Kagawad
Roll P. Ines were already in its final draft and ready for submission to the Office of the
Sangguniang Bayan of Sinait, Ilocos Sur for evaluation and approval.

H. Other Matters;

- Total trust fund Twenty two thousand Pesos(P22,000.00)
