1. PURPOSE
1.1. To identify the training needs associated with its HSE Hazards/Aspects and
its HSE management system, moreover to provide or take other action to
meet these needs and retain associated records.

1.2. To establish and implement and maintain a procedure to make persons


working for it or on its behalf aware of the basic requirements and elements
of the company HSE management system.

1.3. To ensure that any person(s) performing tasks for it or on its behalf that have
the potential to cause a significant impacts on HSE identified by the company
are competent on the basis of appropriate education, training or experience
and retain associated records

2. SCOPE
This procedure applies to all company’s sites and contractors’ activities,
products and services.

3. DEFINITIONS

3.1. HSE MANAGEMENT SYSTEM (HSEMS):


That part of the overall management system that includes organizational
structure, planning activities, responsibilities, practices, procedures,
processes, and resources for developing, implementing, achieving, reviewing,
and maintaining the HSE policy.

3.2. HSE PERFORMANCES:


Measurable results of the HSE management system related to an
organization’s control of the occupational Hazards based on its HSE policy,
objectives and targets

3.3. HSE POLICY:


The overall intention and direction of the company related to its HSE
performance as formally expressed by the top management

3.4. RECORD
Document stating results achieved or providing evidence of activities
performed

3.5. COMPETENCE
The application of knowledge, understanding, judgement, and skill to
consistently carry out an activity effectively and efficiently to a pre-set
standard

Training is the process of being conditioned or taught to do something, or is the
process of learning and being conditioned

The state or condition of having knowledge; consciousness

International standards (OHSAS 18001:2007/ISO 14001 / 2004 4.4.3)

5. PROCEDURE
5.1. On annually basis each Commission Manager after consultation with his
employees shall identify, numerate and submit his commission’s training
needs to improve the HSE performances to the commission Training
Coordinator.

5.2. Training Coordinator of EACH commission shall revise and numerate the
training needs of the employees whose work may have a significant Impact
on the HSE on a Form "HSEF – 4.1."

5.3. Training needs shall be sent to the TRAINING DEPARTMENT by the local
network or by a memorandum to issue a Collective Sheet for Training
Courses in a computerized manner.

5.4. TRAINING DEPT shall inform candidates who will be trained to attend the
stated training program, according to a trainee notification form HSEF – 4.2/
or by fax, at least three days in advance.

5.5. TRAINING DEPARTMENT shall communicate the proposed training center to


provide a copy of the program content to be distributed to the trainees with
notification form, Moreover, TRAINING DEPARTMENT shall receive a copy
of training certificate of the trainee to be attached it to his service file and
register the training course has acquired in his training register.

5.6. TRAINING DEPARTMENT shall send the training course evaluation form
HSEF – 4.3. to be attached to the trainee notification form HSEF- 4.2 and to
be filled in by the employee and returned back to the TRAINING
DEPARTMENT to be kept in the training center file .

5.7. In case of need to HSE training programs or to certify an employee whose


job may have an impact on HSE Management System, and which was not
mentioned in the approved training plan, THE CONCERNED DEPARTMENT
MANAGER to whom the employee is reporting, shall send a training request
memorandum/fax To be approved by the TRAINING MANAGER, and in case
of approved, the same procedures indicated above will be followed.

5.8. HSE commission MANAGER shall assure that HSE policy is communicated
to all persons working for or on behalf of the company at his location.

5.9. The Company shall assure the competence of person(s) performing tasks for
it or on its behalf that have the potential to cause a significant Impact on HSE
is in accordance to " operational Control Procedure HSEP-8 "

5.10.All persons must be properly trained, instructed, equipped and supervised


as required.

5.10.1.It is the responsibility of the contractor to provide basic training for its
employees however, the company may, in special situations, assist
the contractor in fulfilment of some of its specialized training
obligations; however, this does not relieve the contractor responsibility
to provide basic training for his employees.

5.10.2.The contractor will also ensure that all sub-contractors meet the same
requirements and condition as imposed upon the contractor.

5.11.HSE commission in conjunction with TRAINING DEPT shall hold awareness


courses inside the company premises for HSE awareness periodically. These
awareness sessions shall be attended by the persons working for the
company or on behalf of it (Employee and contractors & sub contractors) and
shall include the following items and kept in the form HSEF – 4.4

5.11.1. HSE policy and importance of conformity with it and other HSEMS
procedures and requirements.

5.11.2. Actual / potential HSE Hazards / Aspects of work activities and the
added HSE value of improved personnel performance

5.11.3. The roles and responsibilities in achieving conformance with HSE


policy, procedures and the requirement of HSEMS, including
emergency preparedness and response requirement.

5.11.4. The potential consequence of deviation from specified operating


procedures.

5.12. Continuous completion of training records should be assured to be


kept in a way that facilitates reviewing them to be able to see to what

extent the employee requires any kind of qualification or any training


courses through Training Passport. HSEF-.4.6

5.13. Training records of employees should be kept in their training


register during their service period at the company and for a year
after terminating their work at the company as per "Control of HSE
Records procedure ". HSEP-13

5.14. HSE follow up section will report in a monthly base a training


statically report for all training performed during period this report
will demonstrate the achievement percentage of HSE training plan
