TERRORISM is committed by the premeditated use or threatened use of serious violence, force, or by any other means of destruction perpetrated against civilians or non- combatants, or against properties with the intention of instilling a state of common danger, panic or fear, or of coercing or intimidating the public. LAWS GOVERNING TERRORISM IN THE PHILIPPINES Among its provisions, the law punishes anyone officials deem to have incited terrorism through "speeches, proclamations, writings, emblems, banners and other representations." The government maintains that it needs the anti-terrorism act to fight insurgencies. Pursuant to its mandate, the PCTC continues
to carry out its efforts against transnational, which include terrorism as one of the ten thematic areas under the following core thrusts namely: international cooperation, information exchange, capacity building, and law .
