PROSPECTUS
Introduction:
2. The inaugural Subroto Cup Football Tournament was played in 1960. The
tournament was dedicated in the memory of late Air Marshal Subroto
Mukerjee, the first Indian Chief of Air Staff, by the then Prime Minister Pandit
Jawaharlal Nehru. In the last 60 years, generations of school children, probably
more than 20 million in all, have participated in this tournament. It is an
endeavour of the Subroto Society to improve the overall standard and quality of
the tournament, under the aegis of the Indian Air Force Sports Control
Board.
3. The tournament will be conducted in three age categories viz. Sub Junior
Boys (U-14), Junior Girls (U-17) and Junior Boys (U-17).
Entries:
5. The entry form at Appendix ‘A’ must be completed in all respect including
signature of the respective State Education Department / Head of Institution and
a copy of the same to be forwarded to the Subroto Cup office by e-mail or fax so
as to reach not later than 05th September 2023. However, teams must
submit the original ‘Entry Form’ and ID Cards (will be forwarded by
Subroto Society on receipt of confirmation of participation) on their
arrival at the venue. No teams will be permitted to participate in the
tournament unless the original entry form, and ID Cards duly completed
in all respect, is submitted.
Registration Fee:
7. Teams which pay their registration fee but subsequently withdraw from the
main leg of the tournament shall not be entitled for any refund of the registration
fee.
Fixture:
8. All the matches shall be played according to the match schedule prepared
by the Organising Committee. The fixture shall be notified at least 5 days prior to
the commencement of the tournament. The Organising Committee shall,
however, be empowered to notify any subsequent changes, if necessitated by
special or unforeseen circumstances.
9. All matches shall be played as per the scheduled date and time shown in
the match schedule unless otherwise notified by the Organising Committee. A
team which fails to turn up for a scheduled game shall be liable to be disqualified
from the Tournament. Since, there are no stand-by days during the tournament,
abandoned matches due to weather conditions, will not be played again and one
point each will be awarded to the teams. However, the final decision regarding all
aspects rests with the Organising Committee.
Composition of Teams:
10. A team shall be limited to sixteen players, one Coach and one
Manager only (In the Girls U-17 category it is compulsory that the team is
accompanied by one Female Coach/Manager). Those players whose names have
been registered with the Organising Committee through online registration portal
and also on the entry form signed by the Principal/ Headmaster of the school
shall be eligible to play in the tournament. Entry forms must be duly certified and
countersigned by the Director of Education/DPIs of the state. Incomplete
entry forms will not be accepted and respective teams will not be permitted to
play in the tournament.
Eligibility of Teams:
11. The tournament shall be open to a bonafide school team only as certified
by the Director of Education / DPI of the concerned state. Institutional teams like
NCC, IAF, Army Boys, Sainik School, SAI, IPSC, CBSE(WSO), KVS, NVS, Indian
Railways, ISSO etc. would be permitted at the discretion of the Organising
Committee. Hence, these teams would not be permitted to participate from any
state. However, in the case of foreign teams, where Junior club football is
prevalent, club teams consisting of school children, studying in the same school,
in the concerned age categories would be considered at the discretion of the
Organising Committee.
Eligibility of Players:
12. Only bonafide students of the school who have been on the rolls of the
school concerned from the beginning of the academic year or term shall be eligible
to play in the tournament for the school team subject to age criteria given below
in Para 13 to 17. A Player is permitted to participate in only one category i.e. If a
Sub-Junior Boys (U-14) wants to play Junior Boys (U-17) then he will not be
allowed to participate in Sub-Junior Boys (U-14).

Age:
14. Junior Girls (U-17): To be eligible to represent her school team, a player
in the Junior Girls Group (Under 17 years) should be born on or after 01
January 2007.
15. Junior Boys (U-17): To be eligible to represent his school team, a player
in the Junior Boys Group (Under 17 years) should be born on or after 01
January 2007.
16. The age as per school records and valid Aadhar Card / Passport shall be
accepted for this purpose, subject to Para 17 below.
18. Organising Committee will also conduct TW3 test for a maximum four
players (04) in each playing team (Sub Junior Boys (U-14) and Junior Boys
(U-17) for age determination, based on recommendations of Medical Committee.
The test will not be conducted for girls.
Certificates Required:
Acceptance of Teams:
20. It is mandatory to register the school teams online using the link available
at www.subrotocup.in No teams will be permitted to participate in the
tournament without the same. The final acceptance of teams shall rest with the
Organising Committee. The Organising Committee may at its discretion, refuse
any application for participation in the tournament without assigning any reason.
21. Only teams which agree to abide by all the terms and conditions
enumerated in this prospectus should apply for participation in the Subroto Cup
International Football Tournament. An application subsequent to the perusal of
this prospectus automatically implies the term ‘acceptance’ of the same and no
queries/representations regarding these would be entertained at a later date. Any
team which finds any of these rules and regulations unacceptable may inform the
Organising Committee and withdraw its entry upto 10 days prior to the start of
the tournament. No disputes on these issues would be entertained thereafter.

Team Colours:
22. The competing teams shall intimate details of colours and alternative
colours in which their team shall play. In the event of similarity in the colours of
the two opposing teams, the Organising Committee shall, at any time, prior to the
commencement of the game, order a team to wear alternative colours or shirts.
The shirts of players shall be numbered at the back in the order shown in
Appendix ‘A’. Shorts should also be numbered at the front. However, from
the Quarter / Semi Final stage onwards, the teams would be required to wear the
playing kit provided by the Organising Committee. The final decision in this
regard’s rests with the Organising Committee.
23. The tournament shall be conducted on ‘League/ Knock-out’ basis and shall
be played in accordance with the laws and rules relating to FIFA as accepted and
interpreted by the All-India Football Federation.
24. A Match lasts for two equal halves of 35 minutes for Junior Boys, 30 minutes
for Junior Girls and 25 minutes for Sub Junior Boys with an interval of 10 minutes
between halves.
25. If a match is drawn in Knock Out Stage, extra time of 07 minutes equal
halves with an interval of 01 minute should be played. If match remains undecided
after extra time, penalties would be taken to decide the winner.
26. Points:

(iii) If the goal difference is the same, then the team with the
higher number of goals scored will be placed higher.

28. All players participating in the tournament shall play wearing the shirt with
sleeves, shorts, football shoes, shin guards and stockings of standard pattern as
prescribed by the laws of the game published by FIFA.
29. Players must be appropriately kitted as required by the laws of the game
and all teams must carry an alternative jersey (preferably white colour) set for
the tournament.
31. For each match, qualified referees from the all the three Services shall be
appointed by the Organising Committee. No objection shall be entertained on
such appointments.
Protest:
32. A protest fee of Rs. 1000/- (Rupees One Thousand Only) must be
remitted along with any protest that may be lodged by a team. ‘NO’ objection or
protest shall be withdrawn except with the permission of the Organising
Committee. All protests in regard to a game must be lodged within half an hour
of the completion of the match in respect of which the protest is lodged. However,
‘NO’ protest on the referee’s decision or on points of facts, shall be entertained.
Protests regarding the age of a player shall be accompanied by the necessary
evidence to support the protest. Failure to provide any such evidence shall result
in the protest not being admitted and the protest amount will be forfeited. Protest
against the state of pitch, the markings, the accessory equipment or the footballs
shall be made in writing to the referee before the start of the match by the
manager of the team lodging protest. The final decision on this matter will rest
with the match referee.
33. A player who receives two (2) cautions (yellow cards) in a match or in
consecutive match shall be suspended for next match in which he receives second
caution.
34. A player expelled (Red Card) from the field of play by the Referee shall be
suspended for the next match unless otherwise determined by the Organising
Committee.
35. Cautions will not be carried forward into the next round of the competition
(Knock-out stage) but expulsions will be carried forward to the knock out stage.

Travel:
36. The Junior Boys & Girls (U-17) teams shall travel to Delhi and Sub Junior
Boys (U-14) shall travel to Bengaluru at the expense of the respective State
Government.
37. Boarding and Lodging arrangements for outstation teams shall be the
responsibility of the Organising Committee. Each team shall however, reimburse
to the Organising Committee the expenses on account of Boarding & Lodging at
the rate of Rs. 350/- per head per day. (Foreign teams are exempted).
38. Boarding and lodging arrangements are strictly restricted to the number of
members mentioned in Para 10 above (16 players, 01 Coach & 01 Manager). ‘NO’
extra player or member will be permitted to live in the accommodation place with
the team unless specifically authorised by the Organising Committee.
39. The facilities mentioned in Para 36 above shall be available for the period
commencing two days prior to a team’s first match in the tournament to one day
after the team’s last match in the tournament.
Transport Facilities:
40. The Organising Committee shall arrange pick up and drop facility for all
out station participating teams from the Bus Stand / Railway Station / Airport.
Teams are to intimate arrival details to Organising Committee at least 03 days
prior to their arrival at Delhi and Bengaluru Transport shall also be provided by
the Organising Committee on match days. (Accommodation venue to match venue
& back)

43. The selection committee comprising of reps from SAI, AIFF and SMSES will
select a team for Junior Boys (U-17) category to participate in AIFF (U-17) elite
Youth league. The selected players will be undergoing training on earmarked
places (Delhi/Bengaluru) before participating in the AIFF (U-17) elite Youth
league. Consent forms placed at Appendix ‘B’ to be signed by parents of individual
player and counter signed by principal of School.
44. The coaches for the Subroto XI team will be from Winners & Runners up
team. In case of non-availability of these coaches the organizing committee will
make the arrangement for the same. All the expenditure will be borne by the
Organisning Committee.

45. All the players participating in the final round of the Subroto Cup-2023 have
to register on AIFF’s Centralized Registration System (CRS). The charges for the
same will be Rs 118 including GST which is being waived off by AIFF for this
edition.
46. AIFF will conduct a workshop on CRS for schools participating in the Subroto
Cup-2023. The date and time will be intimated by Organising Committee.

A player to be eligible must be on the rolls of the school from the beginning of the annual term
and should be born on or after 01 Jan 2010 (Sub-junior Boys), 01 Jan 2007 (Junior Girls &
Boys) subject to the other age-related eligibility criteria spelt out in Para 12 to 17. All players
are to be in possession of valid & Original DoB Certificate/Aadhar Card / Passport.
