Chapter-18: Rate Analysis 18.1 Source of Stone Aggregates For Use in Road/Brisges

This document summarizes the cost estimates for upgrading a road project in Bihar, India from two lanes to four lanes. Key points include: - Stone aggregates will be transported 480km from Pakur due to lack of local sources. - Unit rates for construction materials were determined based on local inquiries and schedule of rates. - Typical cross sections were designed and quantities estimated for 1km sections. - Costs per km were calculated and multiplied by road lengths to determine total costs. - Bridges, culverts and other structures were inventoried and plans made to reconstruct, repair or retain them. - Land acquisition, contingencies, supervision and other ancillary costs were also included. - The total estimated

RATE ANALYSIS

18.1 SOURCE OF STONE AGGREGATES FOR USE IN ROAD/BRISGES

Stone aggregates of required quality for use in Road approach/Bridge for this
project is not available in nearby area. The Stone aggregates have to be transported to
the project sector from Pakur, which is at a distance of 480 Km from Motihari rail head .
Average lead works out to be 484 Km of project. Keeping in view the long lead involved,
It is proposed to bring stone aggregates from Pakur We have proposed transport
material from Rail and Road.

18.2.2 Unit Rates Analysis

Data regarding the general construction materials such as hard broken stone, sand and
gravel have been collected after preliminary investigation, local enquires and reference
to Bihar schedule of rates and quarry charts.

18.2.2.1 Hard Broken Stone

The following One quarries have been identified based on preliminary investigation

 Pakur Rail head to Motihari Rail head lead of our alignment Motijeel flyover is
480 Km of NH-28.

The leads worked out for the location of CMP. Local enquiries are made at these
quarries & the local rate providing were adopted as per Schedule of Rate of Bihar (RCD
2019 guidelines.

18.2.2.2 Sand
Sand is available from Doriganj

18.2.2.3 Gravel
Gravel is available at Pakur.

18.2.2.4 Earth from Borrow areas

Earth has been proposed to be taken from the leased lands all along the roads with an
average lead of 5.00 km.

18.2.2.5 Cement, Steel, Bitumen

Market rates for bulk quantities from various large marketing companies and public
factor firms such as SAIL and Indian Oil Corporation from Patna/Barauni refinery have
been obtained and used in the rate analysing.
18.2.2.6 Labour
The labour rates adopted for the analysis are based on the schedule of rates for
Bihar’2019-2020. The details of the basic rates adopted for labour.

18.2.2.7 Hire Charges for Machineries

As there is a wide choice in the range of available construction machinery, the rate of
running maintenance charges for each machine also varies considerably. The
machinery rates adopted are based on Schedule of Rates of Bihar 2019-20. The details
of the basic rates adopted for Machinery.

A list of hire charges for equipment of machineries have been annexed in the Rate
Analysis Booklet.

18.2.2.8 Unit Rates
Unit rate for various road and bridge items have been worked out as per the MORTH
standard data book, duly growing allowance for overhead charges and construction
project as per MORTH standard data book.
18.3 Unit Costs
10.3.1 Estimation of Quantities
Typical Cross section for
 Four lane widening/Improvement with central median and paved shoulder with
Footpath cum RCC Cover Drain road and central median shoulder.

 Four lane widening in “built up” area

 Remaining stretches in two lane with pave shoulder.

Have been arrived as per pavement composition designed after preliminary

investigation. A minimum thickens of 500mm of good materials have been provided for
subgrade in embankment formation. The sub base layers has been taken to the full
width of the embankment to facilitate drainage and give strength and support to the
carriageway. Base on the above cross sections quantities have been worked out for 1
km length of work for all pavement items.

18.3.2 Cost Estimate for Road Works

Cost per km for the road have been worked out based on the quantities arrived at wide
para 18.3.1 and rates worked out as per para 18.3.2.

The cost of road works for the road work has been computed by multiplying cost per km
of road with respective lengths of 4 lane widening/improvement for and two lane with
pave shoulder.

18.3.3 Cost Estimate

There are 6 major bridges, 1 ROB and 27 minor bridges in the existing SH stretch. Out
of which, 3 major bridges and 6 minor bridges are to be reconstructed for 2 lane width of
16m ,8 minor bridges are to be repaired and rest of the bridges are retained. Cost per
running meter for open foundation with PSC girder superstructure/ Integral RCC box
structure is adopted.

18.3.4 Slab Culverts

In the existing 2 lane road, there are 30 slab culverts. There exist 11 nos. of RCC slab
culverts, and 19 of stone masonary culverts. Most of these slab culverts are having
spans 1.0m, 1.50m, 2.00m, 3.00m, 4.00m, 4.50m, 5.00m and 6.00m which are
proposed to be reconstructed as Box culvert. 3 nos. of slab culvert which are in good
condition are retained and 8 nos. of slab culvet having good condition but inadequate
width require to be widened to suit for 2 lane carriageway.
Lump.Sum provisions have been made towards the cost of slab culverts.

18.3.5 Pipe Culverts

In the project road, there are 152 nos. of pipe culvert. Most of the pipes are of diameter
900mm whereas some of the pipes are of diameter 300mm, 600mm & 1200mm. Pipe
culverts having pipe diameter less than 600mm,pipe damaged or headwall damaged
are proposed to be reconstructed with Box culvert. Pipe culverts having less width are
to be widened to the two lane carriageway width of 14.8m.

Lump sum provision have been road in this Draft Feasibility Report.

18.3.6 Box culverts

There is 1 Box culvert in the project road which is in good condition with sufficient width
is retained. 46 pipe culverts have proposed for reconstruction to new box culverts, 19
slab culverts have been proposed for reconstruction to new box culverts and 25 new
box culverts are added for new construction in the stretch where there is no cross
drainage structure in the vicinity of 1 km. Necessary L.S provision have been made in
this Feasibility Report.

18.3.7 R.O.B
There is one number of ROB for 2 lane carriageway in good condition. So it is retained.

18.4 Land Acquisition Cost

Generally the existing ROW of 30.0m existing road is adequate for
widening/Improvement to two lane NH standard. However, where there are diversion
due to realignment the land is proposed to be acquired approx. 4.5 Hect. Land area is
covered under this estimate for acquisition.

18.5 Contingencies and Supervision Charges.

Provision for contingencies and supervision and financing and Escalation etc
considering in final stages. Unforeseen items and variation in the length and costs and
L.A charges, social & environmental settlement and other miscellaneous items

18.6 Construction Cost

Based on the assessed quantities for road work, bridges and culverts the overall cost is
worked out. The total civil cost for the entire project is estimated to be Rs. 575.09
Crores. A statement showing the total cost of the work is furnished in Table 18.3
