METHOD STATEMENT

BRIEF ON CONSTRUCTION METHODOLOGY

Part – 1: General

The Bidding process named as Devdaha Drainage, Road, Foothpath and Street Improvement
including Beatification & Landscape Works consist of execution of the Project: Urban Resilience and
Livability Improvement Project (URLIP) within 24 Months from the commencement date as per
governing standards, specifications & drawings.

The construction methodology for the construction works is prepared considering the following
documents

 Owner’s requirement as given in bid documents;


 Site conditions

As understood, the construction methodology of the project is a combination of the following:

 Construction schedule requirements;


 Timely procurement and transportation of key materials to site;
 Development of appropriate and adequate construction equipment;
 Adequate and timely deployment of skilled manpower;
 Adequate and timely deployment of experienced supervisory staff and management personnel;

Part – 2: Site Installation and Services

Success of implementation of the project works in satisfactory manner will depend largely on the planning,
organizing and effective management of various site installations.

Various site installations proposed for the works of the project are as below:

1. Offices, Ware Office for contractor shall include:


Houses, Stores,  Project management unit including committee room and main
Quarters etc. conference room.
 Office for planning and engineering unit
Warehouse shall include:
 Warehouse of equipment spares
 Warehouse for consumable for civil works
 Electrical stores
 Cement storage sheds
Storage areas shall include:
 Storage areas for reinforcement steels
 Storage areas cement

MATERIAL TESTING / QUALITY CONTROL LABORATORY

Sufficient space shall be catered for sampling and testing of materials and other items. Equipment
to be installed and methods to be adopted shall be in accordance with the relevant Standards.

We shall operate and maintain the laboratory until the Completion of the Works and make all
facilities and services available to the Engineer, as required. All sampling and testing to be
undertaken shall be under direct supervision of the Engineer. The laboratory shall be run by our
personnel experienced in sampling and testing of materials and quality control.

The set of tests that are to be done off site laboratory will be done as per the instruction of the
engineer.

SITE SECURITY

The Contractor’s offices, workshops and storage compounds, campsites and all construction areas
where exclusion of unauthorized personnel is necessary for safety and security, shall be adequately
fenced, gated and guarded. All unauthorized personnel shall gain access only after through checks
and issuance of a permit.

We shall deploy adequately trained security guards at the work site and at the construction camps
on 24-hr in day basis including Saturday and holidays. Storage areas shall be fenced, lightened and

regularly patrolled by security guards. Warehouse buildings shall be kept under lock and key and
patrolled by security personnel.

All employees engaged in the execution and maintenance of the Woks shall wear identification
badges when at work.

Method Statement for Works


The works under the contract includes;

I. Preliminary Works
Site installation, utility relocation, traffic diversion, and public awareness measures.
II. Site Clearance & Dismantling
Removal of vegetation, dismantling of structures, and disposal of unserviceable materials.
III. Earthworks
Excavation, embankment formation, and backfilling for stability.
IV. Structural Works
Stone soling, concrete laying, masonry construction, and reinforcement installation.
V. Drainage Works
Installation of culverts, pipes, gabion structures, and masonry drains.
VI. Road Construction
Scarification, compaction, sub-base preparation, and asphalt concrete paving.
VII. Road Furniture & Footpath Works
Installation of interlock pavers, kerbs, road markings, and signage.
VIII. Lighting & Electrical Installations
Streetlight poles, mini mast poles, and electrical connections.
IX. Junction Improvement Works
Sub-grade preparation, road widening, and signal installation.

Methodology for major items of works are described as follows;

1. PRELIIMINARY PHASE

1.1 Site Installation Works

The relocation of telecommunication, electrical, and water supply networks shall be executed as per the
Engineer’s instructions to minimize disruptions. Government properties, such as boundary walls and rest
areas, shall be relocated with structural integrity maintained. Public facilities, including metal ramps,

waiting sheds, public toilets, benches, and taxi stands, shall be installed accordingly. Project information
boards shall be provided as directed.

1.2 Traffic Diversion and Public Awareness

Temporary traffic diversion shall follow the Traffic Management Plan, with safety awareness programs
broadcasted via media. Public notices shall be published in newspapers, radio, and television for
coordination. Traffic control devices such as cones, barricades, LED batons, and regulatory signs shall be
deployed along construction zones. Road safety features, including road studs, rumble strips, and
delineators, shall be installed to enhance visibility and safety.

1.3 Project Facilities and Administration

The PIU site office shall be equipped with necessary utilities, and an attendant shall be assigned for
maintenance. A quality control laboratory shall be established and managed efficiently, performing
necessary material testing as per contract requirements and handed over upon project completion.

2. SITE CLEARANCE / DISMANTLING WORK

2.1 Site Clearance

Clearing and grubbing shall remove vegetation, stumps, and top organic soil as required. Unserviceable
materials shall be disposed of, while serviceable ones shall be stacked for future use. Tree cutting,
including felling, stump removal, and earth filling, shall comply with regulations under the Engineer’s
supervision.

2.2 Dismantling

Dismantling of structures like culverts, bridges, retaining walls, and masonry elements shall be done
systematically. Cement concrete, woodwork, and steel shall be removed safely using mechanical means.
Reusable materials shall be stacked, and debris shall be disposed of as per specifications. Hume pipes and
associated masonry shall be dismantled with care. Reinforced and pre-stressed concrete structures shall
be dismantled with minimal impact on adjacent structures, and reusable components shall be sorted.
Masonry structures shall be dismantled carefully, ensuring material segregation and compliance with
safety standards under the Engineer’s guidance.

3. EARTHWORK WORKS

3.1 Roadway Excavation

The roadway excavation shall be carried out in all types of soil, including soft soil, hard soil, BMS, soft
rock, and hard rock. The excavation process will be performed with appropriate machinery and manual
efforts as required. The excavated materials shall be transported to the designated tipping area, ensuring
proper haulage and disposal. The work shall be executed in accordance with the specifications, drawings,

and instructions provided by the Engineer appointed by PIU. Necessary precautions shall be taken to
maintain the stability of surrounding structures and the safety of workers during the excavation process.

3.2 Excavation in Foundation for Structures

Excavation in foundation for structures shall be undertaken in all types of soil, including soft soil, hard
soil, BMS, soft rock, and hard rock. The excavation shall be executed following the specified dimensions
and depths, ensuring stability and safety. Shoring and shuttering shall be installed where necessary to
prevent soil collapse. The excavated material shall be disposed of in a designated tipping area, adhering
to the required haulage and disposal procedures. All activities shall be in compliance with the
specifications and under the supervision of the Engineer.

3.3 Formation of Embankment

The formation of the embankment shall be executed by providing suitable roadway cutting materials,
ensuring proper compaction in layers. Watering and rolling shall be conducted to achieve the required
density and stability of the embankment. The entire process will be carried out under the guidance of the
Engineer and in compliance with the specifications and drawings.

3.4 Backfilling for Retaining Structures and Foundation Pits

Backfilling operations shall be performed using the excavated materials, ensuring proper compaction to
achieve the required density. Watering and compaction shall be executed layer by layer to enhance the
stability of the structure. Density tests shall be conducted to verify compliance with specifications. The
process shall be carried out under the guidance of the Engineer and in adherence to the approved drawings.

4. STRUCTURAL WORKS

4.1 Laying of Stone Soling/Pitching/Packing

Stone soling, pitching, or packing works shall be undertaken to provide a stable and level base for the
structure. The stones shall be laid systematically in line and level as per the specifications and instructions
of the Engineer. Proper interlocking and compaction shall be ensured to enhance load-bearing capacity.
The entire process shall comply with the approved drawings and quality standards.

4.2 Laying of Plain/Reinforced Cement Concrete

Plain or reinforced cement concrete (M15/40) shall be prepared, laid, and compacted as per the required
specifications. Adequate curing shall be ensured to achieve the desired strength. The process shall also
include necessary testing to verify compliance with quality standards. The placement and finishing of
concrete shall be executed under the supervision of the Engineer, following the approved drawings.

 Formwork: Formwork for concrete works shall be installed using appropriate materials and
supports. The formwork shall be designed to withstand the pressure exerted by fresh concrete
without deformation. Necessary scaffolding shall be provided for stability and safety. The removal

of formwork shall be carried out systematically after achieving the required concrete strength. All
formwork activities shall comply with the specifications and approved drawings.

4.3 Laying Random Rubble Stone Masonry

Random rubble stone masonry shall be constructed using machine-mixed cement sand mortar (1:6). The
stones shall be carefully placed to achieve a structurally sound arrangement. Scaffolding shall be provided
as required, ensuring the safety of workers. Pointing and installation of required HDPE weep holes shall
be carried out in accordance with the specifications. The curing of masonry shall be maintained for the
prescribed duration to attain the required strength.

4.4 Backfill with Graded Filter Materials

Backfilling with graded filter materials shall be executed in layers, ensuring proper compaction and
watering. The lead and lift requirements shall be maintained as per the specifications. The entire process
shall be performed under the supervision of the Engineer, ensuring compliance with the required density
and stability criteria. The backfilled area shall be monitored to ensure settlement does not occur over time.

5. CROSS AND SIDE DRAINAGE WORK

5.1 Flat Dry Brick Soling

Flat dry bricks soling shall be provided and laid to ensure a stable base for subsequent construction
activities. The bricks shall be placed closely with proper alignment and compaction, ensuring a firm and
uniform surface. The work shall be carried out as per the approved drawings and technical specifications,
following the instructions of the Engineer appointed by PIU.

5.2 Stone Soling/Pitching/Packing

Stone soling, pitching, and packing shall be laid for leveling and strengthening the foundation. The stones
shall be selected, placed in position, and compacted to achieve the required stability and surface level. The
work shall be performed in compliance with the specified guidelines, ensuring a durable and well-
compacted base as per the Engineer’s direction.

5.3 Concrete Work

5.3.1 Plain Cement Concrete (M15/40)

Plain cement concrete of specified grade shall be mixed and laid, ensuring proper compaction, curing, and
testing. The concrete shall be prepared with designated materials and transported within the required lead
distance. The execution shall be in accordance with the approved specifications, ensuring structural
integrity and durability.

5.3.2 Machine Mixed Cement Concrete (M20/20)

Machine mixed cement concrete of the specified grade shall be placed for the foundation, superstructure,
deck slab, and girder. The mixing, placing, compaction, and curing shall be carried out meticulously to
achieve the required strength. Testing shall be performed as per specifications to ensure compliance with
quality standards.

5.3.3 Machine Mixed Cement Concrete (M25/20)

Cement concrete of the specified grade shall be mixed mechanically and placed in foundations,
superstructures, deck slabs, and girders. The work shall include compaction and curing as per standard
procedures to achieve the required durability. All necessary testing shall be conducted under the guidance
of the Engineer.

5.3.4 HYSD Bar Reinforcement

High Yield Strength Deformed (HYSD) bar reinforcement shall be laid, fitted, and placed in
superstructures as per the design specifications. The bars shall be properly arranged, secured, and checked
for alignment before concreting, ensuring structural strength and durability.

5.3.5 Formwork Installation

Formwork of all classes shall be provided, assembled, and installed for concrete works. It shall include
necessary supports and scaffolding to maintain stability. The formwork shall be removed carefully after
achieving the required concrete strength, following the prescribed guidelines.

5.4 Gabion Structure Installation

Mechanically woven, heavily zinc-coated, double-twisted hexagonal mesh gabion structures shall be
assembled and laid to retain earth. The compartments shall be properly formed, tied, and filled with stones
or boulders. The bedding, dressing, and securing of lids shall be carried out following the specifications
to ensure structural stability.

5.5 Masonry Works

5.5.1 Random Rubble Stone Masonry

Random rubble stone masonry shall be constructed using machine-mixed cement sand mortar in the
prescribed ratio. Proper scaffolding, curing, and pointing shall be ensured along with the installation of
HDPE weep holes at specified intervals. The masonry work shall be performed in accordance with the
specifications and Engineer’s instructions.

5.5.2 Brick Masonry Work

Brick masonry shall be constructed in the foundation or structure using cement mortar of specified ratio.
The work shall be executed in conformity with the technical specifications, ensuring proper bonding and
alignment. Pointing and plastering shall be carried out separately as required.

5.6 Pipe Installation

5.6.1 RCC Hume Pipe Installation

Reinforced Cement Concrete (RCC) Hume pipes of specified diameters shall be laid with or without
collars, ensuring proper jointing using cement mortar. The alignment and levels shall be checked before
installation to ensure effective drainage performance.

5.6.2 HDPE Pipe Installation

HDPE pipes of specified diameter and pressure rating shall be laid and connected as per the design
requirements. Proper handling and placement techniques shall be adopted to ensure the durability and
functionality of the piping system.

5.7 Backfilling with Graded Filter Materials

Backfilling shall be carried out in layers using graded filter materials. Watering and compaction shall be
performed at each stage to achieve the required density and stability. The process shall be completed as
per the approved specifications and Engineer’s guidelines.

5.8 Steel Structure & Railing Work

5.8.1 Steel Structural Work

 I Girder Installation: I girders of specified weight shall be provided and installed as per the design
requirements. The girders shall be properly positioned and secured to ensure structural stability
and load-bearing capacity.
 ISMB 150 Cross Beam Installation: ISMB 150 cross beams shall be installed following the
technical specifications. Proper alignment, positioning, and fastening shall be ensured to achieve
the required structural integrity.
 Square Hollow Section (SHS) Installation: Square Hollow Sections of specified dimensions
shall be installed as per the design. The installation shall be carried out ensuring proper support
and stability.
 Chequer Plate Installation: Chequer plates of the specified thickness and dimensions shall be
installed to provide a durable and non-slip surface. Proper fixing techniques shall be adopted to
ensure a secure and stable installation.

5.8.2 Railing Work (Vertical & Horizontal Posts)

Railing work shall be installed using MS pipes for both vertical and horizontal posts. The vertical posts
shall be placed at specified intervals, ensuring uniformity and strength. The horizontal posts shall be
secured in position as per the design and instructions of the Engineer.

6. ROAD WORKS

6.1 Scarifying the Existing Bituminous Road Surface

The existing bituminous road surface shall be scarified to the specified depth to remove the deteriorated
layer and prepare the surface for subsequent construction activities. The scarified material shall be
disposed of within the designated lifts and lead areas as per the project specifications. The process shall
be executed in accordance with the approved drawings and technical specifications, ensuring that the
underlying layers are not disturbed and that the site remains clean for the next phase of construction.

6.2 Compacting Original Ground Supporting Sub-Grade

The original ground supporting the sub-grade shall be compacted by loosening the soil to the required
depth below the sub-grade level. The loosened soil shall be adequately watered, graded, and compacted
in layers to achieve the required stability and strength. This process shall be performed as per the approved
drawings and technical specifications to ensure a firm and uniform base for the subsequent road
construction layers.

6.3 Providing, Laying, Spreading, Levelling, and Compaction of Granular Sub-Base

The granular sub-base material shall be provided and laid over the prepared surface in accordance with
the specified requirements. The material shall be spread evenly, levelled to the required grade, and
compacted to achieve the desired density. The process shall be carried out while maintaining optimum
moisture content to enhance compaction and durability. All work shall be performed as per the approved
drawings and technical specifications to establish a stable foundation for the upper pavement layers.

6.4 Providing and Laying Crusher Run Macadam

The crusher run macadam shall be laid on the prepared surface using a mix-in-place method. The material
shall be spread uniformly, mixed appropriately, watered, and compacted to form a stable base course. The
compaction shall be carried out in accordance with the approved technical specifications and drawings,
ensuring that the layer attains the required density and strength for further bituminous work.

6.5 Providing and Spraying Bituminous Prime Coat

A bituminous prime coat shall be provided and sprayed on the compacted base course to enhance adhesion
between the base layer and the subsequent bituminous layer. The road surface shall be thoroughly cleaned
using compressors, wire brushes, and brooms before applying the prime coat. The application shall be
executed as per the project specifications and under the supervision of the appointed Engineer to ensure
uniform coverage and penetration into the base course.

6.6 Providing and Spraying Bituminous Tack Coat

A bituminous tack coat shall be applied to the primed surface to create a strong bond between the base
layer and the asphalt concrete layer. The road surface shall be cleaned thoroughly before the tack coat
application. The process shall be carried out as per the project specifications and in accordance with the
instructions of the appointed Engineer, ensuring proper adhesion and optimal performance of the final
pavement structure.

6.7 Providing and Laying Asphalt Concrete

The asphalt concrete shall be laid to the specified thickness using crushed aggregates of the required
grading, premixed with bituminous binder and filler. The material shall be mixed, transported, and laid in
accordance with the approved technical specifications and project drawings. The surface shall be levelled
and compacted to achieve the desired smoothness and durability. The execution of this work shall be
carried out under the supervision of the appointed Engineer to ensure compliance with project standards
and quality requirements.

7. ROAD FURNITURE AND FOOTHPATH

7.2 Interlock Pavers

The interlock pavers shall be supplied and laid in a blended color with a specified compressive strength
to ensure durability. The pavers shall be carefully arranged in a pre-determined pattern to enhance
aesthetics and structural integrity. The laying process shall include proper surface preparation, leveling,
and compaction to ensure uniformity. All works shall be carried out in compliance with relevant
specifications, drawings, and the instructions of the Engineer.

7.3 Matrix Slab/Tiles

The matrix slabs or tiles shall be supplied and installed in a single color with appropriate compressive
strength and interlocking features. The tiles shall be placed on a properly prepared base to ensure stability
and longevity. All joints shall be aligned correctly, and proper leveling and finishing shall be executed to
achieve a uniform surface. The work shall be performed as per specifications, drawings, and the
Engineer’s directives.

7.4 Road Marking Works

The painting of lines, dashes, arrows, and zebra crossings shall be executed using road marking paint
conforming to the required standards. The surface shall be cleaned thoroughly before application to ensure
proper adhesion. Two coats of paint shall be applied to achieve a clear and durable marking. Traffic control
measures shall be implemented during the execution of works to ensure safety.

7.5 Paint Work

The painting shall be carried out in two coats of synthetic enamel paint over a properly prepared surface.
A primer coat shall be applied before the final paint layers to ensure durability and uniformity. The

finished work shall provide an even shade and meet the required specifications and instructions of the
Engineer.

7.6 Installation of Retro-Reflectorized Road Signs

Warning, regulatory, and informatory signs shall be installed using high-intensity grade sheeting on
aluminum plates. The signs shall be fixed securely on steel or iron posts with a well-designed concrete
foundation for stability. The installation shall be carried out as per the required specifications and
guidelines provided in the drawings.

7.7 Installation of Precast Cement Concrete Kerb

Precast concrete kerbs shall be installed on a prepared base with cement sand mortar bedding. The kerbs
shall be aligned accurately and fixed securely to ensure a stable edge for the footpath or roadway. The
foundation shall be excavated, leveled, and prepared according to the required specifications.

7.8 Installation of GI Pipe Hand Railing

The galvanized iron pipe hand railing shall be installed at the specified height with firm anchoring. The
pipes shall be securely fixed and aligned as per the design specifications and site instructions.

7.9 Electrical Installations

 Street Lighting Poles

The galvanized octagonal street light poles shall be supplied and installed with all necessary accessories.
The foundation work shall be carried out to provide a stable base, and electrical connections shall be
established as per the specifications of the Nepal Electricity Authority (NEA).

 Installation of Mini Mast Poles and Floodlights

The mini mast poles with floodlights shall be supplied and installed as per the required specifications. The
lights shall be connected to the power distribution network with proper wiring and connectors to ensure
functionality and reliability.

8. QUALITY CONTROL

 Comprehensive quality control measures shall be implemented to ensure adherence to project


specifications.
 Documentation, including test reports, material certificates, and site records, shall be maintained
systematically.
 Daily logbooks and monthly progress reports will be prepared in accordance with project
standards to ensure continuous monitoring and compliance.
 Regularly check materials and workmanship against specifications.

9. ENVIRONMENTAL CONSIDERATION

 Environmental Management Plan (EMP): An Environmental Management Plan shall be developed


and enforced throughout the project duration. Measures such as dust control, air quality improvement,
and environmental mitigation shall be implemented as per regulatory guidelines. Additionally,
plantation initiatives will be incorporated to enhance sustainability.
 Environmental Monitoring: Regular monitoring of environmental parameters, including air quality,
noise levels, water quality (surface and groundwater), and soil conditions, shall be conducted in
accordance with the Engineer’s guidelines. Compliance with environmental standards will be ensured
through systematic assessments and corrective actions where necessary.
 Water Diversion and Dewatering: As required, the diversion of water bodies, streams, and drainage
systems shall be carried out to facilitate construction activities. Dewatering operations will be
conducted to maintain a dry and safe working environment, ensuring minimal disruption to natural
water flow.
 Dust Suppression Measures: To minimize air pollution, water spraying shall be conducted
systematically across construction areas. Water browsers or specialized vehicles shall be deployed as
per the Engineer’s instructions to suppress dust and maintain air quality.

10. SAFETY MEASURES

The personal safety and health of each employee of our organization is of primary importance. We believe
that our employees are our most important assets and that their safety at the worksite is our greatest
responsibility. The prevention of occupationally induced injuries and illnesses is of such consequence
that it will be given precedence over operating productivity whenever necessary. Management will
provide all mechanical and physical facilities required for the personal safety and health of each of its
employees.

To be successful, such a program must embody the proper attitude toward injury and illness prevention
on the part of corporate management, supervisors, and employees. It also requires cooperation in all safety
and health matters, not only between corporate management, supervisor and employees, but also between
each employee and their fellow workers.

Our concern for safety and health of all human beings is daily, even hourly. We expect every person who
conducts the affairs of our company, no matter in what capacity they function, to accept this concern and
its responsibility. Employees are expected to use the safety equipment provided. Rules of conduct and
rules of safety and health must be observed. Safety equipment cannot be abused or destroyed.

Necessary safety precautions such as “Safety First” will be followed and Personal Protective Elements
(PPEs) will be strictly enforced to all the persons entering the Construction Site. Furthermore, the
Contractor will conduct training on Sexually transmitted diseases specially HIV/AIDS to the Construction

Workers and necessary precautions from avoiding such diseases. An understanding will be made to the
nearest Hospital for immediate treatment in case of accident and injury to the Construction Workers.

All the Construction sites and camps will be properly maintained to keep the sites and works clear of
unnecessary obstruction so as to avoid dangers to these persons. All the temporary works including
roadways, footways, guard and fences will be carefully managed for the use of the protection of the public
and of owners and occupiers of the adjacent land.

 Occupational Health and Safety (OHS): Strict occupational health and safety protocols shall be
followed at all construction sites, including campsites and storage facilities. Personal Protective
Equipment (PPE) shall be provided to all workers, and emergency response measures, including first
aid kits and fire extinguishers, shall be maintained at designated locations to ensure a safe working
environment.
 Pandemic Prevention Measures: In addition to standard safety procedures, pandemic-related health
measures shall be implemented to protect the workforce. Protocols such as hygiene management,
social distancing (if required), and health screenings will be followed in accordance with applicable
guidelines.
