Convened by the President of the UN General Assembly, the High-Level Meeting of


the General Assembly on the Midterm Review of the Implementation of the Sendai
Framework for Disaster Risk Reduction 2015–2030 (HLM) took place from 18–19 May
2023 at the UN Headquarters in New York.

The period for the implementation of the Sendai Framework ends in 2030, at the same
time as the 2030 Agenda for Sustainable Development and its Sustainable Development
Goals (SDGs). The HLM provided a platform for Member States, the UN system partners
and other stakeholders to reflect on the findings and recommendations of the Midterm
Review, to examine context shifts and issues that have emerged since 2015, to identify
course corrections and new initiatives to more effectively address the systemic nature
of risk, and to realise the outcomes and goals of the Sendai Framework. Participants
reinforced the centrality of disaster risk reduction planning to achieving the SDGs.
Delegates adopted a Political Declaration reflecting these interlinking themes and
pledging their renewed commitment to work across and align with various international
agendas, particularly those on climate and biodiversity.

UNDRR’s Work Programme 2024–25 aligns with the outcomes of the Midterm Review
of the Implementation of the Sendai Framework and incorporates its outcomes,
primarily the Political Declaration of the HLM (A/RES/77/289).

The Early Warning for All Initiative

On 23 March 2022, the UN Secretary-General launched a global initiative to ensure that every
person on earth is covered by multi-hazard, end-to-end and people-centred early warning
systems. The Early Warnings for All initiative (EW4all) is meant to break the silos and ensure
cooperation at global, regional and national levels among a broad variety of stakeholders for
the implementation of effective multi-hazard early warning systems. UNDRR will co-lead the
EW4All initiative with WMO from January 2023 until December 2027. In the role as co-lead,
and in line with Target G of the Sendai Framework, UNDRR will be a key facilitator among
multiple international organisations, regional intergovernmental organisations, the donor
community, international and regional financing institutions, national Governments, the
private sector, academia and civil society organisations to achieve the initiative’s objectives.
