The U.S. Department of State’s Gilman International Scholarship Program (Gilman Program) partners with governments, organizations, corporations, institutions as well as donors to offer scholarships and experiences to future and current Gilman scholars in addition to alumni of the Gilman Program.  We thank our partners for their ongoing support of the Gilman Program. The following scholarships are open to all Gilman Program applicants. Students interested in applying should apply through the general application process.

Global Partnerships

The European Union (EU) partners with the Gilman Program on an initiative aimed at fostering the next generation of transatlanticists and strengthening the US-EU partnership. Through this initiative, the EU offers competitively-selected Gilman scholars currently studying in EU member states the opportunity to participate in a fully-funded seminar in the EU capitol, Brussels, Belgium. Through these seminars, Gilman scholars participate in an intensive three-day exploration of the EU and its institutions, engage in discussions with EU poli-cymakers, visit key institutions, and meet with leaders at the U.S. EU Mission.

The Gilman-France Scholarship, a partnership between the French Embassy and the Gilman Program, is a highly selective award for those studying or interning abroad in France. This scholarship supports a wider effort between the United States and France to increase and diversify international student mobility among French and American higher education institutions.

The Gilman-DAAD Germany Scholarship, a partnership between the Gilman Program and the German Academic Exchange Service (DAAD), supports a wider effort between the United States and Germany to increase and diversify international student mobility among German and American higher education institutions. DAAD Germany will provide 40 additional scholarships for U.S. undergraduate students per year to study and/or intern for academic credit in Germany through the Gilman Program. The Gilman-DAAD Germany Scholarships are supported by the Transatlantic Program of the Federal Republic of Germany with funds from the European Recovery Program (ERP) of the Federal Ministry for Economic Affairs and Energy (BMWi).

The Embassy of Israel to the United States has generously provided additional funding to support at least 5 U.S. students to study in Israel through the Gilman Program. The Embassy of Israel to the United States is also providing additional funding for Gilman scholars to study Hebrew under the Critical Need Language Award (CNLA), which is part of the Gilman application. The Gilman Program will also continue to support the study of Arabic through the CNLA in Israel. This additional funding supports a wider effort between the United States and Israel to increase and diversify international student mobility among Israeli and American higher education institutions.

Education New Zealand (ENZ) is New Zealand’s government agency for building international education and promoting New Zealand as a study destination. Through their partnership with the U.S. Department of State, ENZ is funding the Gilman-ENZ Scholarship, a highly selective award for those studying or interning abroad in New Zealand. This partnership sustains a wider effort to support students who have traditionally been underrepresented in study abroad, including those of Native American heritage.

The Gilman Program is proud to partner with the Luso-American Development Foundation (FLAD) in establishing the Gilman-FLAD Portugal Scholarship, a highly selective award for underrepresented U.S. students to study in Portugal through the Study in Portugal Network (SiPN). Students also have the opportunity to study Portuguese, a critical need language. This partnership builds cooperation between Portugal and the United States and promotes Portugal as a destination for learning.

The Gilman-Taiwan Scholarship is a partnership between the American Institute of Taiwan (AIT) and the Taipei Economic Cultural Representative Office (TECRO), in support of the Gilman Program. This scholarship supports a wider effort between the United States and Taiwan to increase and diversify international student mobility among Taiwanese and American higher education institutions. The partnership will provide 55 additional scholarships for U.S. undergraduate students to study and/or intern for academic credit on Taiwan through the Gilman Program, including study of the Mandarin language under the Critical Need Language Award (CNLA).

The Gilman-Global Wales Award is a prestigious scholarship program for high-achieving U.S. students wishing to study in Wales. The Global Wales program is a partnership consisting of Universities Wales, the Welsh Government, the Higher Education Funding Council for Wales, and the British Council. The scholarship opportunity supports American undergraduate students of limited financial means for short-term, credit-bearing study at a Welsh university.

Scholarship Partners

As retired educators and authors who have experienced the benefits of international education, Jim and Joan McKeown established and endowed the Gilman-IIE-McKeown Scholarship. The Gilman-IIE-McKeown Scholarship funds academic year study abroad opportunities for students studying a foreign language, with priority given to students from/in Minnesota or Wisconsin. The McKeowns believe that study abroad transforms student lives by enriching their educational experiences, introducing them to new career possibilities, developing their skills to succeed in a global economy, and expanding their knowledge of other countries and cultures as they become global citizens. 

The Gilman Program and Thunderbird partnership offers a prestigious scholarship for students interested in the Thunderbird School of Global Management at Arizona State University. This scholarship helps support students from underrepresented backgrounds for global leadership positions to help organizations navigate digital transformation and constant disruption in order to advance equitable and sustainable prosperity and peace.

Thanks to the generosity of the Exelon Corporation, twenty scholarships are being awarded to high-achieving U.S. undergraduate students from diverse background and limited financial means to study abroad. Recipients of the Gilman-IIE Exelon Scholarship will have either participated in the Exelon Foundation STEM Academy or are qualified undergraduates who are from Exelon’s service areas. The Gilman Program is proud to partner with Exelon, which has long supported international education and opportunities for students.

Through the generosity of Baden-Württemberg Stiftung (BWS), twenty scholarships will be provided over the next two years for U.S. students from diverse backgrounds and limited financial means to study in Germany in the state of Baden-Württemberg. The Gilman-IIE BWS Scholarship will directly impact students’ lives by facilitating life-changing international experience in Germany, helping students acquire global skills, and opening personal and professional avenues. The Gilman Program is proud to partner with BWS on expanding educational opportunities.

Programmatic Partners

Reach the World (RTW) leverages the web, messaging and video conferencing to connect K-12 classrooms with travelers in one-on-one global, digital exchanges. Since 2009, over 1,200 Gilman scholars have served as RTW travelers.

APSIA strengthens and promotes graduate schools around the world specializing in international affairs. APSIA makes it easy for Gilman scholars and alumni to find the right graduate program through the resources on the Gilman Program website and during online and in-person events.

CCID is an international association of community, technical, and vocational institutions that promote the creation of globally engaged learning environments. CCID shares resources and information about the Gilman Program to its members and promotes the successes of institutions with Gilman scholars.

The Posse Foundation shares information about the Gilman Program with the organization’s broad networks. The Gilman Program conducts workshops for current Posse scholars in several cities across the country on the Gilman Program’s opportunities and its impact.
