This Transmission Material Specification (TMSS) covers the minimum requirement for
terminal blocks to be used for Relay and Control Panels, Medium Voltage Switchgear
Panels, GIS Local Control Cabinets etc., in the transmission system of Saudi Electricity
Company (SEC)/National Grid Saudi Arabia.

a conductive part and the bonding surface of the equipment, measured

This Material Standard Specification shall always be read in conjunction with SEC/National Grid
Saudi Arabia's General Specification number 0L-TMSS-01 (latest revision), titled
"General Requirements for All Equipment/Materials", which shall be considered as an
integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC/National Grid Saudi Arabia's
Purchase Order or Contract Schedules for project, as applicable.

3.0 APPLICABLE CODES AN D STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. ln case of conflict, the vendor/manufacturer may

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.I Terminal Block Construction and Assembly Material

Terminal block insulating material shall be Material Group 1 and comply with minimum
Polyamide 6 (PA6) characteristics, the material shall have comparative tracking index
CT1>600 determined in accordance with IEC 60112 at pollution degree 3 as per IEC
60947.L. Creepage distances and clearances shall be in accordance with IEC 60947.7.1
with minimum creepage distance of 8mm. Terminal block mechanical characteristics and
flammability class of terminal blocks material shall be shall be as per IEC 60947-1 and
shall fulfill UL94 - Vo requirements. To avoid any risk of fire and preserve the
person safety, terminal blocks are intended to permanently support and isolate wire
termination and joint from each other, and from the surface on which the terminal block
is mounted.
Terminal block assembly conducting material shall be of copper alloy, copper or tinned
copper with high conductivity. Terminal block shall be screw type and/or spring loaded
plug-in type (male and female with lock) as per the requirement of the scope of work.
The design shall be such that accumulation of moisture and dust shall be minimized.
Mechanical requirements shall comply with IEC 60947-L. Compty

4.2 Design requirement

4.4 Terminal Blocks ldentification and Marking

Each terminal block shall be identified and marked at manufacture, and shall include
the following information :

4.4.4 The front face of each terminal shall provide or accommodate a legible label,
the character height shall be a minimum of 2mm and a minimum of two

4.5 Other Requirements

4.5.1 Terminal block shall be suitable for sizes of wires that are to be terminated in the
block. Not more than two (2) terminations shall be connected to one side of
terminal block. Comply

4.5.2 Terminal blocks shall be provided with only one (1) level of connection.

4.s.3 Unless otherwise specified by the project requirements, CT circuit shall be
provided w¡th disconnecting CT shorting terminal with copper bars and with
ground link or without disconnecting slide as per the requirement of the scope of
work. Opening of the link shall enable all CT and relay wiring to be tested clear
of ground. There shall be only one ground link per CT circuit.

4.s.9 Terminal block shall be able to be assembled in side panel mounted DIN rails.
The DIN rail shall be vertically or horizontally mounted as per the design
requirements. Partitions shall be fitted between terminals as requíred.

4.5.10 Groups of terminal blocks shall be identified using engraved labels. Terminals
shall be clearly and consecutively numbered up to (2) digits in each terminal
block. Terminal identification marking shall be per IEC 60947-7-L.

required application function such as power supplies (AC or DC), VT, CT, DC
control, annunciation SOE, SCADA etc. and shall be provided w¡th labels

5.0 TESTS

5.1 Type Test

Type tests and special test as per IEC 6O947-7-L shall be performed. ln lieu of actual
type (design)and specialtests, certified tests reports of type and specialtests performed
on an identical unit may be submitted to SEC/National Grid Saudi Arabia for review and

5.2 Routine Test

Power frequency withstand test shall be carried out. Other tests per manufacturer
Standard shall be carried out. Detail proposal of routine test shall be submitted for
