Constructors Performance Evaluation System
(CPES)
Legal Basis for CPES Implementation
Section 12, Annex E of the Implementing Rules and Regulations (IRR) of
the Government Procurement Reform Act (R.A. 9184)
“All Procuring Entities implementing government infrastructure
projects are mandated to evaluate the performance of their
contractors using the NEDA approved CPES Guidelines for the
type of project being implemented, regardless of contract amount
and funding source. CPES evaluation shall be done during
construction and upon completion of each government project”.
What is CPES?
The Constructors Performance Evaluation System
(CPES) is a standard rating system of evaluating
the performance of constructors based on a
uniform set of criteria to include workmanship,
materials, time, facilities, resources deployment,
and environment, safety and health.

“Uniform General Conditions of Contract for Private
Construction”
What is CIAP Document 102?
It contains terms and conditions ordinarily established in
construction contracts.
It was formulated to provide the procedures, guidelines,
and criteria to be used by parties in a construction
Contract, or use as reference to the Contract to address
deficiencies and/or any ambiguity.
Intended to be applied in the following instances:
Where the parties had failed to incorporate into their construction
contract the general conditions of contract, in which case, the
appropriate CIAP Document shall apply;
Where the conditions of contract agreed upon are incomplete, in
which case, the appropriate CIAP Document shall fill the omission
of stipulations; or
Where certain provisions of the conditions of contract agreed upon
are ambiguous, in which case, reference may be made to the
appropriate CIAP Document to explain the ambiguity.
