TESTING LAB
In view of ongoing energy crisis and in-line with the goals of Federal
Government, an Energy Research Centre (ERC) was established in
December, 2014 at the COMSATS Lahore campus. The vision of the
Center focuses on “building an internationally recognized Centre of
Excellence by fostering inter-disciplinary research, developing
visibility for ERC as a leading institution in energy research, and
creating educational programs in clean and efficient energy
technologies”. The Centre would undertake such programs on
energy that would integrate with national programs having vital
implications for the industry and country to generate economic
activities in Pakistan.
The specific objectives of the Center
are:
• Undertaking and promoting research and development activities on various issues in the
Energy sector including: energy efficiency; Renewable energy like wind power, solar energy,
tidal and waves energy; decentralized power distribution systems; smart grids; Energy
Policy and Regulatory issues; Energy Economics ,rationalization of Tariffs, Feed-in-Tariff,
Energy Conservation and environmental engineering.
• Facilitate public and private sectors in enhancing the least cost power generation capacity
and develop an efficient and economical transmission and distribution network.
• Dissemination of latest research findings of global energy research institutes on power
generation, transmission and distribution technologies, particularly for coal, wind power and
solar energy.
• Review and offer advise on legal and regulatory framework for power generation,
transmission and distribution. Such framework will cover tariff setting, licensing,
operational standards, grid connectivity and consumer issues.
• Promote energy conservation measures in industry, agriculture, transport and domestic
sectors and disseminating its recommendations by organizing seminars, conferences and
workshops.
BACKGROUND
 Because of load shedding in Pakistan, the use of UPS have gained popularity.

 Due to poor quality of UPS, the voltage produced by those UPS are not pure sine wave but it is
more like a square wave that contains high total harmonic distortion due to which electrical items
are being damaged and it reduces the overall power factor of the grid.

 UPS batteries require to be charged all time, the uninterruptible power system should draw more
power than the demand of the attached equipment. All this causes enormous waste of power that
is significant additional cost.

 Locally and imported UPS must comply with standards set by IEC-International Electro technical
Commission, and IEEE- Institute of Electrical and Electronic Engineers.

JUSTIFICATIONS
UPS installed in homes consume as much electricity as heavy-duty electrical appliances and the
resultant high electricity bill could be as much a shock as the health hazards the UPS units pose.

 Markets are flooded with substandard UPS and second hand generators – imported in bulk.
Even worse are the locally manufactured UPS units that come without safety
devices/instructions and energy-saving components. There is no performance criterion and
people buy whatever their hick electricians recommend.” ( Dawn News: Jun 04 2012)

 “A UPS can consume as much electricity as a ton or ton-and-a-half air conditioner, described
the most popular alternative to load shedding as one that costs people more than they could

 In four to five hours charging time, a UPS could easily consume 700 to 800 Watts of electricity

Impact
 The total population of Pakistan is 200Million (approx.). Population of Punjab is 100 Million (approx.).
 The number of Electricity Connections in Punjab is 70 Million (approx.). It is estimated that the
number of UPS/Inverter Consumers out of above connections are 14 Million (approx.) or 20%.
 It is also assumed that a general rating of installed UPS/Inverter is 1kW. Then the power consumed
by the UPS/Inverter users is 14000MW (approx.).
 Since efficiency of UPS/inverter is 30% (approx.), therefore the useful Electric Power consumed is
4200 MW, leading to power wastage of 9800MW (70%).
 Assuming the cost of 1 unit of electricity is Rs 18 per kWh, the approximate financial cost in losses is
Rs 12.7Million per month. If certified UPS/Inverters are introduced, it is projected that the financial
losses due to the poor quality UPS/Inverter will be reduced significantly.

CASE
The Punjab Government, Energy Department is promoting energy efficiency
and conservation measures in Punjab. A project entitled “Punjab Energy
Efficiency and Conservation Program 2015-2018 (3 years)” with the cost of Rs.
1209.84 million has been proved under which Punjab Energy Efficiency and
Conservation Authority (PEECA) shall be established and energy efficiency and
conservation measures (EECMs) shall be promoted in the Punjab province. The
proposed project shall be funded by Punjab Government, Energy Department
under its EECM program/block allocation for energy sector/Energy
Development Fund. It is therefore, proposed that the project be included in the
Punjab Govt., Energy Department ADP.

OBJECTIVES
• To establish UPS/Inverter analyzers/Testing devices in Labs. Facilities for testing and certification of Uninterruptible Power
Systems (UPS/Inverter) to supplement the efforts of Punjab Energy department for promotion of energy efficiency and
conservation measures in the Punjab province.
• To provide testing and certification services on UPS/Inverter manufacturers/importers/potential clients in Pakistan.
• To create awareness by arranging training workshops/seminars on energy efficiency and conservation measures in
collaboration with Energy Department, on pilot scale.
• Reduction in the overall entropy of the system by using efficient quality UPS/Inverter.
