What is Fiscal Management?
It is the process of running an
organization efficiently within its
allotted budget.
What is Financial Management?
Refers to the application of general
management principles to the various
financial resources of the project. This
encompasses planning, organizing,
directing and controlling of the financial
activities such as procurement and
utilization of project funds.

Budgeting involves identifying specific
tasks and objectives of the project and
expressing these activities in financial
terms as budget.
Financial Planning
 Financial planning comprises of
planning fund flow, procurement
plan, staffing, capacity building of
staff, preparation of budget calendar
etc.
Financial Control and
Monitoring
 It is the responsibility of the finance head
to monitor the utilization of funds and
ensure compliance of rules and regulations
laid down for the implementation of the
project. Statutory audit, internal audit,
procurement review, financial MIS etc. are
used as financial tools for control and
monitoring.
Key Concepts of Financial
Management
Budgeting
One of the most important concepts of financial
management is budgeting. Spending money without a plan
or without regard to your sales can lead to overspending,
missed bill payments and decreased profits. Create a master
budget each year for your business that includes income and
expense projections, a cash flow statement, a balance sheet
and a profit-and-loss statement. Perform a budget variance
analysis each month or quarter to determine if your budget
projections were accurate or if they need to be adjusted.
Reporting
To make the most effective decisions regarding marketing,
distribution strategies, pricing, hiring and other aspects of
your business, you’ll need accurate information regarding
how each decision you make might affect your bottom line.
Accurate and regular financial reporting helps you know
exactly where you stand financially, how different areas of
your company and different initiatives are performing and
what your resources are. A balance sheet lets you see your
company’s assets and liabilities at any time. Cash flow
reports tell you if you can pay your bills on time or if your
collections process is inefficient. Knowing your available
credit and what your interest costs are provide important
information about your purchasing power and profit margins.
Cash Flow Management
A common reason small businesses struggle or fail is poor
cash flow management. Even when income is greater than
expenses, you still might find yourself short of cash and
unable to pay bills if you don’t time the receipt of your sales
invoices with the due dates of your bills. Accurate and timely
cash flow statements help you avoid production shutdowns,
loss of customers and damage to your credit.
Tax Planning
Without proper planning, you will pay more taxes than you
need to and risk fines, penalties and liens. Effective tax
planning can help you reduce payroll taxes, lower your
income tax liability, avoid paying sales taxes late and avoid
surprises that arise when you are hit with tax bills larger than
you expected. Work with a tax expert to minimize your tax
liabilities and meet you obligations on time.
Debt Service
The more debt you carry, the more interest you pay, raising
your overhead costs and lowering your profits. Even if you
have no problem paying your credit card bills or loan
amounts, high debt can lower your credit score, potentially
decrease your ability to get more credit when you need it,
and raise the interest rates you’ll have to pay on future
borrowing. Effective financial planning includes monitoring
your debt and managing it on a regular basis.

Successful leaders have "great vision – the ability to
formulate and shape the future, rather than be
shaped by events", says Richard Harman,
headmaster of Uppingham School, Rutland.

Successful school leaders show great determination,
with the willpower and patience to see things
through. They are willing to take risks and are
steadfast in challenging under-performance or poor
behavior.

3. Passion
"We are there for the children and we mustn't ever
forget that," says Llyn Codling, executive
headteacher of Portswood, St Mary's and Weston
Park primary schools, Southampton. Like Codling,
successful school leaders are passionate about
teaching and learning and show great commitment
to children. They take an active interest in their
pupils' work – and that of their staff.

4. Emotional intelligence
Successful school leaders are team-builders. They
understand the importance of relationships,
empower their staff and pupils and show great
empathy. "Get the relationships right – open,
trusting, humorous – and much else follows
naturally," says Kingsbridge Community College
 principal, Roger Pope. "They feel motivated. They
want to follow you."

5. Judgment
The best head teachers show great judgment, make
the right calls and are wise leaders. Crucially,
however, it isn't simply a matter of acting alone. It's
about involving the whole school community and
taking people forward together.

6. Resilience
The business of headship is full-on and, at times,
gruelling. Successful school leaders are optimistic
and resilient, remain calm in a crisis and are
energetic and positive at all times. "It about really
knowing yourself and having personal strategies so
you are able to steady yourself in stormy waters,"
says Catherine Paine, primary head and assistant
CEO of REAch2 Academy Trust, Waltham Forest.

7. Persuasion
The best school leaders are confident
communicators and storytellers. They are great
persuaders and listeners, adept at describing 'the
story of their school' to any audience. They are also
great motivators. "Getting people to do things and
go that extra mile lies at the heart of good
leadership," says Kenny Frederick, former
headteacher at George Green's School, Tower
Hamlets.

8. Curiosity
Successful school leaders are outward-looking and
curious. As Teresa Tunnadine, headteacher at the
Compton School in Barnet, states: "Headship is
about having at least one foot outside of the school
looking at what's going on elsewhere and picking up
good ideas." They are excellent networkers and
great opportunists, always in touch with events.
