PREAMBLE
 *”We, the members of the AFP, imploring the
enlightenment from almighty God, in order
to achieve and maintain a professional
organization, worthy of public trust and
respect, faithful to its constitutional
mandate as the protector of the people, the
sovereignty of the state, the democratic
institutions and the integrity of the natl
territory, freely and collectively commit
ourselves as our way of life, to abide and
adhere to the provisions of this code of

 Kami, ang mga kasapi ng AFP, na humihingi ng


paliwanag mula makapangyarihang Diyos, upang
makamit at mapanatili ang isang propesyonal na
organisasyon, karapat-dapat sa pagtitiwala ng bayan
at respeto, tapat sa kanyang constitution bilang
tagapagtanggol ng mga tao, ang ibang kapangyarihan
ng estado, ang mga demokratikong institusyon at ang
integridad ng mga Pambansang teritoryo, malaya at
kolektibong gumawa ng ating sarili bilang aming mga
paraan ng pamumuhay, na tumangap at sumunod sa
mga probisyon ng code ng etika(tama) na sa
pamamagitan nito tayo ay maglagda at palaganapin.

ourselves to abide by and adhere to the code.

rest and defines our accountability to
the people we serve.

 Honor - most precious than life itself
 Loyalty - enhances dedication and pride,
fosters unity and promotes sincere concern
 Valor - power & strength, courage & ability to
overcome fear, more than bravery or ability to
endure pain
 Duty - personal act of responsibility
 Solidarity - teamwork through thick & thin
Sec 2: AFP Stand on Basic Issues

To express the stand of the


members of AFP on some basic
national issues & to unify us towards a
single line of action or thinking on
each issue.

To bridge the gap of


misunderstanding & divisiveness from
ignorance of traditional & expanded
roles as men-in-arms
Sec2.1:AFP ORGANIZATION - should be
organized that it can function effectively with
minimum cost & maximum result with active
people participation in defense of the state and
civil assistance in times of calamities.

Sec 2.2: Civilian Supremacy - obedience to


laws, carry out directives & regulations, pay
taxes, cast votes, enforce writs.
Sec2.4: Military Leadership - significant role of
military leader to influence his men to carry out
its mission, performed assigned tasks or fulfill
its obligations and functions.

Sec2.5: People’s Support - No Army has ever


succeeded without the support & cooperation of
its people.
Sec2.6: National Development - The AFP
must be a catalyst of change, reform and
development.

Sec 2.7: Partisan Politics - Involvement in


politics should only be limited to the exercise of
his right to vote and assist in ensuring a clean
and honest election.

Sec2.8: Democracy - The Phil Gov’t is an


embodiment of the people’s will, established to
protect their inherent rights and fulfill their
aspirations as a nation.
Sec 2.9: National Interest - common goal of
the people.
Paramount concern and must be enhanced &
protected.

Sec 2.10: Peace - Program & development can


only be attained if there is stability, peace &
order.

Sec 2.11: War - resorted to only when peaceful


means failed & no other option is left.
Sec 2.12: Use of Armed Force - the AFP must
act with restraint when implementing
government policy pertaining to security.

Sec 2.13: Social Justice - AFP must promote


social justice based on the principle of “All men
are created equal”.

Sec 2.14: Human Rights - AFP must respect


the inherent rights of an individual as a human
being
Sec 2.15: Enemies of the State

*Those who violate the sovereignty of the State


(foreign aggression)
*Those who resort to violence as means to
achieve their ends (CPP/NPA)
*Those who will not accept the civilian
supremacy over the military (Coup Plotters)
*Those who shall dismember the country or any

part of it (MILF)
*Those who engaged in organized crime
*Those who promote alienation (NDF)
ARTICLE 5 :Military Professionalism

- performance of duties &


responsibilities with utmost
competence, efficiency & dedication

The AFP shall perform its tasks as


mandated by the constitution with the
highest degree of excellence by expert
application of the basic & specialized
skills of soldiery while strictly adhering
to the Code of Ethics & all laws &
statutes of the land.
Sec 2: Professionalism

- the expert application of specialized


skills based on an organized body of
knowledge and in accordance with laws
and or Code of Ethics with the highest
degree of excellence in the
accomplishment of the mission
Standard of Loyalty - All AFP
Sec3.1:
personnel must be loyal & true to
the Republic, the Constitution, the
AFP organization & the people.

Sec3.2: Standard of Competence -


the ability or the capability to do
what is expected him to do & to do it
well.
Sec3.3: Standard of Ethics - Each soldier
must conform to the accepted principles of
right conduct being observed in a society of
which he is a part of.

Sec3.4: Standard of Morals - Distinguish


what is right from what is wrong. Do what is
right and avoid wrong ones.
Sec3: Unprofessional Acts

*Acts of Disloyalty
- betrayal of our country & people
- non support of the duly constituted
government
- disregard of chain of command
- cowardice & desertion or post
abandoment
- AWOL
- Insubordination
Unprofessional Acts

*Acts of Incompetence

- lack required knowledge, skills,


physical attributes & character traits
- failed to attain min passing grade
- do not meet the physical, medical,
mental & moral fitness tests
- indifferent & halfhearted to duty
Unprofessional Acts

*Unethical Acts - are deviations from the


established & accepted ethical & moral
standards of behavior & performance.

- sideline
- arrogance
- unwarranted assertion of rank,
position or authority
- tolerance of irregularities
- fornication: adultery, concubinage,
homosexuality
Unprofessional Acts

*Corrupt Acts - crimes against public


interest, public morals, property, chastity, civil
status of person and honor

- use of government funds or properties


other than what is intended
- manipulation to amass wealth
- falsification of records
- receiving or demanding gifts
CONCLUSION

The AFP is committed for the strict


implementation of the Code of
Ethics, without discrimination,
regardless of rank, position,
assignment, relations, political
connections, religion, tribe &
source of commission
