1. PURPOSE
This “Method Statement” specifies the detailed requirements and procedures for Design,
Installation, Pre-commissioning, Commissioning, Testing, and Operation of ‘Natural Gas
System-Gas in Building’ for PEARL BAY MIX DEVELOPMENT PROJECT, CITY OF LIGHTS SECTOR
RT 3 , PLOT NO. C13 AL-REEM ISLAND, ABU DHABI UAE. It also provides and maintains
effective quality procedure in compliance with project standards and specifications at all
stages to ensure that occupiers and users of the premises enjoy clean, safe and efficient
services. Total diversified gas flow rate of the project calculated as per M/s ADNOC Guideline
and standards is stated below:

2. SCOPE OF SERVICES:
Arabian Unigaz LLC will provide all management, supervision, labors, equipment, vehicles,
pipes, fittings, and accessories (valves, instruments, etc.) as per approved drawings to the
mentioned project.

The scope of Services consists of the following:

a) Arranging Detailed Design Package for authority approval (ADNOC Distribution).


b) ADNOC Distribution NOC on Detail Design Package of ‘Natural Gas System- Gas in
Building’
c) Procuring material as per ADNOC Distribution NOC procedures and list of material
in the approved detailed design package by ADNOC Distribution.
d) Installation of the complete ‘Natural Gas System- Gas in Building’ as per the
approved Design.
e) Coordinate with other services involved in the project.
f) Testing and commissioning of the complete ‘Natural Gas System - Gas in Building’.
g) Handing over ‘Natural Gas System - Gas in Building’ to ADNOC Distribution.

b. PROJECT ENGINEER

1. Reviews the Method Statement before starting the work, explains the same to the
subordinates and prepare program for the daily job. Aware of all code of practices,
standards & specifications and HSER plan and to appreciate the workforce to perform
a time bound and quality job.
2. He shall originate ITR for completed installation works and companies QA/QC Engineer
during inspection.

c. SAFETY ENGINEER

1. Quality and HSE Activities.


2. Implementation of Quality and HSE procedures and forms.
3. Conducting weekly HSE meetings.
4. Participation in the Safety and Quality audits.
5. Ensure safety and health hazards are corrected, eliminated or guarded. Conducting
Safety Training/Awareness program as per Training calendar to all categories of site
employees.
6. Execution of project as per ADNOC Distribution Standards / Guidelines.
7. Risk assessment, Successful implementation of Job HSE plan, formulating method
statement, Hazard identification and onsite implementation of safety controls ensured
the working environment to reach the highest safety standard.
8. Provides appropriate safety and health, accident prevention, and investigation training
for supervisors and workers.

d. QA/QC ENGINEER

1. He shall ensure all inspections are conducted as per the contract specifications, PQP &
ITP's. To ensure all inspections, proper tools & tackles and manpower are used at all
stages of work. To ensure all current issues of procedures, approved material and shop
drawings and standards are available at point of use. He should also ensure the works
complies with the contract requirements / approved shop drawings. He shall be
responsible for the total quality control for installation work. He shall liaise with
company for inspection of installation works.
2. Inspect of any damage during shipping handling & storage.
3. Monitor the quality work & insure that fulfillment of specified requirement and that all
quality records related to work are completed.
4. Ensure the work is completed as per quality requirements. Main contractor shall inspect
the same work prior to initiative inspection & test request for ITR for company approval.
5. Maintain Comprehensive inspection and test records for any further documentation.

6. Ensure that any minor deviation approved by company from the approved shop
drawing shall reflect on the as-built drawings and signed by the contractor and
company.
7. All Materials, Equipment & Work shall meet or exceed all applicable federal, state or
local requirements & confirms to codes & ordinances having jurisdiction.

e. Mechanical Site Engineer

1. Ensure all safety equipment, proper tools & tackles are available at the point of use.
Aware of all procedures, work method/instructions, quality requirement for the timely
completion of the job and explains to the task force for execution of job.
2. He shall execute all activities as per the contract requirements, applicable code of
practice and approved shop drawings

5. PROCEDURES:
5.1 Pre-Installation Procedures:

 Prior to commencement of any works, ADNOC Distribution Detailed Design NOC shall
be obtained to start Gas system construction.
 The Site shall be inspected to confirm the area is ready to commence the works.
 Check that the materials are correct and carry the appropriate identifications as per
the approved drawings and comply with the standards of the contract (not damaged,
approved material, etc...)
 Ensure all the required materials are on site to carry out the work (Including
consumables etc...)
 P.R.M.S and accessories such as Gas Meter, Manual Valves, Solenoid Valves, Pressure
Regulators, and Test Points should be assembled in the workshop prior shifting to site.
 Ensure the works will be carried out as per the latest APPROVED shop drawings and all
site personnel are working using the same drawings.
 Ensure the area is safe to carry out the works.

5.2 Painting Procedures:

5.2.1 Equipment:

All tools, brushes, rollers, spray Guns, etc required to be used in the painting process shall
be suitable for the work and all in good order.

5.2.2 Surface Preparation:

In order to achieve the maximum durability, manual or hand tool cleaning method of
surface preparation as per SSPC-SP2 shall be followed. Hand tool cleaning normally
consists of the following:

a. Hand de-scaling and/ or hammering


b. Hand scraping
c. Hand wire brushing
d. Cleaning power tool.

Rust, mill scale spatters, old coatings and other foreign matter, shall be removed by
hammering, scrapping tools, emery paper cleaning, wire brushing or combination of

the above methods. On completion of cleaning, loose material shall be removed from
the surface by clean rags and the surface shall be brushed, swept, dusted and blow off
with compressed air/steam to remove all loose matter. Solvent cleaning to be done as
per SSPC-SP 1, to remove oil, grease, other contaminants which will affect the
adhesion of paint. Finally the surface may be washed with water and dried for
effective cleaning. Adhesion of the paint film to surface depends largely on the degree
of cleanliness of the metal surface. Proper surface preparation contributes more to
the success of the paint protective system.

5.2.3 Coating:

The function of pipe coatings is to control corrosion by isolating the surface of the pipe
from the environment.

External coatings, whether factory applied or field applied, must include the following
characteristics:

• Effective electrical insulator


• Effective moisture barrier
• Good adhesion to pipe surface
• Ability to resist damage
• Ease of repair

Pipes and fittings should have the required internal and external coating applied at the
manufacturer’s works.
Factory applied coatings should have electrical and mechanical characteristics that
provide long term protection to the pipe line from the harsh environment that they
operate in.
Coating should be applied to a blast cleaned dry pipe surface at Manufacturing facility.

Coating layer with DFT details as per BS EN ISO 12944 in accordance with ADNOC
Distribution Guidelines:

1. First Coat: Primer 75 micron


2. Second Coat: Yellow Enamel 125 micron
3. Third Coat : Yellow Enamel 100 micron

 Surface shall not be coated in rain, wind or in environment where an injurious


airborne element exists.
 To the maximum extent practicable, each coat of material shall be applied as a
continuous film uniform thickness free of probes.

 Any spots or areas missed in application shall be recoated and permitted to dry before
the next coat is applied.
 Applied paint should have the desired wet film thickness.
 Each coat shall be in proper state of cure or dryness before the application of
succeeding coat.
 Material shall be considered dry for recoating when an additional coat can be applied
without the development of any detrimental film irregularities, such as lifting or loss
of adhesion of the under coat.
 Manufacturer instruction shall be followed for inter coat interval.
 Roll/Brush application of paint shall be in accordance with the following:

a. Rolls/Brushes shall be of a style and quality that will enable proper application of
paint.
b. Paint shall be applied into all corners.
c. Any runs or slags shall be brushed out.
d. There shall be a minimum of roll/brush marks left in the applied paint.

5.2.4 Drying of coated surfaces:

 No coat shall be applied until the preceding coat dries off completely. The material
shall be considered dry for re-coating when another coat can be applied without
the development of any film irregularities such as lifting or loss of adhesion of
undercoats. Drying time of the applied coat should not exceed maximum specified
for it as a first coat; if it exceeds the paint material has possibly deteriorated or
mixing is faulty.

 No paint shall be force dried under conditions, which will cause cracking, wrinkling,
blistering formation of pores, or detrimentally affect the conditions of the paint.

 No drier shall be added to paint on the job unless specifically called for in the
manufacturer’s specification for the paint.

 Paint shall be protected from rain, condensation, contamination and freezing until
dry to the fullest extent practicable.

5.2.5 Surfaces not to be painted:

The following are not to be painted and must be protected from painting:

5.2.6 Identification and Labeling

 All the pipe shall be identified and labeled after the painting; Flow direction &
adhesive decals with “NATURAL GAS” in Arabic & English at regular intervals as
per ADNOC Distribution requirement.
 Refer W-QD-Z9-00432-01-0, Para 4.16.3; add “A diagram depicting the pipe
work layout including emergency isolation valves must be provided for posting
at the primary meter set.”
 An isolation valve will be installed in each dropper just upstream of its entry in
to the open to sky duct and such valve shall be clearly tagged as “Gas Valve”.
 A control valve followed by regulator shall be installed in the individual unit as
near as possible and such valves shall be tagged as “Emergency Control Valve”.
 Marker Post/ Plate/ pin to be used to identify the HDPE piping.

5.3 Expansion loop/bellows Installation Procedures:

5.3.1 STORAGE:

1. Store expansion joints in a dry/cool location such as a warehouse.


2. Store flange face down on a pallet or wooden platform.
3. Do not store other heavy items on top of expansion joint
4. Ten-year shelf life can be expected with ideal conditions.

5.3.2 HANDLING:

Do not lift with ropes or bars through the bolt holes. If lifting through the bore, use padding
or a saddle to distribute the weight. Do not let expansion joints sit vertically on the edges of
the flanges for any period of time. Do not lift on the shipping restraints.

Make sure the expansion joint rating for temperature, pressure, movements, and selection of
materials match the system requirements. Contact the manufacturer if the system
requirements exceed those of the expansion joint selected.

5.3.4 ALIGNMENT:

Expansion joints are not designed to make up for piping misalignment errors. Check with the
manufacturer if piping misalignment is present.

5.3.5 ANCHORING:

The main function of expansion joints is to compensate for axial pipe thermal expansion.
Expansion joints must have the protection of adequate anchoring against the internal and
thrust pressures of the media to prevent damage. Anchoring must be installed as close to the
downstream end of the expansion joint as possible, with the originating equipment serving as
the opposite anchor. Anchors must prevent pipe movement in any direction.
Anchors are required whenever a piping system changes direction. Expansion joints should be
located as close as possible to anchor points. For additional expansion joint protection, it is
recommended that control rods be installed on the expansion joint to prevent excessive
movements from occurring due to pressure thrust of the line.

5.3.6 GUIDES:

Expansion joints must be properly guided and anchored

5.3.7 PIPE SUPPORT:

Piping must be supported so expansion joints do not carry any pipe weight. Pipe Support
details (Refer 4.15 & 4.16 of W W-QD-Z9-00432-01-0 Rev. 1)

5.3.8 MATING FLANGES:

Install the expansion joint flange against the mating pipe flanges and install bolts so that the
bolt head is against the expansion joint flange. Bolts should be installed from the bellows side
(so that the bolt heads are adjacent to the bellows) to insure that the bolts do not interfere
with the bellows during periods of compression.

5.3.9 BOLT TORQUE:

Tighten bolts in stages by alternating around the flange. Never tighten an expansion joint to
the point that there is metal-to-metal contact between the expansion joint flange and the
mating flange.

5.3.10 SHIPPING RESTRAINTS:

The expansion and compression movements are preset at the factory. The shipping restraints
protect the expansion joint in its neutral position prior to installation.

5.4 Piping Installation Preparation

a) Ream pipe and tube ends.


b) Remove weld splatters, scale and dirt on inside and outside before assembly.

Installation

a) Route piping in orderly manner, conserving building space and without interference
with other systems.
b) Install piping to allow for expansion and contraction without stressing pipe joints or
connected equipment as shown in the drawing.
c) Install exposed piping parallel or at right angles to the building walls, except where
otherwise shown on the Contract drawings.
d) Protective sleeve shall be used if piping pass through any building wall and annular
space between wall & the sleeve shall be sealed with a fire resistant material.
e) Any section of pipe work passing above false ceiling or confined space shall be in clear
PVC.
f) Where changes in the pipe size occur, install factory made concentric reducer.
g) Where changes in pipe size direction occur, install factory manufactured fittings,
bending and forming of piping strictly prohibited.
h) Provide adequate clearance o for installation of fittings and access to valves and
fittings.
i) Minimum clearance of 400mm and 250mm must be maintained between the below
ground pipe work and electrical cables and other utilities respectively. Where this
minimum clearance cannot be maintained, protective plates should be installed
between the PE pipe & the utilities; in line with ADNOC distribution guidelines.
j) Provide access doors where valves and other piping are located with distance not less
than 30cm, all around.

5.4.1 PE Installation (Fusion Procedure)

5.4.1.1 PREPARE THE TOOL

 Attach the correctly sized socket fusion faces for the pipe size being fused to the
heating tool. The faces shall be tight against the tool to ensure a good heat transfer.
Socket faces should be in good condition with little or no loss of non-stick coating.
Faces which are in question shall be replaced before proceeding.

 Attach the heating tool to an adequate power supply and allow sufficient time for the
tool and fusion faces to come up to a desired surface temperature.

 Electro fusion joints shall be completed using barcode reader equipped,


computerized, fully automatic equipment.

Note:
1. Use a power supply not in use with other tools.
2. Loose socket faces impair heat transfer.

5.4.1.2 CLEAN THE SOCKET FACES AND CHECK TEMPERATURE

 All heater faces have a thin layer of non-stick coating that is easily scratched or
scraped off. This coating prevents melted PE from adhering firmly to the heater faces
and must be kept clean of plastic residue.

 Metal tools should NEVER be used to clean the heater faces. They will scratch and
remove the coating.

 Clean, dry, lint-free, non-abrasive cotton rags are recommended for cleaning. All-
cotton rags are recommended because rags containing a substantial amount of
synthetic fibers may melt and char against the heater surface.

 If the non-stick coating becomes worn or scratched, the heating faces must be
recoated.

5.4.1.3 PREPARE PIPE END AND FITTINGS

 Using a tubing cutter; squarely cut of the damaged or oval ends of the pipe.

 Fitting and pipe surfaces shall be clean and dry; wipe with a cloth, do not touch with
your hands.

 Inspect each and every fitting for out-of-roundness or damage and wipe clean. Check
inside pipe for contaminants or obstructions.

 Do NOT use flattened, damaged or out-of-round pipe.

 Pipe and fittings shall not be used if an interference fit is not evident.

 A chamfering tool may be used to remove the sharp corner at the pipe end on the
outside surface of pipe. Remove burrs and chips inside the pipe end.

HDPE to Carbon Steel Transition Fitting Shall be used from underground pipes to aboveground
conversion.

5.4.1.4 USE THE PROPER DEPTH GAUGE AND COLD RING

 After the pipe end and fitting sockets have been cleaned and inspected, prepare the
pipe for correct penetration into the socket.

 Clamp the correctly sized cold ring around the pipe, adjacent to the depth gauge.
Place the depth gauge down flush on the end of the pipe.

 Using the depth gauge/cold ring combination assures that the heated pipe and fitting
will join at the proper depth, prohibiting the pipe from either penetrating too far into
the fitting, creating a flow restriction, or failing to penetrate the fitting deeply enough
for adequate joint strength. The cold ring also helps keep the pipe round while it is
being heated.

PIPE END AND FITTINGS ARE NOW READY FOR HEATING.

5.4.1.5 HEATING THE PIPE AND FITTING SIMULTANEOUSLY

 Grip the pipe behind the cold ring.


 The socket faces of the heating tool shall be at desired surface temperature and clean.
 First, firmly seat the socket fitting on the male face of the heating tool.
 Then place the female face on the end of the pipe firmly against the cold ring clamp.

 Too much pressure against the socket face plate will cause a rollback of the fitting
edge, shortening the actual socket depth and creating a gap when the pipe and
fitting are joined.

5.4.1.6 PIPE AND FITTING ARE PROPERLY FUSED

 When the heating cycle is complete, remove the pipe and fitting from the fusion faces
with a quick snap action.
 Quickly inspect the heated parts to ensure all interfacing surfaces have been melted. If
the melt is not complete, stop. Do not attempt to assemble pipe and fitting. Cut off
the melted pipe end, use a new fitting, and repeat fusion steps 3 through 6.
 Melt from the fusion process shall not extrude beyond the confines of the fittings.
 Within 3 seconds after removing the pipe and fitting from the fusion faces, firmly push
the melted fitting squarely onto the pipe until it makes firm contact with the cold ring.
 DO NOT TWIST.
 Wait an additional 10 minutes to complete the cooling before the pipe joint is tested
or stressed during burial.

CLEAN FUSION SOCKET OFF IMMEDIATELY AFTER EVERY FUSION.


ALL VISIBLE MATERIAL MUST BE REMOVED.

5.4.2 Brazing Procedure (Copper Pipe)

5.4.2.1 Ensure good fit and proper clearances.

Brazing uses capillary action to distribute molten filler metal between the surfaces
of the base metals. So when you're brazing, maintain a clearance between the base
metals to allow capillary action to work most effectively. In almost all cases, this
means a close clearance. Optimal clearance or joint gap for most filler metals is
0.0015 inch, but typical clearances range from 0.001 to 0.005 in.

In everyday brazing, clearances don't have to be overly precise to obtain a


sufficiently strong joint. Capillary action operates over a range of clearances, so you
have a certain amount of leeway. In everyday shop practice, an easy slip fit typically
will produce an adequate brazed joint between two tubular parts. Keep in mind that
generally, as the clearance increases, joint strength decreases. Capillary action stops
around 0.012 in. If you're joining two flat parts, you can rest one on top of the other.
The metal-to-metal contact is all the clearance you'll usually need, because the
average mill finish of metals provides enough surface roughness to create capillary

paths for the flow of molten filler metal. Highly polished surfaces, on the other hand,
tend to restrict filler metal flow.

When you're planning your joint clearances, remember that brazed joints are made
at brazing temperatures, not at room temperature. Take into account the coefficient
of thermal expansion of the metals being joined, particularly with tubular assemblies
in which dissimilar metals are joined.

How much allowance you should make for expansion and contraction depends on
the nature and sizes of the metals being joined and the configuration of the joint.
Although many variables are involved in pinpointing exact clearance tolerances for
each situation, keep in mind this principle: Different metals expand at different rates
when heated

5.4.2.2 Clean the metals

Capillary action works properly only with clean metal surfaces. If they're coated with
oil, grease, rust, scale, or dirt, you must remove these contaminants or they'll form a
barrier between the base metal surfaces and the brazing materials.
Cleaning metal parts seldom is complicated, but you have to do it in the right
sequence. Oil and grease should be removed first, because an acid pickle solution
aimed to remove rust and scale won't work on a greasy surface. Start by getting rid
of oil and grease. In most cases you can do this either by dipping the parts into a
suitable degreasing solvent, by vapor degreasing, or by alkaline or aqueous cleaning.
If the metal surfaces are coated with oxide or scale, you can remove those
contaminants chemically or mechanically. For chemical removal, use an acid pickle
treatment. Make sure that the chemicals are compatible with the base metals being
cleaned and that no acid traces remain in crevices or blind holes. Mechanical
removal calls for abrasive cleaning.
Particularly in repair brazing, where parts may be very dirty or heavily rusted, you
can speed the cleaning process by using an emery cloth, grinding wheel, or file or
grit blast, followed by a rinsing operation. Once the parts are thoroughly clean, flux
and braze them as soon as possible to reduce the chance for recontamination of
surfaces by factory dust or body oils deposited through handling.
Note that certain cleaning mediums will leave a residue and embed in the surface,
making it unwettable.
Brazing shall be as per approved WPS which as per ASME Sec IX.

5.4.2.3 Flux the parts.

Flux is a chemical compound applied to the joint surfaces before brazing. Its use,
with a few exceptions, is essential in the atmospheric brazing process. This is
because heating a metal surface accelerates oxide formation, the result of a
chemical reaction between the hot metal and oxygen in the air. If you don't prevent
these oxides from forming, they'll inhibit the brazing filler metal from wetting and
bonding to the surfaces.
A coating of flux on the joint area shields the surfaces from the air, preventing oxide
formation. It also dissolves and absorbs any oxides that form during heating or that
was not removed completely in the cleaning process.
You can apply flux in any way to the joint as long as you cover the joint surfaces
completely. Flux conventionally is made in a paste, so it's usually most convenient to
brush it on. But as production quantities increase, it may be more efficient to apply
the flux by dipping: dispensing a premeasured deposit of high-viscosity flux from an
applicator gun.
Typically, you apply flux just before brazing if possible so it has the least amount of
time to dry out and flake off or get knocked off the parts in handling. Choose a flux
that's formulated for the specific metals, temperatures, and conditions of your
brazing application.

5.4.2.4 Assemble for brazing.

Once your parts are cleaned and fluxed, hold them in position for brazing. Be sure
they remain in correct alignment during the heating and cooling cycles so that
capillary action can do its job. If the shape and weight of the parts permit, the
simplest way to hold them together is by gravity.
You also can aid gravity by adding extra weight as long as you don't add too much. If
you add too much weight, your clearances may not be maintained, and the brazing
filler metal may be forced out of the joint area. Also remember that adding weight
to the parts increases their mass, and that will increase the time required to raise
the parts to the brazing temperature.

5.4.2.5 Braze the assembly.

The actual brazing involves heating the assembly to brazing temperature and
flowing the filler metal through the joint. Be sure when you're heating an assembly
to brazing temperature that you don't heat it to the base materials' melting point.

First, the heating process: In brazing, apply heat broadly to the base metals. If you're
brazing a small assembly, you may heat the entire assembly to the flow point of the

brazing filler metal. If you're brazing a large assembly, heat a broad area around the
joint. A hand-held torch most commonly is used to braze a single assembly. A variety
of fuels—natural gas, acetylene, propane, propylene—can be combusted with either
oxygen or air. Keep in mind that both metals in the assembly should be heated as
uniformly as possible so they reach brazing temperature at the same time. Keep the
torch moving at all times, and do not heat the braze area directly.

prevent uneven heating, watch the flux. If its appearance changes uniformly, the
parts are being heated evenly.
Once you've heated the assembly to brazing temperature, you're ready to deposit
the filler metal. In manual brazing, carefully hold the rod or wire against the joint
area. The heated assembly will melt off a portion of the filler metal, which will be
drawn instantly by capillary action throughout the entire joint area. You may want
to add some flux to the end of the filler metal rod—about 2 to 3 inches—to improve
the flow. You can add flux either by brushing it on or dipping the rod in flux. On
larger parts that require longer heating time, or if the flux has become saturated
with oxide, adding fresh flux on the filler metal will help improve the flow and
penetration of the filler metal into the joint area.

Be cautious: Molten brazing filler metal tends to flow toward areas of higher
temperature. In the heated assembly, the outer base metal surfaces may be slightly
hotter than the interior joint surfaces. Take care to deposit the filler metal
immediately adjacent the joint. If you deposit it away from the joint, it will tend to
plate over the hot surfaces rather than flow into the joint. It's also best to heat the
side of the assembly opposite the point where you are feeding the filler metal. The
filler metal will have a tendency to follow where the heat is most intense.

5.4.2.6 Clean the brazed joint.

After you braze the assembly, clean it. Because most brazing fluxes are corrosive,
cleaning is essential. Cleaning usually is a two-step operation:

a. Remove the flux residues.

b. Remove any oxide scale formed during the brazing process by pickling.

Because most brazing fluxes are water-soluble, you can remove residues by quenching
the assembly in hot water (120 degrees F or hotter). Immerse the assembly while it's
still hot, but make sure that the filler metal has solidified completely before
quenching. The glasslike flux residues usually will crack and flake off. If they're a little

stubborn, brush them lightly with a wire brush while the assembly is still in the hot
water.

You may have trouble removing flux if you haven't used enough to begin with, or if
you overheated the parts during brazing. Then the flux becomes totally saturated with
oxides, usually turning green or black. In this case, the flux has to be removed by a
mild acid solution.
After you've gotten rid of the flux, use a pickling solution to remove any oxides that
remain on areas that were unprotected by flux during the brazing process.

Generally, the best pickle to use will be recommended


by the manufacturer of the brazing materials you're using.

5.4.3 Welding Procedure of Carbon Steel Pipes

The welding shall be done using the Shielded Metal Arc Welding (SMAW) process.

Joints shall be made by single or multiple pass welding, from one or both sides as per
accepted WPS that referring to this specification.

5.4.3.1Preparation of Base Material

The edges or surfaces of parts to be joined by welding shall be prepared by oxy-


acetylene machine cutting. Where hand cutting is involved the edge will be ground to
a smooth surface. All surfaces and edges shall be free from fins, tears, cracks or any
other defects which would adversely affect the quality of the weld.

All moisture, grease or other foreign material that would prevent proper welding or
produce objectionable fumes, shall be removed. Contact with lead, zinc, or lead or
zinc compound shall be avoided due to the potential for hot cracking.

All surfaces to be welded shall be wire brushed prior to welding. In multi-pass welds
the weld bead shall be wire brushed between passes. The brushes shall be of stainless
steel and be kept exclusively for use on stainless steel and be kept clean and free of
contaminants.

All other equipment such as grinding discs shall be kept exclusively for use on carbon
steels.

Back gouging of welds shall produce a groove having a profile and a depth adequate to
ensure fusion with the adjacent base metal and penetration into the root of the
previously deposited weld metals.

Weld joints shall be prepared as per approved DWG & WPS.

5.4.3.2 Storage and Conditioning of Electrodes

All electrodes shall be delivered in sealed containers that do not show evidence of
damage.

All electrodes shall be stored in warm and dry conditions and kept free from oil,
grease and other deleterious matter once they have been removed from their
containers.

If reconditioning of electrodes is necessary, the electrode manufacturer’s guidelines


should be followed.

Electrodes that have been wet shall be discarded. Electrode shall be stored as per
manufacturer recommendation & as per ASME Sec II Part C.

5.4.3.3 Position

The welding shall preferably be done in the flat position. The horizontal, vertical and
overhead positions may be also used with accepted WPS.

5.4.3.4 Welding Technique

The arc is initiated by quickly touching the tip of the electrode to the base metal and
then quickly drawing the tip away. Once the arc is established it should be kept short
to ensure sufficient shielding by the molten slag, but the electrode should not be
allowed to touch the molten weld pool. Stringer beads are preferred over weaving to
limit the heat input per pass. Weaving may be used for welds in the vertical position,
limiting the weave width to 2.5 times the electrode diameter. A whipping technique
should not be used.

All craters shall be filled at the end of each pass prior to breaking the arc. Weld metal
shall be thoroughly cleaned of slag and other debris prior to depositing the next pass.

To reduce distortion, use stringer beads at a higher speed rather than wide beads at a
slower speed, or use rigid fixtures to hold parts in alignment or use backing bars to
makes cool faster.

Arc strikes outside of the area of welds should be avoided on any material.

Use short arc length to prevent loss of Cr-Ni pick-up.

The size of any single-pass weld or the size of the first pass of a multiple-pass weld size
shall be such as to minimize the possibility of cracking.

Prior to depositing weld metal on the underside of a welding groove, the root shall be
gouged, or chipped to sound metal, unless otherwise specified on the applicable WPS.

Larger size electrodes may be used for fill passes of the thicker material while smaller
size electrodes usually applicable for root pass and/ or for thinner material.
Keep stainless steel materials clean and dry and keep them in separate place in
warehouse.

Always use electrode size less than the thickness that you want to weld on.

1. Before installing, remove the protective cap from the PE fusion ends.

2. Peel fusion ends with a rotary peeler. Note min. shaving thickness of 0.2 mm as well
as max. Allowable wall thickness reduction.

3. Clean pipe only in the peeled area with PE cleaner and lint-free, colourless and clean
cloth in circumferential direction, let the cleaner exhaust. Do not touch the fusion
zone and avoid contamination.

4. Fuse in accordance to the user manual of the fusion unit. Control and supervise
fusion process.

Manhole of SIV

The SIV will be installed inside a precast concrete manhole protected by a cast iron manhole
cover, a flat plug designed to prevent unauthorized access to the manhole.

The manhole chamber size is 30cm x 30cm with top opening to an underground utility valve
used to house an access point for valve adjustments or performing maintenance on
underground.

5.6 Pressure Reducing and Metering Station (PRMS):

The gas inlet to the PRMS is (1.2 – 4) bar, the gas outlet from the PRMS connected
through a multi valve to the first stage regulator where the pressure is reduced to 75
mbar.

5.7 Gas Branches:

Gas pipe from riser to the gas meter is Seamless carbon steel and downstream from
Gas meter to cooker is copper pipe. The branch includes the following instruments:

 Manual Shut off valve


 Second Stage Regulator with Safety automatic shut off, outlet pressure 21 mbar,
capacity more than 1 Cube meter per Hour.
 Gas meter working pressure 21 mbar
 Electric Solenoid Valve 220/V which is connected to gas switch and gas detector to
open and close the gas in the kitchen and to indicate/cut off the gas when any gas
leakage could happen.
 Gas Detectors will be fixed high level 30cm below the false ceiling in case of the
operation of Natural Gas.
 Automatic shut off valve to be installed near cooker.

5.7.1 Emergency Key Switch in Common Corridors and apartments:

 Emergency key switch will be installed in common corridors of all floors in inside
lockable panel
 Separate key switch will be installed for all apartments; the switch must be in inside
lockable panel and easily accessible
 Electric Solenoid Valve 220/V which is connected to gas switch and gas detector to
open and close the gas in the kitchen, is also connected to the Emergency gas key
switch which is in the common corridor and to indicate/cut off the gas when any
gas leakage could happen

5.8 GAS LEAK DETECTION SYSTEM

A. A gas leak detection system will be installed to monitor for gas leaks at different
locations of the gas network.

B. Control Panel

1. The control panel will be located in the gas room in the building and will easily be
accessible in the event of an emergency.

2. The control panel has a modular design incorporating alarm/display module for
each gas detector

switches to display the concentration of the desired channel or zone indicator.

1. When low level gas leak is detected in any zone, local internal alarm and indication
will show on the control panel. When high level gas leak is detected in any zone,

2. External alarm is operated.

1. Connection to the fire alarm; in the event of a fire alarm signal the following
sequence occur

a. The solenoid valve in the gas distribution channel will be closed automatically.

The following factors are important and should be considered for every installation:

 Exposure to excessive heat or vibration can cause premature failure of electronic


devices and should be avoided if possible. Shielding electronic devices from
intense sunlight and direct radiant heat can increase their life.
 Sensor should always face downward.
 Sensor should be mounted where gasses are expected. For Natural Gas, Gas

6.Testing and Commissioning

Inspection, Testing, and Purging

6.1 Pressure Testing for Aboveground gas piping:

All testing shall be complied as per the IGEM/UP/1& IGEM/UP/1A or


IGEM/UP/1B as appropriate.

Prior to pressure testing, all piping system shall be verified that the material,
fabrication, installation & joining are in compliance with ADNOC Distribution
requirement, relevant standard and approved method statement. Welded /
Brazed Pipe joints shall be inspected visually & NDT tested (if any) as per ADNOC
Guidelines and IGEM/UP/2. (Table 9, 10 & 12)

1. Add “Weld / brazing Inspections (Visual & NDT) have to be carried out for
pipe joints.
2. Add “10% NDT (RT) required for joints if any riser exceeding 20-meter-high
and 10% NDT (RT) required if the pipe MOP exceeds 500 mbar”.

6.1.2 Test Medium

 Expansion joints shall be provided with temporary restraints, if required, for the
additional thrust load under test.

 Appliances and equipment that are not to be included in the test shall be either
disconnected from the piping or isolated by blanks, blind flanges, or caps. Flanged
joints at which blinds are inserted to blank off other equipment during the test shall
not be required to be tested.

 Where the piping system is connected to appliances, equipment, or equipment


components designed for operating pressures of less than the test pressure, such
appliances, equipment, or equipment components shall be isolated from the piping
system by disconnecting them and capping the outlet(s).

 Where the piping system is connected to appliances, equipment, or equipment


components designed for operating pressures equal to or greater than the test
pressure, such appliances and equipment shall be isolated from the piping system
by closing the individual equipment shutoff valve(s).

1. After pipe line and equipment installation is complete, pressure test with Nitrogen
gas should be done.
2. Check the pressure gauge for pressure drop.
3. In case of pressure drop Check the joints with soap solution.
4. If defects and leaks of gas system are located shall be replaced/retested and under
TPI supervision and Project Consultant endrosed.
5. Repeat steps 2 to 4 till the testing is successful and the pressure is holding.
6. Take initial readings.
7. After 2 hours of Stabilization, take final readings.
8. Pressure test hold time is 24 hours.
9. Pressure testing to be witnessed by consultant and TPI,
10. Pressure Test Certificate must be issued by TPI.
11. Test pressure to be 1.5 times of the Working pressure.

6.2 Pressure Testing and Inspection

General

a) Prior to acceptance and initial operation, all piping installations shall be inspected and
pressure tested to determine that the materials, design, fabrication, and installation
practices comply with ADNOC/IGEM and applicable standards.

b) Inspection shall consist of visual examination, during or after manufacture, fabrication,


assembly, or leak tests as appropriate. Supplementary types of nondestructive
inspection techniques, such as magnetic-particle, radiographic, and ultrasonic, shall not
be required unless specifically listed herein or in the engineering design.

c) In the event repairs or additions are made following the pressure test, the affected
piping shall be tested.

d) A piping system shall be tested as a complete unit or in sections. Under no


circumstances shall a valve in a line be used as a bulkhead between gas in one section
of the piping system and test medium in an adjacent section, unless two valves are
installed in series with a valved “tell tale” located between these valves. A valve shall
not be subjected to the test pressure unless it can be determined that the valve,
including the valve closing mechanism, is designed to safely withstand the pressure.

e) Regulator and valve assemblies fabricated independently of the piping system in which
they are to be installed shall be permitted to be tested with inert gas or air at the time
of fabrication.

6.3 Non – Destructive Testing (X-ray Examination) Procedure

A radiographic test (RT) is a nondestructive method that reveals the presence and nature
of discontinuities in the interior of welds. This test makes use of the ability of short
wavelength radiations, such as X-rays or gamma rays, to penetrate material that is
opaque to ordinary light.
X-rays are a form of electromagnetic radiation that penetrates most materials. An X-ray
test is similar to a photograph. A machine in a fixed location transmits X-rays through the
material being tested. A film or sensor on the other side of the material is exposed by the
X-rays that pass through the test material. Any defects or inconsistencies in the metal
change the amount of X-rays that are able to pass through. Because more or fewer X-rays
pass through those locations, they look different in the developed film, or display. The
area surrounding the X-ray machine maybe lead-shielded to prevent the escape of
radioactivity.

An X-ray testing station usually includes all of the support equipment, such as film-
developing machines. The end result is a radiograph made in a minimum amount of time.
Recently, more portable X-ray equipment has been developed and is becoming very
common in the pipeline industry. This equipment consists of a small machine that is sent
down the center of the pipe to X-ray each weld.

Gamma rays are electromagnetic waves that are similar to X-rays, but with a shorter
wavelength. Gamma rays are produced from radioactive materials such as cobalt, cesium,
iridium, and radium. These radioactive materials must be contained in a lead-shielded box
and transported to the job site for in-place radiographs. The film that is exposed by these
rays is called a radiograph. Film is placed on one side of the weld, and the radiation source
is placed on the other side of the weld. The radiation passes through the test material and
exposes the film, revealing any inconsistencies in the weld. Different types of radiation
sources are more or less powerful. The thickness of the material usually determines the

type of radiation source used for the test. The film is developed for viewing on a special
viewer. The radiograph must be compared by a skilled technician to a specification that
defines discontinuities. The film must have sharp contrast for proper definition of the
weld and identification of any defects. (Contrast is the degree of blackness of the darker
areas compared with the degree of lightness of the brighter areas.) To ensure sharp
images on the film, image quality indicators (IQI), also called penetrameters, are used to
indicate the quality of the radiograph. A hole-type penetrameter consists of a thin shim of
the base metal, usually with a thickness equal to 2% of the weld thickness. One, two, or
more holes with various this shim is laid next to the weld before being x-rayed. The ability
of the radiograph to show definite-sized holes in the penetrameter establishes the
radiograph quality. The resolution of the X-ray is indicated by the smallest hole that is
visible. Another type of IQI is a wire type. A wire IQI is a series of wires embedded in
plastic. The wires have decreasing diameters. Radiographs are expensive; however, they
provide a permanent record of the weld quality. It is often useful to compare a radiograph
created when the weld was first made with later radiographs made after the weldment
has been in service. This comparison can help engineers identify areas of the weldment
that are stressed by service.

10% of system pipe weld joints shall be tested with RT and joints in confined space
(inaccessible locations) shall be 100% NDT (RT) tested.

6.4 Functionality testing of entire GIB and associated system accessories:

a) The piping system shall withstand the test pressure specified without showing any
evidence of leakage or other defects. Any reduction of test pressures as indicated by
pressure gauges shall be deemed to indicate the presence of a leak unless such reduction
can be readily attributed to some other cause.

b) The leakage shall be located by means of an approved gas detector, a non-corrosive leak
detection fluid, or other approved leak detection methods. Matches, candles, open
flames, or other methods that provide a source of ignition shall not be used.

“Detection of Leaks and Defects” or other defects located, shall be replaced /retested
under TPI supervision, approval and project consultant endorsed.

Fuel gas shall be permitted to be used for leak checks in piping systems that have been
tested in accordance with Pressure Testing and Inspection

Before Turning Gas On

Before gas is introduced into a system of new gas piping, the entire system shall be
inspected to determine that there are no open fittings or ends and that all manual valves
at outlets on equipment are closed and all unused valves at outlets are closed and
plugged or capped.

Test for Leakage

Immediately after the gas is turned on into a new system or into a system that has been
initially restored after an interruption of service, the piping system shall be tested for
leakage. If leakage is indicated, the gas supply shall be shut off until the necessary repairs
have been made.

Placing Equipment in Operation

Gas utilization equipment shall not be placed in operation until after the piping system
has been tested in accordance with Test for Leakage and purged in accordance with
Placing in Operation.

Discharge of Purged Gases

The open end of piping systems being purged shall not discharge into confined spaces or
areas where there are sources of ignition unless precautions are taken to perform this
operation in a safe manner by ventilation of the space, control of purging rate, and
elimination of all hazardous conditions.

Placing Equipment in Operation

After the piping has been placed in operation, all equipment shall be purged and then
placed in operation, as necessary.

Artificial illumination used in connection with a search for gas leakage should be
restricted to battery-operated flashlights (preferably of the safety type) or approved
safety lamps. In searching for leaks, electric switches should not be operated. If electric
lights are already turned on, they should not be turned off.

Testing for Leakage Using the Gas Meter

Immediately prior to the test, it should be determined that the meter is in operating
condition and has not been bypassed.

Checking for leakage can be done by carefully watching the test dial of the meter to
determine whether gas is passing through the meter. To assist in observing any
movement of the test hand, wet a small piece of paper and paste its edge directly over
the centerline of the hand as soon as the gas is turned on. This observation should be
made with the test hand on the upstroke. Table 1 can be used for determining the length
of observation time.

In case careful observation of the test hand for a sufficient length of time reveals no
movement, the piping should be purged and a small gas burner turned on and lighted,
and the hand of the test dial again observed. If the dial hand moves (as it should), it will
show that the meter is operating properly. If the test hand does not move or register
flow of gas through the meter to the small burner, the meter is defective and the gas
should be shut off and the serving gas supplier notified.

This test can be done by one of the following methods:

For Any Gas System. To an appropriate checkpoint, attach a manometer or pressure


gauge between the inlet to the piping system and the first regulator in the piping system,
and momentarily turn on the gas supply and observe the gauging device for pressure
drop with the gas supply shut off. No discernible drop in pressure should occur during a
period of 3 minutes.

When Leakage Is Indicated

If the meter test hand moves, or a pressure drop on the gauge is noted, all equipment or
outlets supplied through the system should be examined to see whether they are shut
off and do not leak. If they are found tight, there is a leak in the piping system.

Emergency Procedure for Gas Leaks

Where an investigation discloses a concentration of gas inside of a building, it is


suggested the following immediate actions be taken:

a) Clear the room, building, or area of all occupants. Do not re-enter the room, building,
or area until the space has been determined to be safe.

b) Use every practical means to eliminate sources of ignition. Take precautions to


prevent smoking, striking matches, operating electrical switches or devices, opening
furnace doors, and so on. If possible, cut off all electric circuits at a remote source to
eliminate operation of automatic switches in the dangerous area. Safety flashlights
designed for use in hazardous atmospheres are recommended for use in such
emergencies.

c) Notify all personnel in the area and the gas supplier from a telephone remote from
the area of the leak.

d) Ventilate the affected portion of the building by opening windows and doors.

e) Shut off the supply of gas to the areas involved.

f) Investigate other buildings in the immediate area to determine the presence of


escaping gas.

6.5 COMMISSIONING PROCEDURE

6.5.1 PRE-COMMISSIONING CHECK

1.Pressure testing of network with Nitrogen.


2.Gas detection checking/testing for main system and apartments.
a) Check Gas Panel Status
b) Test gas sensors by injecting standard gas (Methane).
c) Once gas panel alarm is reached, check if solenoid valve cuts off.
d) Check also FACP to GDP Interface.
e) Once panel is in normal condition, reset solenoid valve and Fire Alarm Control Panel
(FACP).
f) Same method to be done for all sensors.
3. Verification of main PRMS regulator setting.
a) Check the regulator outlet pressure setting (75 mbars).
b) Check the under-pressure setting.
c) Check the vent setting.
d) Check the over pressure setting.

6.5.2 COMMISSIONING PROCEDURE


1. Release the nitrogen in the system through purge point in upstream and
downstream of PRMS.
2. After releasing nitrogen, isolate the main PRMS outlet valve and dropper/riser
valves.
3.Open slowly the Service valve (SIV) from the main line going to PRMS and check gas
concentration by using Gas Co-Seeker. 100% gas should be introduced in the system.
4. Conduct tightness test using working pressure by monitoring pressure from the
gauges and using leak detection fluid.
5. Once confirmed that there is no leak, open the PRMS outlet valve going to the roof
solenoid valve sassy and conduct tightness test.
6. If there is no leak, open the dropper one by one and do the same tightness test.
7. When all dropper completed, Access the farthest connection point inside apartment
and release trapped Nitrogen.
8. Measure gas concentration in the apartment using Gas Co-Seeker:
a) After the successful commissioning the results will be recorded on the testing and
commissioning sheets.
b) After the successful completion of testing & commissioning the system will be
ready to be demonstrated to the facility management team and all concerned parties.
c) During this period the gas supplier will assist the involved parties to operate and
familiarize with the system.

d) All operations will be carried out by the operators and facility team in this period
until they are able to handle the system without any doubts.
e) One-day demonstration will be provided by the gas supplier and next 3 days will be
assumed as familiarization period to the concerned parties. Any doubts or
clarifications they may require to be clarified in these days will be done by the gas
supplier.
f) After completion of commissioning, all test certificates of Commissioning will be
submitted as hard copies.

7.QUALITY:
The QA/QC Engineer, NG project Engineer along with the mechanical site engineer will
monitor and ensure that all the installation throughout has been carried out to the
best possible quality as per the contract requirements and available commercial
practices. The inspection Requests for the works shall be forwarded / submitted to the
EMPLOYER after the completion of the works.

8.SAFETY:
Safety regulations shall be followed at all times and all personnel shall have all the
required protective gear as required.
Hot work permission should be obtained from safety department prior to hot welding
execution. Fire extinguishers, fire blanket and fire watchman shall be provided in the
near vicinity during the welding. Any debris or waste material shall be removed from
the site and ensure Good housekeeping is carried out every day at the end of working
day.

hazards and control the risks.

9.6 Emergency Requirements:

 First aid kit should be available at site.


 Fire Extinguisher should be available at site. Extinguishers can preferably be CO2
or Dry Powder Type.

9.7 Monitoring Procedure:

 Supervisors should regularly inspect all workers and equipment engaged in work
and ensures that all work should follow the safe procedure.

9.8 Control Procedure:

 Wear appropriate PPE according to the work


 Ensure others on site are aware of your presence
 Make sure all the tools and equipment are in good condition to use. Remove or
repair if found any defective

 While working with electrical equipment inspect cables for defects before use.
Remove damaged cable & replace with new cable.
 Inspect the electric power tools weekly by the supervisor and daily by the
operator. Defective tools shall be repaired by electrician or discarded. Personnel
shall be trained and supervised in correct procedure.
 Make sure the area is free from flammable material prior to any hot work
 Make sure the area is well barricaded to protect from unauthorized person entry
 Proper house keeping
 Use of PPE according to the work.
 Area should be protected from unauthorized entry.
 Flammable material in the surrounding area to be moved while cutting the pipes
 Flammable material, which cannot be moved, should be covered with fire
resistance blankets
 Good housekeeping. (Don’t leave materials and scrap where they cause hazard to
others).
 Use of dust mask and suitable gloves for work.
 Material waste, packing materials and pallet debris should be disposed from site
 Don’t place any machinery directly overwater proofed or wet areas.
 Area under the scaffolding must be surrounded by caution tape.
 Tool box task to be carried out.

Note:

Project team (supervisors, foreman and skilled workers) must refer Arabian Unigaz LLC
Hazard and Effect Management Process Register (HEMPR) for further details of
hazards and control measures and tool box talks shall be frequently conducted and
recorded as per established procedures in coordination with project all parties.

10. Prohibited location for gas installation:

Gas Installation pipe work under the following circumstances shall not be installed,

1. Bathrooms, storage, sleeping, clothes or rubbish chute areas.


2. In case SNG will be the interim gas supply for the development, installation pipe
work shall not be in basement level.
3. Under concrete flooring within building or under building foundation.
4. In a fire isolated stairway, passageway or ramp.
5. In a fire hydrant or reel cupboard.
6. In ventilation duct and vacuum pipes that operate at sub-atmospheric pressure and
that are not all welded or brazed construction.
7. In a fire control room, fire-fighting lobbies and rescue command centers, smoke
stop lobbies, fire pump room, fire-fighting water tank rooms, sprinkler control
room, fire-fighting riser ducts, areas of refuge, protected corridors.
8. In any sleeping area or bathroom gas installation pipe work and gas appliances shall
be separated by a full height wall from the sleeping area.
9. Any location defined as ″ emergency / required exits ″.
10. Any voids within a cavity in a partition wall unless specifically designed and
purpose built as a ventilated duct.
11. In any shaft / duct that does not comply with the structural requirements of local
Building Regulation.
12. In the same shaft / duct with services containing oxidizing or corrosive fluids.
13. In any duct work that is used to distribute air around buildings.

4 Gas Detection System


Check that in case of activation of fire alarm system in the building it

gas from the main PRMS
Check that in case of gas leak detected by any of the gas detector, gas

will transmit warning to FACP and BMS
