1. Scope
The purpose of this document is to present the procedure for distribution of the ICAPS
Commissioning software to Total E&P development projects.

2. Reference documents
The reference documents listed below form an integral part of this General Specification. Unless
otherwise stipulated, the applicable version of these documents, including relevant appendices
and supplements, is the latest revision published at the EFFECTIVE DATE of the CONTRACT.

3. Introduction
For memory, the use of ICAPS, and OPERCOM methodology likewise, is compulsory in
development projects, as stipulated by COMPANY.
ICAPS guarantees the strict application of OPERCOM methodology, ensures better control over
the commissioning activity in the course of a project and facilitates feedback (test sheets to be
recovered, statistical information on the project for input to the data-bank, etc.).

4. ICAPS installation for TOTAL projects carried out under EPC or


EPCC contract
The installation of ICAPS on a project may be carried out by the “Main CONTRACTOR” (defined
in the scope of work of the contract) or by the COMPANY (remaining under the scope of work
of COMPANY).
¾ Case when ICAPS is to be installed by the “MAIN CONTRATOR” (Engineering,
Procurement, Construction & Commissioning contract):
1. The “MAIN CONTRACTOR” is, or becomes an OPERCOM/ICAPS Licensee. For the case
of new acquisition of Licences, the software is installed on a site of the MAIN
CONTRACTOR’s choice. Two weeks’ training are provided at the same time as installation
(cf. Chapter 7 for detailed procedure). In case of consortium, if one of the parties of the
consortium is Licensee, the consortium is authorised to use OPERCOM/ICAPS.
2. The “MAIN CONTRACTOR” signs a service/assistance agreement with a
“SUBCONTRACTOR” who is already an ICAPS Licensee. The “SUBCONTRACTOR” puts
ICAPS in place for the relevant project and provides the required manpower assistance.
¾ Case when ICAPS is to be installed by the COMPANY (Engineering, Procurement &
Construction contract):
The Project Management Team is responsible for the deployment of OPERCOM and
ICAPS. This service shall be contracted to a “Service CONTRACTOR” who is already an
ICAPS Licensee.
ICAPS software installation policy must be made at the end of Basic Engineering, before the
Call for Tenders for Detailed Engineering and Construction is issued.
It is also important at this stage to ascertain that the CONTRACTOR(s) who are to prepare and
carry out the commissioning will clearly understand the OPERCOM specifications (GS
EP EXP 101/ GS EP EXP 103/ GS EP EXP 105/ GS EP EXP 107). If not, training sessions in

OPERCOM methodology will be provided by EXP/PRD (directly or through a Licensee) , before


installation and initialisation of the ICAPS tool are scheduled.

5. ICAPS installation in TOTAL affiliates for activities carried out


without EPC or EPCC contract

TOTAL affiliates can use ICAPS software:


ƒ For internal use such as construction/revamping developed internally and not through an
EPC or EPCC contract.
ƒ Or for training on the software.
In this case, an annual fee of 10KEuros shall be paid to headquarters.
TOTAL affiliates are not ICAPS licensees; they are not allowed to provide/install ICAPS
for EPC OR EPCC Projects.

7. Detailed procedure for ICAPS licence distribution to an EPCC


CONTRACTOR

Any CONTRACTOR (for construction or commissioning services) can acquire


OPERCOM/ICAPS Licences. The Licences allow the CONTRACTOR to use OPERCOM and
ICAPS for any project under his responsibility, be they Total E&P or non-Total E&P projects.
COMPANY ensure that a CONTRACTOR who wishes to acquire OPERCOM and ICAPS:
• Has developed experience of the methodology
• Has an adequate structure to enable him to make good use of the OPERCOM Licence
and set up his own ICAPS support.

Distribution Procedure:
CONTRACTOR who asks to acquire OPERCOM and ICAPS Licences shall receive two
contracts (1 for OPERCOM and 1 for ICAPS) setting out the conditions of use of the Licences.
A person on CONTRACTOR’s staff is appointed in charge of ICAPS and designated
Distributor Delegate. The role of the Distributor Delegate in the projects under the
CONTRACTOR’s responsibility is:
• To develop and extend ICAPS training
• To provide help to users on projects under the CONTRACTOR’s responsibility
• To re-install ICAPS workstations if necessary.
The software is installed on the premises as requested by the CONTRACTOR.
The installation is coordinated by COMPANY and subcontracted to a “LICENSEE” (from list of
Appendix1).
The choice of the “LICENSEE” for installation/training will be either:
ƒ A licensee who approaches himself the “EPCC CONTRACTOR”
ƒ A licensee chosen by the “EPCC CONTRACTOR” in regards of the extra services this
licensee could provide
ƒ Appointed by the COMPANY regarding his ability to perform this installation/training.
The licensee who will perform the two weeks installation/training will receive from the
COMPANY the lump sum of 20KEuros.
In compensation the licensee shall provide the HOT LINE during two years to the “EPCC
CONTRACTOR”
(The condition of the HOT Line is described in appendix 2)

Cost of acquisition and FEE:


OPERCOM and ICAPS Licences are paid as per the table below. A CONTRACTOR who
acquires ICAPS for the first time shall purchase OPERCOM at the same time, making a total of
80 K€uros.

Appendix 2 DEFINITION and SCOPE OF THE HOT LINE

Definition of the HOT LINE


The HOT LINE is designed to provide ICAPS users with help on installation, initialisation and usage
problems. The assistance is provided by telephone within the periods defined below.

The HOT LINE is also designed to record and inventory the problems encountered that will be
classified as either bugs or upgrade requests.
The HOT LINE is not intended to provide or develop:
- supplementary tools to facilitate the use or initialisation of ICAPS

- further reporting or output

- new OPERCOM forms (test sheets or check sheets) for new hardware not referenced in
ICAPS

- Any technical or organisational procedure other than those directly related to the use of
ICAPS.
