PEOPLE’S PLAN CAMPAIGN
• The People’s Plan Campaign is an effective strategy for ensuring the
preparation of GPDP with grassroot level awareness, community
involvement and vigilance

• It is rolled out as “Sabki Yojana Sabka Vikas” every year between the
period 2nd October 2024 to 31st January 2025 (extended).

• During the campaign, structured Gram Sabha meetings are held for
preparing the GPDP for the next financial year for evidence based
planning using MA survey data
2nd October 2024 – 31st January 2025
• Strengthening Role of elected Panchayat Leaders and SHG
PPC OBJECTIVES Women through effective Gram Sabha.
• Evidence Based Assessment of Progress based on the gaps
identified in Mission Antyodaya Survey.
• Public Information Campaign – Full public disclosure on
PDP
Schemes, Finances, etc. of all Programmes in Gram
Panchayat Office.

MA REPORT PROVISION IN eGS

• Basis the MA Survey gap report, activities may be chosen before final submission of plan

Learnings from Previous PPC campaigns
 Number of Gram Sabhas
 Lesser attendance in Gram Sabhas.
 Requirement to ensure community involvement/ mass mobilization
 Inadequate support/ participation of Line Departments
 Inclusion of Village Poverty Reduction Plans (VPRPs) in GPDP
 Inclusive planning & limited Resource Envelope- By large MGNREGA, XV FC schemes being
utilised.
 Disproportionate allocation to limited sectors viz. roads, sanitation and drinking water
 Lack of awareness regarding different Yojanas/Schemes/Subsidies available for planning
 Slow implementation of GPDP activities .
GPDP Implementation Issues
o Lack of awareness generation and participatory planning for GPDP.

o No concern for financial resource envelope.

o Lack of technical support to GPs for GPDP preparation.

o No relation between GPDP and works actually undertaken at field level.

o Miniscule presence of major sectors like Agriculture, Health and Nutrition,


Education, Animal Husbandry, Skill development etc.

o Line Departments working in isolation.

o Uploading of GPDPs not done properly/ partial.
