Direct Awards

Local organizations interested in partnering with USAID are encouraged to be attentive and stay informed about the publication of new funding opportunities in Honduras. Keeping abreast of these announcements is essential for preparing timely and competitive applications and for accessing valuable informational resources. It also allows local organizations to actively engage in the competitive process as required by the U.S. Government regulations and to properly align their initiatives with USAID priorities.

The following are the main types of financing instruments that might become available at USAID:

A contract: an instrument establishing a binding relationship whereby an organization commits to provide good and/or services to USAID in exchange for a consideration. Opportunities for contracts are published at sam.gov. To quickly navigate this website, click on “Search” in the upper menu bar, add “Honduras” to the search box that appears below, and click on the hand glass button. You will now see the existing opportunities for Honduras.

A cooperative agreement / grant: a partnership between USAID and an organization for the implementation of interventions that serve a public purpose. In the case of a cooperative agreement, USAID has substantial involvement in the implementation, whereas in the case of a grant USAID’s involvement is limited. Opportunities for these types of instruments are published in grants.gov. To quickly navigate this website, click on “Search Grants” in the upper menu bar, add “Honduras” to the search box next to “Keyword(s)”, and click on the “Search” button. You will now see the existing opportunities for Honduras.

A fixed amount award: either a cooperative agreement or a grant whereby disbursements are triggered when the partner organization achieves predetermined milestones. USAID monitoring is based on performance. Opportunities for these types of instruments are also published in grants.gov.

Typically, the opportunities available for local organizations are either standard cooperative agreements or fixed amount awards.

Sub-awards

USAID also supports local organizations through sub-awards and other opportunities. When USAID makes an award to a recipient or contractor to implement a program, the partner can make competitive calls to allocate some funds of the award to additional partners that can contribute to the objectives of the program with specific interventions.

While USAID does not enter into a legal or programmatic relationship with sub-awardees (they sign agreements and are accountable to the prime recipient or contractor), sub-awards provide relevant experience to local organizations on working with USAID funds and aligning with USAID policies and regulations. Local organizations can also participate in capacity strengthening and other interventions coordinated by USAID’s implementing partners.
