    Jovellar is a 4th class municipality with very limited
    source of revenue hence, very dependent on its IRA
    share. Being such, the LGU is quite apprehensive
    that the PPAs to be implemented for FY 2022,
    particularly those of the devolved functions/services,
    could not be sustained for the next 2 years where a
    downtrend in the NTA is expected. In view of the
    foregoing, can the LGU allocate much more than
    20% of its NTA in the 20%EDF? so that
    implementation of PPAs can be extended to the
    succeeding year/s. Or can we allocate some of our
    budget for PPAs to be implemented for 2 or 3 years?

    the DTP, how can we incorporate the functions and
    services identified in the DTP in the 2022 budget
    considering that the budget is expected to be
    submitted to the sanggunian by oct 16
    The LGU is in the process of preparing its annual budget for 2022.
    For conservatism, the LFC opted to use the 2021 IRA as basis for the
    estimated icome for 2022 prior to the receipt of programs/projects
    to be devolved to the agency and we will prepare the necessary
    supplemental budget for the increase. Is there any legal implications
    on that decision or should we wait for the programs and project to be
    devolved to the LGU? and until when should we wait?
