The Orange Line Metro Train (OLMT) Project

1-Introduction
The Lahore, Pakistan Orange Line Metro Train (OLMT) Project is a mass transit initiative aimed at
providing residents with a modern, efficient, and dependable transportation system. The project has
been under development since 2015 and is anticipated to be finished shortly. It will feature a 27.1 km
elevated railway track connecting various areas of Lahore, including commercial and residential
districts. The OLMT is among Pakistan's largest infrastructure projects, costing over PKR 200
billion, funded by the government and international development partners such as the Asian
Development Bank and the Chinese government.
The OLMT project has faced multiple delays due to legal challenges and land acquisition issues, but
it is now nearing completion. Once operational, the project will provide a much-needed boost to
Lahore's public transportation system. The project is expected to create numerous job opportunities,
decrease traffic congestion, and improve air quality in the city. It will also aid in boosting the local
economy and promoting tourism in Lahore.

The Orange Line Metro Train (OLMT) Project in Lahore, Pakistan is an ambitious project that has
been undertaken by the Government of Punjab in collaboration with China Railway Construction
Corporation. The project aims to provide a much-needed transportation system for the city of Lahore
and its surrounding areas. The total cost of the project is estimated to be around Rs. 165 billion and it
is expected to generate revenue of Rs. 1 billion per month when it becomes operational in 2021. The
project is expected to create thousands of jobs, reduce traffic congestion and improve air quality in
the city. It will also provide a much-needed boost to the local economy and help promote tourism in
Lahore.

The revenue generated by the OLMT project is expected to have a significant impact on the local
economy. During the construction phase, the project is expected to create thousands of jobs and

The OLMT project was initiated with a signed memorandum of understanding between the
governments of Pakistan and China in May 2014. Financing for the project was secured in December
2015 when China's Exim Bank agreed to provide a soft loan of $1.55 billion for the project. The total
cost of the 27-kilometre metro train is expected to be 22.51 billion Rupees, with 48% of the funds
coming from the Federal Government of Pakistan and the remaining 52% financed through soft loans
from the Chinese government.

The OLMT project is a crucial infrastructure initiative that will revolutionize Lahore's transportation
system and provide significant economic benefits to the local community. Despite facing challenges,
the project is now in its final stages of completion and is expected to be operational soon.

2-Applications of the project


The purpose of the OLMT project in Lahore, Pakistan is to alleviate transportation issues within the
city. Its primary objectives are to reduce traffic congestion and air pollution, improve the local
economy, and enhance accessibility for people with disabilities. Additionally, the project aims to
decrease the city's reliance on fossil fuels, thereby contributing to the fight against climate change.
The OLMT system will offer a speedy and contemporary mode of transportation that will have
numerous benefits for Lahore. Some of the needs and benefits of the OLMT Project include:
2.1-Reduce Traffic Congestion
To alleviate severe traffic congestion in Lahore, the OLMT Project has been designed to provide a
fast and efficient public transportation system. By offering a reliable alternative mode of travel, the
OLMT will reduce the number of cars on the roads and decrease traffic congestion, resulting in
quicker travel times for commuters

2.2-Improve Air Quality


Lahore's high volume of vehicles has contributed to significant air pollution levels in the city, posing
health hazards to its residents. The OLMT Project aims to promote the use of public transportation,
which will decrease the number of cars on the road and consequently, reduce air pollution levels. By
encouraging the use of public transportation, the OLMT project hopes to improve air quality and
mitigate the negative health impacts caused by air pollution in Lahore.
2.3-Boost Economic Activity
The OLMT Project is expected to have a significant positive impact on Lahore's economy by
providing a reliable and efficient transportation system that will improve connectivity within the city
and connect it to other important economic centers. By reducing travel time and providing
accessibility to various parts of the city, the project is likely to increase economic activity in Lahore.
2.4-Increase Accessibility
OLMT Project's train stations will be equipped with facilities such as elevators and ramps, making it
easier for people with disabilities and those with limited mobility to access the transportation system.
2.5-Reduce Dependence on Fossil Fuels
Moreover, the OLMT Project will help reduce Lahore's dependence on fossil fuels by providing an
alternative mode of transportation that runs on electricity, contributing to Pakistan's efforts to combat
climate change. By reducing air pollution and improving public health, the project is expected to
generate economic benefits for the city in the long term.
Overall, the Orange Line Metro Train Project is expected to provide a modern and efficient
transportation system that will benefit the city of Lahore in many ways, including improving
economic activity, reducing traffic congestion, enhancing air quality, increasing accessibility, and
reducing dependence on fossil fuels.

3-Requirements for the project

The OLMT Project requires a significant amount of funding to build the infrastructure, purchase the

3.2-Land Acquisition
The OLMT Project requires acquiring land to build the train tracks, stations, and depots. The land
acquisition process can be complex and time-consuming, as it involves negotiations with landowners
and addressing any legal or regulatory issues.

5-Dependencies
The Orange Line Metro Train (OLMT) Project in Lahore, Pakistan was a major infrastructure project
that aimed to improve the city's transportation system by constructing a rapid transit system. The
construction process of the project can be broadly divided into the following phases:
5.1-Phase 1: Planning and Feasibility Study
The initial planning and feasibility study for the OLMT project started in 2012, and was conducted
by the Punjab Mass Transit Authority (PMTA).The feasibility study involved a detailed analysis of
the transportation needs of the city, as well as the technical, financial, and environmental aspects of
the project. The study also included a comprehensive survey of the proposed route for the OLMT,
which would cover a distance of 27.1 kilometers from Dera Gujran to Ali Town.
5.2-Phase 2: Design and Engineering
Once the feasibility study was completed, the design and engineering phase of the project began in
2014.The project team, which included local and international experts, designed the track, stations,
rolling stock, and other infrastructure for the OLMT. The design phase also involved extensive
consultations with stakeholders, including local communities, government agencies, and private
sector organizations.
5.3-Phase 3: Construction
The construction of the OLMT project officially started on October 27, 2015, with a groundbreaking
ceremony attended by the then Prime Minister of Pakistan, Nawaz Sharif. The construction was
divided into three packages, each awarded to a different contractor.
• Package 1, which involved the construction of the depot and stabling yard, was awarded to
Habib Construction Services (HCS).
• Package 2, which included the construction of the elevated viaduct and 11 stations, was
awarded to the China State Railway Group Company (CSRG).
• Package 3, which involved the provision of rolling stock, was awarded to the China North
Industries Corporation (NORINCO).
The construction phase faced various challenges, including protests from local communities and
legal challenges in the Lahore High Court.
5.4-Phase 4: Testing and Commissioning
After the completion of construction in 2020, the OLMT project entered the testing and
commissioning phase. This involved testing the trains, track, stations, and other infrastructure for
safety and reliability. The testing phase lasted for several months, with the trains running on a trial
basis on the entire route. The OLMT project was officially inaugurated by the Prime Minister of
Pakistan, Imran Khan, on October 25, 2021. Overall, the construction process of the Orange Line
Metro Train project in Lahore, Pakistan, was a complex and challenging undertaking, but one that
has significantly improved the transportation system in the city.

7-Emergent Behavior
Emergent behavior refers to the spontaneous and unpredictable behavior that arises from the
interaction of individual components within a system. Another way to incorporate emergent behavior
into the OLMT project could be to implement a feedback loop that allows the system to learn and
adapt over time. For instance, data from passenger feedback, maintenance reports, and train

performance metrics could be analyzed to identify patterns and areas for improvement. This
information could then be used to adjust the system, such as optimizing routes or improving train

among its users, such as by implementing a rewards program for passengers who exhibit courteous
behavior, or by creating opportunities for riders to provide feedback and suggestions for
improvement. Overall, incorporating emergent behavior into the OLMT project could lead to a more
adaptive, efficient, and collaborative transportation system that better serves the needs of the people
of Lahore.
