Non-Competitive Eligibility (NCE) for Federal Employment
Alumni of the Gilman program are eligible for 12 months of Non-Competitive Eligibility (NCE) hiring status with the federal government, with the possibility of extending for up to an additional two years if you served in the military, studied at a recognized institution of higher education or were involved in another activity, which in the agency’s view, warrants an extension.

If you have successfully completed your program abroad within the last three years, you may be eligible for this NCE. If you need a copy of your certificate of achievement and you completed your Gilman Program between November 30, 2015, and December 2021, please contact gilmanscholars@iie.org to request a copy of your NCE certificate. For those that completed your Gilman Program after December 2021, you may request a Certificate of Achievement that will provide record of successful program completion, certifying start date and validity of noncompetitive eligibility through the Gilman Alumni Portal. You can also attach NCE letter to employers explaining NCE to your federal job application.
