CRIME INFORMATION, REPORTING

AND ANALYSIS SYSTEM (CIRAS)
enhanced e-Blotter System

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

LESSON GOAL

To provide the students with the basic

knowledge and importance of CIRAS in the
field of investigation.

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

LESSON OBJECTIVES

At the end of this lecture, the

students will be able to:
1. Discuss the background of CIRAS and
enumerate the objectives of PNP e-Projects;
2. Identify the CIRAS as a tool in
investigation;

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

LESSON OBJECTIVES

3. Discuss the procedures in encoding crime

data to CIRAS; and
4. Describe the development of CIRAS.

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

BACKGROUND/MOTIVATION
Enhanced e-Blotter or CIRS will be
interfaced with Geographic Information System
(GIS) to evolve into a Qualitative Crime
Analysis Management Tool. The enhanced e-
Blotter will also be able to incorporate
or access data from different e-projects of
the PNP.
CRIMINAL INVESTIGATION COURSE (CIC)
Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

BACKGROUND/MOTIVATION
These modifications of the e-Blotter system
would enhance the ability of field commanders to
conduct qualitative crime analysis more efficiently
and more accurately.

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

BACKGROUND OF CIRAS
a. A stand-alone customized single database;
b. It was launched in September 6, 2011 to serve
as a more efficient electronic blotter system
across the country;
c. It shall be installed into the existing
desktop of the police units/stations;

CRIMINAL INVESTIGATION COURSE (CIC)

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

BACKGROUND OF CIRAS

d. It will be utilized by the Police

Stations to enter blotter/incident reports directly
to the system;

CIRAS AS AN INVESTIGATION TOOL

Serves as a scientific management tool for
efficient and effective prescription of police
intervention. It provides a logical basis for
effective and efficient police intervention. It
Overlays other data sets - localities, AORs, critical
facilities and structures, troop deployment and
movement

Lesson 3.11.b – Crime Information, Reporting and Analysis System (CIRAS)

CIRAS AS AN INVESTIGATION TOOL

Specifically serves as a crime database
by identifying crime hot spots along with other
trends and patterns through the use of spatial
(space) and time series analysis. It also
generates graphs in just a matter of minutes
and establish comprehensive, adequate and
timely information on crimes from manual and
