This method actually tries to fit the maximum number of elements. So if "A, 11 more"
fits

the glyphs for the digits being very wide, for example), it returns

. Because of this, this method may be inefficient for very long
lists.
Note that the elements of the returned value, as well as the string for moreId

be bidi-wrapped using BidiFormatter.unicodeWrap
based on the locale of the input
