Ms. Carol Kushmier is a native of Santa Fe, New Mexico. She received her commission through Officer Candidate School in October 1990. She holds a Bachelor of Science Degree in Biology, Bachelors of Arts Degree in Psychology from Adams State College and a Master of Science Degree in Organizational Management, with a concentration in Human Resources from the University of La Verne.
Ms. Kushmier earned both her Professional Human Resources Certification and her Senior Professional Human Resources Certification as a Human Resources Specialist. Her professional military education includes Oceanographic Watch Officer School, Ocean Systems Operational School, Communications Security Material Custodian School, Basic Coordinated Anti-Submarine Warfare, Space Orientation and Analysis Course, Special Security Officer Course, Army Command and General Staff Officer College, and Joint Forces Staff College.
Ms. Kushmier served on active duty for 33 years as a Human Resources Officer with tours as an Oceanographic Watch Officer at Naval Facility Guam, Oceanographic Watch Officer at Naval Facility Centerville Beach, Liaison Officer for the Personnel Exchange Program at the Integrated Undersea Surveillance System in Esquimalt, British Columbia, Canada, Executive Officer at the Canadian Acoustic Data Analysis Center, Intelligence Space and Missile Events Watch Officer for United States Space Command and North American Aerospace Defense Command, and as the Executive Officer to the Combined Intelligence Center at Peterson Air Force Base.
Ms. Kushmier has extensive leadership experience in manpower, personnel, pay, training, and education as Officer-in-Charge of Personnel Support Detachment Port Hueneme, Commanding Officer of Knoxville Military Entrance Processing Station, Director of Training for Navy Recruiting Command, Commanding Officer of Navy Recruiting District Ohio, Officer-in-Charge to the United States National Support Element in Larissa, Greece and Director of the Training and Quality Assurance Department of Navy Recruiting Command.
Ms. Kushmier completed a Joint duty assignment as the Director of Manpower and Personnel at United States Southern Command. During this assignment she was responsible for oversight of manpower and personnel administration functions for over 2,000 personnel stationed at the United States Southern Command, Special Operations Command South, Joint Task Force Guantanamo, Joint Interagency Task Force South and security cooperation offices in 32 countries throughout the Caribbean, Central and South America.
Ms. Kushmier had major command-level leadership experience as the Commanding Officer of Navy Pay and Personnel Support Center leading 3 Transaction Service Centers and 24 Personnel Support Detachments, providing personnel, pay, and transportation services to 350,000 Sailors and their families across the globe. Prior to departing active duty, she served as Deputy Director of the Pay and Personnel Management Department of Navy Personnel Command and was responsible for the promulgation of operational/execution of pay and personnel policies and the development and dissemination of field procedures in support of Federal statutes, legislative changes and Navy pay, personnel and transportation regulations originated from higher authority in support of active duty, reserves, retirees and their families.
Ms. Kushmier assumed the position as Deputy Commander of MyNavy Career Center in August 2022.
