Conceptual Plan
1. Introduction
Microsoft Corporation (India) Private Limited is a software company with headquarters in
Mumbai. It is planning to develop a new Data Center at HYD 11, located at Chandenvelly
Village, Shabad Mandal, Rangareddy District in Telangana. A Data Centre is a facility that
centralizes an organization's shared IT operations and equipment for the purpose of storing,
processing, and disseminating data and applications.
The proposed project is a vacant land involving construction of new buildings within a plot area
of 2,13,916.83 sq.m. The land-use of the site falls under the proposed Industrial zone by TSIIC.
The Build-up area of the site is 51,874.15 sq.m and as per the EIA notification dated 14 th
September 2006 as amended to date, the project having built-up area more than 20,000 Sq.
m falls under Item 8(a): Building and Construction Projects and requires prior Environmental
Clearance from State Environmental Impact Assessment Authority (SEIAA).
2. Project Location and Site Plan
The Site coordinates for the proposed Data Centre at Chandenvelly Village are:
• 17°13'47.91"N, 78°11'21.83"E
• 17°13'59.93"N, 78°11'21.75"E
• 17°14'0.26"N, 78°11'40.48"E
• 17°13'48.23"N, 78°11'40.56"E
The location of the Data Center (HYD11) is presented in Figure 1.

Topographically, the proposed site is located on a relatively flat area, sloping gently to the
south-west and gradually to the north-east. The site is approximately 654 meters above mean
sea level (msl). As per the Earthquake code IS 1893-2016, Telangana falls under Zone II
Seismic Zone, i.e: Low Damage Risk Zone.

The site photographs are shown below:

The proposed Site is well connected to the road and rail network and is located approx. 11 km
from the Hyderabad City, which is towards the southern direction of the project Site. The
nearest roads, railway and airport are as follows:
Roads: The nearest major highway to the site is NH-44 located 12.8 km towards North-East
of the plot. The site is connected to NH44 through the Nagarguda - Shamsabad Road existing
south of the site.
Railway: Nearest railway station is Kotyur, which is 18.7 km away from the project location
towards South East.
Airport: Rajiv Gandhi International Airport at Shamshabad is approximately 32 km from the
project site on the Eastern side.

The main access to the proposed plant is planned from the Nagarguda – Shamsabad road,
which is connected by a 100 ft industrial road with the site location.
The location of ancillary structures such as the substation, water tanks and the HSD yards are
in line with the Microsoft requirement as well as local and national code requirements.
As per Clause 3.1.6 of Part-4 of National Building Code of India - 2016, the Data Center
Building is classified under the Category of Business Building, Group E, Sub-division E3.
The proposed site has a built-up area of 51826.23 Sq. m. It consists of two (2) single storey
blocks with 48 MW each including a Tier II IDF Network and support buildings. The design of
the project would be utilizing the “9.6 MW Ballard Data Center Basis of Design – Nickel”
The area statement for the site is tabulated below and the conceptual plan master plan with
the description of the Data Center is provided in Error! Reference source not found.2.

The green space requirement within the site would be 10% of the gross area (excluding
setback area and small green areas). The green space proposed for the site is 58,625.25 Sq.
m. Additionally, three (3) metre wide peripheral green strip would be provided. As per the
building regulations, 1 tree per 100 m² of plot area is required to be planted, which would be

2139 trees and the proposed tree plantation is 2342 trees. The layout showing green space is
also shown in Figure 2.

The following are the utilities proposed in the design of the Data Center, presented in the
Conceptual Plan presented in the figure above:
• 2 x (28 Nos. Diesel Generator (DG) Sets with 3 MW capacity) for Emergency
backup power;
• 2 x (500 KW Diesel Generator (DG) Set);
• Power Transformers – 2 Nos. 78.5 MVA, 220/33 kV
• Sewage Treatment Plant (STP) of capacity 10 KLD for treatment of
wastewater using Membrane Bioreactor Reactor;
• Rainwater harvesting structure with dedicated storm water management;
• Parking facility;
• Water tank and rainwater harvesting tanks;
The Site development works shall be taken up in two phases. Planning of all the ancillary
structures has been done with the consideration of keeping them available in Phase 1 itself.
Site levelling and fencing work of entire site will be finished at phase 1 level to ensure the ease
of construction and site safety during Phase 2 development.
Phase 1 of the development has been limited to a gross built-up area less than the total built
up area. This would result in a quicker start of operation as per the client’s requirement, while
the complete development of the campus would be under progress. Phase 2 construction area
would be completely barricaded, this would allow for the independent operation of Phase 1
without any hindrance or obstruction. Independent secondary access for construction vehicles
and other logistics to the site would be through the road on the western side road, without
interfering with the Phase 1 operations.
3. Site Setting
Presently, the greenfield project site is owned by Microsoft Corporation (India) Private Limited
is a vacant land. The site is currently bounded on the four sides as follows:
North: Vacant land
East: Access road and one movie film producing industry
West: Existing non-metal road and agricultural land
South: Vacant land adjacent to Nagarguda – Shamsabad road
The site settings within the 10km radius of the area are shown in Figure 3

4. Land-Use of the Project Area


The proposed site is situated within the proposed industrial zone of TSIIC at Chandenvelley
Village in Rangareddy District of Telangana.
The land use study of the project site within 500m radius has been carried out through GIS
and ground truthing. The details of the land use are provided in Table 3 below:

5. Water Requirement and Waste-Water Management


Construction Phase
Water Supply:
Domestic Water Demand - About 450 KLD of water will be required during construction phase
which will be sourced through tankers/arranged by the contractor.
Construction Water Requirement: About 1,04,000 m3 of water would be needed for
construction activities during the entire construction period of the project. Water during
construction phase shall be sourced through tankers.
Wastewater Generation:
About 410 KLD of sewage will be generated from the Construction Site which will be vacuum-
collected and treated in skid mounted Modular STP.
Operation Phase
Seasonal variation in the water demand would be existing during the operational phase. The
gross water demand during the non-monsoon and post-monsoon seasons is 314 KLD which
comprises of 5 KLD of potable water demand and 309 KLD of non-potable water demand. The
non-potable water would be used for flushing (3.6 KLD) and horticultural needs (305 KLD).
3.5 KLD of the horticulture watering demand would be met through treated STP effluent. The
remaining 302.3 KLD of the horticultural needs would be supplied directly through tankers
during non-monsoon and through rainwater tank during post-monsoon seasons.
The detailed water usage during the Operational Phase is presented in Figure 4 through the
season-wise water balance diagrams.

6. Sewage Generation
Construction Phase:
During the construction phase, about 450 KLD of water would be required to meet the
domestic water demand of workers working at the Site. Water during construction phase shall
be sourced through tankers.
Approximately 1000 manpower would be enforced on site for construction activities with the
generation of 410 KLD sewage. The sewage would be vacuum-collected and treated in skid
mounted on-site Modular STP.
Operation Phase
Gross water demand is 314 KLD of which 5 KLD will be potable water while non-potable water
demand is 309 KLD of which 305 KLD is horticultural water demand (302 KLD non-potable
water and ~3 KLD recycled treated wastewater from STP). About 3.6 KLD of treated
wastewater from STP will be used in flushing.
Total wastewater generated from the facility shall be about 7.2 KLD which will be treated in a
STP of 10 KLD capacity The process flow diagram of the STP using the Membrane Bioreactor
Technology (MBR) is provided in 5.

7. Waste Generation, Collection, Transport and Disposal


Construction Phase
The solid waste to be generated during the construction phase of the project would include
110 kg/day Municipal Solid Waste (MSW) and 3000 MT of Construction Waste.
Municipal solid waste would be generated by the manpower working on-site during the
construction phase.
The project is proposed to be constructed on a vacant land so demolition activities would not
be carried out. The construction waste is envisaged to be 3000 MT comprising of scrapped
metals, wood, concrete, drywall, brick, roofing and others is provided tabulated below and the
have been presented in the form of a pie-chart for improved representation.

The Hazardous waste generated during the construction activities would be generated in the
form of used oil or contaminated rugs would be stored temporarily at Site and disposed
through authorized vendors. During the process the Hazardous and Other Wastes
(Management and Transboundary Movement) Rules, 2016.
The MSW would be handover to the municipal corporation for disposal, recyclables would be
sold to authorized recyclers and inert materials would be as per local guidelines. The
Construction and Demolition (C&D) waste would be stored temporarily on-site at a designated
area, a part of the waste would be reused, and the remaining waste would be disposed as per
the Construction and Demolition Waste Management Rules, 2016.
Operation Phase
Municipal Waste: The different types of municipal and solid waste produced during
operational phase will be collected and segregated daily. Designated collection bins for
different category of waste will be provided at the site as per the Solid Waste Management
Rules, 2016. The organic waste will be sent to OWC and STP sludge will be used as manure.
Remaining waste will be temporarily stored at Site and disposed through respective authorized
vendors.
The Hazardous waste: Used oil, oil-soaked rags, gloves etc. produced from DG operation
shall be kept in a secured place and in leak proof container to be sent to recycler approved by
the Pollution Control Board as per Hazardous and Other Waste (Management and
Transboundary Movement) Rules, 2016.
Other waste: E-waste and Batteries waste will be collected and stored separately and
disposed through authorized local vendors.

8. Power Requirement
Construction Phase
Power requirement = 300 KW average
Backup Source = 3 Nos of 100 KVA DG sets
Construction Power connection shall be sought from authorized agency.
Operation Phase
Power requirement: Total 157 MVA (i.e. 78.5 MVA for each; No. of Phases = 2)
Incoming Grid Supply: 33 kV power line will be used for interim and for complete project grid
Supply at 220 kV will be obtained from TS Transco
Backup Source: Total 169 MW
84.5 MW for each Phase through DG Sets (28 Nos. of 3 MW and 1 No. of 500 kW)
Energy Consumption per sqft is 949 units/annum/sq.ft.

9. Storm Water Management and Rainwater Harvesting


Strom water drains within the site will be designed based on the maximum intensity of rainfall
in that area. Also, Strom water collection sump and stormwater recharging pit will be
constructed to avoid waterlogging at the site. The entire Site will have coverage of storm pipe
network.
Rainwater harvesting pit (RHP) along with rainwater collection tank to minimize the
incremental runoff. Adequate stormwater drains will be provided to channelize the runoff water
to RHP and tank. Stormwater drains will be provided with screens and silt trap to avoid
clogging of drains.
Four Rainwater Storage Tanks of 450.0 KL each (1800 m 3 total capacity) are provided which
will be used to meet the non-potable horticultural water demand. 20 recharge pits of 6.65 m3
(total 133 m3) each are also provided to tap the rainwater.

10. Parking Facilities


It is proposed that 12,144 sq.m. which is about 26% of built-up area (main structure). The
proposed project is a Data Center and not a typical IT sector company and therefore will have
only 160 nos. of employees not having huge parking requirements. Also, project proponent
has requested Municipal Administration and Urban Development department to allow
exemption in parking area in proportion to designated office built-up area and not based on
the entire built-up area of the project. The parking area mentioned in the application based on
the designated office built up area is 4000 sqm.

11. Fire and Life Safety Protection Measures


Firefighting measures would be adopted as part of Emergency Preparedness plan for the
project. The design and planning of Fire Detection & Suppression System would be as per the
National Building Code 2016, By-Laws – Telangana, other relevant standards provided by
Bureau of Indian Standard (BIS) and local fire authority requirements. The site would be
equipped with fire suppression system including fire detection system, external fire hydrants,
hose-reels system, automatic sprinkler system, fire main would be from the fire water storage
tanks and fire pumps etc.
The proposed site would be having fire reservoir, which would be common for both phases,
with sufficient supply as per NBC in the form of static storage tank with capacity specific for

each building with arrangements of replenishment by main or alternative source of supply of


1000 Liters per minute. Double detector check valve assembly (DDCVA) on fire distribution
system at points of connection would be provided. The Data Center would be having both
underground and overhead tanks located within the proposed project site. The total capacity
of the underground tank would be 400,000 Liters, which would be supplying 200,000 Liters of
water to the fire hydrant system and 142,460 Litres for sprinkler system (as per the BIS:
15105). The fire pump room for the operational phase would be installed with the following to
meet the fire requirements.

The site would be having the provision of Nitrogen Injection System to protect the
transformers. Enclosed DG sets would be provided with passive measures like – portable fire
extinguishers, fire hydrants, steel structure stability design against overturning and sliding to
avoid / minimize collapse during fire, IR Flame and Fixed temp cum ROR type heat detectors,
etc. The HSD tanks being underground, no special automatic fire protection system would be
required for HSD Tank, in compliance with NBC and Petroleum Act. The only measure would
be the fixed manual water cum foam monitor to be installed with adequate coverage located
diagonally opposite.
The building would be equipped with Double Interlock Pre-action Systems which would be
designed for critical areas including data halls, electrical rooms, MMR, UPS/Battery rooms
and panel rooms. Comprehensive automatic fire detection and alarm system would be
designed as per BIS: 2189 and NFPA-72 and, would be provided as required by Local Fire
Authorities and National Code. The data halls, electric rooms and battery rooms would be
equipped with Air-Aspiration Detection System consisting of consist of highly sensitive laser-
based smoke detectors connected to a piping network. The pre action sprinkler system would
be zoned as per the issued plan. All non-critical areas like, office spaces, loading docks,
storage rooms etc shall have automatic sprinkler system.

12. Manpower Requirement


Construction Phase
It is estimated that on an average there shall be 600 workers at construction Site while during
peak construction period about 1000 workers will be working at the Site.
Operation Phase
during operation Data Center will employ 160 nos. of staff.

13. Logistic Plan and Construction Schedule


The Logistic plan with the details of the utilities which would be present on-site during the
construction phase of the project with details including the heavy vehicle entry point,
assembly point, dedicated vehicle wash, etc. is presented in Error! Reference source not

The construction period of the project is three years, wherein Phase-01 will take 1.5 years and
Phase-02 will take 1.5. years.
