1. OVERVIEW
An Act Mandating and Strengthening the Continuing Professional Development Program
for All Regulated Professions, Creating Continuing Professional Development Council,
and Appropriating Funds Therefor, and for Other Related Purposes
The law took effect on August 16, 2016.
2. DEFINITION OF TERMS
Continuing Professional Development, or CPD, refers to the instillation of advanced
knowledge, skills, and ethical principles in a post-licensure specialization or in an inter- or
multidisciplinary field of study, for assimilation into professional practice, self-directed
research, and/or lifelong learning.
The CPD Council is a group established to encourage and ensure the continual
improvement of professionals in compliance with national, regional, and international
standards of practice.
A CPD credit unit is the worth of an amount of learning that can be transferred to a
certification obtained through formal, informal, or non-formal learning settings, where
credits can be accumulated to preset levels for the award of a qualification.
Formal Learning refers to educational arrangements such as curricular qualifications and
teaching-learning requirements that take place in Higher Educational Institutions (HEIs).
Non-formal Learning refers to learning that has been acquired in addition or alternatively
to formal learning, which may be structured and made more flexible according to
educational and training arrangements. This includes CPD accredited activities and Self-
Directed activities.
The CPD Program encompasses a collection of accredited learning activities by the CPD
Council, including seminars, workshops, technical lectures, subject matter meetings, non-
degree training lectures, scientific meetings, modules, tours, and visits. These activities
provide professionals with advanced knowledge, skills, and values in specialized or
interdisciplinary fields, self-directed research, and lifelong learning.
The Philippine Qualifications Framework (PQF) denotes the quality-assured national
system for the development, recognition, and conferment of qualifications at specified
levels, grounded in standards of knowledge, skills, and values gained through various
means by learners and workers.
3. GOAL OF CPD
The goal of CPD is to improve professional competencies and qualifications to meet PQF,
AQRF, and ASEAN MRA standards, align competencies internationally through
specialization and career progression, develop quality mechanisms to recognize all forms
of learning (formal, non-formal, informal, including work experience), maintain core
competencies and developing new ones to meet evolving labor market needs, recognize
professionals' contributions to national welfare and development.
4. CPD LIMITATIONS
The CPD is made as a required requirement in the renewal of the PICs of all registered
and licensed professions under the regulation of the PRC. Also, based on Section 19 of the
revised guidelines in 2016, registered and licensed professionals shall complete the
required units every 3 years.
The required CPD Units for Agricultural and BioSystems Engineers is 45.
Senior Citizen Professionals are not exempted to the law. The law does not provide any
exemption from CPD compliance for the renewal of Professional Identification Card. If a
senior citizen or a PWD (Persons With Disability), the required CPD Units to get is 10.
5. How to earn CPD units for PRC license renewal?
The Specific Matrix of CPD Activities for Agricultural and BioSystems Engineers or the
Additional CPD Activities is stated in Board Resolution No. 01, S.2017, of Agricultural and
Biosystems Engineering.
