Local Governance Functionality Appraisal for Barangay
PREFATORY STATEMENT
Section 2 of the Local Government Code of 1991 states that the territorial and
political subdivisions of the State shall enjoy genuine and meaningful local
autonomy to enable them to attain their fullest development as self-reliant
communities and make them more effective partners in the attainment of
national goals. Toward this end, the State shall provide for a more responsive
and accountable local government structure instituted through a system of
decentralization whereby local government units shall be given more powers,
authority, responsibilities and resources. The process of decentralization shall
proceed from the national government to local government unit.
The Local Government Code of 1991, stipulates in Section 17 that:

The government units shall endeavor to be self-reliant and shall continue


exercising the powers and discharging the duties and functions currently
vested upon them. They shall also discharge the functions and responsibilities
of national agencies and offices devolved to them pursuant to this Code. Local
government units shall likewise exercise such other powers and discharge
such other functions and responsibilities as are necessary, appropriate, or
incidental to efficient and effective provision of the basic services and facilities
enumerated herein.
Such basic services and facilities include, but are not limited to, the following:
1. For Barangays:
i. Agricultural support services which include planting materials distribution system and
operation of farm produce collection and buying stations;
ii. Health and social welfare services which include maintenance of Barangay health center
and day-care center;
iii. Services and facilities related to general hygiene and sanitation, beautification, and solid
waste collection;
iv. Maintenance of Katarungang Pambarangay;
v. Maintenance of Barangay roads and bridges and water supply systems
vi. Infrastructure facilities such as multi-purpose hall, multipurpose pavement, plaza, sports
center, and other similar facilities;
vii. Information and reading center; and
viii. Satellite or public market, where viable;
The tool aims to assess the LGUs, particularly on seven (7) elements,
namely: 1) Presence of Barangay Government Center with Facilities, 2)
Presence of Working Elected and Appointed Barangay Officials, 3)
Functional Sangguniang Barangay 4) Functional Barangay Based
Institutions (BBIs), 5) Approved Mandated Plans and Budget, 6) Visible
Support to Basic Services, 7) Sound Fiscal Management. These elements
shall be the tool for implementation for LoGFAB.
OBJECTIVES
Evaluate the governance performance of the barangays in
BARMM

Acknowledge functional and performing barangays and reprimand those


identified with constant low performing barangays

Identify performance gaps in local governance for appropriate policy


development and capacity building interventions

Communicate the findings/results to the higher political entities or


concerned ministries/agencies for possible assistance/interventions that
would help improve our barangays in BARMM.
COVERAGE
The LoGFAB is expected to cover the Two Thousand Five Hundred Ninety
barangays (2,590) of BARMM, this includes the 37 barangays of Cotabato
City and 63 of Special Geographic Areas, for 2021 pilot implementation.
MODE OF IMPLEMENTATION

To ensure smooth carrying-out of the program, it shall be implemented thru


the following procedure:
4.1 ROLL-OUT / ORIENTATION. An orientation shall be done for the five (5) provinces including
Cotabato City and SGA field officers to provide them comprehensive understanding on the guidelines
as well as on the Data Capture Forms (DCFs) to be used for the barangays assessment to be
administered by the C/MLGOOs.

4.2 DATA COLLECTION AND VALIDATION. This shall be done by the MILG field officers in their
areas of assignments. The duly accomplished forms shall be submitted to their Provincial Offices for
consolidation and later forwarded to the MILG Regional Office.

LogFAB will then be an annual assessment hence every preceding year shall serve as the basis for
the assessment.
 
(Moreover, this will be an annual assessment and the basis of the assessment is the preceding
year.)
MODE OF IMPLEMENTATION

4.3 COMMUNICATING BARANGAY GOVERNANCE FUNCTIONALITY APPRAISAL


RESULTS. After the consolidation of results by the MILG Regional Office, a State of
Functionality Report for BARMM Barangays shall be prepared and then be submitted to
the Chief Minister and the Parliament, for policy development and appropriate local
governance program.

The said results will be communicated to all (LGUs) down to barangays in the region thru
their MILG field officers. They shall conduct utilization conferences to convey the state
functionality results of the LoGFAB to local chief executives, other local officials and
functionaries. Further, the said results will be communicated during the conduct of the
Barangay Assembly.

LEVEL OF FUNCTIONALITY
THE LEVEL OF FUNTIONALITY SHALL BE DESCRIBED AS FOLLOWS:

If the barangay obtained a rating of 20 and


BASIC below
PROGRESSIVE If the barangay obtained a rating of 21 to 50
MATURE If the barangay obtained a rating of 51 to 80
If the barangay obtained a rating of 81 and
IDEAL above
ROLES AND
RESPONSIBILITIES
MILG REGIONAL OFFICE
The MILG Regional Office will organize the LoGFAB Steering
Committee to provide guidance and oversight. The Steering
Committee will be headed by the Minister of the Interior and
Local Government.
 
The MILG Regional Office shall also organize Regional
Barangay LG Functionality Appraisal Management Team.
The Regional LoGFAB Management Team shall carry out
the implementation of the following activities
● Design measurable indicators, provide technical notes and scoring system for the seven
elements of functionality to be reflected in the Data Capture Form
● Conduct table assessment and analysis of the submitted forms
● Prepare regional report on LoGFAB, for submission to the Minister of MILG-BARMM and the
Office of the Chief Minister
● Conduct a regional utilization conference to convey results of the LoGFAB to partners and
stakeholders on local governance
● Develop strategies and programs to address the gaps
D. A team of secretariat shall also be organized from the Barangay and Community
Affairs Division. LoGFAB Management Team Secretariat shall carry out the
implementation of the following activities:
 
● Cause the immediate and widest dissemination of the Memorandum Circular
re: implementation of LoGFAB signed by MILG-BARMM Ministry to the MILG
Field Offices
● Development of online system for LoGFAB Reporting
● Reproduction/ Provision of LoGFAB Data Capture Form (DCF) for
dissemination to all provincial offices
● Consolidate provincial submissions
● Provide findings/results to all MILG provincial offices to deliver the same to
concerned LGUs especially the barangays
MILG PROVINCIAL OFFICES/SGA COORDINATOR
The MILG Provinces shall:
 
a) Disseminate the Memorandum Circular re: Implementation of Barangay Local
Government Functionality Appraisal signed by the MILG- BARMM Minister including the
Data Capture Forms (DCF);
b) Organize a Provincial LoGFAB Management Team that will review and verify all
submitted LoGFAB Data Capture Form (DCF). They shall also oversee and check the
data completion and consolidate all accomplished forms submitted by the C/MLGOOs;
c) Submit consolidated LoGFAB results to MILG Regional Office;
d) Submit recommendations/ programs for consideration to the MILG Regional Office to
address the gaps; and
e) Conduct provincial utilization conference to communicate LoGFAB results.
 
CITY / MUNICIPAL
LOCAL GOVERNMENT OPERATIONS OFFICERS

The City/ Municipal Local Government Operations Officers (C/ MLGOOs) shall perform the
following:
 
a. In data collection, the MLGOO shall:
 
1. Accomplish the form legibly and reliably based on the data presented with Means of
Verifications (MOVs) by the BLGU concerned thru interview and validation.
b. In validation, the C/MLGOO shall:
 
1. Determine which mode of validation is applicable per area or per indicator. This may be through:
 
a) Documentary review which looks into a specific document that can provide for the answers to specific
information requirements;
b) On-site inspection which necessitates physically checking the existence of items being required; and
c) Interview which solicits explanation or additional information from the concerned LGU officer to support
claims or answers provided in each item;
d) Enter data in the LoGFAB online system based on the accomplished and validated DCFs.
e) Submit copy of the accomplished and validated DCFs to the Provincial Office.
f) Submit recommendations to address performance gaps.
g) Conduct utilization conference to communicate LoGFAB results to assigned LGU.
