Objective

Demonstrate an in-depth understanding of concepts related to inclusive and


special education that promote supportive environments to supportive
environments to diverse learners as indicated in the DepEd Inclusive
Education Policy.

What is Inclusive Education?


A learning environment where children with and without disabilities are
taught together as equals. Inclusive Education is recognized by teachers,
families, and policymakers to be a more policymakers to be a more beneficial
way of ensuring that children with and without disabilities achieve their full
educational potential, and it is included in the United Nations Convention on
the Rights of Convention on the Rights of Persons with Disabilities (UNCRPD)
Article 24.

Article 14, Section 1 of the Philippine Constitution


“… shall protect and promote the right of all citizens to quality education at
all level, and shall take appropriate steps to make such education accessible
to all.”

The DepEd Vision


We dream of Filipinos who passionately love their country and whose values
and competencies enable them to realize their full potential and contribute
meaningfully to building the nation.
As a learner-centered public institution, the Department of Education
continuously improves itself to better serve its stakeholders.

The Philippines shall be a country where all citizens are free from hunger and
poverty, have equal opportunities, enabled by fair and just society that is
governed with order and unity.

Sustainable Development Goals (Goal 4):


“Ensure inclusive and equitable quality education and promote lifelong
learning opportunities for all.” Only 2% of disabled children in the Philippines
are currently able to access educational opportunities.

Achievement
Children with disabilities achieve better results when they are educated in an
inclusive environment.
Confidence
They will become more confident of their abilities and better able to make
strong friendships with their peers.

Learning For ALL


Able-bodies children in their class will also learn about the challenges faced
by people with disabilities and make lasting friendships.

Core Principle of K to 12
It promoted institutional sensitivity and responsiveness: nature situation,
realities of learners
To realize through learner-centered and context responsive program

Inclusive education shall be concerned with all learners, with focus and those
who have traditionally been excluded from educational opportunities.
Support system so be organized and deliver.

Philippine Legal Bases for Inclusive Education


1. The 1987 Philippine Constitution (Art XIV, Sec 1 & 2)
 Ensures that the state provides quality education at all levels and
makes it accessible to all citizens.
2. RA No. 10533, The Enhance Basic Education Act of 2013
 Extends the basic education cycle in the Philippines from 10 to 12
years, including Kindergarten, to better prepare students for higher
education and employment.
3. RA No. 10157, The Kindergarten Education Act
 Mandates that kindergarten education is compulsory and free for all
Filipino children as the first stage of formal education.
4. RA No. 9155, The Governance of Basic Education Act of 2001
 Establishes the framework for the governance of basic education in the
Philippines, giving more authority and responsibility to schools and
local government units.
5. RA No. 8371, The Indigenous Peoples Rights of 1997
 Recognizes and protects the rights of indigenous peoples in the
Philippines, including their rights to ancestral lands, self-governance,
and cultural integrity.
6. P.D. 603 – The Child and Youth Welfare Code
 Provides a comprehensive framework for the protection and promotion
of the rights and welfare of children and youth in the Philippines.
7. RA No. 7610 – Special Protection of Children against Child Abuse,
Neglect, Cruelty, Exploitation and Discrimination
 Provides special protection to children from abuse, exploitation, and
discrimination, and prescribes penalties for such offenses.
8. RA No. 9344, The Juvenile Justice and Welfare Act of 2006
 Establishes a comprehensive juvenile justice and welfare system in the
Philippines to protect the rights of children in conflict with the law.
9. RA NO. 9442 amending RA No. 7277 – The Magna Carta for Disabled
Persons
 Provides rights and privileges to persons with disabilities, promoting
their integration into society and ensuring equal opportunities.
10. RA NO. 10665, An Act Establishing the Open High School System
in the Philippines
 Establishes an open high school system to provide flexible learning
opportunities for students who cannot attend regular classes.
11. RA No. 103361, The Domestic Workers Act or Batas Kasambahay
 Protects the rights and welfare of domestic workers, setting standards
for their employment and ensuring fair treatment and benefits.
