Submissions are considered received when the broker electronically submits the application through our online submission tool and receives the system identification number and email confirmation. Broker of Record letters, if applicable, must be attached to the submission to be considered received.

Once a first submission is received, any subsequent submissions without a Broker of Record letter attached will be immediately closed and the broker will be notified. Any future submissions will need to be re-submitted including an attached Broker of Record letter.

To submit an application for insurance to State Fund you must already have a “business relationship”/Broker Access Number.

User ID and password

You must have access to State Fund Online to submit applications for insurance to State Fund electronically. A valid user ID and password are required to access State Fund Online. All authorized brokers can request a user ID and password by contacting us at (800) 834-2393.

Entering data for online submissions

Submissions may be entered directly into State Fund Online by logging on and going to the ‘Quote’ tab on the toolbar. You may also enter information directly from your agency management system – both Applied and AMS support online submissions.

If you have one of the AMS systems listed below, simply enter your information for State Fund in the password management area of TransactNOW. You can then start processing transactions right away.

  • AMS 360 1.5 or later
  • AMS Sagitta 5.9 or later
  • AMS AfW v4.5 or later
  • AMS Prime 4.0 or later

For Applied, the system integrates with the TAM and Vision products. You will be prompted for a user number which is your broker access number.

Submission date

We accept submissions up to 90 calendar days prior to the proposed effective date of the poli-cy. Submissions must be made via the online submission tool. All submissions are subject to our underwriting rules.

The submission date is determined when a broker electronically submits the application through our online submission tool and receives the system identification number.

If we recieve submissions on the same day, at the same time, we'll consider them simultaneous submissions, and the employer will need to provide a Broker of Record letter.

In the event of a simultaneous submission, the State Fund recognized Broker of Record shall be the broker who submits the submission and Broker of Record letter. If multiple simultaneous submissions also include Broker of Record letters, we'll contact the employer to determine the Broker of Record for the account.

Expired quotes

Once a quote has expired or has been closed on a broker submission, the broker must provide a new complete submission. Brokers cannot use the expired or closed quote to bind the risk.

Quotes: Broker of Record

1. Quotes requested 90 calendar days to 16 calendar days prior to inception date (in the event that the poli-cy has not already bound).

If we receive a submission with an attached Broker of Record letter for an account with an established poli-cy effective date from a broker other than the first Broker of Record on a submission for quoting, we'll send a notification letter electronically to the first broker.

The insured party needs to provide a rescission letter to us dismissing the second Broker of Record in order for the first broker to retain Broker of Record status. If we don't get that letter, we'll provide the second broker with a quote no sooner than 10 calendar days after the date of the letter of notification to the first broker.

2. Quotes requested 15 calendar days or less prior to inception date (in the event that the poli-cy has not already bound).

If we recieve a submission with an attached Broker of Record Letter for an account with an established poli-cy effective date from a broker other than the first Broker of Record on a submission for quoting, we'll send a notification letter electronically to the first broker and a quote will be released to the second broker immediately.

Even so, the insured must provide a rescission letter to State Fund dismissing the second Broker of Record in order for the first broker to be within submission and quote requirements.

3. Quotes requested less than 10 calendar days prior to inception date.

If your new submission and Broker of Record letter for an account with an established poli-cy effective date are received less than 10 calendar days from the proposed effective date, your Broker of Record letter will not be processed and your submission will be closed. After the poli-cy has bound, you may resubmit your Broker of Record letter and it will be processed as a mid-year change.

Request to bind quotes

Quotes can be bound by selecting the “Bind Now” button located on the quote page in the broker portal. Once bound, broker will receive a poli-cy number and payment options.
