EO 3.3 Identify GAATS+ flight states.
GAATS+ FLIGHT STATES
All flight plan information received by GAATS+ is displayed to the controller

on a flight data strip. Initially, we will only have a flight plan on an aircraft.
As it approaches our airspace, we will receive an estimate from an adjacent
agency (either by automated link or manually). The controller must then
determine if the aircraft can be accommodated on the requested profile or if
a change must be made. Finally, we will have a flight data strip which
indicates all the correct and current information on an aircraft. As this
process happens, the ‘flight state’ changes in GAATS. That is to say that
each step places the aircraft in a different state in GAATS.
FLIGHT STATE INFORMATION
The flight state is indicated in the flight plan window on the flight strip and
on the data tag. Sequentially, here are the states:
Filed State (Uncleared)
There is no strip displayed on the board in this state. You can search the
identification and ‘force display’ the strip if necessary. No flight profile is
protected in this state (i.e. no check to ensure separation). It simply
displays the most recent flight plan information we have in our system.
There will be an F displayed on the right-hand side of the strip.

Departed (Uncleared)
There is no strip displayed on the board in this state. You can search the
identification and ‘force display’ the strip if necessary. No flight profile is
protected in this state (i.e. no check to ensure separation). It simply displays
the most recent flight plan information we have in our system. We do not
normally see aircraft in this flight state.

A strip is displayed on the board in this state. This is normally the first time
we see a strip on an eastbound aircraft. The Planner will then find an
appropriate route and level for the aircraft. We do not normally receive
westbound estimates in the active state.

Once an appropriate level and route have been determined for an aircraft,
the flight is ‘probed’ and raised to the ‘provisionally cleared’ state. The flight

Once the controller is ready to send a clearance to the aircraft, the flight

It sometimes becomes necessary to remove a flight strip from the display.

One example is when we have received an estimate, raised the aircraft to
the cleared state, and then are told the aircraft will no longer be entering our
airspace. The controller will then ‘unclear’ the aircraft through the flight
states until ‘suspended’ is displayed. There is no flight profile protected in the

state, and the strip will no longer be displayed. The flight plan information
remains in GAATS+ and can be retrieved later as required.
