A) GENERAL METODOLOGY (METHOD STATEMENT)

Wind Farm Gvozd – Civil Balance of Plant (C-BoP)

The Project include:

• Eight (8) Wind Turbine Generators foundations


• Eight (8) Crane pads
• Electrical equipment and WTG's facilities
• Underground fiberoptic grid
• Access roads ~ 9.500,00m

Project Description

Green Gvozd= (hereinafter the Employer), a company established by the laws of Montenegro, with
its shareholder <Elektroprivreda Crne Gore= AD Nikši, intends to use part of a loan from the
European Bank for Reconstruction and Development (hereinafter EBRD or the Bank), towards the
cost of construction of the Wind Farm <Gvozd= (hereinafter the Project), which will be located in the
area of Gvozd village, 60km north from Montenegrin capital, Podgorica.
The Project is located in Montenegro, 60km north from capital of Podgorica, in the territory of the
cadastre municipality erania gora, Municipality of Nikši.

Scope of works include works on:

o Preparatory works
o Geodetic survey
o Earthworks
o Concrete works
o Reinforcement works
o Pavement works
o Drainage works
o Electrical equipment and WTG's facilities
o Underground fiberoptic grid
o Traffic signs
o Other works and

The works of the Construction of the Wind Farm <Gvozd= include following group of works:

I. WTG foundations T9, T10, T11, T12, T13, T14, T15, T16

Preparatory works

Which include This item includes all facilities within this project (roads, foundation, crane pads etc.).
This item includes all work on the preparation of the construction site for the start of work in
accordance with the Governing Law. The item includes the dismantling and removal upon
completion of the project of all structures that were used during the execution of the works, as well
as continuous clearing of the construction site and disposal of construction and other construction
waste.

1. Geodetic survey includes staking according to the design, i.e. all geodetic measurements by which
data from the project are transferred to the terrain, axis securing, profiling, restoration and
maintenance of staking marks on the terrain for the entire period of construction, i.e. until the facility
is handed over to the Employer.

2. Foundation soil and Replacement of the foundation soil with better material includes excavation of
a layer of poor material, pushing or depositing it on a temporary dump and loading the excavated
material onto a truck, and taking the excavated material to the dump. Item also includes procurement
of better material, transport, filling, soil planning and compaction. Poor foundation soil material will be
replaced with a more suitable one when in case the quality requirements cannot be met with an
appropriate method.

3. Backfilling around the foundation include backfilling with stone material in layers of up to 30 cm
around the foundation with the compaction of each layer.

4. Machine backfilling with clay include backfilling with clay material of the in the gap beteen the
foundation and edge of the excavation. Clay is meant to prevent ingress of draiage water in the
connecting surface between fuondation and foundation base, and also to create 1% inclination of the
perforated drainage pipe.

5. Drainage system at the level of foundation (French drainage) Drainage system for drainage of
water at the level of the foundation (French drainage). The system consists of a flexible perforated
PVC drainage pipe, min. with a diameter of 160 mm and laying in clay material.

Concrete works

1. Procurement, transport and pouring of the lean concrete C12/15 and Protection of cable ducts
under the foundation with incl. formwork The works includes everyleang necessary for functional
performance according to the design, including the necessary scaffolding for concrete installation, as
a mean of protection of cable ducts under the foundationsconcrete vibration, concrete care, etc.

2. Concreting of the foundation with concrete C30/37 and C45/55 using smooth circular formwork
includes procurement, delivery, installation, dismantling and clearing of smooth single-sided
foundation formwork (metal formwork). The work must be done in accordance with the project solution
and instructions of the supervising engineer.

3. Construction of exterior stairs includes procurement, transportation, installation, finishing, cure of


concrete C 25/30 (XF1/XC2) for external steps on foundation spots that have an embankment above
the elevation of the crane pad, also the item includes the procurement, delivery, installation,
dismantling and clearing of the smooth one-sided foundation formwork (metal or wooden formwork).

Reinforcement works

Procurement, assembly and installation of the reinformcent for the WTG foundation, quality B500B
(fy=500N/mm2), according to the reinforcement plan.

Other works

1. Procurement and installation of HDPE flexi tubes include procurement and installation of HDPE
flexible pipes with shaped pieces for the protection of MV cables, optical cables, earleang wires,
passing under the foundation

2. Procurement and installation PEHD DN 50 for foundation drainage. Item includes all the works
and material, niclusive all the protrusions/connections, preparation of connections/joints.

3. Anchor cage, and Pre-tensioning of the anchor cage bolts implies Unloading, storage,
transportation from the central warehouse and unloading at each foundation spot, assembly and

installation of the anchor cage according to the instructions of the WTG manufacturer. The anchor
cage is placed on the lean concrete and adjusted to the correct position vertically and horizontally.
Also includes Pre-tensioning of the anchor cage bolts, after grouting and erection of the first tower
segment.

4. Protection of the completed foundations and Hidroinsulation of upper visible part of foundation
Protection of the completed foundation after backfilling, supply and installation of a multi-component
waterproofing coating based on polyurethane to protect the exposed part of the pedesta

II. Crane pads for WTG foundations T9, T10, T11, T12, T13, T14, T15, T16

Preparatory works

1.Geodetic survey are the works on Geodetic staking/profiling includes all geodetic surveys that
transfer data from the design to the terain (vertically and horizontally), restoration of secured staked
axes and fixed profiles, measurements necessary for execution and control prior to the
commencement of the works and monitoring until the end of the works.

Earthworks

1.Excavation of the surface layer and humus 20 cm Item includes the mechanical excavation of
humus and material of the intended thickness in the area of the crane pads and road turns point,
and includes the material, works and machines necessary for the execution of the work, as well as
all loading/unloading/transportation and storage of materials.

2. Wide excavation Item includes all material, labor and machinery required for excavations of crane
pads and road turns, and includes: excavations, soil planning, and all
loading/unloading/transportation.

3. Arrangement of the crane pads' foundation soil and Replacement of the foundation soil with a
better material Item includes excavating a layer of poor material, pushing or depositing it on a
temporary depositary and loading the excavated material onto a truck, and taking the excavated
material to the depositary. Item also includes procurement of better material, transport, filling,
planning and compaction.

4. Construction of Crane pads embankment and Crane pads' subbase Item includes works on filling,
spreading and planning and compacting layers of material according to the dimensions, details and
slopes defined in the design. For the construction of the embankment, crushed stone material is
considered with rolling in layers until the required compaction level. Also, machine backfilling with
clay material of the in the gap beteen the foundation and edge of the excavation.

Pavement

1.Construction of Base layer 0/63mm, d=35 cm includes procurement, transportation and laying of
crushed stone material 0/63 mm in the bearing layer of the road structure.

2. Construction of Upper base of the crane pads and the road turns 0/32mm, d=15cm Includes
procurement, transportation and installation of crushed stone material 0/32 mm in the bearing
layer of the road structure.

III. Access Roads PP0, PP3, PP4, PP5, parth of PP7, PP8, PP9, PP10, PP11

1.Geodetic survey includes spottin of all the roads subject of this Basic design, as well as all
geodetic surveys, by which the data from the design are being transferred on to a terrain, securing
the axes, profiling, restoration, and maintenance of the marks during the construction, all up to to
the Takeover.

2. Machine cutting of the road structure are the works needed, and mequipment needed for the
completion of this Item at the locations of fiiting the new to the existing tarmac surfaces.

Earthworks

1.Surface layer and humus excavation, average 20 cm of thickness includes machine excavation
of the humus and gravel of the given thickness on the crane pads and road turns, includes all the
material, works and equipment needed, as well as loading/unloading/tranport to/from the
depositary.

2. Wide excavation and Excavation of the steps Items includes all material, labor and machinery
required for excavations of crane pads and road turns, and includes: excavations, soil planning,
and all loading/unloading/transportation.

3. Arrangement of the crane pads' foundation soil and Replacement of the foundation soil with a
better material Item includes excavating a layer of poor material, pushing or depositing it on a
temporary depositary and loading the excavated material onto a truck, and taking the excavated
material to the depositary. Item also includes procurement of better material, transport, filling,
planning and compaction.

4. Embankments Includes works on backfilling, laying, soil planning and compaction in layers
according to the dimensions, details and slopes defined in the design. For the embankments,
crushed stone material is foreseen, with rolling in layers, up to the requested compaction.

5. Construction of Subbase Works incoude arrangement of the subbase in the embankments, laying
and spreading of the levelling layer comprising of pure small material coarse and fine soil planning,
including the procurement and delivery of the material and complete construction of the subbase.

6. Formation of sholder with gravel, D=15cm and Protection of the slopes and other surfaces subject
to erosion include procurement, transport and placement of the gravel 0/32mm.

Road works

1. Base layer 0/63mm, d=25 cm and Upper base layer 0/32mm, d=15 cm Works incude
procurement, transport, laying of the crushed stone 0/63mm and 0/32mm in a bearing layer of the
base.

Drainage

1.Dirth ditch Includes excavation, depositing of the excavated material, laying, loading and
transport of the excess to the depositary, clearing in the excavation zone for the purposes of
gabion construction.

IV. Electrical equipment and WTG's facilities works


Works on Laying FeZn conductor, Earthing probes, Cu conductor, Placement of the earthing probe
and Final measurements and tests.

V. Underground fiberoptic grid – civil works

Civil Works on Cable ducts includes construction works on the installation of medium-voltage
energy and optical cables, ground wire, optical shafts and other equipment according to the other
project.

VI. Traffic signalisation

Procurement, delivery, installation of the explicit order traffic signs, II-2, 60cm, clss II, attached to
the pole. This item includes procurement and delivery, and setting up the traffic sign (together with
a pole, excavataion, foundation, backfilling)

The estimated period for completion of works is 18 months.

Logistic
To enable the works to proceed according the proposed program, it is intended to put in place
management system to ensure that all essential materials required on site, such as aggregates, fill
material, asphalt, concrete, fuel or replacement parts for equipment are delivered timely and in
accordance to the contractual requirement.
The quality of used materials will follow the requirements of the Specifications. Contractor will carry
out the laboratory and other testes necessary to verify whether the used material comply with the
Design. For all materials procured and fixed in conformity with regards given in the pay item,
Contractor will present adequate assurance certificates.
The Contractor will comply with laws, technical standards, and regulations in force in Republic of
Montenegro.
Survey and setting out
The Setting Out should include all geodetic surveys, needed for transferring the design data to the
terrain, as well as assurance of the alignment, renewal and maintenance for markings staked in the
field through the period of construction and until the Works are submitted to the Employer for
acceptance.
Within the agreed time after the Start date, all lines, levels, benchmarks and coordinates, or other
relevant existing surveying documents upon which the design of the works has been based, shall
be verified to their accuracy before they are being used.
The checking procedure of the already established level(s) and co-ordinates of permanent
benchmarks carried out by the Engineer shall be repeated in order to verify their accuracy.
The control points shall be established by means of a traverse survey using the electric distance
measuring equipment. Traverse runs should start and close on known control points in the
established frame work.
If it is needed, additional control points and level benchmarks shall be added where necessary.
All the control points and level benchmarks shall be marked clearly and shall be maintained
throughout the construction period. These include keeping records and design of as built drawings.
Quality assurance management system
QAMS shall be instituted by Contractor as to comply with the requirements of the Contract. All
conditions and instructions linked to the QAMS and its institution will be done as described in the
general items specification.

Environmental protection
During the Construction Contractor will work according to the requirements of the Contractor’s
Environmental Protection Plan.

Health and Safety


The Contractor will take all necessary measures to provide health, safety and welfare at work for
all his employers and all other persons on the Site or, otherwise, affected by the Works (inter alia,
provision of protective clothing and equipment, first aid, medical and health services, information,
instructions, training and supervision when there’s a need to ensure the health and safety at work).
Personal protective equipment must suite their purpose. When using protective equipment,
employee should feel comfortable. All workers must have personal protective equipment.
Means and equipment for personal protection are provided and used depending on the types of
work i.e. on possibility to predict and damage to health and the conditions under which the work is
performed. Means and equipment for personal protection are provided by the employer and direct
works manager should control use thereof.

Means for personal protection are issued to employees pursuant to the Regulations on Safety and
Health at Work. Means and equipment hereby foreseen must have the appropriate certificates and
instructions for their use and maintenance.

An employee who, while working, does not use means for personal protection or does not use them
properly, makes a severe breach of duty and may be removed from work.

Employees, who use means and equipment in their line of work, must maintain these means and
equipment in good working order. Damaged, torn and worn protective equipment cannot be used, but
the employee shall be given proper protective equipment, and the old one is retired. Contractors and
subcontractors are required properly protect their employees working on site with personal protective
equipment and train the workers on safety at work and submitting thereon some adequate evidences.

Site mobilization
a) Staff and Workers
All staff engaged on the works shall be suitably qualified and experienced for the duties they will be
required to perform. Training shall be provided if it is necessary, to ensure skills be maintained at
the required levels. Staff shall be chosen from different sources, but all personnel shall be combined
into an integrated team working under the direction of the Project Manager.
The staff constituting the initial team shall be drawn from Strabag doo and will ensure a rapid and
efficient start up of the works.
The staff dispatched for works on this contract is detailed in Organization Chart for this Project and
in Key Personnel list.
b) Plant and Equipment
Following the receipt by the Employer about the Start Date, equipment shall be transported to the
site immediately.
Equipment list is more detailed in the attached list of major items of plant and equipment and
therefore not entirely mentioned here.

Main office shall be located at the site and shown at site organization. Contractor’s and Engineer's
work site offices - main office - shall be erected and organized as specified in the general items of
the BoQ and in the relevant technical specification for these works.

The Survey and marking out the route should include all geodetic surveys, needed for transferring
the design data to the terrain, as well as assurance of the alignment, renewal and maintenance for
markings staked in the field through the period of construction and until the Works are submitted to
the Employer for acceptance.

Site clearing

Removal of shrubs, trees and loading shall be made with the excavator and transported by trucks
to the dumping area. Depending on the areas of the section part of these works shall be
performed manually. Removal of the hard material is done by excavators with hydraulic hammer
as tool. Transport shall be made by trucks to the dumping area.

Earth works

Excavating of surplus material and soil material of III and IV category

Surplus and soil material will be excavated by excavator and transported with trucks to the landfill
area. Surveyor sets out the profiles for excavation by using a reference existing benchmark points
located outside. From that moment shift foreman organizes the workers for excavation. When
excavation is over, setting out the profile will be done again. After checking of designed profile, further
work is allowed.

Excavating of surplus material and soil material of V and VI, VII category
This work shall comprise all bulk excavation in all soils, determined with Design, hauling to spoil or
dozing of excavated material to embankment, disposals for different needs according to material
suitability, how shall be material used included. In this works are included all cut and side cut
excavation, borrow pits, as well as bulk excavation during structure construction.

Excavation will be carried out by a wheel excavator with a profile bucket. After the excavation, the
bottom of subbases is leveled and adjusted to the designed slope.
Excavation shall be executed using appropriate equipment and other resources, depending on soil
category. Mechanical dozing, material loading, hauling to location of works, as well as hauling to
disposal with disburden shall be taken into account.

Technical Description of Drilling and Blasting


Drilling and blasting is a crucial process in the surface mining of solid mineral resources. In surface
mining operations, these processes precede other operational activities such as loading,
transportation, and disposal.
When the strength of the rock mass exceeds the excavation capabilities of an excavator, prior
fragmentation becomes necessary. Pre-fragmentation of the rock mass is achieved through drilling
and blasting operations.
Following drilling, blasting is carried out to disintegrate the rock mass using commercial explosives.
Explosives are substances capable of rapid chemical reaction and decomposition upon external
impulse, generating gaseous reaction products and releasing significant thermal energy. Chemical
explosion is the rapid chemical breakdown of explosive material, transforming it into a gaseous state
while releasing thermal energy.
Drilling and blasting proceed from top to bottom. Initially, blocks at the highest level are blasted,
followed by successive blasting of blocks at lower levels. This method ensures that the bench at the
level below the blasted area maintains minimal width, which is essential for efficient gravitational
descent and minimal retention of blasted material from the level above.
The construction of the blasting charge involves arranging explosives in the borehole and determining
the number and positioning of initiators within the blasting charge.
Initiators can be placed at the top, middle, or bottom of the explosive column in the borehole. Empirical
observations suggest that bottom initiation, known as sub-level initiation, yields better blasting results.
The sizing of blasting fields according to indicative technological requirements should be conducted
to align blasting operations with other sequential technological processes and environmental
requirements.

The haulage of materials to the landfill


The haulage of materials to the landfill is carried out with trucks. The material is planned at the landfill
with bulldozer.

Excavation for road ditches

Excavation for road ditches will be excavated by excavator and transported with trucks to the landfill
area. Surveyor sets out the profiles for excavation by using a reference existing benchmark points
located outside. From that moment shift foreman organizes the workers for excavation. When
excavation is over, setting out the profile will be done again. After checking of designed profile, further
work is allowed.

Subsoil treatment
Subsoil treatment includes rough grading and compacting of the soil to the depth depending of the
design details. Natural material that is used in the process of subsoil treatment has to fulfill all
demanded standards mentioned in the Design, if not so, it has to be changed with suitable one.

Embankment construction, resoiling of road slopes


These construction works comprise following stages: filling, spreading, planning, wetting and
compacting.
Embankment construction shall be made with material according to Design and also approved by the
Engineer. The construction will be carried by trucks from the beginning of planned section of the road,
in order to enable trucks leaving without disturbing of filled layer. Rough spreading will be done with
the excavator and grader/bulldozer and kept wetting by water up to optimum moisture. After
spreading, the leveling of soil will be done by grader in layers, then access to compact up to required
density. Compaction is performed by vibrating rollers.
All works will be performed in accordance with the Design.

Pavement structure
Construction of upper base course 0/63mm and CSA 0/31,5mm

Upper base layer from unbound natural gravel 0/63mm and crushed stone material 0/31.5 mm.
This works includes provision, transport, and placement, rough and fine grading, wetting and
compaction of natural gravel and crushed stone aggregate base course in a designed thickness.
Quality of gravel and stone aggregate and granulometric composition shall be previously checked in
quality sense, approved by the Engineer, and then placed, spread, watered (as much as necessary)
and compacted, all-in accordance with Design. Quality of the used material has to fulfill all
requirements defined in the Design and will have certificate that prove its quality according to the
standards.
Transport of material will be performed directly from truck or in case there is no possibility for instant
installation it will be temporary stockpiled on building site which is formed by Contractor. The hauling
shall start from front of the beginning of the route on previously wet sub grade. Spreading shall be
performed grader, with wetting to optimal moisture. After it, grading and levelling shall be done by
grader in layers up to designed elevation.
Compacting shall be performed by roller to requested compactness. Then the compactness and
elevation shall be controlled checked and after approval from Engineer the Contractor shall start with

next activity of the works.


All works will be performed in accordance with the Design.

WTG foundations

• General information

The design of the wind turbine foundations would be a function of the loads from the turbine and the
topographical, geotechnical and hydrological Site conditions. For the conditions typically encountered
at the Site, the wind turbine foundations would be designed as reinforced concrete gravity structures
and be subject to a final design depending upon ground conditions. A typical foundation for the size
of turbine proposed for this project is shown on Figure 1.

The loads from the turbine, combined with the ground and hydrological conditions at the turbine
location would also determine the overall size of the support structure. The underside of the
foundations would be located in subsoil at a maximum depth of between 3.0 – 3.5 m below ground
level.

• Details of the foundation works are detailed in the sections below:

o the extent of the excavation will be marked out, including an allowance for trimming the sides
of the excavation to provide a safe working area
o the topsoil will be excavated and stored to one side for reuse during the landscaping around
the finished turbine
o excavation will be undertaken to competent material. Excavated material may be stockpiled
temporarily adjacent to the excavation for later use as backfill or stored elsewhere on site

Formating

Mandatory geotechnical supervision during excavation and approval of the foundation pit before
laying is prescribed underlying concrete.

o a layer of concrete blinding will be laid directly on top of the newly exposed
formation, finished to ensure a flat and level working surface
o anchoring installation process the cage will be installed according to the instructions of the
wind turbine manufacturer, and with professional supervision at least 48 hours after installation
underlying concrete.

o steel reinforcement, the turbine anchorage system and cable ducts will be fixed in
accordance with the designer’s drawings and schedules.

o concrete will be placed using a crane, pump or other suitable lifting device and compacted
using vibrating pokers to the levels and profile indicated on the drawings and in accordance
with best working practices;

o placing of concrete needs to be a continuous operation in which fresh concrete cannot be


placed against in-situ concrete, once initial set has taken place. In WTG Footings of this size,
this requirement means a minimum pouring rate of 80 to 100 cu.m/hr must be maintained to
prevent the risk of pour failure. Generally, this placement rate is reduced during the start of
the pour, when pouring the plinth and at the end of the pour when finishing and screeding
operations have commenced.

o upon completion of the concreting works the foundation will be covered and allowed to cure;

o following the curing period any formwork around the foundation will be stripped and stored
for reuse
o the foundation will be backfilled with suitable material, where possible using the material
arising during the excavation, and landscaped using the vegetated soil layer set aside during
the initial excavation;

o a gravel footpath will be built leading from the access track or crane hardstanding to the
turbine door or access steps and around the turbine for maintenance.

o The bottom section of the wind turbine tower would be placed over the foundation bolts and
fixed to the foundation. Cementitious grout would be placed between the bottom flange of
the tower and the foundation. The grout would be retained in position by temporary
formwork, which would prevent it from spilling outside the foundation. The material would be
