ORDER:
The Government of Andhra Pradesh as part of its vision to
provide e-Governance to its citizens initiated various steps to harness
the potential of Information and Communication Technology to
provide integrated services to the citizens by deploying appropriate
tools of Information and Communication Technology (ICT) for Urban
Governance.

In the G.O. 2nd read above, Government have constituted a
Tender Evaluation Committee for opening and evaluation of the bids
in connection with the Information and Communication Technology
enable integrated online building permission management system
module in the state of Andhra Pradesh.

In the G.O. 3rd read above, Government have accorded
administrative sanction for an amount of Rs.14,51,11,507.00
(Fourteen Crores Fifty One Lakhs and Eleven Thousand Five Hundred
Seven Rupees only) to M/s Soft Tech Engineers Pvt. Ltd., for
implementation of Information and Communication Technology
enabling integrated online building permission management system in
16 locations (13 Municipal Corporations and 3 District Head Quarters)
in the state of A.P., in the first instance, subject to Bid conditions and
deploying one person for each Urban Local Bodies for Two years
within same cost and completion of project within 6 months.

Now, the Government has taken a decision to implement ICT
enabling integrated online building permission management system in
the remaining 94 ULBs (total 110 ULBs in the state).

In the reference 4th read above, the Project Director,
MSU-APMDP has informed that the World Bank has issued No
Objection for the above project work for an amount of
Rs.26,69,23,792.00 and to handover the contract to the lowest Bidder
i.e., M/s Soft Tech Engineers Pvt. Ltd, Pune. The Project Director,
MSU-APMDP has finally requested the Government to accord revised
administrative sanction in supersession of earlier orders for
implementing the above project in all 110 ULBs of Andhra Pradesh.

After careful examination of the matter, Government, hereby
accord revised administrative sanction for an amount of
Rs.26,69,23,792.00 (Twenty Six Crores Sixty nine Lakhs Twenty
three Thousand Seven Hundred Ninety two Rupees only) in
superseding the orders issued in G.O. 3rd read above, to M/s Soft
Tech Engineers Pvt. Ltd., for implementation of Information and
Communication Technology enabling integrated online building
permission management system in all 110 Urban Local Bodies (ULBs)
in the state of Andhra Pradesh, subject to Bid conditions and following
conditions:
a) Deploying one technical person for each Urban Local Bodies
for Two years within same cost quoted for each ULB.
b) The project shall be completed within three (3) months.
c) It is the responsibility of M/s Soft Tech Engineers Pvt. Ltd.,
Pune to develop necessary interfacing for integrating their
OBPM Application as per the technical requirements of
Municipal ERP application modules already being developed
by M/s e-Governance foundation, Bangalore, in close
co-ordination with M/s e-Governance foundation.
d) The ICT application shall be comprehensive and shall cover
the Transferable Development Rights (TDR) and all other
Technical requirements of Town Planning Department to
achieve desired objectives and purposes.
e) The rates quoted by the firm will be applicable for any
variation in the software for additional locations.
f) M/s Soft Tech Engineers Pvt. Ltd., Pune shall also
provide-solutions to the Town and Country planning
Department, four Regional offices and Head Office within the
cost quoted for according online Building permissions as per
the
delegation
of
powers
under
G.O.Ms.No.168,
Dt.07-04-2012 at Regional level and State level offices.
g) The said software application shall conform to all other rules,
by-laws, regulations and acts in force.
h) The firm has also to make provision in the ICT application for
generation of provisional property tax of all the Building
Applications approved.
i)
The firm has furnished the undertaking, stating that Auto

DCR in-built feature includes automatic generation of 3D
models by reading the plans and elevation sections from the
2D drawings. The bid amount quoted by the firm also
included the 3D features.
j) If new ULBs constituted in the coming four (4) years only

man power cost proportionately which is already calculated,
pre installation and maintenance cost only will be paid. No
additional amount will be paid for software.
k) The proposed project cost has to be met from within the total
cost of the APMD project.

The Project Director, Andhra Pradesh Municipal Development
Project, Hyderabad shall take further necessary action accordingly.
8.
The Director of Municipal Administration, Andhra Pradesh,
Hyderabad and the Director of Town & Country Planning shall monitor
the project and furnish monthly status report in the matter
9.
This order issues with the concurrence of Finance (EBS-VIIMA&F) Department, vide their U.O.No.3961-PFS/164/A1/EBS-VIIMA&F/2015, Dt:20.08.2015.
