2. Brief of TRA (Background of TRCE)


Tigray Roads Authority (TRA) was established on 1984 E.C. by the regional government
of Tigray with an objective to construct and maintain rural roads in the region and
hence the authority performs as required in the development of rural roads (Constructs
more than 3000km on all zones of the region and nearby regions of Afar and Amhara)
and maintain routine and periodically all completed rural roads which provides
transportation service in the region.

Our regional government introduces the business process engineering as one of the
reform programs, thus Tigray Roads Authority (TRA) studies the business process with
the objective of introducing check and balance systems and the BPR study resulted in
a fundamental changes which creates the separate entities; i.e. Regulatory body and
Road Construction Enterprise; then based on the study TRA were transformed and
initially establish TRCE using all the skilled personnel, construction machinery &
equipments and different facilities from Tigray Roads Authority (TRA).

3. Establishment of TRCE
TRCE is a grade one contractor. It is established and owned by the Regional Council
Government of Tigray on August 2002 and registered in the trade and industry with an
initial capital of ETB 131,726,094.00. In the past years the enterprise has perform
different construction projects. Since its establishment the enterprise has shown
growth and currently undertaking a multi million road construction projects.

Generally the enterprise has executed various construction and maintenance activities
through which it has achieved very rich and extensive experiences. It is fully dedicated
to serve the nation and to work to the complete satisfaction of its customers or clients
and stakeholders.

4. Duties and Responsibilities of TRCE


Based on its establishment proclamation TRCE has the following duties and responsibilities:
 Based on customer request and invitation perform road construction and maintenance
activities, design roads, construct building and other related works, provide geo-
technical service, equipment rental and maintenance service, supply different grades of
aggregate and other works;
 Giving priority to government policies perform works order by the regional government;
 Produce or import any construction related inputs and then can rent or sell to
customers;
 Build its capacity;
 Prepare and after approved by the board introduces short, medium and long term plans;
 Following legal procedures participate on other development activities and investments;

6.2. Other works Experience


6.2.1. Road Design (Total 8 Projects among those 6 projects completed and delivered to the
client and 2 of them are ongoing projects)
6.2.2. Geo-Technique Services (We provide particularly soil and aggregate related geo-
technical laboratory tests – our laboratory has different testing equipments delivered
by European Union; we have customers from all over weredas and cities of our region
and near by amhara region cities such as weldeya and sokota)
6.2.3. Equipment Rental Service (we give equipment rental service particularly to
government offices and to inventors as well as local NGO who work on public projects)
6.2.4. Equipment Maintenance & Specification Preparation and inspection Service (Until
now we were providing services such as preparation and submission of equipment
related specifications and inspection of vehicles purchased by customers and till now
our customers are government offices; this year we are preparing to provide equipment
maintenance service with well constructed workshop and equip with skilled technician
and maintenance equipments)
6.2.5. Supply of Aggregates (We have a huge crusher plant with 2000m3 production capacity
at Quiha nearby DBL Textile factory and we produce 00, 01, 02, 03 aggregates; from
this production most of it we use it in our construction projects but we also sell
deferent types aggregates to different customers such as DBL Textile Factoty, Velocity
Textile Factory, Mekelle & Wukro City Cobble Stone pavement work)
