Terms of Reference
ENGAGEMENT OF PROJECT MANAGEMENT
CONSULTANT FOR THE REPAIR OF OXYGEN PLANTS
IN FEDERAL TERTIARY HOSPITALS IN NIGERIA

Project Manger
This project requires Project Manager to manage and supervise the project as described in the
below responsibilities:
Managing staff and overseeing the day-to-day activities related to the management and
implementation of the Project, including procurement, project monitoring and evaluation,
financial management, progress and financial reporting, leading members of the project
team.
Overall supervision of project activities and arrange for public consultations as required.
Participate and represent the team as non-decision-making member in the Project
Steering Committee (PSC) and serve as secretary of the committee.
Draft Terms of References and management of other project staff, monitoring progress
on deliverables under those contracts and providing feedback as necessary, and
coordination of the work of the team consistent with the overall project implementation
plan.
Undertake external high-level communication.
Prepare, or as appropriate supervise the preparation of, progress reports, field reports,
project completion report and other reports that may be required by the NACA and other
stakeholders.
Prepare, or as appropriate, supervise the preparation of, work plans and budgets and
present to the NACA for approval.
Supervise project staff in the performance of their respective duties and ensure the
efficient functioning of the unit and ensure that clear working arrangements are
established for collaborating with the NACA authorities on all management, financial,
accounting and procurement matters.
Participate in building and implementing the detailed concept and approaches as part of
the overall framework and methodology of the oxygen plant assessment project.
Lead the development of work plans, workshops and periodical work sessions and
meetings for the project management team and hold orientation seminar for his team
members from the project.
Identify implementation arrangements and needed resources to implement the project and
ensure proper management of funds, including accounting, financial control and audit
procedures acceptable to NACA and the Global Fund as well as the procurement of
goods, works and services in accordance with Global Fund guidelines.
The Project Manager will report directly to the Head of Procurement, the National
Agency for the Control of IADS(NACA).
Qualifications:
The person suitable for this position should have the following qualifications:
University degree in engineering, medicine, or equivalent.
At least 10 years of project management experience and at least 5 years of work
experience in the field of engineering and management of projects.
Proven experience and technical ability to manage a large project.
Effective interpersonal, management and negotiation skills proven through successful
interaction with stakeholders, including senior government officials, experts and
NGOs/communities.
Demonstrated ability in team management and collaboration.
Computer literacy
Biomedical Engineers
The biomedical Engineer is expected to review medical equipment technical specifications,
evaluate medical procurement activities, as well as supervise the installation of Medical
equipment in the designated areas.
The Biomedical Engineer will execute the following tasks:
Support the assessment of the existing oxygen equipment infrastructures at the selected
facilities. This must include the development of an assessment checklist.
Support the development of the assessment report from the selected facilities.
Draft the technical specifications of the needed Medical Equipment and facilities.
Evaluate procurement activities related to Medical Equipment provisions,
Review Medical Equipment technical specifications
Execute field visits to supervise the installation of Medical equipment and ensure that the
equipment are delivered as per the approved technical specifications.
Support the technical evaluation of bidding documents during Invitation to Tender stage.
The Biomedical Engineer will work under the direct supervision of the Project Manager
and in close coordination
Qualifications:
Graduate degree in Electronic Engineering emphasis on biomedical or relevant field.
Relevant experience of not less than 4 years in operational experience.
Experience in community based assistance and participatory community actions are an
asset.
Proficiency in the use of computer programs such as outlook, power point and social
tools.
Excellent writing, editing and oral communications skills in English.
Excellent public speaking and presentation.
Electrical Engineer
The Electrical Engineer (would essentially be a professional utility engineer) and will be
working closely with the Biomedical Engineer Manager and the Chief Engineer. The individual
must have knowledge of oxygen machines and tools, including their designs, uses, repair, and
maintenance.
Mechanical Engineers
The Electrical Engineer and will be working closely with the Biomedical Engineer Manager and
Quantity Surveyor. The individual must have knowledge of oxygen machines and tools,
including their designs, uses, repair, and maintenance.
Quantity Surveyor
The Quantity Surveyor will be responsible for checking of Bills of Quantities and preparation of
BOQ and other types of cost estimates for oxygen optimization project. Each bidder must have at
least one Individual fulfilling one of the following criteria in order for firms to be eligible for
consideration.
Should have a Master’s Degree in Quantity Surveying with a minimum of two projects Or,
Should have a Bachelor’s Degree in Quantity Surveying with a minimum of three projects Or,
Should have minimum 10 years work experience with more than five projects
The Individual or Key Personnel shall submit proof of professionally recognized practicing
certificates/ relevant degrees.
