Dear Sir(s),
1. Tender documents in respect of above work are uploaded on the site defproc.gov.in The tender is based on single
stage two cover e-tendering system. The contents of Cover I & Cover II are specified in NOTICE OF TENDER.
2. Bids will be received online by Accepting officer upto the date and time mentioned in the NOTICE INVITING
TENDER (NIT). No tender/bid will be received in physical form and any tender/ bid received in such manner will be treated as
non bona fide.
3. Bid will be opened on line on a due date fixed for opening as per critical dates given in the portal. Cover 1 will be
opened first. Tenderers may see the result of the opening of cover 1 on the tender portal. Date of opening of Cover 2 shall
be decided after technical evaluation of Cover 1 keeping in view the various eligibility criteria given in the NIT and the same
will be intimated to the tenderers while uploading the technical evaluation on the tender portal.
4. Your attention is also drawn to instruction on filling and submission of tender attached herewith. You may forward
your points on tender documents through e-mail and/or depute your technical representative for discussion on
tender/drawings and so clarify doubts, if any, before the bid submission starts. You are requested not to write piece meal
points and forward your points duly considered in one go. You may also attend the pre bid meeting on the date given in the
tender.
5. Unlisted contractors are required tot submit the scanned copies (in Pdf file) of documents required as per eligibility
criteria mentioned in instructions for filling the tenders documents and Appendix ‘A’ to NIT alongwith EARNEST MONEY
DEPOSIT (EMD) and tender fee on procurement portal mentioned above and submit the physical documents in the office of
GE (A) Suratgarh within time limit specified in NIT. Inadequacy/deficiency of documents shall make the bid liable for rejection
resulting in disqualification for opening of finance bid.
6. Enlisted contractors of MES shall submit the scanned copies (pdf file) of enlistment letter, tender fee and such other
documents as mentioned in Appx ‘A’ to NIT on e-procurement portal and submit physical documents in the office of (GE (A)
Suratgarh) before date & time fixed for this purpose.
7. The contractor must ensure that the tender/bid is uploaded on the tender portal using the authorised DSC in time as
the Accepting officer will take no cognizance of any quotations/offer received in any other electronic or physical form like
email/fax/by hand/through post from tenderer/bidder.
8. Keeping in view delays due to system failure or other communication realted failures, it is suggested that tender/bid
may be uploaded sufficiently in advance of the last due date and time fixed on the portal.
9. General conditions of contracts (IAFW-2249) (1989 Print) and errata and amendments thereto, Schedule of Minimum
fair wages and MES SSR (Part I and Part-II) are not enclosed with these documents. These are available for perusal in the
office of GE/AGE concerned and this office. Tenderer is also requested to keep the copy of these documents with him as

After acceptance of the Tender, the contractor will be required to lodge with the Accepting officer
PERFORMANCE SEECURITY DEPOSIT @ 5% of contract amount. The amount is required to be lodged within 28
(Twenty eight) days of the receipt by the contractor of notifications of acceptance of tender/bid, failing which actions
as stipulated in conditions 19 of GCC shall be taken.
11. ANY TENDERER, WHICH PROPOSES ALTERATIONS TO ANY OF THE CONDITIONS, SPECIFICATIONS LAID
DOWN IN THE TENDER DOCUMENTS OR ANY NEW CONDITION, WHATSOVER, IS LIABLE TO BE REJECTED.

NOTES : Earnest Money Deposit (EMD) in the form of cheque / Bank Guarantee etc will not be accepted. NON-
SUBMISSION OF EARNEST MONEY DEPOSIT (EMD) (scanned copy alongwith Technical Bid & hard copy before the date
& time fixed for opening of BOQ) WILL RENDER THE BID DISQUALIFIED FOR OPENING OF COVER II (FINANCE BID).
2.1 The bids received only in the electronic form will be considered. All bids shall be submitted on defproc.gov.in portal.
Documents should be scanned and forwarded in ‘pdf’ format and ‘xls’ form as indicated. Bids shall be uploaded on
‘defproc.gov.in portal on or before the bid closing date mentioned in the tender. No tender/bid in any other electronic or
physical form like date email/fax by hand/through post will be considered.
2.2 The bid shall be DIGITALLY signed using authorized DSC. All pages of tender documents, drawings, corrections /
alternations shall be signed / initialed by the lowest bidder after acceptance of tender for making original and CTC of the
contract.
2.3 Digital signatory of the bid/tender shall ensure that he is competent to bind the contractor (through partnership deed,
general power of attorney or Memorandum and article of Association of the Company) in all the matters pertaining to the
contract with Union of India including arbitration clause. A scanned copy of the documents in confirmation of such authority
shall be attached with the tender/bid in ‘pdf’ form in cover. It shall be ensured that power of attorney shall be executed in
accordance with the constitution of the company as laid down in its Memorandum & Article of Association.
2.4 Drawings, if issued in physical form, must be returned duly initialed by the tenderer/bidder in separate envelope
indicating his name and address.
2.5 The tender shall be signed, dated and witnessed at all places provided for in the documents after acceptance. All
corrections shall be initialed. The Contractor shall initial every page of tender and shall sign all drawings forming part of the
tender. Any tender/bid, which proposes alterations to any of the conditions whatsoever, is liable to be rejected.
3. BOQ :-
3.1 The tenderer shall quote his rates on the BOQ EXCEL FILE only as per guide line of defproc web portal. No
alternation to the format will be accepted and such bid will be disqualified.
3.2 In case any tenderer wishes to revise/modify the rates quoted in the BOQ file, he can do so only in the BOQ files
before uploading the tender through https:defproc.gov.in site only before closing date & time.
3.3 After the uploading of tender, Department may upload the errata/amendment through corrigendum. The
tenderer/bidder should submit their offer considering the errata/amendment carried out through corrigendum issued from time
to time.

3.4 While uploading the bid, the tenderer/bidders should specifically check whether any revised BOQ has been
uploaded by department through corrigendum prior to Bid submission start date. Tenderers/bidders attention is specifically
drawn to the fact that they should submit their offer on revised BOQ only. In case any tenderer/bidder submits offer on pre-
revised BOQ in lieu of Revised BOQ, it will be considered as a willful negligence by the tendere/bidder and quotation shall be
considered non bonafide.
4. Tenderer/bidders who uploaded their priced tender/bids and are desirous of being present at the time of opening of
the tenders/bids, may do so at the appointed time.
5. Hard copies of all above documents shall be sent by the contractor to the tender issuing authority well in advance to
be received before the date & time fixed for the same.
6. The contractor shall employ Indian nationals after verifying their antecedents and loyalty. Attention is also drawn to
relevant provisions in Special Condition referred here-in-after and also conditions 24 & 25 of IAFW-2249(General Conditions
of Contract).
1. A tender is invited for the work as mentioned in Appendix ‘A’ to this NOTICE INVITING TENDER (NIT).
2. The work is estimated to cost as indicated in aforesaid Appendix ‘A’. This estimate however, is not a guarantee and
is merely given as a rough guide and if the work costs more or less, a tenderer/bidder will have no claim on that
account.
3. The work is to be completed within the period as indicated in aforesaid Appendix ‘A’ in accordance with the phasing ,
if any, indicated in the tender from the date of handing over site, which will be on or about two weeks after the date of
acceptance of tender.
4. Contractors whose names are on the MES approved list and within whose financial category the estimated amount
would fall and unlisted contractors may submit tender/bid subject to other criteria mentioned in Appendix ‘A’.
However in case of term contract, enlisted contractors of Class SS to E may submit tender. Not more than one
tender shall be submitted/uploaded by one contractor/firm. Under no circumstances will a father and his son (s) or
other close relations who have business dealing with one another be allowed to tender/bid for the same contract as
separate competitors. Two firms shall be deemed to have business dealing if any of the partners/proprietor/director
is common among both of them. A breach of this condition will render the tenders/bids of both the parties liable for
rejection.
5. The office of GE (A) Suratgarh will be the accepting Officer here-in-after referred to as such for the purpose of this
contract.
6. Not more than one tender/bid shall be submitted/uploaded by one bidder firm. Under no circumstances will a father
and his son (s) or other close relations who have business dealing with one another be allowed to tender/bid for the
same tender as separate competitors. A breach of this condition will render the tenders/bids of both the parties liable
for rejection.
7. The technical Bid and Financial Bid (Cover-1 and Cover-2) shall be uploaded by the contractor on or before the date
& time mentioned in NIT. A scanned copy of DD with enlistment details and other documents as specified in
Appendix ‘A’ shall be uploaded as Cover-1 (Technical bid) of the tender on e-tendering portal. DD is refundable in
case the contractors is not considered eligible in technical evaluation of cover -1 resulting in non-opening cover -1.
The applicant contractor shall bear the cost of bank charges for procuring and encashing the DD including
revalidation of DDs and shall not have any claim from Government whatsoever on this account.
8. Tender form and conditions of contract and other necessary documents shall be available on website defproc.gov.in
for download and shall form part of contract agreement in case the tender/bid is accepted.
9. In case of MES enlisted contractor who has not executed the standing security Bond and un enlisted contractor, the
Cover-1 shall be accompanied by Earnest Money for the amount mentioned in Appendix ‘A’ in the form of deposit at
call receipt in favour of GE (A) Suratgarh by a scheduled Bank or in received treasury challan the amount being
credited to the revenue deposit of the concerned GE (A) Suratgarh, The GE (A) Suratgarh will return earnest money,
wherever applicable, to all unsuccessful tenderers/bidders by endorsing an authority on the deposit at call receipt for
it’s refund of intimation from the Accepting Officer to do that.
10. In case of successful contractors i.e the lowest contractor having submitted EMD, he shall have the option of
converting the EMD instrument into part of the Performance Security to be deposited by him within 28 days from the
receipt of intimation of acceptance of tender from Accepting Officer.

11. Sample of materials and stores to be supplied by the contractor will also be available for inspection by the bidder at
the office of GE (A) Suratgarh during working hours. The bidders is advised to visit the site of work by making prior
appointment with GE (A) Suratgarh, who is the Executing Agency of the work (see Appendix ‘A’). The bidder shall
be deemed to have full knowledge of all relevant documents, samples, site etc whether he has inspected them or
not.
12. Any bid which proposes any alteration to any of the conditions laid down or proposes any other new conditions
whatsoever, is liable to be rejected.
13. The uploading of bid by a bidder implies that bidder has read this notice and the conditions of contract and has made
himself aware of the scope of and specification of work to be done and of the conditions and rates at which stores
(as applicable) etc will be issued to him and local conditions and other factors having bearing on the execution of the
work.
14. The bidder must be possession of a copy of the MES Schedule (SSR) (Part-I & Part-II of latest edition) including
amendments and errata thereto.
15. Accepting Officer does not bind himself to accept the lowest or any tender/bid or to give any reason for not doing so.
16. The accepting Officer reserves the right to accept a tender submitted by a public Undertaking/small & Medium
Enterprises (SMEs), giving a price preference/purchase preference over other tender (s) bids which may be lower, as
are admissible under the Government Policy. No claim for any compensation or otherwise shall be admissible for
such tenderer/bidder whose tender/bid is rejected.
17. The Notice Inviting Tender (NIT) including Appendix ‘A’ and Annexures thereto, if any, shall form part of the
contract agreement.
8. Contractor will not be allowed to execute the work by subletting or through power of attorney to a third party/another
firm on his behalf. However a contractor can execute the work through power of attorney to sons/daughters/ spouse of
Proprietor/Partner/Director and firm's own employees, director, project manager provided they are not having a separate
enlisted firm in MES in their name as Proprietor/Partner/Director.
9. After opening of Cover-1 and during its technical evaluation, in case any deficiency is noticed in the documents
required to be uploaded by the tenderers as per NIT, a communication in the form of e-mail/SMS/Speed Post etc shall be
sent to the contractor to rectify the deficiency within a period of seven days from date of communication failing which their
financial bid (Cover-2) shall not be opened and contractor shall not have any claim on the same.
10. Invitation for e-tender does not constitute any guarantee for validation of Technical bid and subsequent opening of
financial bid of any applicant/bidder merely by virtue of enclosing DD. Accepting Officer reserves the right to reject the
Technical bid and not to open the financial bid of any applicant/bidder. Technical bid validation shall be decided by the
Accepting Officer based on eligibility of the firm as per criteria given in this Appendix. Tenderer/bidder will be informed
regarding non-validation of his Technical bid assigning reasons therefore through tender evaluation report which shall be
uploaded on the website. Such tenderer, if desires, may appeal to the next higher Engineer Authority (NHEA) HQ CWE
Bikaner on email id bknr3-mes@nic.in with copy to the Accepting Officer on email before the scheduled date of opening of
Cover-2. NHEA shall decide the matter within a period of seven working days from the date of receipt of appeal. The decision
of the NHEA shall be final and binding. The tenderer / bidder shall not be entitled for any compensation whatsoever for
rejection of his bid.
11. In case an unenlisted contractor is already executing works in MES, he shall not be considered eligible for the
subject tender if the total value of such works is more than twice the tendering limit of the MES Class of contractor for which it
is eligible. For this purpose, details of the works being executed by such a contractor shall be uploaded in the Cover-1 of the
bid and shall be checked / verified by the Accepting Officer.
12. In case the BOQ is revised through the corrigendum and the bidder has failed to quote on revised BOQ (i.e. he has
quoted on pre revised BOQ), such bid shall be treated as willful negligence by the bidder and his quotation shall be
considered non-bonafide. In such cases the lowest tender shall be determined from amongst the valid / bonafide bids only.
Accepting Officer may decide whether to re-tender or consider the lowest bonafide tender for acceptance.
13. Revoking the offer or revising the rates upward or offering voluntary reduction by the lowest tenderer after opening
of Cover-2 shall be considered as a willful default. For this default a penalty of an amount equal to Earnest Money shall be
levied. In case of an unenlisted tenderer, Earnest Money deposited by him shall be forfeited. In case of MES enlisted
tenderer having deposited the Standing Security Bond, an amount equal to the earnest money stipulated in the NIT, shall be
notified to the tenderer for depositing through MRO and consideration of such tenderer in tender evaluation for future works
shall remain suspended till the aforementioned amount is deposited in the Government Treasury. No other
disciplinary/administrative action shall be taken against such tenderers. In such a situation, the next lowest offer shall not be
considered for acceptance. Instead, retendering shall be resorted to in a transparent and fair manner and the defaulting
tenderer and his related firm if any, shall not be eligible for this tender in second call or subsequent calls.
14. Tender to related firms shall not be issued simultaneously. Firms shall he termed as related if Proprietor/one or
more Partners/Directors are common. Decision of Accepting Officer on issue/deny the tender to any one of the related firms
shall be final and binding.

2. Any correspondence concerning this tender shall be addressed as indicated at the top of this letter quoting the
reference as given.
2. The entire work under this contract shall be completed within 270 days from the date of handing over of site
mentioned in the WORK ORDER NO.1
3. The rate quoted by the tenderer shall be inclusive of all types of taxes, levies including GST, Labour welfare tax etc,
as prevailing on the date of submission of tender.
4. Tenderer is required to quote his unit rates against each items of BOQ.
5. The tender rates shall be deemed to be subject to all special conditions and all preambles as given in the MES
standard Schedule of Rates Part-II-2020 including amendments upto bid submission End date and also all
preambles of BOQ unless specifically mentioned to the contrary in any item of BOQ or in the special conditions &
Particular specifications.
6. The items of BOQ shall be read in conjunction with the particular specifications, drawings and specifications given in
SSR Part-I (2009).
7. Unit rate to be quoted by the tenderer shall be deemed to include for any minor details of construction/minor
accessories which are obviously and fairly intended which might not have been referred to in these tender
documents but which are essential for the execution and entire completion of the work. The decision of the Accepting
Officer as to what constitutes minor details of construction/minor accessories shall be final and binding.
8. Unless otherwise indicated unit rates quoted in BOQ (BOQ) shall be deemed to include for labour and material
/supply and fix and testing etc. complete.
9. All quantities mentioned in BOQ (BOQ) are approximate and are inserted as guide only. These shall however, not be
varied beyond the limits laid down in condition 7 of IAFW-2249.
10. Old materials retrieved from BOQ other than mentioned in Sch of Credit will be Govt property and the same shall be
deposited by the contractor to store yard of concerned AGE at his own cost.
11. User’s signature shall be obtained for execution of work satisfactorily and submitted to GE office duly signed by
Engineer-in-Charge and contractor before making any payment/issue of completion.

referred to therein at the item rates contained in the above said BOQ or, at such other rates as may be fixed under
the provision of Condition 62 of IAFW-2249 and to carry out such deviations as may be ordered vide Condition 7 of
IAFW-2249 upto a maximum of 10% (Ten percent) and further agree to refer all disputes as required vide Condition
70 of IAFW-2249 to the sole Arbitration of a serving officer having degree in Engineering or equivalent or having

A copy of the General Conditions of Contracts (IAFW-2249 : Print-1989) with Errata and Amendments has been
supplied to me/us and is in my/our possession. I/We have read and understood the provisions contained in the aforesaid
GENERAL CONDITIONS OF CONTRACTS before submission of this tender and I/We agree that I/We shall abide by the
terms and conditions thereof as modified if any elsewhere in these tender documents.
It is hereby further agreed and declared by me/us that the General Conditions of contracts (IAFW-2249 : Print-1989)
including Condition 70 thereof pertaining to settlement of disputes by Arbitration, containing 33 pages (Serial page No. 39 to
71) with errata 1 to 20 and amendment No 1 to 49, containing 30 pages (Serial Page No . 72 to 101 form part of these tender
documents.
It is hereby agreed that the “Schedule of Minimum Fair Wages” (SMFW) as published vide Government of India
Notification dated 10 Mar 1992 (Revised upto date) form part of these tender documents.
My/Our signature hereunder amounts to my/our having read and understood the provisions contained therein and
I/We agree that I/We shall abide by the same and that aforesaid documents form part of this tender.

2.1 The tenderers shall contact the Garrison Engineer for the purpose of inspection of site (s) and relevant documents
other than those sent herewith, who will give reasonable facilities for this purpose. The tenderers shall also make themselves
familiar with working conditions, accessibility of site(s) availability of materials and other cogent conditions, which may affect
the entire completion of work under this contract.
2.2 The tenderers shall be deemed to have visited the site(s) and made themselves familiar with the working conditions,
whether they actually inspect the site (s) or not.
Delete the following in para 1 against lines 5 to 9 of Condition 24 of IAFW-2249, General Conditions of Contracts : -
“In the event of the areas of land ………….separate area of allotted to him” and the following shall be read in conjunction with
the above lines of para 1 of Condition 24 of IAFW-2249 :-
“The contractor shall be permitted to store his materials including erecting temporary sheds thereon and also erect his labour
camps, temporary workshop and the like at the area of land marked for this purpose in the site plan or in the absence of the
same, the area decided by the Garrison Engineer. The contractor shall pay nominal rent of Rs. 1/- per year or part of a year in
respect of each & every separate area of land allotted to him. Soon after completion of work, all the temporary sheds,
Workshop, labour camps etc shall be removed completely and the neat and clean site shall be handed over all as provided in
condition 32 of IAFW-2249 (General Condition of the Contracts) and as directed by GE.”
7. ROYALTIES
Refer condition 14 of General Conditions of Contracts (IAFW-2249). No quarries on Defence land are available.
8. WATER
8.1 Refer condition 31 of IAFW-2249. Water will be supplied by the department at the point(s) as indicated on the site
plan or in the absence of the same at the points decided by the GE. Recovery for water will be charged @ Rs.3.75
for per Rupees 1000/- worth of work done priced at contract rates. Contractor will not be allowed to dig any
well/tubewell inside the Defence land. Cost of supply of water at point stated above shall be borne by MES. Beyond
that it will be responsibility of the contractor to make arrangement as described in para 2 of Condition 31 of IAFW-
2249. The contractor, shall make his own arrangement for the conveyance and storage of water required for the
work, labour/workmen etc. No claim whatsoever in this respect shall be entertained at a later date.
8.2 Size of ferrule at the point of supply shall be 15mm bore unless otherwise indicated in site plan. The duration of
water supply from MES point will be generally as under :-
(i) One hour in the morning.
(ii) One hour in the evening/night.
No claim however, shall be admissible, if there is breakdown of water supply in the MES system or change in timing
of supply of water. Storage of water will be contractor’s responsibility without extra cost to MES. Water may be
supplied by MES even earlier/later than the working hours observed by the contractor.
12. QUARRIES Quarries are not available on empty land, which is in the charge of MES authorities; condition 14 of
IAFW-2249 shall thus be treated as deleted.
14 Contractor’s Plant/Equipment at Site :- The contractor shall furnish to the Engineer-in-Charge every morning
distribution return of his plant/equipment on the site of work, stating the following particulars: -
(a) Particulars of plant/equipment, make, manufacturer’s No, Model No if any, Registration No if any, capacity,
year of manufacture, year of purchase etc.
(b) Location indicating numbers (Quantity) at each location on the site of works.
(c) Total number (quantity) on site of works.
(d) Purchase value or the date of purchase.
For the purpose of this condition, plant/equipment shall include vehicles, i.e trucks and lorries but neither the
workmen’s tools/equipments. The Engineer-in-charge shall record the particulars supplied by the contractor in the
works diary and sent the return to the Garrison Engineer for record in his office.

14.2 If as a result of enemy action, the contractor suffers any loss or damage, the Government shall reimburse to the
contractor such loss or damage to the extent and in the manner here-in-after provided:
(a)The loss suffered by him on account of any damage or destruction of his plant/equipment or materials or any parts
thereof. The amount of loss assessed by the Accepting Officer of the contractor shall be final and binding.
(b) The compensation, paid by him under any law for the time being in force to any workman employed by him for
any injury caused to him or to the workman’s life.
(c) Payment of compensation for loss or damage to any work or part of work carried out. The amount of
compensation shall be determined in accordance with condition 48 of General Conditions of Contracts (IAFW-2249).
14.3 No reimbursement shall be made nor shall any compensation be payable under the above provisions unless the
contractor has taken in defence, precautions ordered in writing by the GE/OC. In the absence of such orders,
reasonable precautions shall be taken. No compensation shall be payable for any plant/equipment or material not
lying at site of work at the time of enemy action.

SPECIAL CONDITIONS AND REQUIREMENTS
27.2 The contractor and his work people shall observe all the rules promulgated from time to time by the authority
controlling the area in which the work is to be executed viz prohibition of smoking and lighting, fire precautions,
search of persons on entry and exist and keeping the specified routes etc. Any person found violating the security
rules laid down by the authority, shall be immediately expelled from the area without assigning any reasons
whatsoever and the contractor shall have no claim on this account. No payment shall be admissible for any man-
hours lost on this account.
27.3 Normal working hours at site shall be from 0800 hours to 1700 hours on all days except on Sundays and other
holidays/non-working days of the unit controlling the area. No work at site will be permitted to be executed outside
the aforesaid normal working hours mentioned here-in-before except with the prior permission of the GE in writing. If
such permission is given in response to request from the contractor no liability in respect of any extra cost arising
there from shall be incurred by the Govt. Also contractor shall have no claim whatsoever, if permission to work
beyond normal working hours is refused by the GE.

PARTICULAR SPECIFICATION SECTION-I (CONTD)
SPECIAL CONDITIONS AND REQUIREMENTS
30.1 The contract shall provide at his own expenses all facilities including labour, materials, equipments, tools and plants
etc. for carrying out tests including materials/tests, cubes, beams etc. required to be preserved by GE as specified in
the contract agreement including relevant IS. The cost of materials consumed in test and the cost/charges of test
shall be borne by the contractor in all cases. In case the Engineer-in-Charge desires to carryout additional test which
are not covered by the contract including relevant IS, the contractor shall provide all facilities required for the purpose
and the charges for the tests also shall be borne by the contractor. Charges for each test either conducted in the
department test laboratory or test which is conducted through other test labs shall be borne by contractor.
34. CONCILIATION
34.1 SCOPE OF CONCILIATION
34.1.1 The scope of conciliation shall be restricted to the following types of disputes with financial limits as indicated
therein:-
(a) Disputes relating to levy of compensation for delay in completion actual amount of compensation.
(b) Disputes relating to technical examination of works.
(c) Disputes relating to interpretation of the provisions of the contract with reference to their application to parties.
(d) Disputes relating to non return of Sch.’B’ stores over-issued to contractor.
(e) Any other dispute having fair chances of being resolved by conciliation and considered fit to be referred to
conciliation by the parties.
Note: For item (b), (c), (d) and (e) each as stated above the financial limit shall be Rupees two lakhs or one percent
of the contract amount whichever less is.

34.2.2 Conciliation proceedings shall commence when the other party accepts in writing the invitation to conciliate.
34.2.3 If the other party rejects the invitation, there will be no conciliation proceedings, if the party initiating conciliation does
not receive a reply within 30 days from the date on which he sends or within such other periods of time as specified
in the invitation, he may elect to treat this as a rejection of the invitation to conciliate and if he so elects, he shall
inform in writing the other party accordingly.
34.4 Appointment of conciliator :- All disputes brought out in para 32.1.1(a) to (e) above shall be referred to the Sole
Conciliator viz serving officer not below the rank of Superintending Engineer/ Superintending Engineer (QS&C)
having degree in Engineering or equivalent or having passed final/direct final examination of Sub- Division-II of
Institution of Surveyors of India) to be appointed by the Chief Engineer Bathinda Zone Bathinda or in his absence the
officer officiating as Chief Engineer Bathinda Zone Bathinda if specifically delegated in writing by Chief Engineer
Bathinda Zone Bathinda, whose decision shall be final conclusive and binding.
34.5 STATUS OF EFFECT OF SETTLEMENT AGREEMENT: The settlement agreement signed by the parties as a
result of conciliation proceedings shall have the same status and effect as it is an arbitral award on agreed terms.
35 CONTRACTOR’S SUPERVISION :
Ref condition 25 of IAFW 2249, contractor has to employ the person/persons possessing the requisite qualification,
as contained in above clause of IAFW 2249 for proper supervision of the work. In case contractor fails to deploy site
Engineers/supervisor of requisite qualification, the work will be suspended by the GE until such date as suitable
persons appointed and the contractor shall be held responsible for the delay so caused to the work.
36. e-PAYMENT : Department at their option may make e-payment to contractor. For this purpose contractor shall
submit his bank account number and other e-payment details i.e. Name of bank, IFSC code, Bank cancelled cheque
or photo copy of cheque or front page of saving bank pass book for making e-payment after acceptance of tender to
concerned GE.
(ii) While clearing any RAR/FB of a contractor, GE shall ensure that a certificate shall be enclosed with RAR/FB that all
workers employed directly or indirectly by the firm are registered for EPF & the due contributions have been credited
into their account.
(iii) In case of any failure to comply with the above provision of the Act, GE is liable for penal action under the Act,
being the Principal Employer of the Labour.

(a) Thirty six calendar months after the works have been handed over to the Government (hereinafter referred to as
the “defects liability period’’) for Runway works , Marine & Harbour works ,High Altitude works & Specialist works of
Hospitals & Medical Equipment /Medical Gas..
(b) Twelve calendar months after the works have been handed over to the Government (hereinafter referred
to as the “defects liability period’’) for works of Periodical services and Welcome maintenance ,Minor works and
Revenue works and works for ‘Maintenance & Operation’ including Repairs and works for Maintenance &
Repair/Replacement’.
(c) Thirty days or date of taking over the installation by MES , whichever is earlier ,for works of ‘Manning &
Operation’ & ‘Maintenance & operation’ involving predominantly Outsourcing of services through Deployment of
Manpower /Work-force and not involving Repair /Replacement.
(d) Twenty four calendar months after the works have been handed over to the Government (hereinafter
referred to as the “defects liability period’’) for works other than mentioned in sub para (a) to (c) above.
40. Refund of Performance Security: Refer condition 19 and 68 of IAFW-2249. Performance security deposit may be
refunded to the contractor after the expiration of the defects liability period provided that the contractor have been
paid the final bill and have rendered a No-Demand certificate on prescribed format.
1. GENERAL
1.1 The work under this contract shall be carried out in accordance with Schedule ‘A’, Special conditions,
Particular specifications, General specifications and other provisions given in MES standard Schedule of
rates read in conjunction with each other.
1.2 The term “General specifications” referred to above as well as in IAFW-2249 (General conditions of
contracts) shall mean the specifications contained in MES standard Schedule of Rates 2009 Part-I
(Specifications) and 2020 Part II (Rates) briefly mentioned as MES Schedule or SSR.
1.3 General rules, specifications, special conditions and preambles in the MES schedule shall deemed to be
applicable to the work under this contract, unless mentioned otherwise in these tender documents and in
case of conflicting provisions in the aforesaid documents the provisions contained in these tender
documents shall take precedence over the above said provisions in the MES Schedule.
1.4 Where specification for any items of work are not given in MES schedule or in these particular
specifications, specifications as given in relevant Indian Standard or as per code or practice shall be
followed.
1.5 The rates quoted by tenderer(s) shall be deemed to be included for the cost of necessary safety
appliances required for the workers.
2. SCOPE OF WORK
2.1 Work under this contract shall be as per work orders placed by the Engineer-in-Charge and as specified in these
particular specifications and as directed by Engineer-in-Charge. The tenderer are however advised to visit the
sites in consultation with Engineer-in-Charge to ascertain the actual location of work, nature of work,
quantum of work etc involved in different locations. However, no claim whatsoever whether the
contractor visits the sites or not shall be entertained at any stage.
3. SAMPLES OF MATERIALS
3.1 The materials to be incorporated under this contract shall be ISI marked and not their equivalent or those
complying with IS. Where specified makes/brands have been mentioned in Schedule ‘A’ and particular
specifications these shall take precedence to ISI marked items, if specified make/bands are
manufactured with both i.e. with ISI marking and without ISI marking then only ISI marked make/brand
shall be incorporated.
3.2 All type of materials, stores and other parts, required to be incorporated in this contract shall be brought
by the contractor in original packings/cartons. The original purchase vouchers/invoices shall be produced
by the contractor duly signed by him for verification of Engineer-in-Charge prior to incorporation in the
work.
3.3 Sample of materials to be got approved from Engineer-in-Charge and Garrison Engineer in the sample approval
register before their incorporation in the work.
4. PROPRIETARY MATERIALS
4.1 All proprietary materials such as water proofing compound, bitumen, paints and like which loose their
identity and which can not be measured after incorporation in the work shall be recorded in the
measurement book and signed by the contractor and the Engineer-in-Charge.
5. EXCAVATION IN TRENCHES : Refer Para 3.3.4, 3.13 to 3.13.5 of MES Schedule Part-I.
6. SURFACE EXCAVATION : Surface excavation shall be carried out all as specified in Paras 3.3.2 of
MES Sch 2009 Part-I including cutting of bushes where required and ordered.
7. EXCAVATION IN POST HOLES : Excavation shall be carried out as per Sch ‘A’

(b) The work of antitermite treatment shall be carried out through a specialist firm. The firm shall meet
the following requirements to be approved by the GE before antitermite treatment work is taken in hand:-
(i) The firm executing the work shall have valid license as per clause 13 of Insecticides Act 1968 (as
amended from time to time).
(ii) The firm shall be a member of IPCA or shall have a satisfactory record of performance.
(iii) The persons carrying out antitermite treatment shall be qualified as per rule 10 promulgated under
Insecticides Rules 1971.
(c) The contractor shall give a service guarantee of ten years for the antitermite treatment carried out.
The aforesaid guarantee period of 10 years shall reckon from the certified date of completion of work.
The amount of security deposit for anti-termite treatment of this contract calculated @ 2.50% of the total
amount of anti-termite treatment work executed subject to minimum of Rs. 6250.00 shall be retained
from the contractor’s final bill amount as security deposit for the anti-termite treatment for the guarantee
period of 10 (ten) years which shall be refunded to him after expiry of the guarantee period satisfactorily.
Alternatively, contractor may give a separate interest bearing security deposit to GE valid for ten years
for the sum mentioned above. Security deposit shall be released after expiry of defect liability period of
ten years as specified. The contractor may at his discretion furnish fixed deposit receipt for the above
amount in lieu of the security for guarantee period as mentioned.
(d) Should the GE at any time during construction or reconstruction or prior to the expiration of the
guarantee period of ten years after the anti-termite treatment has been completed as per contract, finds
that the buildings have been infected with termites, the contractor shall, on demand in writing by the GE,
specifying the building(s) complained of, notwithstanding that the same may have been inadvertently
passed, certified and paid for, forthwith undertake to carry out such treatment as may be necessary to
render the said building(s) free from termite infestation at his own expenses for a guarantee period of ten
years from the certified date of completion, and in the event of his failing to do so within a period to be
specified by the GE in his demand aforesaid, the GE may undertake such treatment at the risk and
expense in all respects of the contractor. The liability of the contractor under this condition shall not
extend beyond the guarantee period of ten years from the certified date of completion unless the GE had
previously given notice to the contractor. The security deposit referred to in condition herein- before may
be refunded to the contractor after the expiration of the period of ten years from the certified date of
completion by the GE, provided always that the contractor shall first have been paid the final bill and
have rendered a No Demand Certificate (IAFA-451). Condition 10, 46 and 68 of the General Conditions
of Contracts (IAFW-2249) shall be deemed to be amended to the extent mentioned above.
(e) Chemicals for antitermite treatment shall be purchased by the contractor from the manufacturers or
their authorised agents/dealers only and brought to site in manufacturers sealed containers bearing ISI
certification marks. Name of the authorised agent/dealer shall be verified from the manufacturer by the
Engineer-in-charge before approval.
(f) The antitermite treatment chemical when brought to site shall be inspected by the Engineer-in-Charge
and the quantity brought to site shall be recorded in the measurement book (as ‘Not to be abstracted’)
indicating the brand name etc and signed by the contractor and the Engineer-in-Charge as a check to
ensure that the required quantity has been brought to site for incorporation in the work. The chemical
brought to site shall be stored as directed by the Engineer-in-Charge and those already recorded in the
MBs shall be marked for identification.

(g) The antitermite treatment chemical shall be stored carefully at site. Seals of containers should be
broken only in the presence of the Engineer-in-charge. Empty containers shall be got removed off the
site promptly. If on any particular day the contents of one full container could not be used in the work, the
container shall be got sealed at the end of the day in the presence of the Engineer-in-charge and opened
when required, also in the presence of the Engineer-in-charge.
(h) Refer clause 3.26.1 of MES SSR Part-I. The chemical for use in anti-termite treatment shall be
Chloropyriphos (20% EC) conforming to IS 8944 and Imidacloprid 30.50 SC conforming to IS 16131.
Container shall bear ISI marking.
(j) The contractor shall provide a plate of adequate dimensions engraved in cement and sand mortar
(1:4) to indicate the CA No, Name of the specialist firm, Name of building, contractor and the date of
expiry of guarantee period of the anti termite treatment period to each block of accommodation at place
directed by the Engineer-in-Charge. The plaster plate shall be painted with three coats of synthetic
enamel, paint (Including the priming coat as directed by the GE after preparing the surfaces). The quoted
rates of relevant items shall deem to include this provision.
9. CEMENT
9.1 Cement: Contractor shall procure the same under his own arrangement for the entire completion of the
work. Provision of condition 10 of IAFW-2249 be read in conjunction with this clause.
9.2 The specifications and other provisions laid down vide section 4 Paras 4.3 to 4.3.1 of SSR (Part-I) shall
be read in conjunction with the provisions contained in the subsequent paras here-in-after.

9.8 (a) TESTING OF CEMENT : The contractor shall submit the manufacturer’s original vouchers and test
certificate along with the test sheet giving the result of physical test as applicable and the chemical
composition of the cement or authenticated copy thereof, duly signed by the manufacturer with each
consignment. The Engineer-in-Charge shall record these details in the cement Acceptance Register as
given as Appendix ‘C’ to Particular specification after due verification. The GE shall also organize
independent testing at random sample of cement drawn from various lots from the National Test House,
SEMT CME Pune, Regional Research laboratories, Government approved laboratory, Zonal laboratory,
Govt Engineering College, laboratory as per IS-3535-1986 (methods of sampling hydraulic cement)
IS4031 (Method of physical test for hydraulic cement) and IS 4032-1985 (Method of chemical analysis of
hydraulic cement).
(Method of chemical analysis of hydraulic cement). In case cement test result does not fall within
acceptable limit, respective lot of cement shall be rejected and shall be removed by the contractor within
24 hours from the site. The cost of tests shall be borne by the contractor irrespective of status of the
results and no claim shall be/to be entertained on this account and condition 10 of IAFW-2249 shall be
deemed to be amended accordingly
(b) In case total requirement of cement bags is less than 1200 bags and the contractor procures the
cement from authorized distributor/dealer of the approved firm the contractor will have to submit test
certificate of the batch issued by the main producers. In such a case the independent testing shall be at
the discretion of GE. However in a particular case when the contractor does not produce the factory test
certificate, the testing of cement by GE will be mandatory. However the testing will be restricted to IS
4031 (Methods of physical test for Hydraulic cement) only)
(c) Sample of cement from each lot shall be collected by the Engineer-in-Charge and GE in accordance
with IS-3534-1986. Minimum of 2% of the bags will be tested.
9.9 STORAGE (FOR OPC) : The cement shall be stored and stacked properly. Precautions in storage shall
be observed as per para 4.3.1 to 4.3.3 of SSR (Part-I). Inspection shall be carried out once a day by the
rep of GE associated with the work and rep of contractor. It shall be ensured that tested and untested
cement are segregated and stored separately with distinct identification. Not more than 3 months
requirement should be procured and held in stock to avoid its deterioration.
9.10 DOCUMENTATION (FOR OPC): The contractor shall submit original purchase vouchers from the main
producer (or from authorized distributor/dealer of the approved firm in case total requirement of cement is less
than 1200 bags) for the total quantity of cement supplied under each consignment to be incorporated in
the work. Any consignment received at the work site shall be inspected by the GE along with relevant
documents before acceptance. The original vouchers and the test certificate shall be defaced by
Engineer-in-Charge and the contractor or his representative and kept on the record in the office of GE
duly authenticated and with cross reference to the control number recorded in the cement acceptance
register. The cement acceptance register will be signed by JE (Civil), Engineer-in-Charge, GE and
Contractor or his rep. The entire quantity of all types of cement shall also be suitably recorded in MB for
record purpose before incorporation in the work as mentioned here in before and shall be signed by the
Engineer-in-Charge and the contractor.
9.11 REQUIREMENT OF PROCUREMENT (for PPC): While procuring PPC, the following requirements shall be
ensured and certificate to that effect shall be obtained for each batch from the manufacturer:-
(a) The quality of fly ash is strictly as per IS 1489 (Part-I) – 2002.
(b) Fly ash is inter-ground with clinker not mixed with clinker.
(c) Dry fly ash is transported in closed containers and stored in silos. Only pneumatic pumping should be used.
(d) The fly ash is received from thermal power plants using high temperature combustion above 1000 degree
centigrade shall be used.
(e) The fly ash content in PCC shall not exceed 25% to ensure consistency.

9.12 TESTING OF CEMENT (for PPC): The manufacturer shall carry out inspections and testing of cement in
accordance with relevant BIS provisions. The contractor shall submit the manufacturer’s test certificate in original
along with the test sheet giving the result of each physical test as applicable and chemical composition of the
cement or authenticated copy thereof, duly signed by the manufacturer with each consignment. The Engineer-in-
Charge shall record these details in the cement Acceptance Register as given at Appendix ‘C’ after due verification.
The GE shall also organise independent testing at random sample of cement drawn from various lots from the
National Test House, SEMT CME, Regional Research Laboratories, Govt. approved laboratories, Zonal
laboratories, Govt. Engineering College Laboratory as per IS-3535–1986 (Method of sampling hydraulic cement),
IS-4031 (Method of physical test for hydraulic cement) and IS-4032–1985 (Method of chemical analysis of hydraulic
cement). In order to undertake departmental testing requisite facilities shall be organized.
9.13 STORAGE (for PPC): Cement shall be stored over dry platform atleast 20cm high in such a manner as to prevent
deterioration due to moisture or intrusion of foreign matters. In case of store room, the stack shall be atleast 20cm
away from floors and walls. The stacking shall not be more than 10 bags high. It shall be ensured that tested and
un-tested cement are segregated and stored separately with distinct identification.
9.14 DOCUMENTATION (for PPC) : The contractor shall submit original purchase vouchers from the supplier for the
total quantity of cement supplied under each consignment to be incorporated in the work. All consignments
received at the work site shall be inspected by the GE along with the relevant documents before acceptance. The
original vouchers and test certificates shall be defaced by the Engineer-in-Charge and the contractor or his
representative and kept on record in the office of GE duly authenticated and with cross reference to the control
number recorded in the cement acceptance register. The cement acceptance register will be signed by JE (Civil),
Engineer-in-Charge, GE and Contractor or his representative. The Accepting Officer may order board of officer for
random check of cement and verification of connected documents. The entire quantity of all type of cement shall
also be suitably recorded in the M.B. for record purposes before incorporation in the work as mentioned here-in-
before and shall be signed by Engineer-in-Charge and contractor.
9.15 STRIKING OF FORM WORK AND CURING PERIOD (for PPC)
(i) Minimum period before striking the formwork given in clause 11.3.1 of IS 456-2000 and MES Sch (Part-1) vide
clause 4.11.6.3 shall be increased by 3 days. For example, the minimum period before striking formwork for soffits
of beams (props left under) given as 7 days in clause 4.11.6.3(c) of MES Schedule shall be 10 days (7+3) for PPC.
(ii) Extra curing shall be carried out as required.
9.16 In case of any dispute relating to the interpretations arising out of the above referred provisions, the
decision of the Accepting officer shall be final, conclusive and binding.
9.17 RECORD OF CONSUMPTION OF CEMENT : For the purpose of keeping a record of cement used, the
contractor shall maintain a properly bound register serially numbered (all pages, initialed against the
numbering by the Engineer-in-Charge) in the form approved by the Engineer-in-Charge showing daily
receipt, quantity used in the work and balance in hand at the end of each day. The register shall be
maintained with daily entry duly authenticated by the contractor or his authorized representative and the
Engineer-in-Charge
9.18 The register shall be kept at site in the safe custody of the contractor’s rep and Engineer-in-Charge
during the progress of the work and shall on dement be produced for verification to the inspecting offr
9.19 On completion of the work, the contractor shall deposit the cement register with the GE along with the
final bill through Engr-in-Charge.
Notes: - 1. In case estimated requirement for entire completion of work is less than 1200 bags, contractor can
procure cement from the authorized distributor/dealers of the approved firms mentioned here in before. However
contractor will have to submit test certificates for the batch issued by the firm.
2. In case of above the independent testing will be at the option of GE, if the factory test certificate are produced by
the contractor .In a particular case when contractor fails to produce the factory certificates, testing of cement by GE
will be mandatory. However the testing will be restricted to IS-4031.
3. The Engineer-in-charge will ensure that cement accepted should not be more than two months old. The
week/date of manufacturer of cement is always printed at the bottom end of the cement bag. The marking of
manufacturer date on cement bag is of particular nature and all official are required to clearly understand the
method of marking.
4.Cost of testing, material, transportation etc shall be borne by the contractor without any extra cost from the Deptt.

10 CONCRETE
10.1 Cement shall not be issued under Sch ‘B’ and same shall be procured by the Contractor under his own
arrangement for the entire completion of work.
10.2 COARSE AGGREGATE :- Coarse aggregate for all cement concrete work shall be broken, crushed stone.
Broken/crushed stone aggregate shall be obtained from the quarries as mentioned in “Source of material”. Coarse
aggregate shall be as specified in Clause 4.4.1, 4.4.2, 4.4.3, 4.4.3.1, 4.4.3.2 and 4.4.7.1 of MES Schedule (Part-I).
10.3 FINE AGGREGATE :- Fine aggregate for all cement concrete shall be natural coarse sand obtained and shall be
as specified in Clause 4.4.1, 4.4.2, 4.4.3, 4.4.3.1, 4.4.3.2, 4.4.7.2 of MES Schedule (Part-I) as laid down for grading
Zone-II.
10.4 Grading of coarse aggregate unless otherwise specified shall be as follows:-
(i) For plain cement concrete below 30mm thickness 12.5mm graded
(ii) - do - but between 30mm to 75mm thickness 20mm graded
(iii) - do - but over 75mm thickness 40mm graded
(iv) RCC Work in all situations 20mm graded
10.5 MIX OF CEMENT CONCRETE:- Unless otherwise specified, mix of concrete in various situations shall
be as described in relevant items of Sch ‘A’ Part-I. Where no mix is specified, the same shall be deemed
to be 1:2:4 (volumetric mix) using graded stone aggregates.
10.7 MIXING, DEPOSITING, RAMMING ETC.: Mixing, laying and consolidating etc. Of cement concrete
shall be carried out all as specified in MES Schedule Part-I. However, for small quantities, hand mixing
may be done with prior approval of Engineer-in-Charge.
10.8 TRANSPORTING OF CONCRETE: Refer para 4.11.9 of MES Schedule Part-I.
10.9 PLACING OF CONCRETE: Refer para 4.11.10 to 4.11.10.3 of MES Schedule Part-I.
10.10 CURING OF CONCRETE:- Refer para 4.11.13 and 4.11.13.1of MES Schedule Part-I.
10.11 WATER PROOFING COMPOUND:- Refer para 4.8 of MES Schedule (Part-I).
(b) As a result of mix design, if the quantity of cement required is more than the minimum quantity of cement
specified, no adjustment shall be made in the prices in the relevant items of work. The quoted rate is deemed to be
inclusive of all and no extra incidental charges shall be admissible.

10.12.2 As soon as possible, after receiving the order to commence the work, the contractor shall procure sufficient
quantities of the aggregates and cement and submit samples to the Zonal Laboratory,Chief Engineer Bathinda
Zone/ any Govt. approved laboratory to test their characteristics. The mix Design shall be carried out by the SEMT
wing Pune/Govt Engineering College/MES Laboratory at contractor’s cost as approved by GE. The representative
of the Garrison Engineer and the contractor shall be associated with the concrete mix design. In case the mix
design is carried out in Zonal Lab, Chief Engineer Bathinda Zone/SEMT wing Pune, recovery of Rs. 5,000.00
(Rupees five thousand only) per test shall be recovered from contractor’s dues. However in case if same is carried
out by Govt Engineering College, Contractor shall pay the requisite charges to the said agency at his own.
10.13 FINISHING TO EXPOSED SURFACES OF CONCRETE:- Refer paras 4.11.16.1, 4.11.16.2(a), (c), (d) &
(e) of MES Schedule Part-I.
10.14 FORMWORK: Formwork shall be for rough finished surfaces as specified in MES Schedule Part-I. All
the formwork shall be of steel. Contractor shall use properly designed steel form work (both Props &
Surfaces).
11 BRICK WORK (COMMON BURNT CLAY BRICKS)
11.2 SAND: Refer to paras 5.4, 5.4.1 and 5.4.2 of MES Schedule Part-I and shall be obtained from
Kolayat/Chandigarh
11.3 BRICKS: Refer to paras 5.6.1 to 5.6.9 of MES Schedule Part-1. The bricks shall have minimum
compressive strength of 75 Kg/Sqcm and shall be best quality available obtained from
SURATGARH/HANUMANGARH/ ANUPGARH/ VIJAYNAGAR and shall be old size bricks as mentioned
in paras 5.6.3 of MES Schedule Part-I. However, size of old size bricks shall be as given below:-
11.4.1 SAND FOR MORTAR: Refer to paras 5.4, 5.4.1 and 5.4.2 of MES Schedule Part-I and shall be obtained
from Kolayat/Chandigarh
11.4.1.1Where fly ash bricks to be used shall be Fly ash bricks as specified in clause 5.7 of SSR Part –I and of old size
23x11.5x7.5 cm nominal size subject to tolerance as specified in clause 5.6.4 of SSR Part-I. The compressive
strength of the brick shall not be less than 75 kg/Sqcm Fly ash bricks for brick masonry where ever indicated shall
to following specifications :-
(a) Pulverized fuel ash lime bricks shall conform to the classification on the basis of average wet compressive
strength as specified in IS-12894.
(b) The dimensions and tolerances and method of test should conform to the requirement of IS-12894.
(c) Pulverized fuel ash commonly known as fly ash shall conform to grade 1 or 2 of IS-3812
(d) Bottom ash used as replacement of sand shall not have more than 12% loss on ignition when tested.
(e) Lime shall be class ‘C’ hydrated lime of IS-712
(f) Any suitable addition considered not detrimental to the curability of the bricks such as gypsum cement etc shall
be used if considered necessary without any price adjustment.
(g) Pulverized fuel ash lime bricks shall meet the physical characteristics as stipulated in IS-12894

11.4.1.2 EFFLORESCENCE TREATMENT SHALL BE CARRIED OUT TO BRICK WORK AS PER IS 2212-1991 AND AS
UNDER
(a) After initial curing of brick work, the same shall be left to dry for 21 days. The efflorescence appearing on the
brick work shall be brushed and thoroughly washed with water.
(b) The brick surfaces then again be left to dry for 30 days and again brushed and washed with water and again the
same process is repeated after 45 days.
(c) Finally tamarind solution/hydrochloric acid 1:10 of the concentration approved by GE shall be applied on the
brick work before plastering.
12.2 Seasoning and Moisture contents: Refer paras 7.6, 7.7, 7.7.2 of MES schedule Part I. Moisture contents
shall be as specified for Zone-1
12.3 Species of timber: Natural timber to be used for all situations shall be second class hard wood
BONSUM OR HOLLOCK unless otherwise specified in relevant items of schedule ‘A’. Also refer paras
7.8 to7.8.2 of MES Schedule Part-I. The contractor may provide first class hard wood SHISHAM in lieu
of second class hard wood with out any extra cost to Govt.
12.4 WORKMNSHIP
12.4.1 Wood work Generally: Refer paras 8.15 to 8.26 of MES Schedule Part-I, to the extent applicable.
12.4.2 Antitermite treatment to wood mark:- All natural timber before painting or other treatment shall be
treated with two coats of approved chemical such as ASCU as directed by GE for protection against
termite.
12.4.3 The quantity and application of chemical shall be as per manufacturer’s instructions
12.4.4 Wood work shall be painted/or treated as specified after 2nd coat of antitermite treatment is completely
dried.
12.4.5 The quoted rates for joinery/wood work items shall be deemed to include for this antitermite treatment
work and nothing extra shall be admissible on this account.
12.5. FACTORY MADE PANELLED/GLAZED/GAUZED SHUTTERS: Refer clause 8.20.8 of MES schedule
Part-I. All shutters shall be factory made confirming to IS 1003 (Part-I). Overall sizes of shutters shall be
as per size of opening at site. Styles and rails shall be kiln seasoned and chemically treated (under
various pressure with suitable preservative treatment) and manufactured from second class hard wood
(Hollock/Bonsum). The panel inserts shall be of 12mm thick particle board flat pressed three layers
confirming IS 3097 exterior grade (Gde I) type I duly ISI marked .General purpose commercial veneered
on both sides bonded with (BWR) type phenol formaldehyde synthetic resin adhesive. The thickness of
shutters shall be as described in Schedule ‘A’. These shall be procured from any one of the manufacture
mentioned in Appendix ‘A’.
12.5.1 PVC DOOR FRAME & SHUTTER - Refer clause 8.34.2 & 8.34.3 to the extent applicable of MES
Schedule Part-I.
12.5.2 FIXING OF SHUTTERS: Refer clauses 8.26.1 to 8.26.7 of MES Schedule (Part-I).

13.2 PROCUREMENT
The structural steel shall be procured from primary producers of steel like SAIL, Rashtriya Ispat Nigam
Ltd, TISCO.In case of non availability with primary producer, the structural steel can be procured from
approved secondary producers given in tender documents with a reduction of 5 %( Five percent) of the
accepted rate of structural steel . In case the desired section of structural steel is not
rolled/manufactured by primary producers there shall be no price adjustment in use of structural steel
procured from approved secondary producers.
13.2.2 TMT steel bars for reinforcement shall be procured directly from main producers of steel like SAIL, Rashtriya Ispat
Nigam Ltd , TISCO and other primer producers as mention in Appendix ‘A’.
13.2.3 The galvanised iron steel sheets and fabric reinforcement for concrete shall be ISI marked and shall be procured
from main manufacturers like SAIL, Rashtriya Ispat Nigam Ltd,TISCO
13.2.3.1 Steel section for railings, gates, fencing, guard bars, grills, steel chowkhat, hold fasts etc, which do not constitute
structural member can be procured from main producers/secondary producers/ BIS marked manufacturers or their
authorised dealers at the option of contractor without any minus price adjustment. Tests will not be insisted upon
for such steel sections.
13.2.3.2 Reinforcement steel, Structural steel, Galvanised steel sheets and Fabric reinforcement for concrete may be
permitted from authorised dealers of main producers in case of small quantity not exceeding 2 Tonnes.

13.2.3.3TESTING OF STEEL
13.2.3.4The manufacturer is to carry out inspection and testing of steel in accordance with relevant BIS
provisions. The contractor shall submit the manufacturer’s Test Certificate in original along with the test
sheet giving the result of each mechanical test as applicable and the chemical composition of the steel
or authenticated copy thereof duly signed by the manufacturer with each consignment. The site staff and
GE shall verify the original documents in support of the purchase of steel and keep true copy certified by
GE The Engineer-in-Charge shall record these details in a steel acceptance register, as given at
Appendix ‘D’ after due verification and send a certified true copy of test sheet to GE for his records. The
GE shall also organize independent testing of random samples of steel drawn from various lots from
National Test House, SEMT wing. CME, Regional Research Labs, NABL approved Lab, Zonal Labs etc
as per the minimum frequency. Shown in table below. Sample from each lot should be tested for quality
and elongation. The elongation shall not be less than 18%. Cost of samples, transportation and testing
shall be borne by the contractor. Record of such checks shall be maintained in steel test register.

13.2.3.5DOCUMENTATION
13.2.3.6The contractor shall submit original machine numbered purchase vouchers from the main manufacturer
for the total quantity of steel supplied under each consignment to be incorporated in the work. All
consignments received at the work site shall be inspected by the GE alongwith the relevant documents
before acceptance. The original purchase vouchers and the test certificates shall be defaced by the
Engineer-in-Charge and kept on record in the office of the GE duly authenticated and with cross-
reference to the control number recorded in the steel acceptance register. The steel acceptance register
shall be signed by JE (Civil), Engineer-in-Charge, GE and contractor. The entire quantity of all steel
items shall also be suitably recorded in the Measurement Book for record purposes as “not to be
abstracted” before incorporation in the work and shall be signed by the Engineer-in-Charge and the
contractor.
13.2.3.7STEEL IN COILS ETC
13.2.3.8Any bar of any diameter for reinforcement may be procured in round; bundles or coils and the cost of
straightening the same shall be borne by the contractor. When bars are procured in bundles, the length
of each bundle shall be worked out on the basis of unit weight pre-determined by the GE by getting
suitable length (not less than 3 metre) out of each consignment(s) received, getting it straightened,
length measured and weighed in presence of contractors accredited representative. The said length(s)
and the weight (s) shall be recorded from which unit weight (Weight per unit length) shall be calculated.
The length of bars worked out on the basis of unit weight determined as above shall form the basis for
the purpose of calculating quantity of steel used/to be used in work and making payment of materials
lying at site. However if the unit weight works out more than the unit weight given in SSR then unit
weight given in SSR shall be followed for computing weight of steel for the purpose of making payment
of steel lying at site.

13.3 STORAGE
13.4 Steel of different sizes shall be stacked separately for each classification of steel. Separate area shall
be earmarked. Steel shall be marked with distinct painting marks for easy identification.
13.5 All steel shall be as stored at least 15 cm above the GL Steel shall be stored in a manner so as to
prevent distortion and corrosion. Any section that has deteriorated and corroded or if considered
defective by Engineer-in-Charge shall not be used in the work and shall be removed by the contractor
without any extra cost. It shall be the responsibility of the contractor to make sure that all possible
arrangements are made for the safe custody of the steel. In case of any loss of steel, contractor shall
only be responsible and the loss shall be made good without any delay and no claim shall be
admissible on this account.
13.8 The complete requirement of steel of various sizes shall be worked out before making any RAR
payment and procurement of steel by the contractor shall be completed sufficiently in advance of the
date of completion. No extension of time shall be considered for non-availability of any section of steel.
13.9 Welding: Electrodes shall be as per para 10.8 of MES Schedule Part-I. Welding where required shall
be done by metal arc process in accordance with IS-816-1969 as specified in para 10.15 to 10.15.19
as applicable of MES Schedule Part-I. The welding shall be continuous welding as directed by the
Engineer-in-Charge.
13.10 ROLLING SHUTTER:-Refer clause 10.23 of MES Sch Part-I. Rolling shutter shall be 1.25mm thick
including top box. Rolling shutter shall be push and pull type or manual type and complete all as
specified in Schedule ‘A’.

13.12 MS tie of flat iron 25mm x04 mm shall be provided at the bottom of frames by welding to the frame. Tie
bar shall be embedded and left in the floor. For double shutter frames. two number tie bars shall be
provided. Cost of tie bar shall deemed to be included in quoted rates for pressed frame.
13.13 All other provisions with regard to fittings, hinges and shock absorbers as given in IS-4351-2003 shall
be followed but all fittings shall be of mild steel except where specified otherwise hereinafter in the
particular specifications.
13.14 Mild steel socket, closed at one end shall be welded on inside the frames for receiving shoot of sliding
bolt and tower bolt. Lock plates specified in IS shall not be provided.
13.15 Cleat hinges may be welded on top of frames in place of inside welding.
13.16 A piece of 4mm thick machine pressed steel of width equal to width of rebate and of length 20 mm more
than the length of hinges shall be spot welded to the underside of the chowkhat for fixing of the hinges.
The frame shall be also strengthened at the corners by providing triangular sheet of thickness equal to
the thickness of the frame by means of spot welding. Whenever a metal socket of the tower bolt is to be
provided on the frames, the same shall be provided after cutting a slot in frame and welding at the back
of frame.
13.17 Bedding of steel frames shall be done in CM (1:3) unless indicated otherwise in Schedule ‘A’.
13.18 The rates for one shop coat of zinc chrome primer are deemed to be included in quoted rates for
pressed steel frames and nothing extra shall be paid on this account.
15. BARBED WIRE :- Galvanised steel barbed wire for fencing shall confirm to IS- 278-2001. The galvanised barbed
wire shall be manufactured from galvanised mild steel wire confoirming to IS-280- 2006. The barbed wire shall
consist of two line wire 2.24 mm nominal dia , one or both containing 2 mm dia barbs at 75 mm centre to centre
and weighing 97 to 106 kg per km and all as per clause 10.32 of MES schedule part- I.

16. CHAIN LINK FENCING :- Chain link fencing shall be made of galvanized wire and shall conforms to IS : 2712 –
2003, specification for galvanized steel wire chain link fencing fabric. The mesh wire and line wire of the fabric
shall be manufactured from galvanized steel wire conforming to IS: 280 – 2006 having zinc coating of type heavy
as laid down in IS : 4826 , Hot dipped galvanized coating on round steel wires or IS:12753. Electrogalvanised
coatings on round steel wires. Tensile strength of wires shall be within 400 to 500 MPa. Dia of wire and the length
of side of the mesh of chain link fence and the dia of line wire shall be as indicated. The wires shall be free from
scale, irregularities , imperfections, flaws, sand splits and other defects. Zinc coating shall be smooth even and
bright. Chain link in fencing shall be fixed to the fencing posts as indicated or directed.
19. PCC FLOORING CAST IN SITU: Refer paras 13.27 and 13.32 to 13.32.4 of MES schedule Part-I.
20. NON SKID / CERAMIC TILE FLOORING / DADO AND SKIRTING:- Refer clause 13.14 and 13.40 to
13.40.2 of MES Sch (Part-I). Size of tiles and thickness/ mix of mortar shall be as specified in respective
item of Sch ‘A’ and as directed by Engineer-in-Charge. Non skid ceramic tiles flooring conforming IS
13712 shall be with matt finish as indicated in Schedule ‘A’. These shall be hydraulically pressed, high
temperature fixed (around 1200° C) in single operation having breaking strength 350 to 400 Kg per
square metre and weighing 14 Kg/Sqm. These shall be of superior quality. Floor tiles except bath room
tiles shall be of Gde B- II a or B-II b. Bath room tiles shall be of Gde-II.
21. CHEQUERED CEMENT CONCRETE TILE FLOORING:- Material shall be as specified vide clause
13.17 of MES Sch part- I and shall confirming to IS- 13801-1981 and workmanship shall be carried out
as per clause 13.46 of MES Sch part- I
22. VITRIFIED TILES: Vitrified tile shall as per ISO-13006 and shall as per requirement of clause 13.15 of
SSR-2009, Part-I and workmanship shall be as per clause No 13.41 of SSR-2009, Part-I.
24.6.2 Paving blocks shall be laid after laying a layer of sand to the specified thickness shall be evenly spread over the
sub base. Blocks shall be laid in such manner that the same are properly interlocked and the joint between two
adjacent blocks is minimum.
24.6.3 After laying the paving blocks, 25mm thick layer of sand shall be spread over the entire area covered by paving
blocks and vibrated by using plate vibrator to fill the joints in the paving blocks. The excess sand shall be removed
using brooms.
25. ANODISED ALUMINIUM FRAME WORK (SNAP GRID) FOR FALSE CEILING :-
25.1 Material
25.1.1 Aluminium sections incorporated in frame work shall conform to IS 733, IS 737 & IS 1285.
25.1.2 The snap grid shall be fabricated as specified in BOQ.
25.2 Workmanship
25.2.1 Snap grid frame work shall be fixed to ceiling with supporting hanger consisting of 3mm dia GI wire with
necessary bolts, nuts & washers all as directed by Engineer-in-Charge.
25.2.2 The snap grid main/cross tee sections shall be supported at ends all along the wall with powder coated
GI wall angle of size 15mm x 15mm x 1.5mm or as specified in BOQ.
17.2.3 Size of snap grid shall be as specified in BOQ.
17.2.4 PVC protected sheeting shall be used to avoid scratches, damage to the frame work while fixing
to ceiling.
26.3.3 RCC roof slabs including inner sides of parapet/fascia up to top of the tiles shall be thoroughly wire
brushed, cleaned and spray evenly with hot blown bitumen grade 85/25 @ 1.2 kg per Sqm over a coat of
bitumen primer @ 0.7 Kg/Sqm before laying mud phuska.
26.3.4 Unless otherwise specified in these particular specifications, mud phuska with mud plaster and 40mm
thick brick tiles topping shall be carried out all as specified in MES Sch (Part-I). However, mud phuska
described in clause 11.26.1 of SSR (Part-I) shall also be mixed with the chopped straw not longer than
20mm at the time of preparation. The thickness of joints shall be 10mm. The tiles shall be grouted and
pointed (as work proceed) in CM (1:3) mixed with 5% crude oil by weight of cement. Ridges are will be
achieved by providing extra thickness in mud phuska. Minimum thickness of mud phuska shall be 80
mm over RCC slabs.
26.3.5 The contractor shall produce a guarantee bond on non judicial stamp paper against leakage & seepage
of roof treatment for Ten years from the certified date of completion. Any defect occurred during this
period shall be rectified by the contractor at his own cost apart from, the contractor shall produce FDR
(in favour of GE) from Scheduled Bank to an amount @ 2% of the total work done against roof treatment
items as mentioned in BOQ for Ten years against leakage & seepage of roof.
27.2 All pipes and fittings shall be coated externally and internally with a composition having tar or other similar base.
The coating material shall have good adherence and shall not scale off. In case pipes and fittings are imperfectly
coated or where the coating has not set, the coating shall be removed and the pipes and fittings re-coated.
27.3 The tolerance permissible on weight shall be (-) 10%. Pipes and fittings weighing more than the nominal weight
may be accepted without any price adjustment provided they comply in every other respect with the requirements
of the standard.
27.4 LAYING AND JOINTING OF PIPES :- Pipes shall be jointed as described in para 18.67.2,18.67.2.1, 1867.4 to
18.67.6 of MES Schedule Part-I.
27.5 Testing : Testing of pipes shall be carried out as per clause 18.79 of MES schedule part-I
27.6 CAST IRON COWLS / NAHANI TRAP / FLOOR TRAP :- Refer para 18. 24, 18.25 & 18.26 respectively of MES
Schedule Part-I.
28.2 PVC SOIL WASTE AND RAIN WATER DRAINAGE PIPES :- Refer para 18.27A, 18.27A.1 to 18.27A.4 of MES
Schedule Part-I. Unless otherwise described in BOQ, all PVC pipes shall be type ‘B’. PVC pipes shall be fixed as
specified in Para 18.67.7A, 18.67.7A.1 and 18.67.7A.1.1 to 18.67.7A.1.3 of MES Schedule Part-I.

29.2 The overlap for APP membrane shall be 75 mm on longitudinal direction and 100mm on transverse direction.
29.4 The above treatment shall be carried out as per manufacturers instructions, through approved manufacturers or
their authorized applicator only & record to that effect shall be maintained. Each stage of treatment shall be
approved by the Engineer-in-Charge in writing to ensure full-proof ness of the treatment.
Note :- The contractor shall furnish the following :-
6. Quality confirmation from the manufacturer of the product alongwith quantity supplied.
(ii) Manufacturers test certificate.
(iii) Test results of the independent laboratory. The testing charges shall be borne by the contractor.
29.5 Contractor shall submit original purchase voucher and test certificate of the manufacturer co-relating the date of
manufacture and batch number. The test certificate shall indicate softening point cold flexibility/pliability, tensile
strength and elongation. The membrane shall contain the name of manufacturer logo and sticker (which should
specify the name and the details of original product) which will be verified by the Engineer-in-Charge before
incorporation in the work. The firms imparting the membrane and re branding with their own name should invariably
intimate the name and documentary evidence of original product etc while seeking approval.
29.6 Engineer-in-Charge shall carry out independent testing of the material at one of following testing house/laboratories
having requisite testing facilities.
(a) VJTI, Matunga Mumbai
(b) Shree Ram Institute, Delhi
(c) National test house
(d) Any Govt approved lab having facility for testing APP membrane
All the expense for independent tests shall be borne by the contractor.
29.7 All water proofing work using APP membrane shall be carried out through manufacturer or their authorized
applicator of respective manufacturers only. Contractor shall produce valid certificate from respective manufacturer
regarding authentication and adequate experience of applicator. Engineer-in-Charge should verify correctness of
material, manufacturer & applicator, contractor intend to engage in the work and all such record shall be sent to GE
for prior approval.
29.8 At the junction of parapet and RCC roof, PCC benching in 1:2:4 type B1 shall be provided to drain of rain water
before laying water proofing treatment over the roof slab. The water proofing treatment shall be extended upto a
full height and width of parapet/curb wall. APP membrane shall be adequately grooved at the end into the wall for
preventing ingress of water.

29.9 The main Contractor shall give a guarantee to the Government for a period of TEN years from the date of taking
over of the completed building for the efficiency & effectiveness of the treatment carried out. The main contractor
shall furnish a written guarantee in favour of Engineer-in-Charge on a non judicial stamp paper of value Rs. 100/-
alongwith a guarantee certificate from manufacturer in favour of Garrison Engineer immediately on completion of
the work.
29.10 Guarantee Amount : For this particular contract guarantee amount calculated as applicable to individual security
deposit on the amount of water proofing treatment work done at contract rates. This amount shall be retained by
the Govt as Security Deposit for the entire guarantee period from the contractor’s dues. The amount shall be
released after successful expiry of the guarantee period. The amount so withheld shall not carry any interest. The
contractor may however, furnish a fixed deposit receipt in lieu from a Nationalized or Schedule Bank pledged in
favour of Garrison Engineer.
29.11 The Security Deposit referred to in Condition 22 of General Conditions of contract IAFW-2249 is independent of the
Guarantee amount referred herein before. Conditions 46 and 68 of the General Condition of contract (IAFW-2249)
shall be deemed to be amended to the extent mentioned above.
29.12 Should the Engineer-in-Charge at any time, during the construction or prior to the expiry of said guarantee period of
10 years, find that the buildings have been found leaking the contractor, on demand in writing from the Engineer-in-
Charge, will forthwith under take to carry out such repairs/rectification to the entire satisfaction of the Engineer-in-
Charge.
29.13 In the event of Contractor’s failure to comply with the Engineer-in-Charge directions within the stipulated period, the
work shall be carried out at the risk and cost of the contractor. The liability of the contractor under this condition
shall not, however, be extended beyond the period of 10 years from the certified date of completion, unless the
notice was served to the contractor previously to rectify such defects.
29.14 The contractor shall provide a plaster plate of requisite size in location as decided by the Engineer-in-Charge on
the wall of each of the building. The plate shall be 10mm thick in cement mortar (1:4) to indicate the details such as
water proofing treatment done vide CA No, date of expiry of guarantee period and name of contractor by engraving
and painting (black). The cost of plaster plates are included in the rate quoted for water proofing treatment work.

33.6 Each container of paint and primer shall bear the following particulars:-
(a) Manufacturer’s trade mark. (b) Reference to Indian Standard to which they comply.
(c) Name of product. (d) Date of manufacturing.
(e) Date of requirement. (f) Batch No.
(g) Storage requirement. (h) Storage life.

33.7 Each lot of paint and primer shall be checked by Engineer-in-Charge and approved by him after verifying
form invoices, package and batch No. Materials shall be incorporated in the work only after written
approval from Engineer-in-Charge.
33.8 WORKMANSHIP
33.8.1 All brushes, tools, pots, kettles etc, used in carrying out the work shall be free from foreign matter and
shall be thoroughly cleaned with hot water and solutions at the end of a day’s work or before use for a
different type of materials. No finish shall be executed until a sample of the finish to the required colour
and shade has been approved by the GE.
33.8.2 The colour shall be even shade over the whole surface. If it is patchy or otherwise bad, the work shall be
redone by the contractor at his own expense.
33.11.3 The paint shall be as per Manufacturer’s original colour as available or shade card. No mix of tint shall
be made into original shade.
33.12 GUARANTEE
33.12.1 The work of applying primer and paint shall be got carried out by the authorized team of the
manufacturer. A certificate from their authorized representative shall be obtained by the contractor to the
effect that works of painting and primer have been carried out under their strict supervision and as per
manufacturer’s instructions. The same shall be submitted by the contractor to GE. The contractor shall
also obtain a written guarantee (only applicable for exterior emulsion paint) for effectiveness of paint
against fading out, manufacturer’s instructions. The same shall be submitted by the contractor to GE.
The contractor shall also obtain a written guarantee (only applicable for exterior emulsion paint) and
warranty for effectiveness of paint against fading out, peeling off, cracking, duct / algae accumulation etc
for 5 (Five) years from the certified date of completion of entire work from the manufacturer and submit
the same to GE before completion of entire work.
33.13 SCAFFOLDING
33.13.1 The painting work shall be carried out by using proper scaffolding. No zoola is permitted for the work
under any circumstances. Suitable scaffolds shall be provided for workmen.

33.13.2 Scaffolding or staging more than 3.5 Meters above the ground or floor, swung or suspended from any
overhead support or erected with stationery support shall have a guard rail properly attached, braced
and otherwise secured at least 1 meter high above the floor or platform of such scaffolding or staging
and extending along the entire length of the outside and ends thereof with only such openings as may be
necessary for the delivery of materials. Such scaffolding or staging shall be so fastened as to pervent it
from swaying form the building or structure.
33.13.3 Every opening in the floor of a building or in a working platform be provided with suitable means to
prevent the fall of persons or materials by providing suitable fencing or railing whose minimum height
shall be 1 metre.
33.13.4 Safe means of access shall be provided to all working platforms and other working places.
33.13.5 The rates quoted are deemed to include the above provision of scaffolding and no extra will be payable
to contractor on this account. The scaffoldings shall be removed only after obtaining clearance of
Engineer-in-Charge / Garrison Engineer after considering the quality of the work undertaken on
completion of the painting.
33.16 CLEANING
33.16.1 Before commencement of painting work all doors / windows/ ventilators, Balcony railings etc shall be
covered properly for protecting from the drips of paint/ primer while paining, to the entire satisfaction of
Engineer-in-Charge. Covering shall be done with tarpaulin or ply wood. After completion, the surrounding
area, glass panes, flooring shall be cleaned and all the paint marks on it shall be removed.
33.16.2 Contractor’s quoted rates shall to deemed included for the above said provision and nothing extra shall
be admissible on this account.

40. PAINTING
40.1 GENERAL
40.1.1 Paint shall be synthetic enamel paint of Ist quality and not inferior to that specified in the IS and procured from any
one of the manufacturer given below: -
(a) Jenson & Nicholson BOROLAC
(b) Shalimar SUPERLAC
(c) Berger LUXOL
(d) Goodlass Nerolac NEROLAC
(e) Asian paints APCOLITE
40.1.2 Paint for priming coat, under coat and finishing coat shall be of the same manufacturer.
40.1.3 Where the tint of paints is not indicated, it shall be approved by the GE.
40.1.4 All surfaces to be treated shall be suitably prepared before applying priming coat as specified in the MES
Schedule.
40.1.5 The contractor shall, if so required by the GE produce certificates from the manufacturers or their representative to
establish that the brands of paints used by him are as per specifications or superior thereto.
40.1.6 Priming coat on a prepared surface shall be applied only after the surface has been passed by the Engineer-in-
Charge and marked as such.
40.1.7 Pink primer shall be used in wood work
41.12 LOOKING MIRROR: Refer para 18.38 of MES Schedule (Part-I). Looking mirror shall be fixed as specified in para
18.91 of MES Schedule (Part-I).
41.13 GENERAL: Surface imperfections such as holes, dents, cracks are to be filled only be using mixture of
white cement and fine sand (in the ratio 1:3).

42 ELECTRIFICATION WORKS
42.1 GENERAL
42.1.1 The installation shall strictly comply with the provisions contained in the latest edition of the Indian
Electricity Act and the rules framed there under as applicable to these works except where such
regulations and rules are modified by these specifications
42.1.2 Chases/holes etc, shall be made in concrete, brick works, stone masonry, floors and in any other situation
for carrying out various items of works as required or as directed by the Engineer-in-Charge
42.1.3 Due regard shall be given to the doors and windows while mounting in switch boxes, marking runs of cable
and position of control switches/ socket out let point/ fittings etc..
42.1.4 All electrical works shall be executed by skilled and licensed workmen only. Contractor on demand by the
Engineer-in-Charge shall produce such evidence of qualification of his workmen/supervisor either at the
commencement of work or any time during the contract period.
42.1.5 The height and location of switches and other fittings shall be all as directed by Engineer-in-Charge
42.1.6 Particular attention is drawn to the neatness in appearance which is to be achieved by judicious planning
of the run of the cables, location of light fittings, switches, main switches etc and to the reinstatement of
any surface/frame work, painting etc damaged in the process of execution of work.
42.1.7 All LED batten fittings shall be with minimum Lumen output of 100 lumens per watt with life of 50,000
burning hours and power factor not be less than 0.95
Note --Screw for all situations shall be mild steel chromium plated except for proprietary/ branded articles
which shall be as supplied by the manufacturer along with the article.

42.4 CIRCUITS
42.4.1 Each circuit shall have its separate neutral conductor originating from neutral bus bar in DBs.
42.4.2 IS-732 provides that in a lighting circuit not more than 10 points shall be connected and maximum load
shall be 800 watts. Similarly two power lugs may be connected to one circuit with a maximum load of 2 Kw
and power and light sub-circuits should be separate.
42.4.3 (a) All circuits and sub-circuits shall be designed by making a provision of 20 percent increase in load due
to any future modification.
(b) Not more than 8 light/fan points (etc) shall be connected to one circuit within the maximum load ceiling.
This will allow scope of extension without overloading and piecemeal changes. The incoming MCB should
be a closely graduated one instead of indiscriminately putting a 6 Amps SP MCB in a lighting circuit. A
spare way shall be kept in the DB to cater for extension.
(c) The power circuits with 2 normal power plugs be controlled by a 10 Amps SP MCB, thereby limiting the
load to 2 kw approximately.
(d) In case of equipment like geyser, air-conditioners, water coolers etc only one power plug shall be
connected to the circuit and protected by a suitable graded MCB.
(e) Lights and fans may be wired on a common circuit. In installations requiring the use of group control for
switching operations, circuits for socket-outlets shall be kept separate from lights and fans. Even these
may be wired to separate circuits if further separate group control is required on ground.
42.4.4 Cable markers/identification sleeves shall be provided in DBs to identify the cable leading to a particular
circuit to avoid trial and error method for circuit identification during fault rectification. Proper colour code
shall be followed so that phase, neutral and earth conductors can easily be identified.
42.4.5 In case of single phase circuits, it shall be ensured that the phase conductor is taken on the single pole
switches so that with switches in ‘OFF’ position there should be no live conductor at the outlet controlled
by that switch.
42.4.6 Power circuit and lighting circuit which have three pin type socket outlets shall have a separate earth wire
for each circuit brought up to the earth terminals on the control boards from where the circuit originate.
42.4.7 Sub bus bar chambers shall be connected with two distinct cables with lugs and nuts/bolts.
42.4.8 All circuits shall be planned in advance and got approved from the Engineer-in- Charge before execution
and fixing the controls and fittings.
42.4.9 PVC insulated copper conductor cable as mentioned in Schedule shall be run in the conduit as continuous
earthing and connected to all light fittings, ceiling fans, sockets points and regulators. The cost of the same
shall be deemed to be included in the unit rates of point wiring.

42.8 EARTHING
42.8.1 Earth work for earthing shall be deemed to be in any type of soil and shall be passed by Engineer-in-
Charge. The contractor shall then execute earthing in the presence of Engineer-in-Charge. Charcoal dust
or coke/breeze filling shall be done in layers not exceeding 150mm thick and shall be properly rammed.
Surplus spoil shall be removed from site and site left neat and clean.
42.8.2 Portion of earth wire between main switch and floors shall be enclosed in 15mm bore mild steel light grade
galvanized pipe fixed to the walls with saddles, screws, plug etc.
42.8.3 Earthing plate shall be galvanized iron as per MES Schedule Part-I. The earthing shall be at least 3 meters away
from the nearest foundations. No extra payment shall be made to the contractor, if greater depth of pit is to be made
and consequently extra length of earth wire is required to be provided to obtain the test results as defined in MES
Schedule Part-I. The cost of supplying, laying, connecting, main earthing lead of galvanized iron 4mm dia, from
earth plate to main switch shall be deemed to be included in the unit rates earthing.
42.8.4 One end of earth wire to be properly fixed to earth plate, with 3 Nos GI bolts and nuts, check nuts and washers of
10mm dia, spaced not less than 50mm center to center. The other end shall be fixed to earth connection on the main
switch with proper size of thimbles, bolts and nuts.
42.8.5 All distribution boards, iron clad, switches and other mental boards shall be provided with loop earthing.
42.8.6 Rates of earthing in schedule ‘A’ shall be deemed to be include for excavation and earth work, earth plates, GI wire,
CI covers and frame, GI funnel, GI pipes, charcoal, coke breeze, PCC 1:3:6 (type C-2 using 40mm graded stone
aggregate) chamber and bolts, nuts etc as required complete.
42.9.2 LAYING AND JOINTING OF CABLE :- Refer paras 19.92, 19.92.1, 19.92.5 & 19.92.6 of MES Schedule Part-I as
applicable.

42.9.3 TESTING OF CABLES :- Refer paras 19.93 of MES Schedule Part-I as applicable. The contractor shall
submit original test certificate of the cable along with purchase vouchers to the GE.
42.10 TESTING
42.10.1 All electrical work shall be tested as specified in MES Schedule Part-I in paras 19.2.5 and 19.146 to
19.146.3 to the satisfaction of the Engineer-in-Charge.
42.10.2 The results of the tests shall be recorded in triplicate and signed by both the contractor’s representative
and the Engineer-in-Charge. Work not conforming to the requirement shall be rejected and shall be
redone/rectified as directed by the Engineer-in-Charge at the contractor’s expenses.
42.10.3 Working test : The circuit shall be tested switching on the supply for checking the actual working of the
installation. Any switches, sockets outlets, lamp holder, main switches fuse carrier etc. Not found in
working condition shall be rectified/replaced by the contractor at no extra cost to Govt.
42.10.4 Electric supply required for testing shall be issued free of cost. However recovery for electric supply
required by the contractor for other purposes, shall be affected from contractor’s dues as specified
Particular Specifications Sec-I.
43 CABLES
43.1 HT Cable shall be as specified in respective items of BOQ and conforming to IS
43.2 LT cable shall be PVC insulated heavy duty multi-stranded armoured and PVC sheathed as specified in respective
item of BOQ and conforming to IS.
43.3 LAYING AND JOINTING OF CABLES
43.4 The cable shall be laid and jointed as specified in MES Schedule (Part-I), IS-1055 and in accordance with the
instruction furnished by the cable manufacturers and as specified here-in-after.
43.5 The cable shall be laid as per Para 19.75 and 19.76 of MES Schedule (Part-I).
43.6 The sand for the purpose of cushioning and cover shall be fine tibba sand and shall be provided as per Para 19.75 of
SSR Part-I and as approved by GE.
43.7 Cable should be covered with sub class ‘B’ bricks having compressive strength not less than 75 Kg/Cm2 laid flat and
length of bricks across the length of cable as directed by the Engineer-in-Charge.
43.8 The dimension and nominal sizes of bricks shall be within the range as given below:-
Length : From 22 cm to 24 cm
Breadth : From 10 cm to 12 cm
Depth/Thickness : From 6.5 cm to 8.0 cm
43.8.1 After the layer of brick cover is laid the remaining trench shall be filled with excavated earth all as specified in item of
BOQ.
43.9 The cables shall be snaked at all joints and junction boxes. Snaking shall be as directed by the Engineer-in-Charge.
Extra length on account of snaking will also be measured under respective items of BOQ. The quantity payable
under BOQ items shall be the length of cable laid including the length in snaking and no price adjustment shall be
made for variation in quantities of connected (allied) items like sand cushion, sand cover and pre cast cable
protection cover.
43.10 Where the cables run vertically, they shall be firmly fixed with flat iron clamps as directed by the Engineer-in-Charge
at one metre centre to centre along the supports.
43.11 Where the cable has to cross a road, it shall cross on a skew to reduce the angle or bend as the cable enters and
leaves the road crossing, GI pipe light grade of size as described in BOQ shall be burried 1 metre below the road
surface for drawing of cable. The ends of the pipe shall be plugged with bituminous compound so as to prevent entry
of waste material.
43.12 JOINTING OF CABLES : The jointing of LT cables shall be done all as per Para 19.85, 19.85.1 of MES Schedule
Part-I. Cost of jointing is included in the respective item of BOQ and no extra cost on account of jointing to LT cable
shall be payable separately.

46. MCBs: MCBs shall have silver tungsten contact clamp connections suitable for flush and surface
mounting and shall be capable or being fixed directly on bus bars. MCB shall conform to IS-8828. The
breaking mechanism shall embody both thermal over load and magnetic short circuit tripping devices
having rupturing capacity 3 KVA minimum.
47 MCCBs The MCCBs shall have current rating as described BOQ with provisions of variable current rating
range. Terminal shall have suitable dimensions to accept cable lugs for various sizes of cables being
provided. The connections to MCCBs shall be with cable lugs cost of which deemed to be included in the
quoted rates. The operation mechanism shall be quick make & quick break & trip free and shall be
provided with over loaded earth fault release and original certificates from the manufacturers are to be
submitted to the Engineer-in-Charge.

48 SUBMERSIBLE CABLES
48.1 Submersible cable shall be as mentioned in BOQ and shall be laid/fixed and strictly in accordance as specified in
relevant clause of SSR Part-I & relevant IS. The cable shall be tested before laying and also after laying & jointing, as
specified in SSR Part-I & IS. All the expenses incurred on tests shall be borne by the contractor without any extra
cost the Government. If the results of tests are not found satisfactory, the contractor shall at his own expense,
replace the defective cable as directed by the Engineer-in-Charge. The decision of the Accepting Officer shall be
final, conclusive and binding.

NOTES
1 Sources of materials shall be as given in Srl No. 1 to 4 above or in the vicinity thereof. The tenderer shall ascertain
the actual position/exact location of source before submitting his tender and no additional payment shall be made on
account of misunderstanding or its distance from site of works.
2 The tenderer shall amongst other things also ascertain all information such as royalties, taxes, duties and other
charges etc, on the materials and no additional payment shall be made on account of the foregoing.
3 However, if due to any ban imposed by the state Govt authority on obtaining the materials from the sources specified
above and/or specified materials is not available at the sources mentioned above, these materials conforming to
specifications as given in particular specifications will be procured from any other place/source after getting the same
approved from GE in writing and without any extra cost to Govt.

(b) Recovery of charges for testing of materials where applicable as clarified in these tender documents shall be made from the contractor at
the rates mentioned here-in-above and here-in-after.
(c) In case the contractor does not carry out the requisite Nos. of tests or does not carry out certain tests and such work, if accepted by GE on
the request of the contractor, recovery of testing charges shall be made at 1.5 times of the charges mentioned above.
(d) It may be possible that the contractor has to spent/pay more charges for tests than the charges specified above but no claim whatsoever
shall be entertained on this account.
(e) IS referred in this appendix, if found any variance due to any reasons, IS as applicable be considered and no claim/compensation on this
account will be entertained. Decision of the GE on this account shall be final, conclusive and binding.
(f) Latest revisions and number of IS upto the date of receipt of tender will be applicable.
(g) For the tests specified to be carried out in the site lab, the contractor at his option shall be permitted to set up a site laboratory at his own
cost. All the equipments for testing will be provided by the contractor all as directed by the GE at the commencement of work itself. Where the
contractor is not willing to establish his site lab, the tests to be carried out in the site lab. shall be got tested by the contractor in the site lab. if
established by the deptt. (if exists) or in the zonal lab or any other approved govt. lab as approved/directed by the GE.
(h) The tests to be carried out in the site lab established by the contractor shall be got done in presence of the Engr-in-Charge/GE.
(j) The tests to be carried out in zonal lab, national test hence, SEMT WING PUNE & Engineering college may be got done in any other govt.
lab. approved by GE under the arrangements of the contractor.

(k) The recovery of testing charges as mentioned above in this appendix for the tests carried out in site lab. established by the deptt./zonal
lab, SEMT WING PUNE shall only be made. However for all type of the tests which are not carried out by the contractor, the recovery shall be
made all as specified in Srl Note (c) here-in-above.
(l) A percentage/selective checks as desired by the GE may be got done independently in the zonal lab/govt. approved laboratory, the
expenditure for such tests shall be borne by the deptt. However, the cost of materials & transportation charges shall be borne by the contractor.
In case the test results are found at variance from the test results obtained from testing carried out by the contractor, then the results obtained
from the zonal lab/govt approved laboratory shall be final & binding. Further if the test results of the above mentioned independent testing are not
within the tolerance limits specified in IS/in these tender documents, the cost of above independent testing shall be recovered from the
contractor.
(m) The in-applicable contents given in this appendix for the materials not required in the subject work & for works not covered in this contract
shall be deemed to be deleted in to-to.
(n) Where provision for issue of water by deptt. exists in these tender documents, the tests mentioned for water need not to be carried out
and accordingly no recovery on account of the same shall be made.
