Subject: APPLYING FOR STUDY PERMIT IN CANADA

Dear Visa Officer,


"If opportunity doesn’t knock, build a door." Greetings! My name is Heracleo Gohol
Bangcas. I am 43 years old, married, and a citizen of the Philippines. I am writing this
letter to humbly request your good office to grant me a Student Visa for me to attend a
two-year program, in Police Foundation with Designated Learning Institution Number
019394700003. The said program will commence on January 08, 2024, and until
December 2025, as reflected in my Letter of Acceptance.

PERSONAL and PROFESSIONAL BACKGROUND


I pursued my undergraduate education at the University of Mindanao, located in Davao
City, Philippines, during the period of 1998 to 2002. After graduation, I took advantage
of the opportunity to apply and look for a job as I've set goals for myself and I'd like to
start to repay my family for all of their sacrifices. Thankfully, I just received an offer of
employment immediately at one of my dream companies. I am currently working at one
of the largest companies in the Philippines. I was hired as a Checker/Locator of MILSI-
Dole Philippines, San Pedro, Panabo Wharf, Panabo City. Since this is my first job, I'm
so grateful to be in this company to gain knowledge, develop more of the necessary
skills and qualities, and have a successful career and future. From 2003 to 2005, I was
an Alert Team of the Task Force Davao under Philippine Army for three years. Over the
course of my experiences, I have consistently demonstrated my proactive nature and
reliability, showcasing a crucial aptitude for thriving in fast-paced environments with
strict deadlines. On December 1, 2007, I secured employment as a Police Officer within
the Philippine National Police, thereby attaining a stable professional position. The initial
task is scheduled to take place at the Regional Mobile Force Battalion on October 25,
2008. On January 9, 2009, I was reassigned to the Cotabato Police Provincial Office,
which is situated in Amas, Kidapawan, North Cotabato. On April 25, 2009, I submitted a
formal request to be transferred to the Sultan Kudarat Police Provincial Office in Isulan,
Sultan Kudarat. Subsequently, my request was approved and I was assigned the role of
Provincial Radio Operator. Following a tenure of three (3) years in the SKPPO, I was
subsequently reassigned to the Bagumbayan Municipal Police Station, where I served
as an Intelligence Operative from August 31, 2015, until October 3, 2019. Subsequently,
I was reassigned to the Regional Headquarters, specifically the Office of the Regional
Intelligence Division, where I assumed the role of a Tracker Team Member. Following
this assignment, I was subsequently transferred back to SKPPO and appointed as the
Team Leader and Intel Operative at Palimbang Municipal Police Station, where I served
in this capacity for a duration of approximately one and a half years. Currently, I am
serving in an active capacity at the Lebak Municipal Police Station, which is situated in
the 2nd District of Sultan Kudarat. My role at this station involves serving as an
Intelligence Operative.
WHY CANADA
I decided to pursue my studies in Canada due to its reputation as an ideal destination
for individuals seeking exposure to diverse cultures and a population known for its
attractiveness, particularly in the context of offering high-quality education on a global
scale. The multicultural city under consideration represents an exemplary environment
characterized by a high degree of tolerance towards individual differences. In this
context, individuals are afforded the freedom to express their unique qualities and
identities, while simultaneously experiencing widespread acceptance from the diverse
community. Pursuing higher education in Canada is expected to yield a highly favorable
outcome in terms of the return on investment, as the internationally acknowledged
Canadian qualification obtained can significantly contribute to the advancement of one's
professional trajectory. The presence of professors played a significant role in my
decision to choose Canada as my study destination. It has been observed that
Canadian professors do not solely rely on textbooks as their primary teaching resource.
Instead, they incorporate their own personal experiences that are relevant to the subject
matter into their instructional approach. I intended to utilize my diligently accumulated
funds to pursue a superior educational experience within a congenial setting. After
conducting thorough research, I have determined that, in comparison to other nations
that accommodate international students, Canada offers a more tranquil and hospitable
academic environment.

WHY POLICE/LAW ENFORCEMENT


It has come to my attention that in order to establish a lasting presence, excel, and
achieve progress in my chosen profession, it is imperative that I enhance my knowledge
in law enforcement, alongside developing my leadership abilities. Obtaining these
international credentials will enhance my competitive advantage relative to other
individuals in my field. Although it may present certain difficulties, I possess a strong
belief that allocating resources towards my educational pursuits has the potential to
generate greater benefits over an extended period of time. As I finish my dream course,
I also realized that I must be competent enough to achieve my goals as well as to hone
and improve my growing career. The establishment of a prosperous, gratifying, and
enduring profession in law enforcement necessitates unwavering dedication, tenacity,
and fervor. However, it is widely recognized among law enforcement professionals that
there exist supplementary skills and traits that are indispensable for sustained success
and advancement in this domain.
Being a law enforcer here in the Philippines is rapidly growing. I observe that most of
the students are taking Bachelor of Criminal Justice. However, I am glad that these
young people in this generation are willing to serve and protect its own country. With
this, it creates more opportunities and inspiration to pursue my study in Canada. Hence,
my plan after finishing this program and taking home the skills and knowledge that I
have acquired and go back to impart, teach and improve being a law enforcer.
Ultimately, this will facilitate my progression along the trajectory of my professional
advancement. I am of the opinion that the present moment presents an opportune
occasion for enhancing my professional development, thereby acquiring a more
extensive and profound skill set within the realm of my completed degree. There is no
other field of study that provides as many professional opportunities for individuals
seeking a career in law enforcement. I believed that upon completion of the program, it
will present me with enhanced and more substantial prospects upon my return to the
Philippines. This program will equip me with the necessary skills and knowledge to
pursue various career opportunities.
FUNDING CAPABILITY
I possess a comprehensive understanding of the fact that embarking on an international
academic program necessitates a substantial financial commitment. As a law
enforcement officer in the Philippines, I allocated funds for this specific purpose by
depositing them into my savings account. I acknowledge the potential financial
implications associated with pursuing international studies; however, I have proactively
prepared for this endeavor and am confident in my ability to sufficiently finance my
education and living expenses. Thankfully I have been blessed to have a sister and aunt
that is willing to support me with my firm decision in pursuing my career growth and
studies.
My wife’s first-cousin is presently residing at Canada and currently working as a
permanent full-time employee are willing to provide their home for us to reside in during
my study in Canada. She has committed to supporting and helping me finance any
emergency costs that arise to make sure I have a sufficient, yet comfortable, student life
in Canada for the entire years school duration. Attached is my personal savings account
at Land Bank of the Philippines, Surallah Branch, South Cotabato Savings account with
bank account number 2191148889 amounting to ___________ approximately
_________ which I can accessibly use for my living expenses and other academic-
related expenses during the duration of my study and hoping to add more before the
start of the semester.

PLANS AFTER STUDY and HOME TIES IN THE PHILIPPINES


Upon the completion of my academic pursuits in the field of law enforcement in Canada,
I intend to return to the Philippines with the purpose of furthering my professional
trajectory. It is not my intention to establish a permanent residence in Canada, but
rather to leverage the knowledge and skills acquired during my educational sojourn in
Canada to contribute to the growth and development of my career in the Philippines. My
objective is to impart the education I have received to my prospective employer and
colleagues in the Philippines. I will possess a competitive advantage in accessing a
diverse range of professional opportunities, including those that were not previously
within my contemplation. I intend to leverage the knowledge and skills acquired through
my educational pursuits to bolster the economic expansion of the Philippines, thereby
facilitating its engagement with other nations.
My Education in Canada will help me to have the opportunity to share my learnings and
experiences as a law enforcer. Those learnings, trainings and skills I have acquired will
be a big help to uplift the justice system as well as to produce more competent, well-
trained and dedicated law enforcers.
The most important part of my life will always be my family, I valued my loved ones
more than myself. With my parents already aging, I will commit myself and taking care
of them and giving back for their hard work and the sacrifices they have done for me. I
want to give them the best I could, not only financially but emotionally. I certainly do not
want them to feel that they will be neglected and forgotten once I achieved my plans. I
want them to know that giving them comfort and having me by their side in their
upcoming senior years are part of my future. Moreover, I also have now my own family. I
have wife and children which is always the source of dedication and perseverance all
throughout my study. I have 3 children named James Harley, Lhean Danica and
Jhelhean. My eldest is in tertiary and currently studying at Mapua Malayan Colleges in
Davao City, my 2nd daughter is senior high at Notre Dame of Marbel University (IBED)
Koronadal City, while my youngest is grade three pupil at Mabini Elementary School,
Surallah, South Cotabato.
In addition to that, I acquired investments in the Philippines' government benefits, such
as Social Security Services (SSS), Philippine Health Insurance Corporation (Philhealth),
and the Home Development Mutual Fund (Pag-Ibig) which voluntarily and I want to
continue until retirement.
